Demands for the imposition of economic sanctions under UN auspices on South Africa have been voiced for quite some time. Rhodesia was the first country ever to be subjected to a full obligatory embargo by the UN Security Council. In May 2014, EU citizens will vote in the most important European Parliament elections to date. With the new powers allocated to it by the Lisbon Treaty, the new European Parliament will shape EU policies in many important areas and will elect the President of the Commission. However, public confi dence in the EU has fallen to historically low levels — to a great extent due to the fi nancial crisis and its aftermath — and the participation rate in European Parliament elections has dropped steadily since the fi rst call for a direct vote in 1979. This raises fundamental questions about its political and democratic legitimacy. This Forum examines the economic agendas of the main political parties vying for power and the potential outcome of the May elections, including the role that radical and anti-euro parties are likely to play in the campaign and in the next Parliament.  相似文献

In recent years, the United Nations has taken a lead in advocating public–private partnerships (PPPs), and various UN entities actively seek partnerships and alliances with transnational corporations and other companies. Although there has been a rapid growth of PPPs, relatively little is known about their contribution to basic UN goals associated with inclusive, equitable and sustainable development. In response to this situation, there are increasing calls for impact assessments. This article argues that such assessments need to recognize the range of ideational, institutional, economic and political factors and forces underpinning the turn to PPPs, and the very different logics and agendas involved, some of which seem quite contradictory from the perspective of equitable development and democratic governance. The article examines these different forces and logics, focusing on (a) the institutional turn towards “good governance”, (b) economic contexts that relate to the very mixed “fortunes” of UN agencies and corporations, (c) structural determinants associated with “corporate globalisation” and (d) political drivers that relate to the struggle for hegemony and legitimisation. The article ends by reflecting critically on the tendency within mainstream development institutions and some strands of academic literature to highlight logics associated with good governance and pragmatism, and to disregard those associated with the strengthening of corporate interests and the neoliberal policy regime. It is argued that knowledge networks associated with the UN need to go beyond “best practice learning” and embrace “critical thinking”, which has waned within UN circles since the 1980s.  相似文献

While a substantial amount of the literature describes corporate benefits of corporate social responsibility (CSR) initiatives, the literature is silent concerning why some companies announce CSR initiatives, yet fail to implement them. The article examines company delistings from the UN Global Compact. Delistings are surprising because the CSR agenda is seen as having won the battle of ideas. The analysis proceeds in two parts. I first analyze firm-level characteristics focusing on geography while controlling for sector and size; I find that geography is a significant factor while small firms are more likely to be delisted than large firms and some sector characteristics determine delistings. Next, I proceed to uncover country-level characteristics including the degree of international economic interdependence as well as the quality of governance institutions. Multivariate regression analysis shows that companies are less likely to be delisted from countries where domestic governance institutions are well-functioning. To a lesser extent, I find that firms from countries with international economies are more willing to comply with the UN Global Compact requirements. Countries with a high share of outward FDI/capita have a lower share of delisted firms as do countries that are internationally competitive.  相似文献

This paper examines the ethical implications of the Clean Development Mechanism (CDM), the United Nation’s climate change initiative that provides incentives to countries and firms in developed countries to motivate investments in greenhouse gas reduction projects in developing countries. Using the tenets of agency theory, we present a solid waste management project in El Salvador as an illustrative example of how the CDM can produce a disproportionately high social cost for the most marginalized populations in the developing world. We suggest that the UN needs to reformulate the CDM so that it more effectively aligns the divergent goals of multiple actors and upholds the UN’s principles for sustainable development, including ethical firm-level behavior. By providing incentives for environmental, economic, and social value creation, the CDM would not only promote ethical norms for profit-seeking firms that participate in the program but also reinforce the UN’s twin pro-poor and environmental objectives.  相似文献

The scientific advisory board of the federal ministry of economic affairs and climate protection conducted a symposium on sustainability at its 500th meeting. The UN’s sustainable development goals play an increasingly important role in economic policy and regulation. This article gives a survey of the trade-offs and implementation problems that were discussed at the symposium, in particular the operationalisation of sustainability in welfare economics, the implementation of sustainability goals in economic law, the relationship between competition policy and sustainability, the impact of sustainability concerns on monetary policy, and finally, supply chain regulation and sustainability objectives.

Since it was first introduced 13 years ago in 2000, the UN Global Compact has become the world's largest voluntary corporate responsibility initiative. The benefits for companies that have voluntarily affiliated with the UN Global Compact have been little documented from an empirical perspective, especially regarding the integration of this information by capital markets. This study attempts to address this question, drawing on a sample of French companies listed on the SBF 250 index. Results suggest that, within the French context at least, investors significantly value a firm's affiliation with the UN Global Compact. In addition, the firms affiliated are those that appear to present the least risk.  相似文献

In October 2011 the European Commission presented a set of legal proposals designed to make the Common Agricultural Policy more effective. Pending a debate in the European Parliament and the Council, approval is expected by the end of 2013. This Forum aims to identify the proposals?? shortcomings and to offer suggestions for improvement which the Parliament and Council can work to implement. The authors pay particular attention to the future of direct payments, CAP greening and rural development, as well as to the change in the decision-making rules which grants the Parliament more authority over the process.  相似文献

This paper examines two hypotheses about the effects of UN sanctions on trade flows between land neighbours of the target country and the rest of the world. First, there have been claims that sanctions hurt neighbour countries by cutting off trading routes, increasing transportation costs and disrupting established trading ties. We would expect that a neighbour's trade with the rest of the world would fall, as a result. Second, there is extensive evidence that neighbours have been involved in smuggling. Consequently, neighbours should trade more with the rest of the world during UN trade embargoes, because now they also trade on behalf of the target. I employ the gravity model of international trade to show that, overall, a neighbour's trade with the rest of the world tends to fall during UN sanctions episodes. This confirms the first hypothesis above: on a net basis, land neighbours have been ‘innocent bystanders’ hit by UN sanctions.  相似文献

Human rights declarations are instruments used to introduce universal standards of ethics. The UN’s Protect, Respect, and Remedy Framework (Ruggie, Protect, respect, and remedy: A Framework for business and human rights. UN Doc A/HRC/8/5, 2008; Guiding principles on business and human rights: Implementing the United Nations “Protect, Respect, and Remedy” framework. UN Doc A/HRC/17/31, 2011) intends to provide guidance for corporate behavior in regard to human rights. This article applies concepts from the field of organizational justice to the arena of business and human rights for the purpose of operationalizing the UN Framework. This approach facilitates the recognition of gaps between perceptions of justice held by stakeholders versus businesses and/or the State. Such recognition raises the potential for addressing issues that lead to divergent perceptions of justice, thus potentially improving the human rights performance of businesses. The research also shows the potential for complicity of businesses in human rights abuses and exposes a fundamental weakness in the UN Framework, which attempts to draw a sharp distinction between duties of States versus responsibilities of business. We illustrate this approach through analysis of the case of Goldcorp’s Marlin Mine in Guatemala; an extractive industry project that affects indigenous communities.  相似文献

The UN-Economic Commission for Europe, to which today the large majority of the economically most advanced states in the world belong, has in the 21 years of its existence done work that cannot be gauged merely by tangible results. The Commission has played a vital part in creating the essential climatic conditions for the economic reconstruction of Europe after the war. During the dark days of the “cold war” it remained the only functioning forum for a dialogue between East and West. Its activities range from the regulation of cross-frontier traffic, to researches into long-term economic developments in Europe, to the promotion of East-West trade and even to questions of scientific and technological cooperation, and as such the ECE sets an example of economic coexistence. At the beginning of the third decade of its existence the Commission, firmly rooted as it is in a well-balanced mixture of idealism and realism, can look to the future with confidence. On the occasion of the 23rd meeting of the UN/ECE, which ended in Geneva on the second of May, we discussed with its chairman, Dr Treu, some of the main problems of economic cooperation between Eastern and Western Europe.  相似文献
