The on-going Doha Development Round under the World Trade Organization (WTO) has its main focus on development. This is due to the widespread disappointment with the results from the former Uruguay Round Agreement. Developing countries have not reaped the benefits of free trade. For this current Round to be a success, developing countries have to be more integrated in the multilateral trading system. One of the means of integrating is Special and Differential Treatment (SDT). SDT is a deviation from the basic principle of Most Favoured Nation, positing that developing countries can have more flexibility than others. This article investigates the positions on SDT made by WTO members. The analysis gives some insights into the negotiations. First, the analysis reveals the fact that the positions of WTO members are relatively close to each other. This could indicate that countries in fact agree or that sensitive areas are maintained as yet unaffected. Second, being able to sustain a certain level of tariff rates attracts most interest from developing countries. Third, higher income developing countries want to retain their right to support domestic producers. Finally, the article identifies the July Package right in the middle of the positions which indicate a future agreement.  相似文献

The paper develops a two-stage duopoly model to investigatethe effects of eliminating subsidies to state trading enterprises(STEs) as discussed in the WTO Doha Development Agenda negotiationson agriculture. Unlike the STE, the private firm may chooseto integrate vertically in order to avoid transaction costsarising from dealing with downstream operators. The theoreticalmodel shows that eliminating subsidies to the STE may inducea change in market structure and not necessarily lead to increasedcompetition. In fact, if transaction costs are large enoughrelative to fixed costs, then the result may be a monopoly bythe private firm.  相似文献

The study evaluates the impact of World Trade Organization (WTO) restrictions on the European Union (EU) sugar sector and the world sugar market. A small reduction in production quotas would be sufficient to satisfy the export subsidy limitations of the Uruguay Round agreement. Complete elimination of export subsidies by 2005 would require either a 10% reduction in production quotas or the combination of an 8% reduction in quotas and an 11% reduction in intervention prices. Higher world prices resulting from reduced EU exports would result in increased production of unsubsidized C‐sugar, with different impacts across EU member countries explained by differences in institutional pricing arrangements and marginal production costs.  相似文献

文章从分析加入世贸组织后中国矿业经济面临的机遇和挑战入手 ,指出了中国矿业经济在跨国经营、企业规模、后备资源、资金和税赋、矿管秩序和矿业法律、资源开发和环境保护等方面存在的问题。并针对这些问题 ,提出了制定矿业经济发展战略、促进矿业企业上市融资、减免矿业企业税赋、利用国外资金资源 ,合理开发利用矿产资源、实行矿产品出口配额制度和许可证制度等项措施建议。  相似文献

The notion of multifunctional agriculture has been researched from diverse disciplines including economics, sociology, political economy, and geography since the URAA. In particular, the economics approach represents an attempt to tailor the concept of multifunctional agriculture to market- oriented WTO trade regime. The approach has been fundamentally troubled by the lack of concord among WTO member countries on the question of what constitutes multifunctional agriculture. This article redefines multifunctional agriculture as a concept encompassing six components that are extremely heterogeneous in their nature of external benefits. Upon examining different positions taken by the US, the EU, the Cairns group, LDCs, and the G10, this article develops a conceptual model explaining why the notion of multifunctional agriculture is conceived so differently across countries. The model posits that institutions, natural resources endowment, ecological conditions, farm policies, and culture/history unique to each country would determine the state of economic development and agricultural competitiveness in a country, which in turn shape the pattern of social demand for various components of multifunctional agriculture. The theorizing undertakes to overcome the Euro- centrism that has dictated the discourse of multifunctional agriculture since the URAA. Implications are discussed for the governance of agricultural trade in the post-Doha Round era.  相似文献

This study tested if the exclusive procuring and pricing policies of two state trading enterprises (STEs) in international malting barley markets could be used in a strategic trade context. The research provided four key findings. First, the global malting barley market operated in a quantity-setting oligopolistic structure during the study years. Second, both STEs and other exporting countries were in Cournot competition and thus made available strategic trade possibilities. Third, initial commodity payments were too high to generate a rent-shifting outcome. Fourth, product differentiation was confirmed, which may have dampened the desire/ability of STEs to pursue a rent-shifting objective.  相似文献

Multilateral trade liberalization has made little progress over the last period, but preferential agreements have multiplied. Recent economic literature helps understand the current negotiation game. New economic and political conditions, in particular the gaining influence of emerging countries, make a multilateral agreement more difficult. Developed countries have given up many of their bargaining chips in previous rounds of negotiation and their remaining agricultural tariffs are not sufficient for extracting the concessions from emerging countries on services, procurement, and intellectual property that would make an agreement possible. The risk of a more fragmented world calls for a revised negotiation agenda and a change in the status of developing countries. Research issues are outlined in order to help revitalize the Doha negotiation agenda.  相似文献

碳交易作为一种全新的交易,在我国发展迅速。目前我国以清洁发展机制为主要的交易项目,是全球碳交易市场最大的排放权输出国。然而我国碳交易的价格持续走低,远远低于国际碳交易的价格,使得交易利润被大幅度压缩,阻碍了我国碳交易的顺利发展。运用层次分析法,从市场、技术、生态、政策管理四个方面,选取对中国碳交易价格有影响的19个主要因素进行分析和评价,确定各个因素的影响权重,从而找出影响我国碳交易价格的最主要因素,得出排在前五位的影响因素分别是欧盟配额数量、各国的实际排放量、国际制度的变化、交易成本和碳信用的认证标准。根据碳交易价格的主要影响因素提出对策,促进我国碳交易的进一步发展,完善我国碳交易市场。  相似文献

The Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures provides guidelines for countries to protect domestic production from pests and diseases. The guidelines permit consideration of consumer welfare. We find an optimal set of SPS measures considering total welfare and mitigation strategies. Our model suggests that it is optimal and less restrictive to apply mitigation strategies first and then an additional smaller tariff if necessary. Relative cost of mitigation determines the amount of the mitigation strategies applied in the importing and exporting countries.  相似文献

This article analyses how transaction costs and imperfect competition in the land market affect the welfare effects of agricultural subsidies in the new Eastern Member States of the European Union. Benefits of land subsidies end up with landowners in new Eastern Member States also with imperfections in the new Eastern Member States land markets. With unequal access to subsidies, small tenant farmers may even lose out from the subsidies. Decoupling of payments shifts policy rents to farmers, but constrains productivity-enhancing restructuring. Using reserve entitlements to mitigate this effect reduces the intended benefits on distortions and target efficiency.  相似文献

Tenure security systems—which determine who lives where and under what terms and conditions—are processes of governance that make and effect the relationship between those who confer tenure security and those on who tenure security is conferred. Yet, in dominant analyses of land and housing tenure security, and in policy recommendations for property rights and legal tenure security in developing countries, governance implications are overlooked in favour of analyses of the relative merits of different tenure systems mainly in terms of security, livelihood and economic impact. Using interview data and observations from a resettlement scheme in Ahmedabad, India, this paper empirically examines citizen-state relations in the context of a major shift from de facto (in practice) to legal tenure security and asks how do citizens who have recently come to live under legal tenure security encounter the state and make sense of it. I find a bureaucracy of tenure security that exerts control over low income citizens largely through fear. However, such control is incomplete and acts of resistance suggest an emerging ‘paralegal’ space to renegotiate tenure rules. I conclude by examining the findings through a conceptual framework that explains the relationship between state power and legal tenure security. I also discuss the need for greater scrutiny of the political effects of urban land and housing tenure systems on poor people.  相似文献

We investigates the sentiment-driven trading behaviour of the four types of investors in the London office market, i.e. UK institutional investors, UK private investors, UK listed real estate companies/Real Estate Investment Trust (REIT)s and overseas investors. In addition, we examine the relationship between investor sentiment and property performance. Related indices are calculated to examine the existence of herding behaviour of different investors. We find that UK private investors follow a contrarian strategy to UK institutional investors and listed real estate companies/REITs and enter/exit the market at different points of time. UK institutional investors tend to follow the sentiment of UK listed real estate companies/REITs and overseas investors with lags. There is no evidence that overseas investors rely upon the sentiment of UK specialised property investors in their decision-making. We find the sentiment of different investors is influenced differently by market fundamentals. Yield and rental growth rate have significant impact on trading activity of overseas investors, but not on other investors. The stock market return and securitised real estate return have significant impact on the trading activity of UK institutional investor and overseas investor, but have no significant influence on the trading behaviour of UK private investor and listed real estate company/REIT.  相似文献

Recent research highlights the role that multinational trading companies may play in impeding price transmission. In markets characterised by imperfect competition, an estimate of the partial elasticity of demand may be of limited practical value if no account is taken of the reaction of competitors. In this paper, we demonstrate the potential for market structure to affect price transmission and trade elasticities, and challenge the presumption that only government intervention can impact upon price transmission, with examples supporting why theory would suggest otherwise.  相似文献
