Sustainable land use planning is crucial for realizing the aim of food security and for combating land degradation in the Sahel. A participatory land use planning workshop was organised in a village in the eastern region of Burkina Faso to investigate land use problems, their causes, effects and possible solutions. Participatory research tools and GIS were combined to get insight into possible conflicts or synergies between different land use options as mapped by different ethnic groups. Pictograms were used to locate alternative land use options on the map, after which they were digitised for analysis with GIS. The workshop confirms the importance of integrating scientific and local knowledge to develop concrete options for sustainable land use that fit to local realities and aspirations. Local people are knowledgeable about the driving forces behind land degradation, they take actions to combat the effects of degradation, and they have concrete ideas about alternative land use options. The use of GIS proved its added value in the participatory process of integrated land use planning. The maps that were produced also facilitate discussions between community members, researchers and government representatives at the regional level, both regarding current land use problems and regarding alternative options as perceived by the local population.  相似文献

This paper analyses the potential effect of local agro-environmental policies in promoting multifunctionality in a rural landscape, with a two-scale modelling framework: a regional scale for food demand and a local scale for the forces driving land use. The framework has been designed in four steps. First, the relative influence of the driving factors on the current land use pattern has been analysed. Two scenarios are designed that vary the external demand for the total land use, and alter more or less quickly the specific location factors that drive the landscape pattern. The first scenario considers trends in the external and internal driving forces. The second relies both on totally decoupled farm subsidies and unregulated housing growth. In both scenarios a local agro-environmental policy is introduced and we compare its consequences with the previous scenario's landscape pattern. The third step consists of a modelling exercise that analyses the likely outcome of each scenario on the development of land use patterns on a local scale. Last, these landscape patterns have been translated into ecological indexes that assess the effect of the policy options on the multifunctionality of the local landscape.  相似文献

Ireland’s agriculture is characterised by an ageing farmer population and small average farm sizes. These structural issues are shared by a number of European countries and have been identified as barriers to sustainable growth in the sector. While farms with an identified successor usually enter a path of expansion and growth, farms without a successor at some point follow a route of winding down and extensification. Such retirement farming could potentially become an issue for food security and sustainable land use. Understanding the retirement decisions of farmers without a successor is key to address this issue. To this end a survey was conducted with Irish farmers including questions surrounding succession and retirement. About half of the surveyed farmers did not have a successor and two thirds of those did not intend to fully retire from active farming in the future. A logistic regression analysis of the collected data showed that placing a high value on family tradition in farming and only receiving a state pension had a negative effect on the intention to retire, while being aware of changing pension ages had a positive effect. A follow up qualitative study explored the perceptions of farmers without a successor regarding various land transfer options. The participants mainly anticipated negative consequences arising from selling the farm and full retirement such as the loss of land and the end of the farming activity. Other options such as the long-term leasing of part of the land or entering into a partnership with a younger farmer were regarded as having more positive consequences. These included a lowering of the workload, allowing a continuing involvement in farm work, and the ability to be able to stay on the farm.  相似文献

Negative carbon emissions options are required to meet long-term climate goals in many countries. One way to incentivise these options is by paying farmers for carbon sequestered by forests through an emissions trading scheme (ETS). New Zealand has a comprehensive ETS, which includes incentives for farmers to plant permanent exotic forests. This research uses an economy-wide model, a forestry model and land use change functions to measure the expected proportion of farmers with trees at harvesting age that will change land use from production to permanent forests in New Zealand from 2014 to 2050. We also estimate the impacts on carbon sequestration, the carbon price, gross emissions, GDP and welfare. When there is forestry land use change, the results indicate that the responsiveness of land owners to the carbon price has a measured impact on carbon sequestration. For example, under the fastest land use change scenario, carbon sequestration reaches 29.93 Mt CO2e by 2050 compared to 23.41 Mt CO2e in the no land use change scenario (a 28% increase). Even under the slowest land use change scenario, carbon sequestration is 25.89 Mt CO2e by 2050 (an 11% increase compared with no land use change). This is because, if foresters decide not to switch to permanent forests in 1 year, carbon prices and ultimately incentives to convert to permanent forests will be higher in future years.  相似文献

Salinity and drainage management options include source control, reuse, and evaporation ponds. This article identifies efficient strategies to maintain hydrologic balance in closed drainage basins and evaluates their impact on regional agricultural profits. Theoretical analysis suggests that economic efficiency requires acknowledgment of the nonseparability between water use and land value. Empirically, our solution involves a modest amount of source control, a substantial amount of reuse, and the elimination of evaporation ponds often associated with large environmental damages, while maintaining grower income. Various policy instruments and options are introduced and discussed, including a system of drainwater charges, marketable permits, and land retirement.  相似文献

Rural landscapes in many parts of the world are experiencing increasing pressure from competing uses. One particular use, unconventional natural gas extraction, has received considerable attention over the past decade owing to its rapid growth and associated impacts on rural landscapes. This study examined how a sample of Australian rural residents experienced the processes of psychological stress induced by a coal seam gas project that created perceived undesirable changes to resources they valued. Its effect on residents’ psychological well-being slowly unfolded over several years. We deconstructed the stress processes by investigating primary appraisal, secondary appraisal, and subsequent emotional and coping responses guided by the cognitive theory of stress and coping. Primary appraisal measured how the impacts of change on personal and communal resources were assessed while secondary appraisal gauged the options available to individuals to cope. Our results show that when primary appraisal alerts individuals of resource loss, negative emotions are more likely experienced. Such an appraisal directly drives engagement in eight coping strategies classified into four categories: problem-focused, support-based, emotion-focused, and maladaptive coping. It also motivates coping indirectly except for one strategy of emotion-focused coping mediated by negative emotions. While secondary appraisal also directly contributes to four coping strategies that each pertains to one of the four coping categories, it has no effect on negative emotions and four remaining coping strategies that are emotion-focused and maladaptive. These findings shed light on our understanding of the psychological consequences of undesirable change of land use on rural communities. Implications for land use policy are discussed with an emphasis on the need for considering a holistic perspective on the multi-dimensional nature of rural resources valued by community residents and establishing procedural fairness and legitimacy for proposed changes.  相似文献

Land improvements with long pay-back periods are often delayed on leased agricultural land. The delay in improvements has been found to result in land degradation, decreased land productivity and environmental problems. An important question is thus how landowners would respond to regulations and mandates concerning land improvements. Based on a Finnish landowner survey, we analysed landowner choices under certain land improvement regulations, using the currently dominant choice of leasing land for agricultural use as the benchmark. The results indicated that land leasing will continue to increase in the future, but if the landowner mandate to co-finance costly land improvements is increased, landowners are predicted to respond significantly to these mandates and search for other land management options. Three heterogeneous landowner groups were identified based on their land use choices. Current leasers and amenity owners, in particular, were sensitive to land improvement mandates, and would avoid compulsory investment expenses by selling or afforesting their land.  相似文献

Agri-environment schemes were introduced in the mid-1980s. Their primary objectives have developed from initially aiming to hold back intensification towards stimulating environmental enhancement. The introduction of Entry Level Stewardship (ELS) in England represents a third stage in seeking to extend the coverage of schemes across the majority of agricultural land. This aims to influence land use along the whole of the intensive margin. The ELS offers a wide range of options for which farmers are awarded points. Selection of options equivalent to 30 points per ha in lowland areas entitles farmers to a payment of £30 per ha. By September 2007, 4.4 million ha had been entered into the scheme, equivalent to 47% of the agricultural area. From amongst the options on offer, 34% of points were for boundary options, 20% for intensive grass options, 16% for management plans and 13% for options taking arable land out of production. The choice of options varies across the country with a higher proportion of the agricultural area entered in the East. Entry into the scheme is associated with total agricultural area, cereals farming, larger farms, a lower proportion of area in Environmentally Sensitive Area and Countryside Stewardship schemes and grazing livestock numbers. While the ELS has introduced a large number of new entrants into agri-environment schemes, the extent of the environmental impact is uncertain. Given the large number of options available, it is likely that farmers will have chosen options that involve relatively little change and incur limited cost. At the same time, it would be surprising if the environmental gains were of the types most valued within local areas. The ELS approach implies that public goods provided from agricultural land should be paid for irrespective of what would have happened in the absence of the scheme. While this may be a fairer approach, it may also undermine the idea of land stewardship and imply that payments will continue to be required in the long term in order to sustain provision. The ELS does establish a framework within which incentives could be targeted to deliver specific benefits within particular contexts and suggestions are made as to how policy might be developed for this.  相似文献

Land acquisition policies, upon which future land use patterns in India depend, are controversially tied to the question of whether to provide monetary or non-monetary compensation to affected landowners. However, turning to the preferences of landowners for answers only serves to complicate matters, as these are not homogenous on the question. This implies there is a need to identify the underlying factors giving rise to this preference heterogeneity, in order to develop more effective and efficient policy. This paper aims to address this gap using a contingent ranking experiment to study landowner disposition toward a range of compensation options, presented in a survey conducted in an ‘about-to-be-submerged’ region of a large, multi-stage irrigation project in India. Rankings were based on a selection of six compensation options, constituting different combinations of the attributes - cash, land, housing and self-employment. While the results suggest that landowners generally prefer non-monetary compensation, both the size of landholding and level of education of the landholder appear to influence the preferences for different compensation options. We find that landowners with more land or education tended to favour monetary compensation, while those with lower education or less land tended to favour housing and self-employment options. We close the text by exploring possible explanations for this specific form of heterogeneity, including access to information, to networks and capacities for income generation, and providing some reflections on the implications of these results for ensuring that rehabilitation and resettlement policies are both well targeted and effective.  相似文献

Payments for Ecosystem Services (PES) are incentives offered to land owners or managers in exchange for practices that benefit society with ecological goods and/or services. For the success of PES schemes, the involvement of stakeholders, their needs, knowledge, and perspectives has been found beneficial. This paper presents a new approach in engaging stakeholders based on an iterative transdisciplinary framework for a Social Multi-Criteria Evaluation (SMCE) decision-making process. After a comprehensive review of existing options, the paper describes the development and application of a new software, OPTamos, to allow for efficient handling and processing of large volumes of quantitative and qualitative data generated from stakeholder workshops. Applied to a land use related decision in the Cuitzmala watershed, in the state of Jalisco in Mexico, the outcomes from this approach resulted in acceptable land management options for the entire area of the watershed that satisfied criteria generated by the stakeholders themselves and to finally develop an action plan.  相似文献

Coastal zones with their natural and societal sub-systems are exposed to rapid changes and pressures on resources. Scarcity of space and impacts of climate change are prominent drivers of land use and adaptation management today. Necessary modifications to present land use management strategies and schemes influence both the structures of coastal communities and the ecosystems involved. Approaches to identify the impacts and account for (i) the linkages between social preferences and needs and (ii) ecosystem services in coastal zones have been largely absent. The presented method focuses on improving the inclusion of ecosystem services in planning processes and clarifies the linkages with social impacts. In this study, fourteen stakeholders in decision-making on land use planning in the region of Krummhörn (northwestern Germany, southern North Sea coastal region) conducted a regional participative and informal process for local planning capable to adapt to climate driven changes. It is argued that scientific and practical implications of this integrated assessment focus on multi-functional options and contribute to more sustainable practices in future land use planning. The method operationalizes the ecosystem service approach and social impact analysis and demonstrates that social demands and provision of ecosystem services are inherently connected.  相似文献

Land use change modeling and simulation is a popular tool in land use planning and policy formulation. However, the outputs of land use change simulation are not always accompanied with information on uncertainty. The goal of this paper is to demonstrate the inherent uncertainty in sprawl simulation, which is attributable to error in the input parameters and to limitations in our understanding of land use systems. To reach this goal, the paper determines sprawl simulation accuracy and uncertainty for a small US metropolitan region as produced by the CLUE-S modeling framework. The model simulates sprawl location in the region accurately, but the certainty of sprawl location projections decreases with time. This uncertainty in the simulation suggests that modelers should report uncertainty with their output over all time horizons so that, on the one hand, land use planners and decision makers do not place too much confidence in any single sprawl simulation (which could lead to unwarranted and expensive urban growth management policies) and, on the other hand, do not place too little confidence in sprawl models (which could have severe socioeconomic and environmental consequences). Thus, reporting uncertainty with simulation output provides planners and decision makers with a platform for more informed land use policy.  相似文献

A previous article has discussed how the irreversible transfer of land from agricultural to urban uses should be addressed (Hodge, 1984). If the future value of land in either use is uncertain, some additional value should be placed on a decision which keeps future options open by retaining land in agriculture. It is argued that Hodge's estimates of the value, known as quasi-option value, are unsatisfactory, and revised estimates are provided. More fundamentally, the usefulness of quasi-option value as an operational concept is queried. It is better to solve irreversible decision problems under uncertainty as stochastic dynamic programming problems.  相似文献

Land managers in upper catchments are being asked to make expensive changes in land use, such as by planting trees, to attain environmental service targets, including reduced salt loads in rivers, to meet needs of downstream towns, farms and natural habitats. End‐of‐valley targets for salt loads have sometimes been set without a quantitative model of cause and effect regarding impacts on water yields, economic efficiency or distribution of costs and benefits among stakeholders. This paper presents a method for calculating a ‘menu’ of technically feasible options for changes from current to future mean water yields and salt loads from upstream catchments having local groundwater flow systems, and the land‐use changes to attain each of these options at minimum cost. It sets the economic stage for upstream landholders to negotiate with downstream parties future water‐yield and salt‐load targets, on the basis of what it will cost to supply these ecosystem services.  相似文献

While considerable progress has been made in understanding land use change, land system science continues to face a number of grand challenges. This paper discusses these challenges with a focus on empirical land system studies, land system modelling and the analysis of future visions of land system change. Contemporary landscapes are contingent outcomes of past and present patterns, processes and decisions. Thus, empirical analysis of past and present land-use change has an important role in providing insights into the socio-economic and ecological processes that shape land use transitions. This is especially important with respect to gradual versus rapid land system dynamics and in understanding changes in land use intensity. Combining the strengths of empirical analysis with multi-scale modelling will lead to new insights into the processes driving land system change. New modelling methods that combine complex systems thinking at a local level with macro-level economic analysis of the land system would reconcile the multi-scale dynamics currently encapsulated in bottom-up and top-down modelling approaches. Developments in land use futures analysis could focus on integrating explorative scenarios that reflect possible outcomes with normative visions that identify desired outcomes. Such an approach would benefit from the broad and in-depth involvement of stakeholders in order to link scientific findings to political and societal decision-making culminating in a set of key choices and consequences. Land system models have an important role in supporting future land use policy, but model outputs require scientific interpretation rather than being presented as predictions. The future of land system science is strongly dependent on the research community's capacity to bring together the elements of research discussed in the paper, via empirical data collection and analysis of observed processes, computer simulation across scale levels and futures analysis of alternative, normative visions through stakeholder engagement.  相似文献

This article reports findings from a simulation model representing the European farming system disaggregated at different scales. This modeling experiment explores the effects of various decoupling options associated with the 2003 European agreement on gross margins, land use, shadow cost of land, and greenhouse gas emissions. Our results show increases in the farmers’ gross margins when decoupled support is maintained equal to the amount of direct aid previously attributed to agricultural production, assuming unchanged prices. Land used for pasture increases at the expense of land used for cereals and protein crops. The extent to which these effects materialize depends on the policy options selected by Member States when implementing the Luxembourg agreement. When they opt for some recoupling of support, adverse net economic impacts occur for producers. Regional differences in impacts are more pronounced than the analysis aggregated at European and national scales suggests. This highlights the need for further work based on geostatistical downscaling.  相似文献

We observe diverse urban development trends in European cities, with processes such as population aging, growth, shrinkage, and reurbanization having unclear consequences on land use and the urban form. The effects of these processes are especially difficult to determine when they occur quickly and simultaneously. We use varying scenarios of contrasting and exceeding variants of these urban development trends to uncover possible interactions by focusing on demographic and residential preference shifts that were simulated in a previously presented land use model (Lauf et al., 2012). Using urban form indicators and landscape metrics, we determine urban to peri-urban effects. Among other interesting results, we discovered that population aging expedited by population shrinkage greatly affects land consumption. This effect is especially pronounced in the outer city due to the residential preferences of elderly people and thereby reduces urban shrinkage. In contrast, a shift in preferences toward reurbanization reduces land consumption significantly. Population aging produces synergies in terms of urban growth and landscape fragmentation and trade-offs in terms of urban shrinkage and compactness, and the opposite holds for increasing reurbanization.  相似文献

We state that land use is under constant pressure, no matter if land-use changes take place in growing or shrinking cities. Land-use changes witness multiple interdependencies between environmental, social and economic factors. In urban areas land is highly exposed to accelerating consumption which makes it a scarce and precious resource. Therefore we need transformative processes to deal with land use in a more sensible and responsible way. We define urban transformations as fundamental, multi-dimensional changes in urban land-use patterns, population developments, infrastructures, governance regimes as well as established values, norms and behaviours. A central focus is on land use and its changes to supply ecosystem services as key driver for quality of life. Most important for us is that transformative processes are highly dynamic and non-linear, thus affecting functions of urban land uses in different ways and with varying consequences. In this sense, governance research is a decisive component to implement our research in practice. With this viewpoint we want to contribute to a debate on land-use changes in alternating growing and shrinking cities to foster appropriate development responses for urban transformations towards sustainability.  相似文献
