International Communication plays an important role in our society. Agenda setting theory emerges from communications studies and focuses on mass media influence on setting political agenda.The theory explains the correlation between the rate at which media cover a story and the extent that people think that this story is important. 中国公共意识形态政策的议程设置机制是什么?本文以大学生思想政治教育领域的中央十六号文件为典型案例,探讨导致这一类政策出台的多方面因素。通过对于媒体触发、最高领导层意志和意识形态工程三种解释模式的说明和比较,本文发现,政治流中政府意识形态的变化、政策流中专家的调研和建议,以及具有准公共性质的媒体力量在中国公共意识形态政策的议程设置过程中发挥着重要作用。本文最后提出,现阶段中国公共意识形态政策的变迁正逐渐摆脱革命时代的权威强势控制,以一种开明的权威主导模式的面貌出现在公众面前。  相似文献

This paper models a purely informational mechanism behind the incumbency advantage. In a two‐period electoral campaign with two policy issues, an incumbent and a possibly more competent challenger compete for election by voters who are heterogeneously informed about the state of the world. Due to the asymmetries in government responsibility between candidates, the incumbent's statement may convey information on the relevance of the issues to voters. In equilibrium, the incumbent sometimes strategically releases his statement early and thus signals the importance of his signature issue to the voters. We find that, since the incumbent's positioning on the issue reveals private information which the challenger can use in later statements, the incumbent's incentives to distort the campaign are decreasing in his quality, as previously documented by the empirical literature. The distortions arising in equilibrium are decreasing in the incumbent's true competence; however, the distortions may be increasing in the incumbent's expected competence on his signature issue.  相似文献

This paper uses an overlapping generations model with endogenous fertility choices to analyze the quantitative costs and benefits of subsidizing higher education, paying particular attention to the interaction between such policy and the sustainability of the social security system. The paper focuses on the demographic change as the mechanism that link both policies. It is found that an increase in education subsidies changes the educational composition of the population and lowers average fertility. Lower average fertility and higher life expectancy of educated individuals translates into changes in the age structure of the population that requires an increase in the social security tax rate in order to balance the pension budget. Such process reduces the welfare benefits of this educational policy since the rise in social security taxes lowers the after-tax lifetime earnings of almost all individuals born in the period of the policy reform and over.  相似文献

The creation of the EC's internal market by the end of 1992 appears to necessitate a harmonization of environmental policies in the European Community. Against this background, the paper analyzes the options for decentralizing environmental policy in Europe and indicates some limitations of this approach.It is shown that, in the case of stationary sources, a harmonization is not required whereas, in the case of international spillovers and global environmental systems, a decentralization of policies is possible if countries can agree on international diffusion norms or national emission quantities, respectively. A harmonization seems to be unavoidable if product norms have to be applied, e.g. in the case of pollutants in consumption goods. Generally, however, price instruments should be used wherever possible, since they allow for a regional differentiation of environmental qualities without segmenting European markets.  相似文献

The paper considers the implications for the EU accession candidates of Central and Eastern Europe of the fiscal‐financial constraints imposed by the Stability and Growth Pact and the Maastricht Treaty. Our findings apply also to those current EU members whose initial conditions (e.g., infrastructure and progress in state pension reform) or other structural characteristics (e.g., demographic structure, growth potential, Balassa‐Samuelson equilibrium real exchange rate appreciation) differ significantly from the EU average. We find the existing criteria to be seriously flawed and propose an alternative rule, the Permanent Balance Rule, based on a strong form of tax smoothing.  相似文献

Governments that do not reform pay-as-you-go (PAYG) pension systems will eventually face a pension crisis. In a democracy, reforms require majority support. The problem is that pension reform requires today's generation to bear the burden to avoid burdening tomorrow's generation. Sweden recently passed pension legislation that specifies a gradual transition from a public defined-benefit plan to a defined contribution plan. Why was Sweden successful in reforming its pension system? We find that a political economy perspective helps to answer this question: there are more winners who would vote in favour of the reform than non-winners who would vote against it. When comparing the net effect (present value of expected benefits minus present value of remaining contributions) of the new and old systems, contributions of the working generation (age < 53) are reduced by more than their expected benefits.  相似文献

Some argue that European financial services regulation is witnessing a shift from a ‘market-making’ to a ‘market-shaping’ paradigm after the global financial crisis. This so-called ‘new’ political economy explanation stresses the role of ideas to understand this change. We consider this claim by providing an in-depth examination of recent European hedge fund legislation from the perspective of two key ‘market-making’ coalition members: the UK government and the hedge fund industry. We accept that the legislation represents a set-back for the ‘market-makers’ but question whether it represents a victory for the ‘market-shapers’. Moreover, we cast doubt on the causal role of ideas, calling for a domestic politics approach.  相似文献

This paper discusses macroeconomic and monetary policy making at the European Commission in the 1960s. The Commission, in its analysis, focused strongly on economic imbalances in the Community, as they could threaten the common market project. In order to strengthen the system of economic governance of the Community, the Commission advocated an improved monetary cooperation, in line with the internal logic of the integration process. This contrasted with the view of the central bankers, who took the international monetary system as the framework for their analysis. This paper shows the ascent of the Commission as an actor in the monetary area, notwithstanding the relatively limited provisions of the European Economic Community Treaty.  相似文献

The development of human tissue engineered technologies, located in the context of wider debates around the governance of biotechnology, raises important issues. This paper explores these issues by examining theoretical approaches to the regulation of risk, the limits of technical risk assessment and implications of scientific uncertainty in this area. We consider broader social concerns and how these shape contemporary debates relating to the sourcing and use of human tissue-engineered technologies. We examine the emergence of a new regulatory ‘regime’ in Europe and the social shaping of a regulatory space between medicinal products, medical devices and biologics where these innovative products may be situated. Reporting on recent policy initiatives and a survey of regulatory authorities in Europe, we analyse the ways in which public trust in these technologies may be engendered, providing insight into public participation in policy debate and relations between industry and the regulatory state at national and European levels.  相似文献

In this paper we study the relationship of fiscal policy and economicperformance of some core countries in the EU. Our aim is to find outwhether public deficit and public debt have consequences for real variables in the economies we consider. The background of our empirical study is a growth model that provides us with some predictions on the relationship between fiscal policy and economic growth. In a first step we then use Granger causality tests to analyze empirically whether some of the implications of our model arecompatible with the data. In a second step, we investigate whether the fiscalpolicies of the member states have been sustainable. Given this information,we then pursue the question of whether differences in the fiscal positions ofcountries have consequences as concerns the outcome of our empirical testsof step one. Finally, we study whether the impact of the public deficit ratiodepends on the magnitude of the debt ratio.  相似文献

This paper estimates the impact of demographic change on energy use and greenhouse gas emissions in Germany. Since old people display different consumption patterns than young people, an increase in the proportion of old people affects overall consumption patterns. Micro data from a household survey are used to identify age-specific consumption patterns and to project the impact of demographic change on the structure of total consumption expenditure up to the year 2030. The resulting final demand vectors are entered into an environmental input-output model, which allows the calculation of sectoral production, energy use and greenhouse gas emissions. The model results suggest that until 2030, demographic change raises the share of methane in total greenhouse gas emissions and does not contribute to reducing energy use and greenhouse gas emissions in Germany. The model is also used to explore the effects of redistributing income between age groups and a policy-induced switch from motor vehicle use to public transport.  相似文献

The article presents a novel methodology for measuring the clarity of central bank communication using content analysis, illustrating the methodology with the case of the European Central Bank (ECB). The analysis identifies the ECB's written communication as clear in about 85–95% of instances, which is comparable with, or better than, similar results available for other central banks. We also find that the additional information on risk to inflation and especially projection risk assessment contained in the ECB's Monthly Bulletins helps to improve communication clarity compared to ECB's press releases. In contrast, the bulletin's communication on monetary developments has a negative, albeit small, impact on clarity.  相似文献

We assess the impact on agricultural trade of European Union (EU) trade policies, using a gravity model based on disaggregated trade flows from 161 developing countries (DCs) to 15 EU member countries. We use a sample selection framework to account for potential selection bias of positive trade flows and provide an explicit measure for relative preference margins. From a policy perspective, our results debunk some of the most widespread criticisms of preferential policies: EU preferences matter and have a positive impact on DCs agricultural exports at both the extensive and intensive margins, although with significant differences across sectors.  相似文献

Research on the interaction between wage setters and central banks has shown that the classical dichotomy of monetary policy models in the tradition of Barro and Gordon [Journal of Political Economy 91 (1983) 589] does not hold if an inflation motive of wage setters is introduced. In this paper, the conditions for this result are re-examined under different assumptions concerning the exact timing of the strategic game, and the consequences for the socially optimal delegation rules and incentive contracts for central bankers are derived. It is shown that the relationship between central bank conservativeness and macroeconomic performance—and hence the design of optimal monetary policy institutions—is sensitive to the modelling choice. In particular, the case for an ultra-populist central banker is valid only under assumptions that appear to be quite unrealistic.  相似文献
