This paper empirically investigates US fiscal policy sustainability and cyclicality in an empirical structure that allows fiscal policy responses to exhibit asymmetric behavior. We investigate this over two quarterly intervals, both of which begin in 1955:1. The short sample ends in 1995:2 and is most similar to the one used by Bohn (Q J Econ 113:949–963, 1998), whereas the full sample ends in 2013:3. Our estimation results show that the full sample period is sufficiently different from the short sample period, that the asymmetric (nonlinear) empirical models used in this paper are important and that the sustainability of US government debt topic needed to be revisited. Indeed, the short sample provides evidence of fiscal policy sustainability in line with Bohn’s (1998) findings. However, when considering the full sample, US fiscal policy is found sustainable during good economic times only according to the best fitting nonlinear model, but unsustainable for all specifications studied during times of distress. With regard to cyclicality, both samples show policy is asymmetric. Moreover, both samples show countercyclical policy during times of distress and the full sample results show some evidence that policy may be procyclical during good economic times.  相似文献

In this paper, we define deficit sustainability by requiring formally that both the discounted debt vanish asymptotically and the undiscounted debt be bounded. Thus, a new necessary condition and a new testing procedure emerge. We propose a new test statistic and prove that its limiting distribution is standard normal, N(0, 1). Its finite- sample distribution differs from N(0, 1), however, mainly because it has fat tails, so we derive empirical critical values using simulations. Using the new test and United States (US) quarterly data, the conclusions of three earlier papers that fail to reject the sustainability of the US budget or current-account deficit are reversed.  相似文献

This article investigates how the price indices of major cities of the US respond to the shock from a city and from monetary policy. We find that the crisis of Bretton Woods system in 1968 and the oil crisis in 1974 should be incorporated as structural breaks in monetary policy variables and price indices. Using cointegration technique with structural break in our aggregated data, we find that the average half-life is 1.75 years, which is closer to what some of others found in disaggregated data, and that the interest rate is an effective tool for controlling cities’ price in short run.  相似文献

The slow and endogenous twist of economic macro-structure makes up an important evolutionary feature of capitalist economies, and may be at the root of structural crisis. In this line, a Goodwinian growth model with increasing returns and profit-sharing that tries to picture a simple scenario of the seventies crisis is considered. It is shown that the exhaustion of the Kaldor-Verdoorn “productivity law” can entail, in a nonlinear framework, a “catastrophic” bifurcation from a “high” to a “low” growth path. Slow/fast dynamical systems then allow one to formalize a multiple time-scales dynamics where the growth path is shaped by the structural framework in which it takes place, but has also a long -un feedback. Structural change and crisis appear as long term and endogenous outcomes.  相似文献

Whether or not governments should play a facilitating role in economic development has long been a topic for economic discourse and research. As an important instrument to promote economic development, throughout history even to the present, industrial policy is often and actively used by governments. Much controversy surrounds whether and how governments should implement industrial policy.In this article, failures and successes of implementing such policies are analyzed through a new structural economics perspective. Specifically, the article argues that (1) sector-targeted industrial policy is essential to achieve dynamic structural change and rapid, sustained growth in an economy; (2) most industrial policies fail because they target industries that are not compatible with the country’s comparative advantages; (3) successful industrial policy should target industries that reflerct the country’s latent comparative advantages; (4) historical experiences show that in the catching-up stage, the industrial policies of successful countries, in general, have targeted the industries in countries with a similar endowment structure and somewhat higher per capita income; and (5) the Growth Identification and Facilitation Framework (GIFF), based on new structural economics, is a new, effective way to target latent comparative-advantage industries and support their growth.  相似文献

Public and private demands for sustainable development put pressure on firms to develop strategies that include environmental concerns. Environmental effects from products often appear as externalities, outside the legal boundary of the producing company. These companies often possess the best competence to optimise the total life cycle environmental performance of its products. They are, however, neither obliged nor stimulated enough by policy incentives to do so from a sustainable development perspective. The policy instruments used today are mostly of a control-and-demand type, i.e. they do not create sufficient incentives to go further than hedging over set requirements. Environmental concerns and tightened environmental policy parameters have mostly been associated with the notion of additional costs and thus a restriction on economic performance. However, since the mid 1990s, several papers have called for corporate win–win situations as well as instruments giving up-stream incentives for change, but not enough abatement of environmental impacts has emerged in reality. Perhaps this is due to the lack of proper connection between economic theory on the one hand, and incentive advocating articles and instruments on the other. We propose a concept for trading of product life cycle (PLC) emission rights, based on property rights and transaction cost theories considering the problem with asymmetric information over the value chain. The initial financial impacts from such PLC instruments are shown to be significant for the system provider, since emissions—and resource use—become production costs. This provides economic incentives to take an increased responsibility for information flow as well as initiatives for product innovations.  相似文献

The empirical effects of different measures of labour standards on the export performance of the United States are analysed using annual data for the period 1950–1998, applying a time series approach based on the structural change literature. Hence, a model with endogenous breaks is estimated following the methodology proposed by Bai and Perron (Econometrica, 66, 47–78, 1998). The results show that the labour standards, represented by the number of hours worked, the rate of occupational injuries and the unionization rate, are all very important to explain the behaviour of exports for the United States. In particular, it is found that low labour standards may both improve or lead to a deterioration in export performance.  相似文献

The Washington Consensus reform resulted in economic collapse and stagnation in many transition economies and “lost decades” in other developing countries in 1980s and 1990s. The paper provides a new structural economics perspective of such failures. The Washington Consensus reform failed to recognize that many firms in a transition economy were not viable in an open, competitive market because those industries went against the comparative advantages determined by the economy’s endowment structure. Their survival relied on the government’s protections and subsidies through various interventions and distortions. The Washington Consensus advised the government to focus their reforms on issues related to property rights, corporate governance, government interventions, and other issues that may obstruct a firm’s normal management. Without resolving the firms’ viability problem, such reforms led to the firms’ collapse and an unintended decline and stagnation of the economy in the transition process. This paper suggests that the viability assumption in neoclassical economics be relaxed when analyzing development and transition issues in socialist, transition, and developing economies.  相似文献

The movement of farm prices relative to other commodity prices is analysed for the period 1913:01 to 2003:12, investigating the number and time of structural breaks and discussing likely causes of structural breaks in the relative farm prices. Bai and Perron's (1998, 2003) multiple structural change test with a dynamic programming algorithm is used. This test makes it possible to have an efficient computation of the estimates of the break points as global minimizers of the sum of squared residuals. We find six structural breaks when we consider only the mean process and two breaks when we consider the mean and autoregressive processes. Possible causes for these breaks are discussed.  相似文献

Using a model of deterministic structural change, we revisit several topics in inflation dynamics explored previously using stochastic, time-varying parameter models. We document significant reductions in inflation persistence and predictability. We estimate that changes in the volatility of shocks were decisive in accounting for the great moderations of the United States and the United Kingdom. We also show that the magnitude and the persistence of the response of inflation and output to monetary policy shocks has fallen in these two countries. These findings should be of interest in those seeking to resolve theoretical debates about the sources of apparent nominal and real frictions in the macroeconomy, and the causes of the Great Moderation.  相似文献

This paper studies the evolution of US state health expenditure for a sample that covers 1966–2014. Our results provide evidence against the existence of a single pattern of behavior of personal health care expenditure across the US states. Rather, we can observe the existence of two statistically different convergence clubs. We cannot find evidence of convergence when we disaggregate health expenditure into its three main payers: Medicare, Medicaid and private health insurance expenditure, whilst we again find evidence of convergence clubs. However, the estimated clubs for Medicaid and private health insurance expenditure are statistically different that estimated for total health expenditure. Consequently, our results offer strong evidence of heterogeneity in the evolution of US health expenditure. The analysis of the forces that drive club creation shows that economic situation and some supply-side factors are important. We can also appreciate that some healthcare outcome variables are only related to private insurance health expenditure. The other health expenditures, thus, show a certain lack of efficiency which may be due to practices that have little benefit for patient health.  相似文献

We present a new evolutionary political economy approach to the study of transition dynamics based on a co-evolutionary model of differential citizen contributions to competing ‘utopias’—market fundamentalism, socialism, and environmentalism. We model sustainability transitions as an outcome of ‘utopia competition’ in which environmentalism manages to coexist with the market, while socialism vanishes. Our simulation-based framework suggests that the individual economic contributions of citizens to the battle of ideas—both the distribution within a utopia, and the interaction between different utopias—are crucial but much overlooked micro-factors in explaining the dynamics of sustainability transitions.  相似文献

The paper shows that the sequential approach to testing econometric models, particularly testing for structural change, is both feasible and potentially very useful. In fact, this paper makes clear the possibility of using the sequential approach as suggested by Dhrymes et al. We propose a Markov switching cointegration approach to assess long run fiscal sustainability. This method allows us to simultaneously: (1) test for cointegration in the presence of significant fiscal policy changes; (2) assess the type of fiscal regime that a country experienced at a given period and (3) analyse the timing of the transition between the estimated regime types. Given its flexibility, our approach enable us to uncover a richer and more complex dynamics in the analysis of fiscal sustainability, which standard linear cointegration methods fail to capture.  相似文献

This paper investigates the transmission of US macroeconomic shocks to Germany using a large-dimensional structural dynamic factor model. This framework allows us to investigate many transmission channels simultaneously, including “new” channels such as stock markets, foreign direct investment, bank lending and the confidence channel. We find that US shocks affect the US and Germany largely symmetrically. Trade seems to be the most relevant transmission channel. Monetary policy reactions to strong price movements seem to play a role as well. No clear conclusion can be drawn yet on the role of financial markets and the confidence channel. Negative domestic influences apparently more than offset positive US influences in the German economy between 1995 and 2000, but the US recession in 2001 appeared to be the main culprit in the German slump.  相似文献

This paper reviews William Fielding Ogburn's work on technology and social change. An overview of his basic theory is presented, as well as later refinements found in such works as Recent Social Trends in the United States, Technological Trends and National Policy, The Social Effects of Aviation, and other books and articles. It is suggested that while Ogburn is most widely remembered for his thesis of cultural lag, some of his later work on technology and social change is actually more important and deserves reconsideration and extension. One kind of extension might follow the lines of a systems approach rather than continuing the technological primacy strategy that Ogburn is normally considered to have used. The paper also surveys Ogburn's important work in the areas of technology, planning, and social policy, including materials on technology assessment. Ogburn's nontechnocratic approach to these questions, as well as his insistence that social scientists have a great deal to offer to the formulation of technological and social policies, are some of his most important contributions. Questions of technology and social change remain important contemporary issues, yet there is a surprising paucity of social science work on these crucial topics. Further study, extension, and reformulation of Ogburn's pioneering ideas offer fruitful means of embarking on new social science analyses of technology and society.  相似文献

This paper uses the 1998–1999 Canadian National Population Health Survey data to examine the health–income relationship that underlies the absolute income hypothesis. To allow for nonlinearity and data heterogeneity, we use a partially linear semiparametric quantile regression model. The “absolute income hypothesis” is partially true; the negative aging effects appear more pronounced for the ill-healthy population than for the healthy population and when annual income is below 40,000 Canadian dollars.
