A series of experiments was designed and implemented to investigate cross-cultural differences in preferences for contributing to local public goods. The research investigates differences between contributions made by participants from the United States, Russia and Kazakhstan. In these experiments each participant has three options: keep money for herself, contribute to a public good that benefits a small group (the local good), or contribute to a public good that benefits the entire group (the global good). The researchers find significant differences in contribution patterns across the three cultures, and find that all participants contribute significantly more to the small group public good than to the large group public good.  相似文献

After the Great Recession, the Keynesian expansionary policy has been regarded as an effective measure, especially under imperfect financial market conditions. Among literature related to fiscal policy in financial crises, Fernández-Villaverde (2010) suggests that the fiscal policy multiplier increases in a financial crisis through the Fisher effect. However, we should note that the author simply compared the multiplier computed in the standard new Keynesian dynamic stochastic general equilibrium (DSGE) with that in the DSGE with financial accelerator settings. As the financial accelerator is considered effective during both financial crises and normal financial conditions, the author’s comparison should be considered insignificant for showing a greater multiplier in the financial crisis. In this study, to make the exact comparison, we first estimate parameters regarding the Fisher effect under each regime separately and then compute and compare the estimated fiscal multipliers using these 2 estimates in the same DSGE model. Using Japanese financial data that provide enough observations under the good and bad regimes of financial conditions, we find that fiscal multipliers are smaller in the bad regime than in the good regime.  相似文献

This paper finds that factors such as caste and religion influence food security at the regional level. Thus defining affirmative action within food security programs may be necessary as the current practice of designing food security programs around the poverty line is shown to deliver limited results. In this regard, another lack of consideration is region-specific analysis within the rural areas which shows varied influence, thereby cautioning against a ‘one size fits all’ general policy of the central government. Evidence also shows that socio-economic factors and social assistance programs had different impacts on calorie gap depending on one's nutritional status. This nonlinear relationship has been neglected in most studies on food security and thus raises doubt on past assessment and policy implications.  相似文献

Firms’ international fragmentation of production has recently widened its focus from outsourcing of intermediates to off-shoring of business services such as software program development and international call center networks. Although many services are intangible and non-storable, gravity model estimates show that geographical distance between business partners matters less for commercial service transactions. Rather, time zones can be a driving force of international service trade by allowing for continuous operation over a 24 hours business day (continuity effect) when a proper division of labor is feasible and countries are connected to electronic communications infrastructure (ICT). But even when ICT provides alternatives for face-to-face interaction, time zones can act as a barrier when coordination problems with sleeping business partners occur (synchronization effect). In this paper, we find empirical evidence for the continuity effect in trade of business services, which is robust to measurement and sample size. Even more important is that the effect of time zones on service trade depends on access to ICT. An improvement of ICT infrastructure will affect business service trade at long time zone distances significantly more than trade at short time zone distances.  相似文献

We examine whether voluntary pollution abatement programs in which there is no program-specific participation incentive are effective in reducing emissions below what they would have been otherwise. We use data on facility participation in the 33/50 Program and emissions reported to the US EPA’s toxic releases inventory (TRI) between 1991 and 1995 for a sample of facilities whose parent firms committed to the program. By focusing on participation by individual facilities we avoid the influence of firm level incentives under the program. The mandatory disclosure of emissions data to the TRI avoids the potential bias evident in voluntarily disclosed data. We find that while facilities with larger total emissions were more likely to participate, there is no evidence of greater participation by facilities that account for a higher share of a parent firm’s 33/50 emissions. Although emissions of the 33/50 chemicals fell over the years, we find that participation in the program was not associated with the decline in the 33/50 releases generated by these facilities and the reductions seemed to have occurred for reasons unrelated to the program.  相似文献

To achieve environmental goals, most governments aim to reduce consumption of the most polluting energy goods by taxation. Often, the authorities not only aim to change the consumption of the regulated good by the taxation, but also to change the consumption of close substitutes (hereafter referred to as win–win effects). The size of the win–win effects depend not only on how close substitutes the goods are, but also on the price sensitivity of the taxed good and on the budget effects of the regulation. We use a conditional demand model to decompose the cross-price effect to discuss which criteria that must be fulfilled in order for substantial win–win effects to occur, using Norwegian stationary energy consumption as an empirical example.  相似文献

Abstract

In the World Economic Forum (WEF) 2006 Global Gender Gap report, Australia was highlighted as a world leader in closing the gender gap. With reference to the Economic Participation and Opportunity Index (one of four components in the WEF Gender Gap Index (GGI)), this article assesses whether or not Australia is deserving of this recognition. Closer analysis shows that convergence in the participation gap flowed from increased participation in part-time, low-paid, and precarious jobs. Research also shows that women's entry into professional jobs has led to the feminization of some positions and that vertical segregation remains an ongoing problem. In highlighting these disparities, this article questions the capacity of the GGI to provide an adequate understanding of women's labor market participation and economic attainment.  相似文献

In this paper, we investigate regional differences in the gender pay gap both theoretically and empirically. Within a spatial model of monopsonistic competition, we show that more densely populated labour markets are more competitive and constrain employers’ ability to discriminate against women. Utilizing a large administrative data set for western Germany and a flexible semi‐parametric propensity score matching approach, we find that the unexplained gender pay gap for young workers is substantially lower in large metropolitan than in rural areas. This regional gap in the gap of roughly 10 percentage points remained surprisingly constant over the entire observation period of 30 years.  相似文献

Existing studies have investigated the environmental dividends of substituting high-speed rail (HSR) for other energy-intensive vehicles from an engineering standpoint, but they have yet to explore the economic effects of HSR and the associated carbon emissions reduction benefits. To fill the research gap, we use panel data from 285 Chinese cities between 2004 and 2014, and employ a spatial difference-in-differences model to empirically examine the impact of HSR opening on industrial CO2 emissions. After controlling for spillover effects from neighboring HSR cities, our results show that cities offering HSR services significantly reduce their own industrial CO2 emissions. This finding is robust and is unaffected by outliers, control group selection, time trends, geography and expectation factors, or endogeneity. The mechanism test reveals that the structural transformation effect, technological innovation effect, and investment attractiveness effect are three intermediate influence channels. Further research finds that the emissions reduction benefit increases as the spatial and temporal intensities of HSR openings ascend the ladder, and HSR services have a spillover effect within a 300-kilometer radius. Moreover, the carbon benefit of China’s HSR far surpasses its carbon footprint, indicating that China’s HSR is green after accounting for economic emissions reductions that were often neglected in prior research. Based on these findings, we recommend that China accelerate HSR expansion in order to reduce carbon emissions in a scientific and responsible manner.  相似文献

Rising consumer prices may reflect shifts by consumers to new higher‐priced products, mostly for durable and semi‐durable goods. I apply Bils’ (2009) methodology to newly available Canadian consumer price data for non‐shelter goods and services to estimate how price increases can be divided between quality growth and price inflation. I find that less than one third of observed price increases during model changeovers should be attributed to quality growth. This implies overall price inflation close to inflation measured by the official index. I conclude that, according to Bils’ methodology, the quality bias is not an important source of potential mismeasurement of CPI inflation in Canada.  相似文献

The absence of monetary policy within a currency union increases the need for structural reforms that make the participating economies more flexible. However, the absence of exchange rate risk with respect to the other members of the union may reduce the urgency for such reforms. A number of other considerations also suggest that theory is ambiguous about the impact of participating in a currency union on progress in structural reforms. This paper addresses this issue empirically for the euro area. The results suggest that reforms in the euro area seem to have decelerated following the introduction of the euro, but from a fast pace. The paper discusses a number of possible explanations, including “reform fatigue,” the absence of “market punishment,” and “good-times” complacency. Estimates from an empirical growth model suggest that the slowing of reforms may slow down annual output growth by up to 0.2%. However, the results are preliminary and depend on the area of reform considered. Furthermore, the reform dynamics may change with the euro area starting slowing at the end of 2007.  相似文献

Climate change has been successfully represented as a security concern to such an extent that it is firmly established on the political agenda, even though the implementation of concrete policies is disputed. In this paper, we develop an analytical framework to better trace the process of securitising climate change and assess its normative implications. We establish a typology of six climate security discourses on the basis of two dimensions: three levels of referent objects and two logics of securitisation, one that corresponds to the original Copenhagen School framework and one where the threat takes the form of the invocation of risk. We find that there are significant differences in the relative importance of the resulting climate security discourses in Germany and the US, but that normatively, all discourses come with their own problems, which calls for more detailed scrutiny and assessment of climate security discourses and their political effects.  相似文献

Potential output constitutes a central measure to determine compliance of the member states with the EU fiscal rules. The EU uses a production function approach to estimate potential output. In a Kalman filter model together with a Bayesian approach TFP is decomposed into a trend and a cycle. The aim of this paper is to examine the relationship between two widely discussed issues of the EC estimate of potential output, procyclicality and the extent of revisions. Procyclicality of the TFP trend depends on the prior assumptions for the residual variance of the TFP cycle equation. Exploiting this, simulations over increasing values of the priors of the residual variance of the TFP cycle equation are run for eight EU countries, leading to decreasing procyclicality of TFP trend estimates. Procyclicality of the estimated TFP trend reduces the standard error of revisions for half of the countries considered, while it implies an increase for the other countries or has no effect. Thus there is a trade-off between procyclicality of the TFP trend and the revision error, but it is not so clear cut. The standard errors of revisions of real-time estimates of the TFP trend as a criterion of model selection could improve forecasts additionally to the marginal likelihood value employed by the EC.  相似文献

In addition to the direct productivity effect, public capital also has an indirect effect on private capital stock and labor input. This paper offers an evaluation of both the direct and indirect effects of Chinese public capital by applying a trans-log aggregate production function including public capital stock to a panel of regional data from 1986–2009. Moreover, we calculate the impact of public capital on regional total factor productivity (TFP) performance by introducing a system GMM estimation. The results show that the output elasticity of Chinese public capital stock is significantly positive, but decreasing year on year, and public capital is found to be a substitute for labor but complementary to private capital input. Finally, public capital has a significant positive effect on regional TFP performance.  相似文献

We use data on response times from a public goods experiment to test the hypothesis that cooperation is instinctive, under the assumption that the longer the time of the decision, the less instinctive the choice. Results seem to support the hypothesis that cooperation is instinctive, while defection is ‘rational’. Moreover, as the experiment is designed also to assess the effects of the consumption of relational goods on cooperation, we are also able to state that some types of relational goods, like team working, produce additional cooperation, but make it less spontaneous. We also detect that females seem to behave less instinctively than males.  相似文献

Using unusually rich longitudinal data on traffic offenses, this paper exploits a reform that introduced a point‐recording scheme in Denmark to estimate the behavioral responses of drivers to a non‐monetary penalty based on demerit points. We find that drivers exhibited substantial behavioral responses to each demerit point assigned to their driving licenses. We also find that drivers’ efforts, and hence responses, increased with the number of demerit points they accumulated. Depending on the number of demerit points accumulated, drivers with one or more demerit points reduced their frequency of traffic offenses by 9–34 percent.  相似文献
