In 2015, Germany introduced a statutory hourly minimum wage that was not only universally binding but also set at a relatively high level. We discuss the short‐run effects of this new minimum wage on a wide set of socioeconomic outcomes, such as employment and working hours, earnings and wage inequality, dependent and self‐employment, as well as reservation wages and satisfaction. We also discuss difficulties in the implementation of the minimum wage and the measurement of its effects related to non‐compliance and suitability of data sources. Two years after the minimum wage introduction, the following conclusions can be drawn: while hourly wages increased for low‐wage earners, some small negative employment effects are also identifiable. The effects on aspired goals, such as poverty and inequality reduction, have not materialised in the short run. Instead, a tendency to reduce working hours is found, which alleviates the desired positive impact on monthly income. Additionally, the level of non‐compliance was substantial in the short run, thus drawing attention to problems when implementing such a wide reaching policy.  相似文献

This paper explores the relationship between the gender division of labor, occupational choices, and the gender wage gap in Italy. In Italy, cultural factors and low availability of formal childcare services define gender roles that are generally based on the male breadwinner model, in which childcare is almost completely entrusted to women. The analysis is carried out through an extension of the Oaxaca–Blinder decomposition and is based on data from the 2007 Italian National Institute for Workers’ Professional Development (ISFOL). The results are consistent with gender discrimination on wages and suggest that women’s occupational paths are often an outcome of limited choices, and that women’s unpaid domestic work negatively interferes with the energy women can put into paid work. These findings support the need to ensure gender equality in and out of the labor market, especially through deep changes in Italian social norms and through the development of formal childcare.  相似文献

The reasons for the rapid growth of the Soviet Union before roughly 1970 and for its subsequent growth slowdown are analysed. The concentration of investment on heavy industry and soft budget constraints explain most of the growth in the 1930s. The growth slowdown was due to disastrous investment decisions following the elimination of surplus labour and the diversion of research and development resources to the military rather than the failure of firms to carry out plans or diminishing returns to capital.  相似文献

Women are disproportionately in low‐paid work compared to men so, in the absence of rationing effects on their employment, they should benefit the most from minimum wage policies. This study examines the change in the gender wage gap around the introduction of minimum wages in Ireland and the United Kingdom (U.K.). Using survey data for the two countries, we develop a decomposition of the change in the gender differences in wage distributions around the date of introduction of minimum wages. We separate out “price” effects attributed to minimum wages from “employment composition” effects. A significant reduction of the gender gap at low wages is observed after the introduction of the minimum wage in Ireland, while there is hardly any change in the U.K. Counterfactual simulations show that the difference between countries may be attributed to gender differences in non‐compliance with the minimum wage legislation in the U.K.  相似文献

Significant differences exist in actual and preferred work hours by race. Specifically, black males work 20 percent fewer annual hours than white males. The differences between black and white women are small. Black workers are significantly more likely than white workers to prefer additional work and fewer are satisfied with their current hours of work. I use the hours-inequality hypothesis of Bell and Freeman (1995,1997) to evaluate the extent to which race differences in work hours and hours preferences are related to race differences in incentives. I demonstrate that whereas white workers work longer hours in response to overall wage variation in their relevant labor market cell, black workers react to the wage variation among black workers but not to the variation overall. The fact that labor market incentives are different for otherwise similar black and white workers is difficult to reconcile with standard competitive theory.  相似文献

This article considers labour market discrimination by supervisors as a potential contributor to racial and gender wage gaps. Empirical analysis reveals evidence that all workers, except Hispanic males, earn significantly higher hourly wages when working for a supervisor of the same race and sex as themselves. Furthermore, the results suggest that sex has a larger impact on wages than race for workers with white supervisors, while race has a larger impact on wages than sex for workers with minority supervisors. Based on past research, we theorize that the degree of labour discrimination workers face may also be dependent upon the location and size of the firm in which they are employed. However, decomposing the samples by firm location and size suggests that these two factors cannot adequately explain the observed matched supervisor–worker wage effects, which supports the notion that these wage effects are largely driven by factors other than supervisor discrimination.  相似文献

Exploiting estate tax cuts from the Taxpayer Relief Act of 1997 (TRA97), this paper estimates the effect of death tax on the labour supply of living potential donors. To this end, difference-in-difference with multiple imputation approach is applied to micro-level panel data. This paper finds that the estate tax cuts makes no difference in labour force participation or working hours of potential donors in a statistically meaningful way, although the TRA97 reduces marginal estate tax rates by 37.51% on average. This finding suggests that the death tax causes no meaningful distortion of living potential-donors’ labour supplies at either extensive or intensive margin.  相似文献

Attention to the implicit and explicit wage theories articulated by economic actors and embedded in public policy reveals the underlying social norms and values in specific historical and industrial contexts. The Fair Labor Standards Act of 1938 (FLSA), the first federal minimum wage legislation in the United States, legitimated and institutionalized the idea that living standards and workers' needs matter in setting wages. They matter not simply in generating labor supply, but as the basis for government intervention in market mechanisms. Rather than viewing market mechanisms and government regulations dichotomously, economic actors debating the FLSA treated both market mechanisms and socially defined living standards as legitimate elements of wage-setting. Wage regulations also, by necessity, must grapple with issues of identity, that is, which workers (especially as defined by class, gender, and race?–?ethnicity) are deserving of particular living standards. Debates over the language in the FLSA reveal the contested nature of masculinity during the period of economic crisis in the 1930s. Advocates responded by defining a multiplicity of living wages corresponding with different living standards, as well as a multiplicity of strategies for achieving them.  相似文献

This paper investigates the sources of divergent trends in genderwage differentials in two important newly industrialised economies(NIEs), South Korean and Taiwan. As these economies have enteredthe 'post-industrial' phase of development, gender wage differentialsin Taiwan's manufacturing sector have widened, while in Koreathey have narrowed. Decomposition analysis is used to broadlyidentify sources of change in gender wage differentials. Multivariateregression analysis is relied on to differentiate the impacton the gender wage gap of (1) macro-levels policies, (2) institutionalfactors, and (3) shifts in labour demand and supply. In additionto the predictable effects of several standard supply-side variables,in Taiwan physical capital mobility is found to have contributedto a wider gender earnings gap. Women's greater concentrationin industries where capital is mobile may explain this result.The effects of capital mobility in Korea appears to differ,which may be due to the dissimilar characters of outward FDIfrom that country.  相似文献

This paper explores the link between rising wage dispersion in Russia over the transitional period and the gender pay gap. The work of Blau and Kahn (1996) emphasized a role for 'wage structure' in the determination of the gender pay gap, although some interpretational issues concerning their methodology have been raised recently by Suen (1997). The unadjusted gender pay gap between 1992 and 1996 exhibited some degree of stability, but the analysis presented identified increased wage dispersion as a modest agent for the widening of the gap in Russia. Ordinary Least Squares (OLS) estimates for an equation pooling observations from both gender groups, registered no statistical difference in the mean ceteris paribus gender pay gap between the two years. To complement the mean regression approach, quantile regression procedures were also employed. Although the median regression provided evidence of a statistically significant temporal increase in the gender pay gap, this finding was not supported at other chosen quantiles of the wage distribution. This result was taken to highlight the possible sensitivity of the OLS procedure.

This paper analyzes the decision of a group of specialized workers to form a guild and block the adoption of a new technology that does not require their specialized input. The theory predicts an inverted-U relation between guilds and market size: for small markets, firm profits are insufficient to cover the fixed cost of adopting the new technology, and hence, specialized workers have no reason to form guilds; for intermediate sized markets, firm profits are large enough to cover the higher fixed costs, but not large enough to defeat workers' resistance, and so workers form guilds and block adoption; and for large markets, these profits are sufficiently large to overcome worker resistance and so guilds disband and the more productive technology diffuses throughout the economy. We show that this inverted-U relation between guilds and market size predicted by our theory exists in a dataset of Italian guilds from the 14th to the 19th century.  相似文献

We introduce expectations regarding the amount of exerted effort by males and females into the “standard” labor market equilibrium. Using a theoretical model, we show that the gender wage gap increases when the expected effect is incorporated into the model. Based on a survey, we find that there are inaccurate expectations regarding the amount effort exerted by males and females. We argue that biased expectations lead to paying females lower wages and a higher gender wage gap than should be expected on the basis of effort exerted. We suggest marketing females' efforts as a policy tool to counteract these biased expectations.  相似文献

Feminist economics has contributed to the understanding of the economic importance of care work. Most studies find a wage penalty associated with caring occupations. This study extends the feminist research on care work beyond caring occupations by identifying specific caring skills and activities derived from the 2014 O*NET job-evaluation data. Four caring skills – (1) Assisting and Caring for Others, (2) Establishing and Maintaining Interpersonal Relationships, (3) Service Orientation, and (4) Social Perceptiveness – were used in ordinary least-squares and quantile wage regressions for 623 occupations in the United States. Findings indicate that the return to caring and assisting skills results in a wage penalty for low-wage workers but a wage premium for workers in high-wage and male occupations. By identifying the impact of gender and class on the economic return to particular caring skills, the study broadens the understanding of care work, especially in relation to US wage inequality.  相似文献

There is a vast literature that estimates the effect of the minimum wage on wage inequality in various countries. However, as the minimum wage directly affects nonlabor income of families in some countries (in the Brazilian case via the benefits of the pension system and of certain social programs), this article extends the empirical analysis by studying the effects of the minimum wage on the level of inequality of household income as a whole. To accomplish that we employ a decomposition method that gauges the contribution of the increases in the minimum wage that occurred in recent decades in Brazil through the labor and nonlabor sources of household income. The results show that the minimum wage had a contribution of 64 percent to the observed fall in income inequality between 1995 and 2014 and that pensions were the most relevant channel over this period.  相似文献

The text develops a model of wage and working-time setting by profit-maximizing firms in a competitive labor market with homogeneous workers. Emphasis is placed on the role played by fixed costs of labor and of workers' varying effectiveness in time. Competition among firms implies a constraint on the utility level associated to the labor contract. The model contributes to explain insiders' rationing and other contemporary stylized facts, and lends itself to a particular approach to the problem of evaluating the consequences of mandatory working-time reductions.  相似文献

This paper addresses the question of how the current growth paradigm perpetuates existing gender and environmental injustices and investigates whether these can be mitigated through a degrowth work-sharing proposal. It uses an adapted framework of the “ICE model” to illustrate how ecological processes and caring activities are structurally devalued by the monetized economy in a growth paradigm. On the one hand, this paradigm perpetuates gender injustices by reinforcing dualisms and devaluing care. On the other hand, environmental injustices are perpetuated since “green growth” does not succeed in dematerializing production processes. In its critique of the growth imperative, degrowth not only promotes the alleviation of environmental injustices but also calls for a recentering of society around care. This paper concludes that, if designed in a gender-sensitive way, a degrowth work-sharing proposal as part of a broader value transformation has the potential to address both gender and environmental injustices.  相似文献

This study explores aggregate profitability in Italy from 1994 to 2008 in its connection with structural change and gender employment disparities. Using decomposition analysis, the study finds that aggregate profit rate declined, but the profit share did not. Male variables – such as earnings, output, employment, and working hours – tended to have more weight than female ones in explaining aggregate outcomes. Structural change also played a major role, as the economy specialized in sectors with falling real wages and wage shares, especially the financial sector and construction. Further falls in the wage share and widening wage gaps may not guarantee a rise in profitability. This result entails that “neo-mercantilist” approaches to solve the crisis might only prepare the next crisis, while a coordinated expansion of demand could be more successful. Moreover, gender issues should not be neglected in terms of favoring women's employment and entrepreneurship.  相似文献

利用第三期中国妇女社会地位调查数据,对中国老年人口的家庭结构的性别差异、影响因素以及对养老的影响进行分析。研究表明:老年人口主要的三种家庭类型依次是夫妇核心家庭、三代直系家庭和单人户,户口性质、婚姻状况、健康状况、生活来源、居住意愿、现住房归属情况都是与家庭结构相关的影响因素。城市的、无配偶的、健康状况好的、自己/配偶有生活来源的、独立居住意愿强的、居住属于自己/配偶的住房的老年女性更倾向于独立生活,对她们来说最大的养老需求是社会养老服务。  相似文献
