Competency evaluation

Evaluation of competency is a lot like competency itself: easy to talk about and difficult to pin down. There are no hard and fast guidelines, but evaluation will be an easier, if not easy, task if attention is given to (1) ensuring alignment with goals of the institution and patient care situation; (2) developing properly a valid and reliable form; (3) training of evaluators; and (4) choosing a reasonable timetable for re-evaluation.     

Stepwise multi-criteria evaluation

In this article we show that quantitative methods for multi-criteria evaluation have three serious shortcomings. First, the addition of an alternative which has bad criterion scores may distort the comparison between other alternatives. Second, the addition of a criterion which does not differentiate between alternatives may distort the comparison between alternatives. Third, when a ranking of alternatives is derived from a multi-criteria evaluation, it suggests complete transitivity. It is shown that intransitivity may occur.Therefore a stepwise procedure is recommended. It involves the removal of all criteria which do not or hardly differentiate between the alternatives and a pairwise evaluation of alternatives.

Long-term forecasting and evaluation

Looking ahead thirty years is a difficult task, but is not impossible. In this paper we illustrate how to evaluate such long-term forecasts. Long-term forecasting is likely to be dominated by trend curves, particularly the simple linear and exponential trends. However, there will certainly be breaks in their parameter values at some unknown points, so that eventually the forecasts will be unsatisfactory. We investigate whether or not simple methods of long-run forecasting can ever be successful, after one takes into account the uncertainty level associated with the forecasts.     

基于模糊综合评判模型的软件非功能属性评估方法研究

文章将模糊综合评判模型应用于软件非功能属性的评估,提出一种单因素模糊评价方法——标尺法,以及基于模糊集重心概念将以模糊数表示的综合评价结果转换为明晰数的解模糊方法。与传统方法相比,评价者使用标尺法进行模糊评分,简单、直观,计算量小,更加易于实现,并且保持了一定的语义分辨度。     

Rethinking training evaluation: omnidirectional evaluation,range of audience and intentional change

Training evaluation remains an indispensable yet incomplete component of human resource development. In this article, we introduce a new omnidirectional four-level training evaluation framework that is constructed within two independent focal axes –intentional change and range of audience – which specify different expected organisational changes and interested audiences in the evaluation. The four evaluation levels – identification, consumption, utilisation and realisation – are not necessarily linear and ascending, but are independent tools that can be combined in an ascending, descending or independent manner, tailored to the situation, evaluation focus, organisational context, desire or requirement. The omnidirectional training evaluation framework expands training evaluation theory to focus on a better understanding and conceptualisation of surrounding factors, be they organisational, resource-based or otherwise, and moves the evaluation process from an autotelic Human Resource activity towards an integrated organisational one.

城市消防应急能力的综合评价是衡量消防工作是否充分有效的重要手段。文章分析影响城市消防应急能力的各种因素,建立消防救援能力评价指标体系,结合模糊综合评判方法,建立消防应急能力评价模型,最后以佛山市某区为实例,实现数据收集、评价,完成应用示范研究,基于评价结果分析,为提高城市消防应急能力、保障城市安全提出建议和对策。     

Integrated evaluation: A synthesis of approaches to the evaluation of broad-aim social programs

Integrated evaluation is intended to serve decision makers who are responsible for broad-aim social programs by providing information based on evaluation which can aid both ongoing decisions and long-term strategic decisions. It integrates elements of diverse evaluation traditions in a complementary manner: monitoring—in order to inform what has been done by the program; implementation analysis—in order to understand how decisions are being made and carried out; economic evaluation—including both cost-effectiveness and assessment of distributional effects; and goal achievement evaluation—in order to present the program outcomes from the point of view of the various parties who produced the program and/or were affected by it. The article presents these four components of integrated evaluation and discusses its advantages as well as its difficulties and pitfalls.

We review ten years of work on semiparametric theory in statistics on the occasion of the recently published book by Bickel, Klaassen, Ritov and Wellner.     

Colombian higher education institutions evaluation

Over the last twenty years, access to higher education has grown extraordinarily in Latin America. Higher education systems have been challenged to improve their efficiency while strengthening quality assurance processes. In Colombia, the government and the researchers developed models to assess the performance of Higher Education Institutions (HEIs). Nevertheless, the current scholarship does not have a model that allows the system to measure multiple efficiencies in a diverse environment. In this study, we address the challenge of evaluating the efficiency of HEIs taking into account different goals of the Colombian education system. To this aim, we extend a cross-efficiency data envelopment analysis (DEA) approach to evaluate the efficiency of Colombian HEIs in the presence of flexible measures. While some HEIs are efficient in terms of teaching or employment, others are efficient in terms of research. Therefore, the model suggests broader policies to achieve the efficiency of the institutions under multiple goals.     

Effective evaluation of team performance

Teams are not the only option an organization has. There are four types of solutions that an organization could use in response to a challenge. The organization could buy a solution, could hire an external consultant to develop a solution, could use an internal consultant to develop a solution, or an organization can bring the power of a team to develop a solution. Each of these solutions has strengths and weaknesses, and the right one must be selected. It isn't always teams!

Causal models in plan evaluation

A major purpose of urban planning is solving urban problems. Though a number of planning methods exist to evaluate the effectiveness of alternative plans, few offer specific methods for identifying the causes of urban problems, developing alternative plans that address these causes, and estimating plan effects. Borrowed from the social sciences, causal models may be used to achieve these plan evaluation objectives. Causal models developed from substantive theory of urban processes are used to estimate both direct and indirect plan effects as well as to evaluate plan efficiency, equity and uncertainty. The implications of causal models for planning education, theory and practice are also discussed.     

Product evaluation and purchase.

The product evaluation committee has not only been successful in managing new product evaluation and purchase, but it has also kept the nursing department informed and updated on available new items. It provides for participation by staff most likely to use the product. Finally, the committee contributes to the hospital goal of providing cost-effective quality patient care.     

Project evaluation and organizational form

In situations of imperfect testing and communication, as suggested by Sah and Stiglitz (AER, 1986), organizational forms can be identified with different rules of aggregating evaluations of individual screening units. In this paper, we discuss the relative merits of polyarchical organizations versus hierarchical organizations in evaluating cost-reducing R&D projects when individual units' decision thresholds are fully endogenous. Contrary to the results of Sah and Stiglitz, we find that the relative merit of an organizational form depends on the curvature of the screening functions of the individual evaluation units. We find that for certain parameters organizations would want to implement asymmetric decision rules across screening units. This allows us to derive sufficient conditions for a polyarchy to dominate a hierarchy. We also find conditions for which the cost curves associated with the two organizational forms cross each other. In this case the optimal organizational form will depend on product market conditions and on the “lumpiness” of cost-reducing R&D.
