Abstract

The first industrial development bank in Nigeria was established in 1964 as part of the First National Development Plan. Its original mandate was to provide medium‐ and long‐term finance to privately owned enterprises in Nigeria. Forty years after its establishment (1964–2004) funding still remains the major obstacle to industrial development in Nigeria. This paper argues that the major problem for the bank was the government’s inability to separate the affairs of the bank from politics.  相似文献

ABSTRACT

The nature of funding sources for university-industry collaboration (UIC) has gradually changed, which may motivate universities to pursue different goals. Therefore, a question arises concerning whether and how funding sources influence the innovation performance of universities. This study explicates this relationship by using organisational control theory. Results of structural equation modelling using partial least squares based on a sample of 146 Taiwanese universities revealed that both governmental and industrial funding facilitated UIC management mechanisms and regulation implementation, which subsequently influenced the innovation performance of universities. Moreover, governmental funding has a greater impact on implementing UIC regulations and industrial funding has a greater impact on building UIC management mechanisms. The results also revealed that only industrial funding exerts a positive influence on the innovation climate of a university. Policy implications are discussed at the end of this paper.  相似文献

ABSTRACT

Analyzing the participation of Hausa women in religiously influenced nongovernmental organizations (NGOs) devoted to development work provides critical insights into the complex intersection of gender, religion, class, culture, and politics and economics. Based on interviews with leaders and employees of various NGOs, including community-based organizations (CBOs), in Kano, Nigeria, in 2010–11, this in-depth case study provides important examples of how various types of NGOs navigate political pressures when it comes to funding; it recognizes the understudied importance of women's labor contributions in the context of the development apparatus in Africa; it highlights the role of women as progenitors rather than benefactors of economic development; and it illustrates the unique role that faith-based organizations (FBOs) can and do play in terms of reaching certain marginalized segments of the population.  相似文献

ABSTRACT

This paper adds to the ongoing debate on the effects of public funding programmes on business innovation. This policy instrument, based upon a simple but a robust rationale, has been applied in an almost homogeneous manner in different contexts, but evidence from such experiences is far from shown homogeneous effects. The main contribution of this paper is that it shows the limitations faced by public funding instruments in affecting a traditionally low innovative pattern. Using panel data techniques, we find heterogeneous effects of public funding on the innovation behaviour of Uruguayan firms between 2001 and 2015. Our results show that, after a strong public policy effort, the critical mass of innovative firms has hardly changed. Input additionality effects of public funding in private innovation investment are found, but only for innovation activities based on the acquisition of embodied knowledge. Moreover, we obtain some evidence of behavioural additionality in process and organizational innovation leading to higher productivity levels, but we find no effects on interaction for innovation.  相似文献

This paper investigates the relationship between sources of funding for research activity and the engagement of scientists in a specific type of knowledge transfer, that is, academic consulting. We rely on a sample of 2603 individual scientists from five Spanish universities, who have been awarded public funding or have been principal investigators in activities contracted by external agents, over the period 1999–2004. We find that externally contracted research is positively related to the amount of monetary income from consulting contracts, but that international competitive funding has a negative effect. Our results show that this negative effect is positively moderated by the size of contract funding: the effect of international competitive funding becomes positive for moderate and high levels of contract funding. By investigating the relationship between academic consulting and different types of research funding, our paper sheds light on the conditions that favor academic consulting.  相似文献

Background: Efficient use of government funding has been increasingly relevant for the success and sustainability of ongoing health-system reform in China; however, as there is no generic substitution policy, patients and basic health-insurance programs pay more for public-preferred brand originators. Such phenomenon is especially typical in public hospitals. The objective of this study is to estimate the potential cost savings in procurement by Chinese public hospitals when switching from brand originators of anti-hypertensive and anti-diabetic medications to their generic equivalents between 2012–2014.

Method: IMS Health volume and value consumption data (IMS China Hospitals Audit system 2012–2014) were used, which covered all Chinese hospitals with 100 beds and above. The top 60% IMS volume consumption of respective anti-hypertensive and anti-diabetic medication with unique dosage form and strength were included. The potential cost savings were calculated from a switch of brand originators with their generic equivalents on the Chinese and international market. An independent sample t-test was conducted to compare the difference of proportion of cost savings in value between the Chinese and international market.

Results: An average of 44% (US$44 million) and 87% (US$90 million) and a total of US$1.4 and 2.8 billion (2014?US$) could be saved from a switch from originator brand anti-hypertensives and anti-diabetics to domestically and internationally available generic equivalents, respectively. The differences of cost savings (in proportion) between domestic and international market were statistically significant (α?=?0.005, p?=?0.003, p?=?0.002, p?=?0.000).

Conclusion: Expensive brand originators dominated the anti-hypertensive and anti-diabetic market in Chinese hospitals between 2012–2014. Preference of brand originators wastes a huge amount of health resources in China and these limited resources could have been used more efficiently. As one of the world’s key generic suppliers, if China wants to use its health resource more efficiently on medicines, comprehensive measures are needed to address both demand-side (consumers’ low trust in the quality of local generics) and supply-side barriers (health professionals’ preference of brand originators).  相似文献

The aim of this study is to analyse whether the receipt of public R&D funding determines firm's R&D strategy selection. This issue is crucial, as previous studies have shown that each R&D strategy is associated to a higher, or lower, innovation performance. We consider three R&D strategies – make, buy, make–buy – and three different sources of public funding – regional, state and other (such as EU). The model estimation is performed through a multinomial logit model with random effects with a sample of 457 large firms for the period 1992–2005, taken from the Spanish Survey of Business Strategies. The main finding is that the source of the funding influences whether firms select the make, buy or make–buy strategy. Additionally, because of the panel structure of the sample, we observe that the effect of public funding on the R&D strategy selection lasts longer for state and regional funds than for other funds.  相似文献

Abstract

This paper offers an explanation of the quantitative changes in education spending by the framework of demand analysis, including the changes in the ratio of educational funding to GDP in the period 1991–2002. The income effect is estimated mainly by using cross-provincial data, while time series data are used to estimate the price effect. Changes in government and non-government spending through time can be satisfactorily explained by the income and price effects. Demand for education services in the three levels of primary school, secondary school and higher education, and aggregate demand for all education services are investigated. The relation between income inequality and inequality in education opportunities is briefly discussed. Ten important findings are stated.  相似文献

The impact of public R&D expenditure on business R&D*   总被引:1,自引:0,他引:1  

This paper attempts to quantify the aggregate net effect of government funding on business R&D in 17 OECD Member countries over the past two decades. Grants, procurement, tax incentives and direct performance of research (in public laboratories or universities) are the major policy tools in the field. The major results of the study are the following: Direct government funding of R&D performed by firms has a positive effect on business financed R&D (except if the funding is targeted towards defence activities). Tax incentives have an immediate and positive effect on business-financed R&D; Direct funding as well as tax incentives are more effective when they are stable over time: firms do not invest in additional R&D if they are uncertain of the durability of the government support; Direct government funding and R&D tax incentives are substitutes: increased intensity of one reduces the effect of the other on business R&D; The stimulating effect of government funding varies with respect to its generosity: it increases up to a certain threshold (about 10% of business R&D) and then decreases beyond; Defence research performed in public laboratories and universities crowds out private R&D; Civilian public research is neutral for business R&D. * We thank the participants to various seminars, including the OECD Committee for Scientific and Technology Policy and the NBER 2000 Summer Institute on Productivity for helpful comments and suggestions. This paper evaluates whether the relative concentration of funding for small, research-oriented firms in a small number of high-technology industries is related to differences across industries in the appropriability level facing small firms. We exploit a novel test based on the relationship between industry-level private venture financing and the performance of government-subsidized R&D projects. If industries differ in their appropriability level, then private funding and subsidized project performance should be positively correlated. Our principal finding is that subsidized project performance is higher in industrial segments with higher rates of private venture capital investment. ABSTRACT

In this paper, we address the optimal funding of pensions by means of portfolio choice approach. Considering the unfunded (Paygo) pension system as a ‘quasi-asset’ with hedging and diversification properties, we derive the optimal portfolio mix of funded and Paygo systems within a mean variance and Bell linear exponential models. Our analysis involves both analytical computations and empirical estimations of optimal values using real long-term data for equity, bonds and the Paygo asset for several OECD countries and several time periods covering the time span 1897–2016. We find that in most cases a mix of both systems is desirable with a larger magnitude of Paygo system in the case of the Bell framework as we capture attitudes towards asymmetry and tail risks that are typical to equity markets.  相似文献

SUMMARY

The current reluctance in some health authorities to provide full funding for the use of the new generation of antipsychotics is not in the best interests of patients or the National Health Service. Schizophrenia is a complex and costly disease, which relies too much on hospital care because of funding shortages elsewhere.

New research attitudes are required to assist health policy decisions. Economic evaluations using evidence solely from randomised controlled trials (RCTs) are insufficient and give a partial and potentially misleading picture. The complexity of the illness and its outcomes in schizophrenia as well as the social influences on hospital admission and discharge exaggerate methodological difficulties arising from the nature of RCTs. The long-term, relapsing nature of the disease in many patients means that long-term evidence must be considered from non-randomised observational studies.

This paper discusses recent reviews and major publications in order to examine the economic arguments for newer atypicals as a class. The economic data published to date consistently suggest that these newer agents should not increase the direct costs of treating schizophrenia and may in fact reduce them. As there are undoubted patient benefits, not least a reduction in side effects, especially extrapyramidal symptoms (EPS) with the potential to improve compliance and reduce relapse, the range of atypicals might be made available and the clinician allowed to make a choice based on clinical not economic grounds.

The funding of these newer agents, although they are ultimately of benefit to patients and to the NHS, stretches already sparse resources. The likely freeing up of beds previously blocked by patients on older 'conventional' treatments will allow them to be used by those patients who currently escape the net. This will further increase funding requirements as more patients present for treatment. There are ethical, clinical and political grounds for increasing funding for the treatment of schizophrenia to take advantage of the biggest revolution in antipsychotic therapy since the launch of the first neuroleptics.  相似文献

It is generally acknowledged that the cuts in government funding for research implemented in several European countries will induce academic researchers to increase their interaction with non academic entities to promote the acquisition of external funding for research. Indirectly this implies that there will be a shift in the focus of academic scientific activity from basic to applied research via private research contracts and consultancy work. The aim of our paper is to assess the extent of the trade-off between basic research and applied activity in academic research departments. We use data for the universe of Italian academic departments over the period 2006–2011 and estimate whether increased applied activity is substituting or complementing basic research activity. We provide empirical evidence of a strong substitution effect for life sciences departments and, to a lesser extent, for engineering and technology departments, while there does not seem to be evidence of a substitution effect for departments whose scientific activity revolves around basic science.  相似文献

ABSTRACT

This article investigates two research funding policies in a cooperative and a non-cooperative R&;D setting: subsidising private research (Spr) and subsidising public research (Spu). We show that R&;D cooperation with subsidies (either Spr or Spu) always performs better than R&;D cooperation with no subsidy. Furthermore, the Spr policy leads to better performance than the Spu approach does in terms of overall net surplus whether the firms cooperate or not in R&;D. Nevertheless, comparing the two research funding policies for the same level of public spending shows that the Spu policy with R&;D cooperation is in some cases more effective than the Spr policy, the latter becoming too costly for the government when spillovers are high.  相似文献

The paper develops a formal model of coalition-building ("network" formation) among research units that seek competitive funding from a supra-regional program, while also drawing support from their respective regional funding agencies. This analysis is motivated by the absence of frameworks of analysis applicable to problems of design of public R&D funding arrangements in the European Union, and in other regional systems were independent programs of "federal and state" support for research co-exists. The model assumes a fixed finite population of research units and an associated distribution of reputed quality, or scientific reputation, which may be modified as a consequence of research results. Non-cooperative games of coalition formation developed by Bloch (1995), and Ray and Vohra (1999), provides a useful single-period framework for this part of the analysis. Collaborations are formed in the expectation of attracting incremental research funding, given the selection criteria of the agency that offers funding for "networks". Invitations to join proposals for networks are initiated and acted upon following a specific ordering procedure. This gives rise to a repeated non-cooperative game of coalition (or collaboration) formation, in which the distribution of payoffs within the collaboration is governed by a fixed rule. Following Keely (2002), this type of game is applied to a multi-period setting in which a distribution of coalitions is tracked, along with the levels of funding received. The latter are determined according to a rule comparing the distribution of reputations within proposed collaborations, and the effects upon the distribution of reputations in the entire population are analysed. Alternative possible external funding rules are evaluated with the help of a numerical example, to determine how their impacts upon collaboration formation, and the resulting evolution of the reputation distribution (as that will be affected by the allocation of funding).  相似文献

Abstract

This paper presents and discusses the “Attempt at Constructing a New Theory of Economic Development and Cultural Cycles”, published by the Bulgarian economist and sociologist of Russian origin, Ivan Kinkel (1883–1945) in 1921. Kinkel's theory, although unknown outside Bulgarian academic circles, carries a range of original ideas and new insights within the frame of Schmollerprogramm. It emphasises the importance of studying economic development as sociocultural evolutionary change, focuses on the role of unity in social life and the plurality of human motives and attempts to methodologically link theory and history into a multidisciplinary approach. Kinkel's work in general, and his theory of cyclical development in particular, can not only be of value for the study of economic thought and the diffusion of ideas, but can also offer insights into the forces underlying the profound changes that we have been witnessing recently.  相似文献

Abstract

Objective:

To analyse the economic impact of galantamine, based on basic activities of daily living (ADL).

Methods:

Data were derived from Swedish patients enrolled in a 6-month placebo-controlled trial of galantamine (GAL-INT-1; n?=?80), and from the Kungsholmen–Nordanstig Project, a longitudinal study of 919 elderly persons in Sweden. Basic ADL were assessed using the Katz’ Index of Independence in Activities of Daily Living (ADL) (number of ADL lost [dependency in 0, 1–2, 3–4, or 5–6 ADL]). Costs were appraised based on regression analysis and on costs directly linked to ADL. Six-month costs for galantamine and placebo were calculated.

Results:

In the regression analyses, each increase in a Katz stage was associated with an annual cost increase of SEK 81,415–83,683 (~€8000). Results were similar using stage-specific costs. Overall, there was a small, non-significant numerical cost benefit for galantamine indicating cost neutrality.

Limitations:

The small number of Swedish patients in the GAL-INT-1 study, which was not powered for economic outcomes, limits the statistical power of the analysis. In addition, long-term outcomes are difficult to assess in persons with dementia because of practical and logistical problems.

Conclusions:

The benefits of galantamine in patients with AD can be achieved with no increase in cost. Combined with positive effects in terms of outcome, treatment with galantamine can be regarded as cost-effective using a cost–consequence approach.  相似文献

ABSTRACT

Tax-payers are usually the ultimate funders of large-scale research infrastructures (RIs), but the expected discoveries of such projects often do not have any known use-value. By interviewing 1,022 undergraduates, we study the drivers of preferences for paying for basic research, which are still little known. We focus on the LHC at CERN, where the Higgs boson was discovered. Income, awareness, and positive attitudes towards science drive a positive willingness-to-pay for science. Students in social sciences and the humanities are willing to contribute to scientific curricula at least as much as their peers. Findings offer support to government funding of basic research as a public good.  相似文献

ABSTRACT

UK policy concern about the value and funding of Higher Education has focussed on the intrinsic and instrumental impacts of education. Typically, returns to education are identified by narrow economic metrics, like earnings. However, policy makers recognize the need for wider measures of welfare. Consequently, contemporaneous relationships with subjective well-being (SWB) have been explored. In this paper the effects of higher education on SWB are mapped through time. The results show positive effects in the first year at university that dissipate afterwards. Intrinsic benefits from education remain but get eroded implying increased stress from loan financed education with transition to a more instrumental perspective on education.  相似文献

ABSTRACT

Performance-based research evaluations have been adopted in several countries both to measure research quality in higher education institutions and as a basis for the allocation of funding across institutions. Much attention has been given to evaluating whether such schemes have increased the quality and quantity of research. This paper examines whether the introduction of the New Zealand Performance-Based Research Fund process produced convergence or divergence in measured research quality across universities and disciplines between the 2003 and 2012 assessments. Two convergence measures are obtained. One, referred to as β-convergence, relates to the relationship between changes in average quality and the initial quality level. The second concept, referred to as σ-convergence, relates to the changes in the dispersion in average research quality over time. Average quality scores by discipline and university were obtained from individual researcher data, revealing substantial β- and σ-convergence in research quality over the period. The hypothesis of uniform rates of convergence across almost all universities and disciplines is supported. The results provide insights into the incentives created by performance-based funding schemes.  相似文献
