This paper tracks increasingly aggressive initiatives by the United States government to reallocate spectrum on an expedited and unilateral basis well before conclusion of inter-governmental coordination. Rather than embrace the customary commitment to achieve consensus on global spectrum allocations at the International Telecommunication Union (“ITU”), the Federal Communications Commission (“FCC”) has auctioned off large blocks of frequencies for the next generation (“5G”) of wireless services.The FCC might have framed its first 5G auction, reassigning Ultra High Frequency (“UHF”) spectrum, as a one-time deviation from compliance with long standing, intergovernmental coordination procedures. These frequencies have ideal signal propagation characteristics and the Commission could use financial incentives—unavailable in most nations—to expedite “repacking” by incumbent broadcasters willing to move, share or abandon spectrum in exchange for ample financial compensation. However, the FCC has continued to auction off 5G spectrum on grounds that it must find ways to abate an acute shortage of wireless bandwidth and doing so will regain or maintain global leadership in wireless technologies. This paper offers a critical rebuke to unilateral spectrum management, because the short-term benefits expected by the U. S. government likely will be offset by countervailing harms to 5G manufacturers, carriers and consumers. The paper tracks fractious preparation for the ITU's 2019 World Radio Conference by the U.S. delegation and the mixed record achieved there. Additionally, the paper explains how injecting trade, industrial policy and national security issues at the ITU can trigger more delays and disputes, including possible retaliation by nations displeased with U.S. efforts to subvert traditional technology optimization goals.A worst case scenario has the ITU deadlocked and unable to reach closure on “mission critical” spectrum planning issues at World Radio Conferences, convened every four years. The paper concludes that costs and likely challenges to the efficacy and legitimacy of the ITU will reduce the benefits accruing from the FCC's unilateral, spectrum planning campaign.  相似文献

In 2021, the Chilean government implemented a first-price package auction to allocate electromagnetic spectrum for 5G mobile services. The auction was run sequentially for different spectrum bands, allowing firms to exploit band complementarities. It was a combinatorial auction, so firms could bid for any combination of blocks within a band. It contemplated spectrum caps – upper limits on the spectrum for each firm – to ensure competitiveness. The beauty contests used in previous processes became obsolete, as there was a need to promote competitiveness and transparency in the telecommunication sector. Four incumbents and one potential entrant participated in the auction. The auction raised more than USD $450 million, which was six times more than the sum of the revenues of all previous contests in the country. We discuss this experience and show how different aspects of the context justified our design choices.  相似文献

Diffusion of 3G cellular technology varies widely across countries and regions. Past studies have shown that lower levels of diffusion of previous technologies and higher levels of income are significant factors in accelerating the take up of 1st and 2nd generation of mobile telephony. In addition, spectrum management policy plays a significant role in shaping 3G diffusion. Regulatory policies regarding spectrum management include mandating band and technology and decisions to hold spectrum auctions. An econometric analysis over a multi-country panel dataset shows that these spectrum management policies do have significant influence on the take-up of 3G. Findings suggest that the presence of multiple technologies for the previous generation is associated with rollout delay. The estimations indicate that countries that mandated a specific frequency band for 3G saw faster roll out, but in the long run those countries experienced a slower growth rate. Also estimations find that 3G diffusion is not significantly affected by the choice of auctions vs. alternative license award processes. Insights gained from this study of the 2G to 3G transition can provide guidance to regulators now contemplating the transition to newer generations.  相似文献

5G is a technology that was designed to provide citizens with access to faster and innovative wireless services. While different technical aspects related to 5G have been extensively examined by researchers worldwide, a lack in the existing literature is the economics of 5G in terms of business cases of specific 5G use cases. In this article we analyse the business case for three 5G use cases in an industrial sea port area, the Hamburg port in Germany, over the period 2020–2030. The first use case is enhanced mobile broadband and the results show a payback period lower than one year for all the scenarios analysed. The second use case is automation of container handling in the port's container terminal. It was found that the payback period is also lower than one year with a positive business case net present value in all scenarios studied. The business case of the third case, augmented reality for construction projects in the port's area, is challenging as the payback period was 5 years for the baseline case. Moreover, when performing the sensitivity analysis, it was found that in several scenarios there was a negative return on investment, and it was not possible to recover the investment over the time period studied. It can be concluded that mobile network operators will need to be careful as not all new 5G service offerings may have a positive business case. Future research work should focus on studying other 5G use cases in the port area, and on examining other industrial areas beyond ports such as airports, science parks and manufacturing facilities.  相似文献

This paper offers a detailed analysis of selected regulatory parameters used as instruments to promote efficiency with fairness for all stakeholders (in the legal sense of equity) in 5G spectrum auctions. Data were collected from sixteen auctions for the C-band that took place in the Member States of the European Union (EU) and in the United Kingdom (UK) between 2017 and 2020 for the introduction of the fifth generation (5G) of mobile communication technology. The selected instruments of intervention are: spectrum packaging, spectrum caps, set-asides, geographical scope of the license, license duration, various forms of license obligations, reserve prices and auction format.Significant differences were observed in national approaches to spectrum packaging, license obligations and reserve prices for efficiency purposes. Our analysis also shows that European national regulators are paying increasing attention to concerns over fairness of decisions on spectrum, or equity, especially by creating opportunities for local private networks to access the spectrum and by imposing requirements on network operators to guarantee more uniform population coverage of newly created 5G networks.  相似文献

The Israeli 5G auction that took place in August 2020 used the Combinatorial Clock Auction mechanism adapted to the Israeli market. We review the challenges that the Israeli Ministry of Communication faced while designing the auction and discuss the strategic consequences of the design. We highlight the special characteristics of the Israeli telecommunication market and, in particular, the fact that most operators share their antenna networks and their spectrum assets with other auction participants, but spectrum licenses need to be purchased by each operator individually. The Israeli Ministry of Communication required operators sharing the same networks to submit joint bids in the auction. We discuss the implications of this decision on the efficiency of the auction, and the difficulties it caused the bidders. We discuss the effect of further incentive schemes that accompanied the auction, and we also describe some signaling opportunities that emerged during the auction process.  相似文献

The evolution of radio technology and various services has increased the world's dependence on wireless communications. The demand for and value of spectrum resources therefore are also increasing. Spectrum efficiency is the most important factor in managing spectrum scarcity. However, under the current spectrum management approach, it is difficult to adopt innovative technologies that improve spectrum efficiency and flexible usage in the current dynamic wireless market. Recently, there have been several approaches to improve efficient use of spectrum resources, and each approach has its own advantages and disadvantages. Therefore, this research first discusses current issues and analyzes relative social welfare based on the different characteristics of technology and market conditions to compare various attributes of each approach. Based on the techno-economic simulation results, this paper introduces a mixed spectrum management framework for the future wireless service and support policy makers’ decision making. Furthermore, the mixed spectrum policy to spectrum management in Korea is proposed to find a more realistic and efficient spectrum management policy.  相似文献

Electromagnetic spectrum for wireless communications is fully allocated by regulatory authorities, but this does not mean that it is fully utilized. Demand for greater capacity and new services requires new regulatory and technical models for spectrum sharing. This paper develops a regulatory model denoted the dynamic policy license. The dynamic policy license combines the assurances to licensees that come from holding a fixed license while maintaining regulatory flexibility. A dynamic policy license is similar to a traditional spectrum license that specifies a bandwidth, power, center frequency, location, and other parameters. However, one or more of these parameters is subject to change by the regulator over time. The allowed changes are restricted by the license to provide assurances and predictability to the licensee. The opportunities and challenges that this presents to both regulators and licensees is described. For instance, the dynamic policy license can be a regulatory tool for more aggressive spectrum sharing.  相似文献

Experience curves purport to show that average real price or costs of a product decrease with its cumulative output and are used to justify increases in industrial concentration on efficiency grounds. But the published evidence for their existence is not always convincing. Even if they do exist, they are merely mongrel relationships reflecting many economic forces including technical progress and economies of scale in addition to ‘learning’ or ‘experience’. Data and connectivity platforms play a crucial role in the digitalization of different sectors of our society. In complex industrial multi-stakeholder ecosystem contexts connectivity and data platforms are increasingly becoming converged, and private, vertical-specific local 5G networks are emerging. For this context, we depict and analyze alternative configurations for converging connectivity and data platforms and propose appropriate management actions for combining these platforms and achieving legitimacy. We examine a complex industrial multi-stakeholder ecosystem of a port and observe that in the considered case study, the convergence of connectivity and data platforms enhances digitalization and helps to create shared local information between stakeholders. The research identifies a set of regulatory challenges for local 5G networks in complex industrial multi-stakeholder ecosystems where the telecommunication and information technology-related regulations meet with vertical-specific regulations, leading to a complex environment in which to operate. As highly country-specific, these regulations can open new business opportunities or significantly slow down or even prevent a market opening to local private 5G networks for vertical-specific use.  相似文献

The increasing amount of data and video traffic carried by mobile networks has recently risen the demand for enhanced network capacity, more efficient use and more effective management of spectrum. Cognitive radio technologies candidate to respond to these urgent needs by allowing a near simultaneous band sharing. The regulation plays a crucial role in promoting the adoption of these technologies, in order to overcome the traditional paradigms of authorizations for exclusive spectrum usage. The article outlines spectrum management regimes where the implementation of frequency sharing technologies, including cognitive technologies, is foreseeable and brings them back to a comprehensive taxonomy of dynamic spectrum access and sharing models, in the effort to reconcile partially diverging approaches and nomenclatures suggested in literature. Theoretic analysis is supported by a number of illustrations and practical experiments with shared spectrum usage. Based on suggested taxonomy, the research aims at showing the evolutionary path toward the introduction and spreading of cognitive and other spectrum sharing technologies, pointing out relevant trends and instruments made available by the reform of EU Telecom Package, as well as at outlining the status of regulation, policy and standardization in Europe.  相似文献

Each “level of disorder” is discussed in detail and the basic signs and symptoms of the problem are reviewed with specific suggestions for resolving the situation, level by level. By and large academics and professional analysts disagree over the efficacy of US Congressional fora to facilitate policy transfer in terms of influencing foreign countries to privatize their local and national markets. This study addresses the issue of policy transfer within the context of the Indian (direct broadcast satellite) DBS television regulatory framework. Specifically, a link is drawn between two particular US Congressional hearings of the early 1980s and a landmark Indian Bill enacted in 1997. The approach to demonstrating the link involves three distinct components. The first offers a brief background on India's DBS policy dynamics. The second presents a number of policy documents and fora which substantiate the strength of the relationship between the two mentioned US Congressional forums and the 1997 Indian Bill. The third offers a discussion of how policy transfer and convergence serve as useful analytical tools to assess why the two US policy fora may have been so effective in the Indian case. Policy transfer and convergence also have strong explanatory value in drawing insights into negotiating dynamics between US and Indian official representatives at the General Agreement on Tariffs and Trade (GATT) during the last fifteen years over DBS trade issues.  相似文献

The particular qualities of case study research have enabled the advancement of theory in industrial marketing research through revealing rich insight into context-specific phenomena. Triangulation is recommended as good practice in conducting case study research and is traditionally envisaged as offering validity through convergence of findings, sources or methods. Is this, however, the only interpretation of triangulation and in what way is it consistent with case study research that is often concerned with naturalistic settings and nuanced interpretations? The purpose of this study is to delve into the role of triangulation in qualitative case study research in order to re-appraise its role. The study offers firstly, an inventory of triangulation categories for case study research in industrial marketing and secondly, a theoretical reframing of triangulation consisting of three modes - convergence, complementarity and divergence. Both the inventory and the reframing are discussed with reference to illustrations of published case studies, thus extending current understanding of research practice in industrial marketing.  相似文献

The literature on market orientation is silent on the process of change involved in moving firms to a market orientation. Understanding this process is important for commodity sellers or industrial organizations with a traditional sales focus. We examine the change programs of two New Zealand-based agricultural organizations. Drawing upon Lewin's three-stage change process model (unfreezing-movement-refreezing) we identify that the creation of a market orientation involves uncovering long-held assumptions about the nature of commodity products, the nature of production and marketplace power, and the ‘commodity cycle’. Moving the firm towards a new set of values involves changes in the role of leadership, the use of market intelligence, and organizational learning styles. To refreeze these values, supportive policies are needed that form closer relationships between the organization and the marketplace. The degree of refreezing affects the quality of market orientated outcomes, with less effective refreezing leading to sub-optimal market-oriented behaviors.  相似文献

This article examines three major changes which have been occuring in the telecommunications market: liberalization, leading to increased competition in services and equipment, the internationalization of the equipment market, and a rapidly changing industrial structure. The interrelationship among the three trends is analyzed, and the authors hypothesize that it is the technological determinants which are driving the changing structure of the industry and its trade patterns and regulatory environment. This paper examines screening procedures in the context of developing an understanding of, and dialogue about, strategic problems. Such a dialogue process is seen as providing a ‘thinking structure’ for policy type problems. Within this dialogue, many different inputs and analyses of assumptions should be reviewed and discussed as a prelude to policy choice. Cyberspace is no longer safe. From business organizations to countries, the requirements of information security and assurance have become one of the most important functions to ensure continued operations. The goal of this study is twofold. First, we introduce the information security policy of the Taiwanese government and its current status. Then we present a successful example of governmental institute that self-adopted the information security management system (ISMS), British Standard 7799 (ISO27001). The results of this research indicate that past successful experiences, availability of documents, cost constraints, organization learning and organizational culture are important motivations of self-implementation of ISMS. Past experience of other standards, level of documentation and standardization, degree of understanding the clauses, procedures of risk management, top management support, culture of organization, existing auditing infrastructure, awareness of information security, education and compatibility with the existing procedures are the key factors of successful self-implementation of ISMS.  相似文献
