Unpaid family care work encompasses care and assistance provided by members of a household to other members. It is not considered to be a productive activity, and its exclusion from national account statistics contributes to keeping it invisible. We compare Italy and Poland, two countries that have taken different paths towards economic development, but share cultural features that influence unpaid family care work. We estimate the value of unpaid family care work with the opportunity cost and the market replacement cost methods, drawing data from the Polish and the Italian time use surveys and the IT-SILC. Our results show that unpaid family care work represents a substantial proportion of national production in both countries, ranging from 3.7 to 5% of GDP, depending on the method of estimation. The results likewise show that the size, gender distribution and value relative to GDP of unpaid family care work are remarkably similar, suggesting that, in spite of the different history of economic development in the two countries, cultural factors play a key role in determining family decisions that affect unpaid family care work.  相似文献

Measurement of unpaid household work is important in order to better understand income distribution as well as to give visibility to women's work and achieve more comprehensive estimates of the level of economic activity. This article surveys estimates of unpaid household work in Norway for use in national accounts and analysis of consumption possibilities. The latter are measured by extended income, defined as income after tax plus the value of unpaid household work. We find that extended income appears to be more evenly distributed than money income.  相似文献

Although Colombia, Mexico, Peru, and Uruguay show similar empirical patterns in terms of time women devote to unpaid work, they also present important variations in how unpaid work is distributed between men and women. Using time-use surveys for the 2007–10 period, this study finds a uniform pattern across the four countries regarding the main individual-level variables related to the allocation of unpaid work. When decomposing the gender gap in hours devoted to unpaid work, most of the difference cannot be attributed to variations in observable characteristics of men and women: the unexplained part of the gap is the dominant part. Results suggest that both the strength of traditional gender roles and existing welfare architecture are relevant factors in understanding variations in how unpaid work is distributed between men and women in these four countries. The results reaffirm that powerful interventions are needed to shift gender norms about unpaid work.  相似文献

This paper examines the effects of unpaid care work on the earnings of men and women in China by using data from the 2008 China Time Use Survey, the country's first, large-scale time-use survey. The study introduces three indicators to measure the degree to which unpaid care work may “interfere” with paid work, either by directly disrupting it or by being intertwined with it. The regression estimates show that while the amount of time spent on unpaid care work negatively affects the earnings of both men and women, the interference of unpaid work with paid work lowers earnings more for women than for men. Quantitatively, the gender differences in the time spent on unpaid care work and its interference with paid work account for 28 percent of the gender earnings gap in China.  相似文献

The estimation of Gross Household Product, the economic value added by the unpaid work and own capital of households outside the boundary of the System of National Accounts, should be addressed through household input-output satellite accounts which count household outputs, value them at market prices, and include an allowance for capital as a factor of production. This paper uses internationally comparable survey data to estimate the relative magnitudes of the gender division of the millions of hours of paid, unpaid and total work in twelve OECD countries, puts a dollar value on Gross Household Product in Australia, looks more closely at who provides care and nurture in households and suggests some urgent issues for attention.  相似文献

Using data from the 2008 China Time Use Survey, this paper examines the gender patterns of time allocation over paid work, unpaid care work, and non‐work activity and estimates the monetary value of unpaid care work. A seemingly unrelated regression (SUR) technique is applied to explore the tradeoff between the three types of activity. The estimates show that, holding constant individual characteristics and regional effects, the total work time of women is higher than that of men by 7 hours per week in the rural sector and by 10.5 hours per week in the urban sector. The monetary value of unpaid care work is estimated by five methods. Depending on the method used, the value assigned to unpaid care work varies from 25 to 32 percent of China's GDP, from 52 to 66 percent of final consumption, and from 63 to 80 percent of the gross products of tertiary industry.  相似文献

This microanalysis of the shadow economy is on informal family income achieving strategies. In particular we analyze both sexes' paid illicit work as well as unpaid work in household production based on the representative West German Sfb3–Secondary Occupation Survey 1984. We estimate the influence of various socioeconomic variables including a legal occupation. As a result, illicit work and household production "Do-It-Yourself" activities are important informal family income achieving strategies. The respective regional state of the formal economy or one's own activities in social networks is of greater importance for informal economic activities than an individual income from formal economic activities.  相似文献

ABSTRACT

This study investigates how total work burden, including paid work and unpaid care work, affects the mental health of prime-age, employed women and men in urban China. Based on the 2010 China Family Panel Studies (CFPS), regression results indicate that total work burden is negatively related to the mental health of both men and women, consistent with the idea that additional work hours reduce time available for rest and leisure. Women have longer working hours and are more likely to be time poor than men, and this gender inequality in total work burden contributes to the gender gap in mental health. The relationships between the components of total work burden – paid and unpaid work – and mental health shed further light on the strength of gender norms and the barriers to redistribution of unpaid work from women to men necessary to reduce the gender gap in mental health.  相似文献

This study is an initial effort to estimate one important category of benefits of environmental improvements in Central and Eastern Europe (CEE), those related to the effects of air pollution on human health. Our estimates are derived from data on ambient air quality in selected CEE locations, together with a model that links these ambient conditions to physical impacts on health and attaches economic values (in dollar terms) to these impacts. Given data limitations, our focus here is on three pollutants: particulates (PM), sulfur dioxide (SO2), and lead (Pb). Our data set includes ambient concentrations for these pollutants in four CEE countries: Bulgaria, Hungary, Poland, and Ukraine.Given the ambient data, dose-response functions taken from the clinical and epidemiological literature in the U.S., Canada, and Western Europe are used to generate estimates of the change in physical effects. These effects then are given an economic value by applying two approaches for scaling unit valuation figures applicable to the U.S. A Monte Carlo model is constructed to propagate the uncertainties of the dose-response functions and unit values to obtain confidence intervals on the total benefits from pollutant reductions in each country. We examine scenarios where the CEE countries improve ambient conditions for the pollutants in question to meet European Community (EC) standards and then compare these scenarios to ones involving uniform percentage ambient reductions across locations in each country.  相似文献

The National Transfer Accounts (NTA) have recently been developed to measure economic flows across age groups. In this article, we extend the NTA for Slovenia by including the value of unpaid household production. Based on time-use data, we discover that people in Slovenia spent even more time on household production than on paid work, which emphasises the necessity of including household production in the NTA analysis. We find that there are large net transfers of household production flowing from adults to children, and to a lesser extent also to the elderly. We calculate unpaid production separately for both genders, and discover that females provide much more unpaid production and total productive work than males. In addition, they face a much more intensive ‘rush hour of life’ than males. We expect that similar patterns may be found in other post-communist countries where equalising labour force participation by gender was central to the communist agenda, but where no similar efforts were undertaken to equalise household work burdens.  相似文献

Is there a balance to be achieved between national technological assessment (TA) activities and the European level? What are the potential benefits of the European-level TA infrastructure both for the Community's own R&D and for national TA activities? This article discusses these questions in light of the different ways TA has been conceptualized in Europe, particularly in the light of the current debate on social shaping of technology and constructive TA. ABSTRACT

Gross domestic product (GDP) is one of the world’s most influential and widely cited economic indicators. However, outside of the industrialised, market-based context in which the indicator was first designed, GDP measurement suffers from a number of biases and blind spots. The article zooms in on one of these: the exclusion of unpaid household services from the production boundary of the System of National Accounts, the international standard underpinning GDP methodology. While GDP has expanded over time to include activities as diverse as financial services and the informal sector, the treatment of unpaid household services has remained unchanged. Why is this? I find that staff in the statistical departments of international organisations such the United Nations, International Monetary Fund and World Bank have a tremendous degree of agency in the governance of GDP. While these statisticians are aware of and engage with criticisms, they reject the inclusion of unpaid household services based on shared professional norms and economic ideas.  相似文献

The 1993 Family and Medical Leave Act (FMLA) guarantees employees 12 weeks of unpaid leave. However, studies find either small or insignificant effects of the legislation on employment, work, leave-taking, and wages. Perhaps employees are unable to use the leave because it is unpaid or they do not need family leave because they already may take off work via vacation, sick leave, and disability leave policies. If so, then family leave legislation may have increased employer-provided family leave without corresponding effects on employment-related outcomes. This study demonstrates the usefulness of quantifying and valuing time spent on unpaid care work and explores the links between social policies, unpaid care work, and gender equality in the context of recent social care reforms in the Republic of Korea. Using information provided by two nationally representative surveys, this article elaborates on the gendered organization of care provision and the total costs of care services for children and the elderly, including unpaid family care, family expenditures on care services, and state support in the form of public expenditures. The study finds that omitting the role of family care services overestimates the state's role in caring for children and elderly adults. A closer look at the impact of long-term care insurance reveals the need for integrated analyses of the qualitative and quantitative aspects of the social organization of care, especially in regard to gender equality.  相似文献

Abstract

European states vary in eldercare policies and in gendered norms of family care, and this study uses these variations to gain insight into the importance of macro-level factors for the work–care relationship. Using advanced panel data methods on European Community Household Panel (ECHP) data for 1994–2001, this study finds women's employment to be negatively associated with informal caregiving to the elderly across the European Union. For the countries included in the study, the effects of informal caregiving seem to be more negative in Southern Europe, less negative in Nordic countries, and in between these extremes in Central Europe. This study explains that since eldercare is a choice in countries with more formal care and less pronounced gendered care norms, the weaker impact of eldercare on women's employment in these countries has to do with the lesser degree of coercion in the caring decision.  相似文献

董事会的履职活动是联通治理结构与治理成效的枢纽,对于公司的有效治理有着重要意义。文章就此问题,在审计委员会的履职活动层面探索性地解释了审慎治理与风险管理绩效的关系,并基于2009-2011年国内 A 股市场的主板上市公司,实证检验了审计委员会的实际履职活动及其影响因素与潜在绩效。研究发现:(1)我国上市公司审计委员会的履职质量堪忧,仅有不到40%的履职活动既可信又活跃,大多数公司的履职现状亟待改善。(2)股权集中度高的公司履职质量较差,大公司、成长性低和债务风险高的公司审计委员会表现较为活跃。(3)当审计委员会的履职活动既可信又活跃时,所在公司有较低的业绩波动;当可信度较低时,看似勤勉的公司反而有更大的业绩波动;当履职可信而活跃度较低时,与业绩波动的相关性不稳健。文章说明审慎治理有助于降低公司风险,督促审慎履职、做到真实勤勉而非表象勤勉是治理有效的基础。未来研究可以在董事会层面就审慎治理机制等方面做进一步深化。  相似文献

Progress towards equal opportunities is critically dependent upon the development of a more equal and more balanced allocation of time in both paid and unpaid work. Gender divisions relating to working time arise primarily from differences in gender divisions within the household but the extent and form that these gender divisions take in the labor market are moderated or mediated by national working-time regimes. These regimes are found to be extremely diverse across Europe with very different implications for gender equality. Current interests in greater flexibility in working time are leading to pressures to changes in working-time regimes and to an increase in the extent of unsocial hours working. The strategies adopted to meet these pressures may vary by country and sector but the restructuring of working time is also likely to be influenced by gender factors and divisions. The result may be increasing differentiation by both gender and class. Progress towards equality requires a renewal of interest in reducing standard working hours and a questioning of the current assumption that increasing unsocial hours working is essential for competitiveness.  相似文献

Marilyn Waring’s If Women Counted (1988) shows how national income accounting became infused with the patriarchal values dominant during its post–World War II development. This article revisits Waring’s analysis in the light of continued support of gross domestic product as a useful statistic. It explains the historical and personal context for her analysis, emphasizing postwar patriarchal values as well as Waring’s experience as a Member of the New Zealand Parliament (1975–84) and her active engagement with women in developed and developing countries. It illustrates the support If Women Counted gives to reformers and recognizes that change has occurred, including provision for satellite accounts in the United Nations System of National Accounts (UNSNA). Nevertheless, the paper concludes that Waring’s profound challenge to the central framework of UNSNA will continue as long as the system excludes unpaid household work and impacts on the natural environment from its core statistics.  相似文献

This paper compares wages across Europe in relation to the characteristics of workers and firms, with a particular focus on wage levels in central and eastern European countries. Worker and workplace endowments can be taken as a proxy for labour productivity. We estimate the extent to which wage differences observed at an aggregate level can be related to the different compositions of workforces and workplaces, as well as the types of jobs conducted in separate countries. We also decompose the observed differences in returns on endowments by identifying the sectors and occupational categories that contribute most to the wage gaps observed at the aggregate level. The wage gaps in low-wage countries actually appear larger once differences in worker, work and workplace characteristics are controlled for. In contrast, the differences in wages between high-wage countries diminish when we control for these endowments. The wage gap between East and West thus seems to be explained by a much lower return on skills and other characteristics rather than by differences in the composition of workforces and firms. Sectoral and occupational analysis suggests that central and eastern European countries have developed a generalised low-cost and low-wage model, with relative returns particularly low on higher skills. There is much less wage disparity across European countries in more labour intensive and lower-paid services sectors, such as accommodation and food service activities. The magnitude of the wage gap seems to be driven by the relative position of sectors and occupations in high-wage countries.  相似文献

This article presents a broad overview of U.S. economic history which identifies a next stage of feminist economic transformation. It identifies three semihistorical stages in the development of the economic self: gender polarization, gender freedom, and gender integration.1 Contemporary economic values, practices, and institutions–which were constructed on gender polarization between masculine paid economy-centered work and feminine unpaid family-centered work–are currently being undermined by the process of gender integration as individuals of both sexes straddle economy and family, masculinity and femininity, and as social movements organize to inject feminine caring into an increasingly heartless masculine economy. This process is leading to the healing of individuals, male-female relationships, and economic and social institutions, constituting a revolutionary new stage of feminist-inspired change.  相似文献
