ABSTRACT

Despite the truism that less is known about the deep-sea than outer space, deep-sea mining (DSM) is being promoted as the next frontier of resource extraction. In 2019, Nautilus Minerals hopes to become the world’s first company to mine the deep seabed in the waters off Papua New Guinea (PNG). DSM thus stands at the threshold of becoming a matter of politics; it has provoked a wide range of geopolitical imaginaries variously relating to ‘resource security’ and ‘progress’, on the one hand, and environmental disaster and precaution on the other. However, these accounts do little to address the specific ‘nature’ of the deep-sea, seabed and their extreme location and materialities, and are instead framed by classic geopolitical concerns with interstate relations. Against this background and illustrated by examples centred on PNG, this paper argues that future engagements with the geopolitics of DSM are more accurately conceptualised by an engagement with time as well as three dimensional space. This includes the multiple spatial and temporal registers through which both the geology and ecologies of seabed and seawater operate. By highlighting the importance of resource temporalities, it suggests that the geopolitics of both DSM and extraction in extreme places more generally is not only spatially complex, it is also a matter of time.  相似文献

Relations between states in the post-Cold War period have been shaped by an increased economic competition including ‘non-market’ factors such as intelligence sharing between state agencies and private businesses, successful economic diplomacy and different techniques to influence and manipulate non-governmental organisations to weaken an economic adversary, among other things. The considerable influence of these non-market factors illustrates the limits of the liberal economic theories that emphasise the dominant role of market forces. Geoeconomics is an interdisciplinary analysis that includes geopolitical factors, economic intelligence, strategic analysis and foresight and has the objective to provide a tool for states and businesses to develop and implement successful strategies to conquer markets, and protect strategic segments of the domestic economy, among other things. This article argues about the growing significance of geoeconomics in contemporary power rivalries, presents some strategic aspects of the role of state in the establishment and coordination of a national geoeconomic disposition, and highlights briefly the importance of the strategic management of information to support geoeconomic strategies. Some arguments of the article ‘Geoeconomic Analysis and the Limits of Critical Geopolitics: A New Engagement with Edward Luttwak’ are briefly discussed as well.  相似文献

In his article, Antto Vihma seeks to develop a geoeconomic approach that draws from Edward N. Luttwak’s conception of inter-state competition, and suggests that a more nuanced reading of Luttwak provides a way forward. In this essay, I first tease out and discuss Vihma’s arguments, before calling for the need to develop geopolitical analysis of contemporary geoeconomic processes. This kind of geopolitical analysis focuses on the political imaginaries that frame the world in terms of economic expansion, new kinds of inter-spatial competition, connectivity and pace or global integration and connectivity. These imaginaries have become increasingly salient in state-centric political debates on national interests, national security, and national identity.  相似文献

With the end of the Cold War, it seemed that we had reached the ‘end of geopolitics’. Since the mid‐1990s, however, the term ‘geopolitics’ has experienced a revival, and even regional groupings which have so far abstained from any kind of power politics, such as the European Union, have started to claim geopolitical interests for themselves. But it is not clear what constitutes this kind of power politics in the 1990s and what drives ‘the West’ to pursue geopolitics, directed against what Huntington has labelled so plainly and provocatively the ‘Rest’. The article addresses this question by analysing Western capital's need for access to markets in the South and the EU's and US’ growing dependence on oil imports. The article will argue that a Western geostrategy based on Huntington's civilisational model would be counterproductive in the long run, manoeuvring the Western states into a situation where these geopolitical goals would have to be enforced by military means instead of being pursued through a strategy of political and economic support.  相似文献

ABSTRACT

Historical and conventional international relations (IR) frameworks describe the Belt Road Initiative (BRI) as representing a newly ambitious Chinese drive into global politics that positions China as moving away from its long-time reticence towards foreign entanglements. This raises a contradiction of China being at one and the same time both a defender of its own territorial sovereignty while also being engaged in various projects, particularly the BRI and the associated Asian Infrastructure Investment Bank (AIIB), that point in completely different directions. This paper seeks to build upon and move beyond conventional framings to understand how the BRI represents a conflict over the workings of state sovereignty that such frameworks have trouble addressing. We argue that the absence of an official Chinese government BRI map promotes a ‘useful fuzziness’ with regards to China being open to crafting a new as of yet undefined geopolitical identity. In light of the absence of such a map, this work considers key ideas relating to China’s geopolitical expansion via the BRI in terms of so-called sovereignty regimes – the idea that various practices of authority and control emanating originally from states take different geographical shapes. Conflicts arise when a state, such as China, finds itself caught between the operational imperatives of multiple regimes. By identifying the current sovereignty dynamics raised by the BRI in light of the relevant, yet distinctive historical experience of the Marshall Plan, this work can be used as a model for understanding how China’s current leadership is managing the debate of simultaneously protecting ‘strong borders’ yet also promoting a policy of ‘going out’.  相似文献

Early in the twentieth century, Swedish geopolitical scholar Rudolf Kjellén wrote of the nineteenth century nation-state as a state of ‘land and people’, but he also suggested that in the twentieth century various empires would eventually force Central Europe to unify into a bloc of states under the protection of a powerful Germany. This concept of ‘state-bloc’ resembles Carl Schmitt’s idea of Grossraum and is also very similar to what later became NATO, but now with the United States, not Germany, as its central protecting power. Within the individual state, this duality of nation-state and state-bloc was fused with what Hans Morgenthau called a ‘dual state’ with a regular state hierarchy of the nation-state versus a parallel security hierarchy, now linked to the central power. After the Second World War, Sweden, despite its ‘policy of neutrality’, was placed under the US nuclear umbrella, creating a duality that typified Morgenthau’s idea of the ‘dual state’. The regular ‘democratic hierarchy’ was confronted by the US-leaning ‘security hierarchy’, with the latter intervening in the event of emergency. In the 1980s, the strength and unpredictability of the Swedish Social Democratic government became worrisome to the US security network. In a crisis situation, the ‘dual state’ – or what we might call a ‘double sovereignty’ of the ‘democratic state’ and the ‘security state’ – might prove unacceptable. In the final analysis, the Schmittian ‘sovereign’ is undivided.  相似文献

ABSTRACT

Refugees and migrants are often studied as though they have no relation to the racial and class structures of the societies in which they reside. They are strangers to be governed by ‘integration’ policy and border management. Refugees and migrants are, however, subjects of contemporary capitalism struggling to render themselves valuable capitalist modes of production. I study the government of refugees and migrants in order to examine capitalist value regimes. Societal values and hierarchies reflected in capitalist modes of production impact on struggles of racialised subaltern groups to translate body power into valued labour. Marx’s account of surplus populations points to the common marginalisations of people called ‘refugees’ and other subaltern groups struggling to translate their body power into valorised labour. The essay includes a study of the gentrification of a district in Budapest, and its transformation into a means for the reproduction of capital, leading to the marginalisation of groups who no longer fit the new value regimes. Studying refugees as surplus populations allows for a sense of the common marginalisations of subaltern and racialised groups before capitalism, and questions the treatment of refugees and migrants as ‘strangers’.  相似文献

This paper makes the case for a broadening of conceptual vocabularies in security studies by extending the sub-discipline’s predominantly geopolitical focus to the ‘geosocial’. Based on a review of work on human security and of feminist and anthropological research on (in)security and violence, we argue that there remains a need for further conceptual development to which geosocial approaches can make a significant contribution. They move us beyond compartmentalisation towards understanding social relations as a key medium through which connections between different forms of (in)security are forged. This prompts the mapping of a wider kaleidoscope of intersecting security issues, experiences, practices, subjects and topographies that include, but are not exhaustively explained by, geopolitical and geoeconomic processes. Drawing on findings from a participatory research project conducted with marginalised young people in Leipzig (Germany) between 2014 and 2015, we argue for greater attention to four issues that are rarely thematised in security studies and which geosocial approaches bring more squarely into focus: 1) social relations as a key connective tissue through which different dimensions of (in)security are entangled and through which these entanglements are given shape; 2) social relations as sources of security and insecurity; 3) security practices as including the emotional and practical labour invested in sustaining, moulding or dealing with the breakdown of social relations; and 4) the topographic stretching and hybridisation of social relations that furnishes not just cultures of fear but can also generate greater senses of security.  相似文献

This paper surveys the impact of geopolitical thinking as applied to issues of territory in Latin America, with special emphasis upon its Southern Cone. The relevance of geopolitics is examined as an ideological doctrine and as a normative framework to understand territorial changes, territorial conflicts that have not escalated into fully‐fledged wars, and rare cases of actual wars fought in the twentieth century in South America. I question the changing meaning of geopolitical doctrines following the ‘third wave’ of democratization in Latin America by suggesting more ‘positive’ avenues for the former pernicious “implications of geopolitical doctrines, including economic development and regional integration. Finally, I juxtapose ‘conventional’ geopolitics with more recent ideas of ‘critical’ geopolitics and its potential implementation in the region.  相似文献

The wider geographic scales of the new interdependencies called ‘globalisation’ are not new to peripheral states such as Yemen. In the colonial and post‐colonial world sensitivity to international developments has always been important in the course of local events. What is new is the particular configuration of political and economic institutions at various levels including, critically, the national level. This paper argues that, on the one hand, the new geography of economic and political ‘globalisation’ has left Yemen with distinctly ‘old’ forms of economic integration into world markets, but that, on the other hand, regional geopolitics have opened certain opportunities for Yemen's political elite to refashion itself as a strategic geopolitical player so as to maintain international flows of military and economic aid. The end result is the continued national dominance of these same elite. ‘Globalisation’ in this sense is a national political project.  相似文献

ABSTRACT

In one of the most influential contributions to modern political economy, Hall and Soskice have launched a distinction between ‘liberal’ and ‘coordinated’ market economies, placing the Nordic countries firmly in the latter category. We argue that, while the H&S distinction may serve classificatory purposes, seeing the Nordic model in terms of ‘coordinated capitalism’ blurs the distinctive features of the Nordic countries’ success as productive and fair economies. We contend that the central formula behind this success lies in what we call the Nordic model’s ambidexterity – the capacity to combine collaborative and competitive elements and skilfully navigate between them. Using an interdisciplinary perspective (inspired by organisation theory, cultural semiotics and evolutionary analysis), we provide a conceptual basis for reinterpreting the Nordic Model as an ambidextrous combination of culturally rooted, collaborative strategies that are subsequently competitively exposed. The article illustrates the workings of this ambidexterity in three societal domains: work life (including female participation), resource management – illustrated by the Norwegian petro-economy – and international business management and regulation with a focus on CSR. In each case we will show how collaboration is intertwined with pragmatic competitive exposure, yielding high productivity, high welfare, as well as fair income and wealth distribution.  相似文献

New geopolitical writings that have developed in the post‐Soviet period are predicated on different ideological and historical perspectives and against the formal statements of Russia's place in the world from President Vladimir Putin and enshrined in the document ‘Concept of the Foreign Policy of the Russian Federation’. Four geopolitical schools can be identified, ranging from the fantastic notions of extreme Eurasianism to the reformers’ goal of tying Russia firmly to the West. Formal statements concentrate on Russia's regional prominence in Eurasia and on close integration into the world economic and political systems. However, ordinary Russians display little interest in these geopolitical writings or in the foreign policy actions of the Russian state, except in special cases where the Russian military are actively involved on Russian territory or the ‘near abroad’. In this regard, Russian public opinion has increasingly become like that of the Western democracies, generally disinterested in foreign policy and focused on their personal day‐to‐day lives.  相似文献

ABSTRACT

The short-term GDP growth-based economic success of the BRICS has spawned a trend of grouping large emerging market economies under shared monikers. The proliferation of a wide array of labels – from MINTs to VISTAs – within political and financial circles has been accompanied by a growing scholarly interest in the study of these ‘emerging markets’ and future ‘rising powers’. This paper discusses the literature on Turkey’s ‘rising power’ status to problematise the conceptual and analytical parameters that shape these wider debates. Accordingly, I argue that the established parameters are wholly based in, and in turn reproduce, a neoliberal conception of development which prioritises a narrowly construed metric of economic progress based on GDP growth, while simultaneously ignoring the associated socio-economic and environmental costs. The paper interrogates the ways in which select macroeconomic indicators have been deployed to legitimise neoliberal reform in Turkey and utilises this case study to mount a methodological challenge to the relevant IR/IPE literatures that conceptualise ‘emerging markets’ and ‘rising powers’ from growth-oriented perspectives.  相似文献

Of the several debates that revolve around the work of the economic historian and political economist Karl Polanyi, one that continues to exercise minds concerns his analysis of, and political attitudes toward, post-war capitalism and the welfare state. Simplified a little, it is a debate with two sides. To borrow Iván Szelényi's terms, one side constructs a ‘hard’ Karl Polanyi, the other a ‘soft’ one. The former advocated a socialist mixed economy dominated by redistributive mechanisms. He was a radical socialist for whom the market should never be the dominant mechanism of economic coordination. His ‘soft’ alter ego insisted that the market system remain essentially intact but be complemented by redistributive mechanisms. The ‘double movement’ – the central thesis of his ‘Great Transformation’ – acts, in this reading, as a self-correcting mechanism that moderates the excesses of market fundamentalism; its author was positioned within the social-democratic mainstream for which the only realistic desirable goal is a regulated form of capitalism. In terms of textual evidence there is much to be said for both interpretations. In this article I suggest a different approach, one that focuses upon the meaning of Polanyi's concepts in relation to their socio-political and intellectual environment.  相似文献

This essay explores the conceptual limitations within Fredric Jameson's notion of the geopolitical aesthetic through an analysis of Jameson's now classic reading of The Perfumed Nightmare; this film is central to his concept of the utopic character of film more generally and, moreover, to his argument on the embeddedness of Third World representations within a global, capitalist system. We suggest that, although Jameson acknowledges the underlying constructed and relational character of ontological categories such as film (despite their reification under capitalism), his theory of historical materialism demands that they also be understood as formed with regard to a socio-economic totality. And, because the recognition of a totality requires a master narrative within which all can be understood and framed within a logic of equivalence, Jameson must by default conceive of epistemology as fundamentally divided between a true and a false consciousness. Taking our own cue from recent developments in anti-essentialist thought, we conceive of such cultural forms as the temporarily fixed embodiment of broader-scale discourses that continually construct and deconstruct the world as we know it, including our understandings of the ‘real’ as well as the ‘economic’, the ‘political’ and the ‘cultural’. In our own re-imagining of The Perfumed Nightmare, we provide a partial response to this, noting how these realms are constituted from the temporary ‘fixing’ of a series of people- and place-based identities, such as those constituted under the rubric of ‘gender’. Accordingly, we re-work the term ‘cognitive mapping’ as the attempt to outline the web of significations within which objects are embedded as well as the concomitant lines of fracture and contradiction that allow for such objects to become meaningful in a host of other contexts.  相似文献

There is a new wave of interest in the interplay between commerce and strategy, and ‘geoeconomics’ is again becoming a key concept in policy analysis. In the academia, however, since the emergence of the concept in the early 1990s, geoeconomic analysis has mostly been viewed through very critical lenses. Analysts have portrayed geoeconomics as simplified neorealism, as a neoliberal discourse, and as a securitisation project. This criticism of geoeconomics relies on an incomplete view of IR realism, as well as some oversimplifications of Luttwak, who introduced the term in 1990. This article underscores the relative property of Luttwak’s argument, in which economic means are gaining in importance in relation to military power, and countries are increasingly, but not always, turning to logic of conflict and geoeconomic policies. Luttwak also underscores the role of domestic politics and ideologies in determining whether a country engages in geoeconomic behaviour or not. The article suggests that strategic geoeconomic theory-building, inspired by but not limited to Luttwak, has much to contribute to our contemporary understanding of IR and geography, for example, in the analysis of strategy and the different power capabilities of states.  相似文献

This piece is the introduction to a special section on Feminist Geopolitics focusing specifically on securitisation. This introduction provides an overview of the field of feminist geopolitics and situates the contributions of the articles that follow. We argue that the contributions to the section push the field in two distinct ways. First, a number of the pieces draw important connections between geopolitical and geoeconomic processes. Second, the pieces continue to excavate the complex relationship between geopolitical processes and everyday life. Taken as a whole, this special section highlights the utility of feminist geopolitical approaches for gaining analytic clarity and thinking through and enacting positive social change.  相似文献

Based on the notions of ‘popular geopolitics’ and ‘practical geopolitics’, this article explores how China’s geopolitical strategies are represented and reproduced by the popular songs in the CCTV (China Central Television) Spring Festival Gala during the past thirty years (1983–2013). Drawing on the (con)textual and visual analysis of 539 popular songs, how geopolitical knowledges are represented and reproduced by these songs and how these songs are involved with China’s geopolitical strategies are analysed. The main argument of this article indicates that the official regulated popular songs in the annual Gala can be considered as important constitutions of China’s state apparatus which aim at propagandising and legitimating the official geopolitical strategies on both internal and international affairs. As research of the geopolitical engagements of China’s popular music, this article might also be read as a contribution to wider literatures on popular and practical geopolitics from a non-Western perspective.  相似文献

Geopolitics today is increasingly marked by the violent convergence of (in)security, market integration, and dispossession. Yet few studies address the connected, counter-insurgent geopolitics of ostensibly ameliorative, women-focused development interventions in the (post)colonial world. This paper charts a new theorisation of the geopolitics of development by focusing on gendered social movements, intersecting relations of difference, and social reproduction in two seemingly distinct areas: rural Guatemala and urban India. It introduces a transnational feminist geopolitical analytic – based on relational comparison, critical ethnography, and collaborative dialogue – to elucidate both specificity and global interconnection. Specifically, this consists of analysing struggles over dispossession through processes of ‘de(bt)velopment’ in the Ch'orti’ Highlands and ‘redevelopment’ in Mumbai at key historical conjunctures. These struggles illuminate not only (in)securities experienced by marginalised groups but also the transformative potentialities and domesticating limitations of social mobilisation. In conclusion, the paper offers insights into the how of doing more liberatory geopolitical praxis.  相似文献
