China-Syria： Opportunities, Friendship and Cooperation

Syria Deputy Prime Minister Abdullah al-Dardari headed a professional delegation to China and the First Meeting of the Syria- China Joint Business was held with the attendance of the Deputy Prime Minister at the main hall of CCPIT(China Council for the Promotion of International Trade)this July.Mr.Mon Couja,Managing Director of PracTech Co.in Syria and also a member of Board of Directors of the Syrian-Chinese Businessmen Council on Syrian side,was among the delegation.During this Meeting,Syrian-Chinese Businessmen Council of both sides worked together to yield a closer ties between each other,Mr.Mon Couja was one of them. Shaukat Aziz： Closer Ties with China Benefits Pakistan

China and Pakistan are good neighbors and time-honored friends. During the past 56 years of diplomatic relations, both sides have developed a special friendship which enjoys the fame of "All Weather Friendship". At the invitation of Chinese Premier Wen Jiabao, Pakistani Prime Minister Shaukat Aziz paid an official visit to China in April, and attended the 2007 Annual Conference of Boao Forum. During his visit, the Prime Minister contacted Chinese government leaders. Both sides have reached a common understanding of promoting the China-Pakistan Strategic Cooperative Partnership to a new stage, especially on the following issues: 1. Actively implementing China-Pakistan Free Trade Agreement(FTA) and China-Pakistan Economic and Trade Cooperation 5-year Development Program, encourage the mutual investment, adjust the trade structure, and promote the fast and healthy economic development of both sides. 2. Expand the people's communication and exchange, enhance the mutual understanding, and consolidate the traditional friendship. 3. Tighten the communication and cooperation in multi-lateral affairs, and strengthen the stability and development of the South Asia. For a long term, as a famous financial expert and banker, Shaukat Aziz has been dedicated to the financial development. Although the SMEs have made very important contributions to the national economic development and the increase of employment,they are thirsty of more gov- ernment and social supports,especially for the overseas development.In order to meet the mission of promoting the SMEs development,the Ministry of Commerce has established Department for SMEs. Energy,Insurance, and Health: Viewpoints of a Microeconomist

Abstract

This contribution reviews developments in the microeconomic analysis applied to three fields that are rarely considered in combination – energy, insurance, and health – focusing on four themes. First, it finds that stocks are crucial not only in energy but also motivate (in the guise of assets) demand for insurance coverage, as well as healthcare services designed to maintain one’s stock of health. Second, however, the three fields strongly diverge in terms of their industry structure. While oil and, until recently, electricity are vertically integrated, healthcare has been the leading example of a cottage industry, with private insurance in between. Third, the structure of innovation also differs. In energy and private insurance, process and organizational innovation prevail; in healthcare, it is product innovation, meaning new characteristics at higher cost, facilitated by health insurance. Finally, government regulation impinges on all three industries.     

我国缺失国际能源定价权的原因和对策分析

贸易摩擦和能源革命正驱动国际能源市场格局悄然发生变化,能源安全再一次成为各国关注的焦点。作为能源进口大国和隐含能源净出口大国,我国由于缺失国际能源定价权经常被动接受“中国溢价”而蒙受巨大损失。研究发现,我国缺失国际能源定价权的原因主要在于能源期货市场发展滞后,能源战略储备不足,人民币国际化程度较低,行业垄断度较高。面对严峻的国内外发展环境,本文建议我国尽快健全完善国内能源期货市场,稳步推进人民币国际化,加强能源储备与清洁新能源开发,深化能源定价机制改革,进而逐步获取并提升国际能源定价权。

空调热水器是一种可进行空气调节和提供热水的新兴家用集成系统,具有节能、环保、安全的特点,目前国内乃至国际上尚无适用的能效评定方法标准。本文详细介绍了空调热水器的工作原理、相关能效评定标准、代表性样品测试结果与分析等,较为全面地阐述了空调热水器的能效评定方法,提出了标准制（修）订建议。     

34.8亿吨标准煤说明了什么——试论工业化、城市化与节能减排

2011年我国能源消费快速增长,节能减排工作出现反弹。究其原因,一方面是因为"十一五"末期以行政手段强制完成的减排指标本身含有水分;更主要的是,从工业化、城镇化进程中的产业结构调整滞后带来能耗高居不下,基础设施建设导致"碳存量"积累,生活方式转变导致"碳通量"增加,土地用途转变使得"碳汇"转为"碳源"。因此,经济结构战略性调整势在必行,城镇化必须强调节能减排。     

我国地区能源消费状况及发展战略研究

能源利用效率过低问题是我国当今经济建设亟待解决的突出问题。为此,我国政府在"十一五"(2006-2010年)规划纲要中专门制定了节能降耗战略。但是,由于相应的考核评价体系和政策法规的不完善,没有引起地方和企业对节能降耗指标足够的重视,使得我国在2006年这一开局之年取得的战果十分有限。从此背景出发,文章根据我国不同地区的能源消费状况进行了聚类分析,并据此结果给出了相应的地区能源政策建议,这对我国的能源考核评价体系的完善具有重要的参考价值。     

新能源消费补贴的微观分析

不同的能源消费补贴方式会产生差异化的新能源促进效果,本文通过对能源消费补贴三种方式和情景的微观分析,梳理和比较不同能源消费补贴方式的作用机理:现金补贴方式直接产生收入效应,既会增加新能源消费,也会增加传统能源消费;在用能总量不饱和市场实施价格补贴可以增加新能源消费,传统能源消费不受影响;在用能总量饱和市场实施价格补贴可以增加新能源消费,同时降低传统能源消费,兼具收入效应和替代效应。本文认为有针对性地选择能源消耗补贴方式不仅有利于积极推动新能源消费,提高新能源的市场竞争力,而且有助于改变传统的用能结构,减少环境污染和温室气体排放。
