The European Emission Trading Scheme (EU‐ETS) has chosen to adopt an auctioning procedure to initially allocate CO2 emission permits. Free allocation of permits will become an exception for the third phase (2013–2020) and most firms will have to buy all their permits on the market or via auctions. The ability of bidders to collude is a key concern about the design of the auction format. To counter collusion, the auction can be open to bidders without compliance obligations (speculators). This paper aims at studying experimentally speculation as a collusion‐breaking device in two different auction mechanisms: the uniform‐price sealed‐bid auction and the ascending clock auction. Our results suggest that a uniform sealed‐bid auction open to speculators should be chosen from a revenue maximization point of view. In this mechanism, compliance agents adopt an aggressive strategy toward speculators. This strategy significantly increases the seller's revenue, compared to the more collusive clock auction. In the latter, on the contrary, bidders accommodate speculators, letting them buy permits in the auction and buying their necessary permits on the secondary market. However, as opening the auction to speculators deteriorates efficiency, the regulator faces a trade‐off between these two objectives.  相似文献

Summary. Most of the literature on collusive behavior in auctions ignores two important issues that make collusion difficult to sustain at least in one-shot interactions: the detection of cheating and the verification of bids. Colluding bidders may deceive each other by using shill bidders. Also, if the identities of the bidders and their bids are not published then it would be difficult to verify the bid of a colluding bidder. This paper addresses these problems in one shot second price auctions where one bidder offers another bidder a side payment in exchange for not participating in the auction, while the number of other bidders is stochastic. In spite of the barriers to collusion mentioned above, a simple side payment mechanism which depends only on the auction price is introduced. It induces a successful collusion, eliminates the verification problem, provides no incentive for the use of shill bidders and guarantees that the proponent obtains ex-post non-negative payoff. We study multi-unit auctions for bidders that have a budget constraint, a situation very common in practice that has received relatively little attention in the auction theory literature. Our main result is an impossibility: there is no deterministic auction that (1) is individually rational and dominant-strategy incentive-compatible, (2) makes no positive transfers, and (3) always produces a Pareto optimal outcome. In contrast, we show that Ausubel?s “clinching auction” satisfies all these properties when the budgets are public knowledge. Moreover, we prove that the “clinching auction” is the unique auction that satisfies all these properties when there are two players. This uniqueness result is the cornerstone of the impossibility result. Few additional related results are given, including some results on the revenue of the clinching auction and on the case where the items are divisible.  相似文献

Attracting bidders to an auction is a key factor in determining revenue. We experimentally investigate entry and bidding behavior in first-price and English clock auctions to determine the revenue implications of entry. Potential bidders observe their value and then decide whether or not to incur a cost to enter. We also vary whether or not bidders are informed regarding the number of entrants prior to placing their bids. Revenue equivalence is predicted in all four environments. We find that, regardless of whether or not bidders are informed, first-price auctions generate more revenue than English clock auctions. Within a given auction format, the effect of informing bidders differs. In first-price auctions, revenue is higher when bidders are informed, while the opposite is true in English clock auctions. The optimal choice for an auction designer who wishes to maximize revenue is a first-price auction with uninformed bidders.  相似文献

This paper studies collusion in repeated auctions when bidders communicate prior to each stage auction. For independent and correlated private signals and general interdependent values, the paper identifies conditions under which an equilibrium collusion scheme is fully efficient in the sense that the bidders’ payoff is close to what they get when the object is allocated to the highest valuation bidder at the reserve price in every period.  相似文献

This paper studies optimal auction design with asymmetric linear financial externalities among bidders. When the matrix Γ that relates bidders? payoffs to their payments is nonsingular, the payment-related component in the design objective must equal a unique linear combination of its counterparts in bidder?s payoffs. If all multipliers of the linear combination are nonnegative, a modified Myerson procedure is discovered for deriving the optimal design. If any multiplier is negative, an arbitrarily high value can be achieved for design objective by setting proper fixed transfers to bidders. When the matrix Γ is singular, the unbounded optimum result typically prevails. We applied our method to auctions with cross shareholdings and charity auctions for revenue-maximizing and efficient designs.  相似文献

This paper studies optimal auction design in a private value setting with endogenous information gathering. We develop a general framework for modeling information acquisition when a seller wants to sell an object to one of several potential buyers, who can each gather information about their valuations prior to participation in the auction. We first demonstrate that the optimal monopoly price is always lower than the standard monopoly price. We then show that standard auctions with a reserve price remain optimal among symmetric mechanisms, but the optimal reserve price lies between the ex ante mean valuation of bidders and the standard reserve price in Myerson (1981). Finally, we show that the optimal asymmetric mechanism softens the price discrimination against “strong” bidders.  相似文献

Summary. The paper analyzes a problem of optimal auction design when the seller faces asymmetrically informed bidders. Specifically, we consider a continuum of risk-neutral uninformed bidders taking part into the auction along with n risk-averse informed bidders. The contribution of the paper is threefold. First, we fully characterize the optimal auction in this non standard environment and in a very general set-up. We find that when informed bidders reveal “bad news” about the value of the good, the seller optimally awards the object to the uninformed bidders. Secondly, we show that the seller is better off in presence of uninformed bidders because this allows to lower the informational rents paid to the informed bidders. The study investigates collusion-nonfacilitating features of one-sided auctions. We report the results of oral nondescending bid auction experiments in which the strict bid improvement rule was absent, and compare them with the results of sealed bid auction experiments. In the sealed bid experiments the outcomes converged to the competitive equilibrium. In the oral auctions, collusive outcomes emerged and were sustained with bidders using bid matching strategies. We conclude that oral auctions provide opportunities for tacit coordination and collusion enforcement that do not exist under the sealed bid. Therefore, the strict bid improvement rule becomes critical for breaking collusion.  相似文献

We study first-price auctions with resale when there are many bidders and derive existence and characterization results under the assumption that the winner of the initial auction runs a second-price auction with an optimal reserve price. The fact that symmetrization fails when there are more than two bidders has been observed before, but we also provide the direction: weaker bidders are less likely to win than stronger ones. For a special class of distributions and three bidders, we prove that the bid distributions are more symmetric with resale than without. Numerical simulations suggest that the more bidders there are, the more similar the allocation is to the case without resale, and thus, the more asymmetric the bid distributions are between strong and weak bidders. We also show in an example that the revenue advantage of first-price auctions over second-price auctions is positive, but decreasing in the number of bidders.  相似文献

This article explores the effect of a subset of symmetric bidders joining to bid together. Possible applications include mergers, collusion and joint-bidding arrangements. The change produces a “strong” party with a more advantageous value distribution than the remaining “weak” bidder(s). The predicted effects include inefficiency, a decrease in the sellerʼs revenue, and higher biddersʼ payoffs. Under risk neutrality, the members of the strong party benefit less than the weak bidders. The prediction is reversed when the bidders are sufficiently risk-averse. These hypotheses are tested experimentally. Contrary to the theory, joint bidding increases efficiency and the sellerʼs revenue decreases by less than expected. Strong bidders benefit more than weak bidders indicating that incentives to bid jointly may be greater than hypothesized. Additionally, the experiment assesses the effect of group decision-making. A Nash equilibrium prediction for individual–group differences based on differences in risk attitudes is not supported by the data.  相似文献

We study mechanism design under collusion focusing on the transaction costs in coalition formation created by asymmetric information among agents. In our setting, the regulator is constrained to use uniform transfers and this generates room for collusion between the regulated firms. We first show that when the gains from collusion are smaller than a threshold, the firms fail to realize the gains because of transaction costs. When the gains are larger than the threshold, we characterize the optimal collusion‐proof mechanism. Finally, we show that when the regulator is constrained to use uniform transfers, the collusion‐proofness principle does not hold.  相似文献

A seller wishes to sell an object to one of multiple bidders. The valuations of the bidders are privately known. We consider the joint design problem in which the seller can decide the accuracy by which bidders learn their valuation and to whom to sell at what price. We establish that optimal information structures in an optimal auction exhibit a number of properties: (i) information structures can be represented by monotone partitions, (ii) the cardinality of each partition is finite, (iii) the partitions are asymmetric across agents. We analyze a second-price auction with two bidders in which only one of the bidders is informed as to whether the object is valued commonly. We show that any equilibrium strategy of the bidder who is uninformed must be part of an equilibrium when both bidders instead know that the auction is not common value, regardless of the way in which the values are different. We study an optimal collusion-proof auction in an environment where subsets of bidders may collude not just on their bids but also on their participation. Despite their ability to collude on participation, informational asymmetry facing the potential colluders can be exploited significantly to weaken their collusive power. The second-best auction — i.e., the optimal auction in a collusion-free environment — can be made collusion-proof, if at least one bidder is not collusive, or there are multiple bidding cartels, or the second-best outcome involves a non-trivial probability of the object not being sold. Regardless, optimal collusion-proof auction prescribes non-trivial exclusion of collusive bidders, i.e., a refusal to sell to any collusive bidder with positive probability.  相似文献

In a general auction model in which bidders’ signals are affiliated, we characterize the unique separating equilibrium in which the seller can use reserve prices to credibly signal her private information. When the buyers’ signals are independent, the optimal reserve price is shown to be increasing in the number of bidders under certain conditions. We also demonstrate that the probability that the item is sold at the reserve price can increase as the number of bidders increases, which indicates a more central role for reserve prices than perceived in the standard auction models.  相似文献

Recent papers show that the all‐pay auction is better at raising money for charity than the first‐price auction with symmetric bidders under incomplete information. Yet, this result is lost with sufficiently asymmetric bidders under complete information. In this paper, we consider a framework on charity auctions with asymmetric bidders under some incomplete information. We find that the all‐pay auction still raises more money than the first‐price auction. Thus, the all‐pay auction should be seriously considered when one wants to organize a charity auction.  相似文献

Summary. This paper studies ‘knockout’ auctions, typically organized by bidding rings, in which the winning bidder makes side-payments to all losing bidders. These side-payments provide an incentive for the ring members to bid higher than they would have in an identical public auction. As a consequence, neither the realized price nor the total payments of the winner are unbiased estimates of the item's price in the absence of collusion. This paper evaluates the extent of this overestimate in the independent private values case, for first and second price post-auction knockouts. Bids are not independent of the sharing rule but transfers from the winning bidder are. Further, bidder payoffs are independent of both the auction format and the sharing rule. The “overbidding” in the knockout is increasing with the dispersion of bidder valuations and of significant empirical relevance. In almost common-value auctions one bidder (the advantaged bidder) has a valuation advantage over all other (regular) bidders. It is well known that in second-price auctions with two bidders, even a slight private-value advantage can have an explosive effect on auction outcomes as the advantaged bidder wins all the time and auction revenue is substantially lower than in a pure second-price common-value auction. We explore the robustness of these results to the addition of more regular bidders in second-price auctions, and the extent to which these results generalize to ascending-price English auctions in an effort to provide insight into when and why one ought to be concerned about such slight asymmetries.  相似文献
