This study examines the role of resource abundance in the cross‐country differences in the impacts of the global financial crisis (GFC) of 2008–2009. Using forecasts from the unobserved components model and exponential smoothing technique, we estimate the output levels a country would reach in 2009 and 2013 in the absence of the GFC, and compare these with the realised output levels. We find large variations in the output losses across 72 countries. The mineral‐rich countries have been found to be in a strong position to survive any adverse shocks stemming from the GFC. Income per capita, trade openness, and institutional quality and government effectiveness are also found to be key factors determining the differences in output loss in the post‐crisis period. These findings have strong implications for resource‐rich countries such as Australia and are expected to shed new light on alternative policy designs and appropriate strategies to deal with any future economic crisis.  相似文献

Given the stagnant agricultural productivity and persistent food insecurity in low-income countries—notably in sub-Saharan Africa (SSA)—there has been continued interest in the adoption of new technology and its impact on productivity in these regions. To increase crop yields and sustain yield gains, recent case studies of technology adoption unanimously recommend the adoption of integrated farm management systems, particularly in SSA. On the other hand, there have been increasing numbers of studies on social network or farmer-to-farmer technology extension. These studies explore more efficient extension systems than traditional public-sector extension approaches. This article reviews both recent case studies of technology adoption and its productivity impacts as well as studies on agricultural extension to identify common findings, shortcomings, and major remaining issues.  相似文献

As concern grows regarding urban sprawl and forest and agricultural land preservation, the effectiveness of land-use policies in shaping land-use change warrants further study. We evaluate the impact of county-level zoning laws, the most predominant land use policy in the USA, and land rents on the relative amounts of forest, agricultural, and developed land, while controlling for demographic information and taxation rates. Over the past decades, southern Indiana has experienced forest regrowth on private lands, but this regrowth has declined in recent years with increased conversion of open space for urban residential development. We develop a model of land-use shares in 40 southern Indiana counties based on the net benefits to agriculture, forestland, and urban uses using a maximum likelihood estimation of a Dirichlet distribution. We find agricultural land rent and indicators of land productivity are the most important predictors of the proportion of agriculture and urban uses. Forest use is better explained by shifting regional economic structure and hilly terrain. Counties with a greater proportion of their work force in the service sectors have a greater proportion of land forested. Finally, to some extent zoning may protect agricultural land in the region, although land rents, land characteristics, and population are strong predictors of the ratio of agriculture to urban use.  相似文献

The city of Witbank in the eMalahleni Local Government, or municipality as it is referred to in South Africa, and its economy are experiencing rapid growth. The growth is largely as a result of coal mining and associated activities such as power generation and the metal industry, which attracts an inflow of migrants to the area. The paper discusses how a flourishing city such as Witbank, with its economy based on non-renewable resources, manages its vulnerabilities. This was researched against a background of eMalahleni being placed under Administration, because the local government failed to deliver basic services. An administrator was appointed to manage and monitor the financial affairs of the local government, by the second sphere of government, known as the Provincial Administration in South Africa. The results show that Witbank prioritised mineral wealth above social, agricultural and environmental concerns. While good governance is generally important for a growing city, Witbank appears to manage with a limited contribution from the local government as the wealthier citizens are able to provide for their immediate needs or move elsewhere. It was suggested that South Africa needs to have a more balanced perspective on the costs and benefits of mining and to develop a long term vision for mining areas, which includes plans for the community once the mineral reserves are depleted.  相似文献

The principle of “Free, Prior and Informed Consent” (FPIC) is promoted through international agreements and safeguards in order to strengthen social equity in resource management by requiring consent from indigenous and/or local communities prior to actions that affect their land and resource rights. Based on early experiences with implementing FPIC standards in mining and forestry, we examine how FPIC has impacted social equity and why. In both sectors FPIC was first operationalized through non-governmental standards that revealed ambiguities surrounding its definition and implementation. In mining, FPIC was first codified in the standards of financial investors, while in forestry FPIC emerged within competing market-based certification schemes, resulting in contrasting definitions. In both sectors, contextual factors such as government laws and policies, the socio-political environment and the overall distribution of rights and resources strongly shape the impacts of FPIC on equity particularly for actors without strong legal rights. These findings are significant for emerging arenas such as REDD+, where there is much debate around the role of governments, financial institutions and market-based actors in applying FPIC for social equity outcomes.  相似文献

I examine Venezuela's repeasantization programme Vuelta al Campo, which was part of a larger effort to pursue a redistributive path to development. Through exploring this case and contrasting it with Cuba's repeasantization programme in the 1990s, I draw conclusions that extend our understanding of what makes such a state‐led development programme work. The state in Venezuela played an indispensable role by providing many forms of necessary support for launching such an ambitious project – e.g. financial resources and legal title to the land – but failed to truly increase participation in decision‐making. Increased participation by those affected by the Vuelta al Campo programme could have prevented or minimized some of the problems that arose. Moreover, the programme had the unintended consequence of demobilizing participants who had previously been politically engaged. This demobilization undermined the larger national social project – building ‘21st‐century socialism’.  相似文献

The threat of climate change has focused attention on those environments with high capacity for carbon storage. Peatlands are one such environment in that they both sequester CO2 from the atmosphere and are also a major store of carbon. However, the world's peatlands are everywhere under threat. This includes in Ireland where, while still a feature of many rural areas, less than third of the country's original area of peatland remains intact. The sustainable management of the remaining peatland necessitates an action plan including the evidence by which to evaluate choices. It also requires an articulation of a vision for peatland in the decades to come. In this respect, peatlands are an environmental asset, but also a social and economic resource. Any framework for their management and restoration must be able to deal with the social and political decision making process and demonstrate a respect for the diverse range of public and private goods that peatlands provide.  相似文献

The rapid urbanization in developing countries implies an increasing pressure on urban agriculture for production. As most perishable food products come from this agriculture in close proximity to population concentrations, we analysed from an agronomic point of view how market-garden farmers can meet this increasing urban demand. This work took place in the case of Mahajanga, a secondary city with high increasing demographic rate on the Northwest coast of Madagascar. Based on preliminary surveys to characterize the farming systems (on a sample of 91 farms), 11 market-garden farmers chosen in the three main agricultural zones of the urban area were surveyed during two years. Surveys aimed at understanding their decision rules in crop choices, crop allocation to land and resource management, and to estimate their room for manoeuvre to increase their leafy vegetable areas under cultivation. The wholesalers and retailers who buy the farmers’ produce were also surveyed. A previous model of decision rules regarding crop location on farm territory was used to analyse the on-farm surveys and cartographic methods (GIS and on-farm manual representations) were used to quantify the land use. We highlight the following major points. (1) The leafy vegetable production in the surveyed farms already intensively uses land: farmers have complex decision rules largely depending on the water dynamics in the two main environments (lowlands and lakesides) where leafy vegetables are cultivated during the dry season. (2) The scarcity of farmers’ resources (labour money and water) leads to very little internal room for manoeuvre to increase the leafy vegetable production in the farms. (3) At territorial level however, some land reserve exist in one of the lowlands, but not on lakesides. The water availability for agriculture must be better informed through specialized hydrologic studies, as one of the main constraints nowadays to extend the agricultural area. An extrapolation to other cases of urban agriculture is then discussed as well as the role of agronomy to help urban planners to consider the place of agriculture in the urban development.  相似文献

Sub‐Saharan Africa faces low agricultural productivity amid a confluence of trends that include rapid population growth, climate change, and the rise of the middle class. To raise productivity, governments—in partnership with donors and development organizations—have launched numerous initiatives to encourage the development of sustainable and competitive agricultural input markets. Despite these efforts, markets remain underdeveloped in most countries and access to affordable seeds and fertilizers remains a major challenge for smallholder farmers. This paper explores evidence from recent multicountry analyses of input delivery systems to assess the possibility of a Green Revolution in Africa. It describes use and adoption levels, challenges, policy and regulatory issues, and investments needed to expand smallholder access to these productivity‐enhancing agricultural technologies.  相似文献

Forest Transition Theory offers the hope that global economic development can continue in tandem with forest recovery. Costa Rica has been lauded for its successful forest transition—once the fastest deforesting country in Central America, forests began to regrow in the 1980s and have had a steady trajectory of recovery since. This forest regrowth can be linked temporally to Costa Rican policies that have promoted tourism and discouraged small-scale agriculture. We use a case study from the Bellbird Biological Corridor (Corredor Biológico Pájaro Campana; CBPC), Costa Rica, combining remote sensing analysis with interviews and ethnography, to unravel the relationship between national policy, forest regrowth, and social-ecological sustainability. The forest cover change analysis between 1986 and 2014 indicates that, at the parcel-level, national policy has served to promote farm abandonment in favor of tourism and that this change has been critical to forest regrowth. However, these changes have occurred within a development framework that has created new social-ecological challenges that threaten future forest and economic sustainability. Examining the parcel-level impacts of the driving forces of landscape change highlights that forest cover is an insufficient proxy for conservation success, and conservation policy focused primarily on forest recovery may create new sustainability challenges.  相似文献

Approaches to natural resource management emphasise the importance of involving local people and institutions in order to build capacity, limit costs, and achieve environmental sustainability. Governments worldwide, often encouraged by international donors, have formulated devolution policies and legal instruments that provide an enabling environment for devolved natural resource management. However, implementation of these policies reveals serious challenges. This article explores the effects of limited involvement of local people and institutions in policy development and implementation. An in-depth study of the Forest Policy of Malawi and Village Forest Areas in the Lilongwe district provides an example of externally driven policy development which seeks to promote local management of natural resources. The article argues that policy which has weak ownership by national government and does not adequately consider the complexity of local institutions, together with the effects of previous initiatives on them, can create a cumulative legacy through which destructive resource use practices and social conflict may be reinforced. In short, poorly developed and implemented community based natural resource management policies can do considerably more harm than good. Approaches are needed that enable the policy development process to embed an in-depth understanding of local institutions whilst incorporating flexibility to account for their location-specific nature. This demands further research on policy design to enable rigorous identification of positive and negative institutions and ex-ante exploration of the likely effects of different policy interventions.  相似文献

Rapid economic growth in India has resulted in rapidly rising rural wages. Using the framework of variable profit functions and household level data, we study econometrically the wage impacts on crop agriculture. Rising wages are associated with decreasing crop output, other things being equal. Crop prices would need to increase by 80% in the short run to offset the effect of an agricultural wage increase, or by 140% in the short run to offset rural non‐farm wage increases as well. However, because non‐land farm assets respond positively to the non‐farm wage, in the medium term this increase is reduced to 74%. During the period of 1999/00‐2007/08, growth in non‐land farm assets, the labour force, education and technology has easily compensated for the wage increase, and probably also for the accelerating wage growth. Focusing on growing these shifter variables is a much better policy option than raising prices that would come at the expense of consumers or taxpayers.  相似文献

The ecosystem services (ES) framework reveals ecosystems’ benefits to society and presents a fundamental natural resource management approach. In the last several decades, it has gained increasing attention from the research community, and it recently reached the political agenda. However, does the concept have the capacity to cause institutional change in environmental policy? To answer this question, we developed certain criteria for an “ideal” ES-driven policy. Based on these criteria, we analyzed the main water and biodiversity acts, current policy developments, and future trends within the US and the EU. Our analysis shows that most acts cannot be explicitly characterized as ES-driven policies, but parts of the concept are already included. The ES framework, increasingly a driver in several policy fields, can be assumed to be a major future influence for shaping existing environmental policies in the coming decades. We discussed the results based on its strengths for existing environmental policy conceptually, e.g., cross-sector cooperation and ES win-win and trade-off considerations, and its weaknesses operationally, such as measurability and governance changes.  相似文献

Social protection has emerged as a key driver of development policy at the beginning of the twenty‐first century. It is widely considered a ‘good thing’ that has the potential not only to alleviate poverty and vulnerability, but also to generate more transformative outcomes in terms of empowerment and social justice. Based on an ethnographic study of the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), India's flagship social protection policy, this paper takes a critical look at what this policy's ‘success’ consists of. The study was carried out in Tamil Nadu, a state widely presented as a ‘success’ in terms of MGNREGA's implementation, and describes who participates in the scheme and how success is understood and expressed at different social and bureaucratic levels. In terms of MGNREGA's outcomes, we conclude that the scheme is benefitting the poorest households – and Dalits and women in particular – especially in terms of providing a safety net and as a tool for poverty alleviation. But the scheme does more than that. It has also produced significant transformative outcomes for rural labourers, such as pushing up rural wage levels, enhancing low‐caste workers' bargaining power in the labour market and reducing their dependency on high‐caste employers. These benefits are not only substantial but also transformative in that they affect rural relations of production and contribute to the empowerment of the rural labouring poor. However, in terms of creating durable assets and promoting grassroots democracy, the scheme's outcomes are much less encouraging.  相似文献

The gold ores in Roşia Montană have been intensely mined for the last two thousand years, as this mining district was one of the richest gold deposits in the Apuseni Mountains (the so-called Golden Quadrangle of Romania). Itis currently considered the largest gold deposit in Europe. Up until a few decades ago, gold mines had a relatively predictable path, which began with exploration and ended with abandonment. This has since changed, once the impact of abusive past or current exploitation methods and technologies has been deemed unacceptable by the state and the public. With its millennia-old history of mining, Roșia Montană raises the intriguing question of what does the future hold for different actors in a situation that is clearly unsustainable, but which may be continued through environmental rehabilitation, or even a larger mine. We address the question for this particular mine by drawing on a worldwide database of similar cases contained in the Environmental Justice Atlas (EJAtlas). We consider three scenarios, namely: 1) continued degradation with no intervention; 2) approval of large-scale mining, due to international arbitration; 3) environmental rehabilitation. These capture the most plausible future scenarios of the Roșia Montană case and, by relating them to the relevant transnational environmental justice context, we aim at assessing their implications for different actors and also the extent to which they are illustrative for the fate of other mines worldwide. Mine closure and the rehabilitation of the environment, regardless how distant they may seem at the beginning of the prospection and extraction stage, are imminent in the mine life cycle and a mandatory step of the environmental management process. We conclude by suggesting under which governance regimes each scenario is likely to unfold and what implications can be drawn for public policy.  相似文献

In this article we assess the diversity of sources of advice identified by 678 adopters, 295 non-adopters and 107 droppers (or dis-adopters, who have ceased or reduced the use) of agricultural innovations across 13 European countries. For most innovations, the volume and composition of advisory supports (e.g. public advisory services, farm business organisations, NGOs, research and development sector, other farmers), at the whole farm level were similar between adopters, non-adopters and droppers. However, there were significant differences in relation to specific innovations. Farmers adopting digital technologies, soil-improving cropping systems, and common management of natural resources identified more diverse sources when assessing innovations, suggesting that more diverse advisory support supported successful implementation. For new on-farm activities, non-adopters had more varied sources of advice than adopters. This demonstrates that non-adoption can be a well-informed decision. Droppers typically identified fewer sources of advice on an innovation than adopters, particularly in the later stages of the innovation process, suggesting that lack of advice impeded successful implementation. The findings suggest that public funding for advisory services could usefully target emergent gaps: to support the provision of up-to-date advice on topics to farmers who have difficulty accessing advice, and to prevent unnecessary dropping by supporting the implementation of innovations.  相似文献

Farmers are decision-makers in a complex system of cause and effect. They decide with respect to their own attitude and beliefs, according to their farm structure and they take into account programs and regulations of the overarching policy scheme. In this paper we used mail surveys with identical questions to establish a cross-national comparison of two case study areas. The questionnaire investigates farmer's perspectives on what influences their own decision-making as well as their perception of the socio-ecological environment to relate these findings to the respective policy schemes in the case study areas. The two case studies are located in Southern Illinois, United States and in central Switzerland. The analysis shows that full-time farmers of the Southern Illinois case study area rate constraining factors such as financial aspects higher than Southern Illinois part-time farmers and farmers from the central Switzerland case study area. Furthermore, it is apparent that Swiss case study-farmers rate aspects of their land use responsibility and the Illinois case study-farmers rate ecological aspects higher. The empirical findings can be qualitatively explained through analysis of agricultural policy schemes.  相似文献

Land produces a range of benefits, from ecosystem services, but markets only incentivise the production of a small proportion of them. The Ecosystem Approach develops plans for moving towards a more optimal mix. This requires stakeholders to understand the value of ecosystem services and how these values change with land-use and management. We investigate whether process-based modelling and economic valuation can help stakeholders to do this. We do this by applying these tools to a plan to improve ecosystem services delivery in a catchment. To be used in decision-support, analytical approaches need to be relatively inexpensive and rapid, and our analysis was deliberately constrained in this way. Two 25-year future scenarios were developed and compared against a baseline scenario. The first Designated Site scenario was based on enhancing the condition of nationally important nature conservation sites. The second, Ecosystem Services scenario, represented implementing the ecosystem services delivery plan. We modelled the change between the scenarios with an internationally recognised process based ecosystem services toolkit (the Land Use Capability Indicator, LUCI tool) and used the model outputs to inform economic valuation methods. Our selection of which ecosystem services to model and value were initially identified through a participatory approach. However those we could quantify was limited by evidence and data availability. We assessed changes in water quality (phosphorus load), sediment generation, carbon storage and flood regulation. We were able to put economic values on only carbon sequestration and flood regulation. Both the modelling results and the experience of applying the linked modelling-valuation approach are examined in the discussion to consider the limitations to the current usefulness of linking process based modelling to economic valuation for informing land management policy. We explore the origin and nature of these limitations and the key bottlenecks that need to be overcome, applicable to its use in other sites, regions and countries. This includes the availability of suitable coefficients and/or underlying data/evidence to parameterise the model, and the compatibility of model outputs with available economic valuation evidence (for value transfer).  相似文献
