After the breakup of the Soviet Union, the republics of Central Asia began to restructure their agricultural sectors to achieve food security and to adjust to the requirements of a market economy. Although they encountered many common challenges, their agricultural policies differed significantly. For this reason, it is important to see the results of these policies and to learn lessons from them. This paper discusses the role of and the challenges facing rangelands and livestock production systems in achieving food security among the pastoral communities of Central Asia. It analyzes the trends in livestock development during the economic transition in Kazakhstan, the Kyrgyz Republic, and Uzbekistan, and derives policy directions for the sustainable use of rangelands and for the growth of the livestock sector in Central Asia.  相似文献

The various ways in which livestock production systems can be incorporated into economic, partial-equilibrium, multi-market models are presented, and the challenges outlined. A particular focus and illustrative case is livestock feed. Foremost among the challenges is the reconciliation of scientific understanding of livestock feed requirements and production characteristics with the available national data. Another challenge is in estimating herd structures. An economic, multi-market modeling approach is presented which has been widely used in policy analysis and advocacy, and an account is given of the necessary recent enhancements for addressing livestock.  相似文献

Flexible material handling systems (MHS) have been widely used to enhance productivity involved with product proliferation, and thus far, only fixed-track MHSs such as Eton systems in the apparel industry are commonly used. This paper explores the economic feasibility of a flexible MHS using free-ranging automated guided vehicles (AGV) with a local positioning system (LPS) for the apparel industry. A component-based and modified activity-based costing methodology is proposed to estimate the additional cost of adopting flexible MHSs, and then the internal rate of return (IIR) and payback periods are applied to evaluate the project economic performance. Results show that adopting flexible MHSs has a promising IIR which is larger than 30%.  相似文献

Farm level cross sectional data of 556 randomly selected livestock producers were used to investigate the competitiveness of smallholder beef farmers in Botswana. The results show the presence of inefficiency, with about 74% of the variation in actual profit from maximum profit (profit frontier) between farms mainly arising from differences in farmers’ practices rather than random variability. Further the mean profit efficiency level of 0.58 suggests that there is a substantial scope to improve beef profitability in Botswana. Significant profit efficiency drivers include, among others, education, distance to market, herd size, access to information and access to income from crop production. Considering the importance of livestock sector for wealth creation and poverty eradication in the rural areas where poverty is more pronounced, there is a need for appropriate development strategies and policies directed towards addressing these factors. In particular there is need to invest in market infrastructure in order to improve market access, hence profit efficiency of smallholder livestock farmers.  相似文献

Beyond concerns about agricultural productivity growth, issues of land governance have attracted global interest as demand for land acquisition by outsiders has increased rapidly but most of the transfers failed to live up to expectations and instead disrupted local livelihoods. We use the land governance assessment framework to identify key conceptual issues and identify how land governance in 10 African countries compares to global good practice. Results point towards weak protection of rights in practice, large gaps in female land access, and limited outreach and effectiveness of institutions to record rights and adjudicate disputes. We note that programs to improve performance along these lines had significant impact in other contexts, suggesting that efforts to improve land governance will be warranted and should be closely monitored and evaluated in an effort to identify models suited to African conditions and assess their impact and interaction with other factor markets.  相似文献

This article proposes a system for Zimbabwe which retains government control of national stocks and enables the parastatal marketing system to stabilize prices, at the same time ensuring a more rational delivery system in rural areas with prices reflecting storage and transport costs. The local population is encouraged to fulfill local needs, thus avoiding the expense of directing all marketing and processing through the urban areas. A more localized system will also have greater multiplier effects. Zimbabwe's maize marketing system is used to show how this system could be modified with benefits to rural consumers, producers and government. Data suggest there is little market exploitation: price differentials between markts reflect transport costs, returns on storage are reasonable, and voluntary procurement operations are usually able to stabilize prices. Zoning, movement restrictions and compulsory procurement have been shown to destabilize food markets; prices between markets are higher in periods of strict control than when marketing is relatively free. Controlled marketing answers a real political and economic need in Zimbabwe. Existing public food marketing agencies are not inherently inefficient. While stabilizing maize supply, there are important advantages in announcing preplanting prices, but any trade in maize only takes place after price setting. It is unlikely that there would be both imports and exports in any 1 year, except when previous contracts are being fulfilled. 2 policy options are available to cover anticipated periods of insufficient national maize production: the maintenance of a strategic reserve; and importation of maize to cover supply shortfalls. Single-channel marketing should be replaced by an internal free market operating between floor and ceiling prices by supply manipulation to prevent excessive producer and consumer welfare fluctuations. This system would be more efficient and have beneficial effects on development. It is more equitable for the rural poor, and result in greater stability of producer incomes, more reliable food supplies, higher producer prices and the release of public funds.  相似文献

This article examines how pastoralists of the Horn of Africa negotiate the need for herd mobility (production) under conditions of variable rainfall and grazing conditions, with the necessity to market animals at fixed market locations. It addresses a set of related questions: (1) are herder mobility and other production decisions being altered by improved market opportunities; (2) what roles do markets play in pastoralist drought and drought recovery strategies; (3) which groups of producers are taking advantage of and/or benefiting from which market chains; and (4) what factors other than price help to explain why and when pastoralists sell livestock? The article concludes that macro-economic forecasts about supply response in the region may be overly optimistic and off target, because they fail to appreciate the non-price factors that influence pastoralist households’ decisions to sell livestock.  相似文献

The opening of Chile's telecommunications infrastructure to private and foreign investment has led to a rapid modernization of the network and to improvements in universal service. In 1994 all remaining regulatory entry barriers to the local, long-distance and international markets were removed for both service providers and network operators. Full digitization of switches and specific characteristics of the Chilean network structure have led to fierce price competition in the market. In spite of the small market size the strategic behaviour of the main market players is unlikely to succeed. As a result the market is likely to remain highly competitive. While the liberalization process has so far spurred the universal service goal, further improvements will mainly depend on whether entry takes place in the local market.  相似文献

This paper challenges the common view that mature industries are always ripe for global strategies. Based on data from the European Domestic Appliance industry, this paper shows how changing economic conditions can diminish the value of global strategies. Critical in these shifts were simultaneous rises in demand for variety (that eroded the benefits of scale and continental market share) and decreases in manufacturing scale (that permitted new supply options), which reduced the extent of the strategic market to national dimensions. They added complexity that decreased the profitability of the global players and increased that of national strategies. The fluctuating fortunes of leading firms are shown to have been caused primarily by choices of strategy, not by national factor costs.  相似文献

We analyze responses to a survey designed to elicit consumer reaction to various approaches to labeling genetically modified (GM) foods. Consumers were shown sample labels that differed with respect to claims concerning the presence and potential effects of GM ingredients and the agency that certified these claims. A sample of 1898 US consumers rated 3681 labels with regard to the credibility and adequacy of the information content, with regard to perceived health and environmental impacts of the product and with regard to purchase intent. Simple claims that a product contains GM ingredients are viewed as most credible while simple claims of no GM content are viewed as most adequate. Label claims certified by the US Food and Drug Administration (FDA) are, in general, viewed as most credible and adequate and products with FDA certified claims are perceived to have fewer long-term health problems. Several practical policy implications of the results are discussed, including how different label messages may impact consumer reactions in markets involving GM products.  相似文献

This paper aims at discussing the entry process and competitive strategies of MVNOs in Italy and France. It illustrates the features of competition in a sector – the mobile telecom service industry – which is characterized by market saturation and demand heterogeneity. In doing so, it looks at the characteristics of the two countries in terms of competition and entry of new operators, at the motivations behind the entry of MVNOs, and at the performance of different companies. Results show that the most successful MVNOs are those characterized by the ability to find a perfect match between their core competencies (large network management, strong brand reputation) and the needs of specific segments of demand that had not been previously fulfilled. In this context, companies with ICT network management skills, whether coming from the telecom sector or from other network-based service industries such as postal operators, have been particularly successful in the market. From a policy perspective, despite the failure of some MVNOs, customers have benefited from the increased competition between MNOs and MVNOs in terms of range of service offerings and prices.  相似文献

This paper investigates the cointegration and causal relationships between Information and Communication Technology (ICT) and economic output in Australia using data for about five decades. The framework used in this paper is the single-sector aggregate production function, which is the first comprehensive approach of this kind to include ICT and non-ICT capital and other factors to examine long-run Granger causality. The empirical evidence points to a cointegration relationship between ICT capital and output, and implies that ICT capital Granger causes economic output and multifactor productivity, as does non-ICT capital.  相似文献

This paper shows that voluntary product standards in EU food and agriculture markets can have significant trade effects. In particular for all countries and for goods that are raw or lightly processed, EU standards can often be trade-inhibiting. However, internationally harmonized EU standards—those that are equivalent to ISO norms—have much weaker trade effects, and in some cases are even trade-promoting. EU standards may have hurt developed countries more than developing countries, but this result is dependent on the sector. At a policy level, the results highlight the importance of dealing with the trade effects of voluntary standards in major markets, not just mandatory public standards.  相似文献

This paper uses a new set of country data for 14 countries, members of the OECD, and a non-parametric approach to provide new evidence on the impact of Information and Communication Technology (ICT) on labour productivity growth between 1995 and 2005. For the first time, in the present paper a bootstrap approach for the decomposition of labour productivity change, proposed by Kumar and Russell (2002), is employed. This approach permits to conduct statistical inference on the parameters of interest, and to analyse the effects of ICT technologies on capital accumulation. The results confirm the role of ICT as a general purpose technology that needs organisational and business process changes to fully exploit its growth opportunities. The paper also finds out, by applying a non-parametric test, that ICT technologies positively contribute to the generation of convergence clubs in the evolution of labour productivity. Finally, the empirical evidence offers some basic guidance for future policy intervention in supporting ICT capital investments.  相似文献

This paper examines the impact of liberalizing the telecommunications services sector on investment and output in the Asia-Pacific Economic Cooperation (APEC) countries by estimating a system of four structural equations that takes into account the causal relationship between national income and telecommunications infrastructure. The degree of openness to trade in telecommunications is represented by a carefully constructed index that reflects a country’s trade and investment policy in terms of market access, national treatment and regulatory principles. One interesting finding from the empirical analysis is that the effects of trade liberalization depend on the risk rating of a country. In countries with relatively high risk ratings liberalization reduces investment in telecommunications.  相似文献

Temporary export restrictions have been widely used in recent years in an attempt to stabilize domestic prices of staple grains. I use monthly, market-level price data to investigate the empirical effects of 13 short-term export bans on maize implemented by 5 countries in East and Southern Africa. I find no statistically significant effect of export bans on the price gaps between pairs of affected cross-border markets. My results for price gaps match those from a model simulation in which export bans are not implemented. However, prices and price volatility in the implementing country are significantly higher during export ban periods in the data than in the model simulation with no bans. Export bans in the region are imperfectly enforced, divert trade into the informal sector, and appear to destabilize domestic markets rather than stabilizing them.  相似文献

The purpose of this paper is to investigate the connection between network evolution and technology embedding. To this end, we performed an exploratory case study of the network surrounding an eco-sustainable technology, Leaf House, Italy's first zero-carbon emission house. We apply theories on technological development within industrial networks, with a specific focus on their resource layer and on the three settings involved in embedding an innovation: “developing”, “producing”, and “using”. Our results contribute to these theories by developing four propositions on the connections between network evolution and embedding: first, technology embedding entails both downstream network expansion and upstream restrictions. Secondly, conflicts among actors increase as technology embedding approaches the producing and using settings. Third and fourth, the more the shapes a technology can assume, and the more each of these shapes involves actors acting in different settings, the easier it is to embed it. The paper concludes with managerial implications and suggestions for further research.  相似文献

This paper examines the process of a management innovation in complex products and systems (CoPS). Prior literature offers limited theoretical and empirical insights into how an inter-organizational relationship delivers CoPS by moving towards ‘integrated project teams’ over time. The research is based on an in-depth, longitudinal case study, drawing on 34 semi-structured interviews and secondary data from following a client-contractor relationship in the UK water industry over time. The study draws out the various management innovation development phases. It also provides detailed insights in the developments and benefits of setting up integrated project teams. The study contributes to extant literature and practice by linking previously separate research streams of organizational design and management innovation with the management of CoPS.  相似文献

This paper examines the linkages between the development of telecommunications infrastructure (DTI), economic growth, and four key indicators of operation of a modern economy: gross capital formation, foreign direct investment inflows, urbanization rates, and trade openness. By studying the G-20 countries over the period 1991–2012 and employing a panel vector auto-regressive model for detecting Granger causality, we find a network of long-run causal connections between these variables, including bidirectional causality between DTI and economic growth.  相似文献

Many studies have been made on the diffusion and development of broadband, however there are few published studies on the critical factors for advancing broadband services in developing countries. Thus, the purpose of this paper is to understand and identify the critical success factors for the development of broadband services in a developing country context, using the case of Peru. In this regard, this study uses data collected from interviews with Peruvian telecommunications professionals, policy makers and regional telecommunication experts, which is supplemented by official reports and statistical data to determine the critical success factors for broadband in this country. The four factors derived are; (i) expand the availability of infrastructure, (ii) define a national broadband policy that aligns the interests of stakeholders, (iii) develop effective competition in the broadband market, and (iv) stimulate the demand for broadband services. Through a MACTOR analysis the authors found that the objectives of sharing infrastructure, the further deployment of infrastructure and the development of competition in the market for broadband services are those that generate the most divergence between actors. Additionally, the MACTOR analysis determined that no disagreement existed for the objectives related to demand stimulation. Thus, four proposals are offered for the development of Peruvian broadband. The results are relevant for academics and policy makers interested broadband development in developing countries and for rural areas of developed countries.  相似文献
