This article explores the relationship between land size and productivity in the livestock sector. Household panel data from pastoral areas in northwestern China were analysed. Results suggest an inverse relationship (IR) between land size and the number of livestock per ha. IR can be largely explained by labour input intensity, which is negatively correlated with land size. We find that household’s labour demand is not separable from household’s labour supply and households’ decisions to rent land and hire labour for grazing are significantly related to the labour–land endowment ratio. These findings are consistent with the Chayanovian explanation that labour input intensity varies with farm size due to unobserved interhousehold variation in shadow wage rates. In addition, participation in the labour market does not significantly influence the IR for the employer, while the practice of land renting reduces, but does not eliminate, the IR for the lease. These findings point towards the potential for using factor markets to optimise pasture‐based livestock production scale, and the need to promote the factor market development to achieve efficiency in resource use.  相似文献

Forms of labour hiring and the extent of unemployment are analysed using primary data collected from two villages in Haryana (India) during 2002–3. Data from these villages show that wage labourers, particularly women, faced extremely high levels of unemployment. Employment in agriculture was limited and new forms of labour hiring contracts had emerged under conditions of high unemployment. Earnings of manual workers were very low and gender disparities in wages very high. In one of the villages, a high concentration of landholdings and a decline in labour use facilitated the use of long-term workers. Labour relations were characterized by significant degrees of unfreedom, although the extent and nature of unfreedom varied considerably between casual and long-term workers, and between the two villages. In particular, long-term siri workers worked under conditions that were akin to bondage. It is argued that a very high degree of unemployment, combined with unequal caste and land relations and dependence on employers for credit, contributed to sustenance of unfree labour relations in rural Haryana.  相似文献

This paper provides an original accounting of changes in livestock production efficiency per livestock category in historical perspective and connects livestock consumption with land requirements and virtual land trade. We use France as a demonstration study and account for productivity changes in terms of energy. Feed rations composition are reconstructed per livestock production and feed crop group over time to account for changes in land use in relation to dietary changes. Land requirements for consumption in France dropped by 28% over the study period besides an increase by 35% of the human population and by 53% of the livestock consumption. The two-fold increase in agricultural productivity is due, for half, to energy conversion efficiency improvements and for half to agricultural yields. Overall, the livestock energy conversion efficiency increased by 45% from 1961 to 2010, poultry gained 84%, pork 17%, sheep&goat 67% and cattle 27%. The feed share of oilcrops and cereals in animal rations doubled against a drop by 35% of feed from pastures. Virtual land imports for oilcrops in relation to livestock consumption in France today amount to 0.9 million ha against a maximum of 1.9 million ha in 1979. Besides its dependence on oilcrops imports, the French livestock sector displays net virtual land exports ranging from about 2.5–5.3 million ha per year over the study period. Gross virtual land trade is today five times higher than the net virtual trade. The difference highlights the share of circular product loops in increasingly integrated agricultural markets at the international scale.  相似文献

We examine the nature of the ‘feminization of agriculture’ in the semi‐subsistence, peasant production sector of southeastern Mexico, as associated with male labour out‐migration. Presenting findings from empirical work with smallholder producers, we discuss the impact of men's migration to the United States on women's participation in agriculture and gendered relations of agricultural production. In 2007, we conducted a survey of 155 semi‐subsistence, smallholder households in six ejidos. This survey was supplemented by ethnographic research in a single ejido. Our findings demonstrate the need to distinguish between farm labour and management in this sector, and the potentially significant (but focused) changes in the local relations of agricultural production wrought by gendered patterns of labour migration – specifically in tenure, land‐use decision‐making and the management of hired labour.  相似文献

The issue of rural poverty continues to shape critical academic and policy discourses in the global South. In such discourses, some scholars and policy‐makers highlight non‐agrarian pathways leading to prosperity, while others continue to emphasize the significance of land and farming for poverty reduction. However, such analyses tend not only to obscure strong linkages between agriculture, migration and rural labour, but also stay silent on how rural people interpret changes or continuities in their livelihoods. In this paper, I focus on the case of rural Nepal to unfold how some rural people, but not others, improve their livelihoods through international labour migration, farming and rural labour. This paper reveals that many poor people have experienced improved livelihoods pursuing a diverse portfolio of agricultural and non‐agricultural activities including labour migration. However, the dispossession of poor people from land and their adverse incorporation into the local and international labour markets continue to perpetuate chronic poverty.  相似文献

Agrarian reform in Uzbekistan has been informed by contradictory objectives and priorities. Legislation has oscillated between measures to increase private access to land, in line with populist pressures and the structural reform agenda of international agencies, and counter–measures to tighten and restrict such access in response to the Government imperative of retaining control over the production and export earnings of cotton. Drawing on fieldwork carried out in the provinces of Andijan and Khorezm in 2000–1, this article analyses the role of gendered divisions of labour in the maintenance of a commercial cotton sector alongside a smallholder economy that has become the mainstay of rural livelihoods since the post–Soviet collapse of public sector employment and wages. It also discusses the outcomes of different types of farm restructuring and highlights the gender differentiated outcomes of a reform process that forces a growing number of women out of the recorded labour force into casual, unremunerated and informal work.  相似文献

This paper looks at a case of rural-to-rural movement of agrarian capital in southern India and the ways in which capital–labour relations are reworked to maintain oppressive forms of exploitation. Faced with an agrarian crisis, capitalist farmers from affluent communities of Wayanad, Kerala, take large tracts of land for lease in the neighbouring state of Karnataka and grow ginger based on price speculation. Landless Adivasis from Wayanad have served as labourers on these ginger farmlands for the past three decades. Recently, farmers have shifted to employing labourers from a Scheduled Caste (SC) from Karnataka. The change happened not just because of the lower wages the SC labourers were willing to work for but also because of the farmers' inclination to move away from Adivasis who have been resisting the poor working conditions on the farm. The story resonates with the broader dynamics of agrarian–labour relations amidst capitalist expansion and highlights the centrality of socio-political factors at play.  相似文献

Rapid economic growth in India has resulted in rapidly rising rural wages. Using the framework of variable profit functions and household level data, we study econometrically the wage impacts on crop agriculture. Rising wages are associated with decreasing crop output, other things being equal. Crop prices would need to increase by 80% in the short run to offset the effect of an agricultural wage increase, or by 140% in the short run to offset rural non‐farm wage increases as well. However, because non‐land farm assets respond positively to the non‐farm wage, in the medium term this increase is reduced to 74%. During the period of 1999/00‐2007/08, growth in non‐land farm assets, the labour force, education and technology has easily compensated for the wage increase, and probably also for the accelerating wage growth. Focusing on growing these shifter variables is a much better policy option than raising prices that would come at the expense of consumers or taxpayers.  相似文献

The substitution of capital goods, including new technology, for land and labour has played an important role and has influenced the structure of Sout African agriculture. Farm labour-related trends in the summer rainfall grain-producing area of South Africa are considered. The amount of labour used, the remuneration of labour, the substitution of capital for labour and productivity trends are analyzed. Growth rates were obtained by fitting exponential functions with time as independent variable. The decline in the number of farm employees per 1000 hectares under cultivation since 1970 probably resulted from mechanization and thus capital-labour substitution in maize production, especially in harvesting. Tax concessions on new capital improvements, the subsidization of agriculture in general and the increasing rate of urbanization contributed to this trend. The scarcity of capital relative to unskilled labour, which has been reinforced by policy measures favouring capital intensity (capital formation has increased by 4.0% per annum between 1950 and 1980, compared with an increase of 0.71% per annum in the number of farm employees in the same period); this implies that corrective policy changes are required to improve the present distorted situation. This will enable the commercial agricultural sector of South Africa to play a more meaningful role in the socio-economic development of the whole subcontinent.  相似文献

This article examines the contribution of women’s labour input to productivity and efficiency in crop farming using a large survey dataset of 1,839 households from 16 villages in two agro‐ecological regions of Bangladesh. Results reveal that female labour accounts for a substantial 28% of total labour use (mainly supplied from the family) and contributes significantly to productivity as well as technical efficiency. Contrary to expectation, the cost share of female labour input is significantly higher than the male share, and has a substitution relationship with all other inputs, including male labour. The estimated mean level of technical efficiency is 0.90, implying that crop output might be increased by 10% by eliminating technical inefficiency. Both male and female education have a significant impact on improving technical efficiency. Other significant technical efficiency shifters are farming experience, family size and crop diversification. Owner operators are found to be technically inefficient relative to the tenants. Policy implications include creation of a hired labour market for female labour so that more women can be involved in the production process, and can contribute to towards improving productivity and efficiency. In addition, investment in education for both men and women, strategies to promote crop diversification and effective regulation/modification of the tenancy market will significantly improve technical efficiency in this case.  相似文献

Over a third of workers employed in the Indian formal manufacturing sector are ‘contract’ workers – hired through the services of labour contractors, facing lower wages and no job security in relation to regular workers. We investigate the role of a variety of factors that influence the decision of employers to hire in contract workers, using information from a specially commissioned survey of manufacturing firms. While there are immediate cost advantages that tilt firms towards hiring in contract labour, a counterforce has employers favouring regular workers in firms that have a large proportion of their workforce concentrating on production activity – probably instances where long-term human capital investment by regular workers is important for the firm.

To protect farmers from health care costs and risks to livelihood, most countries have developed special health and social insurance programmes specifically for farmers. While numerous studies have examined the determinants of participation in these programmes, little is known about how they influence famers' land and labour allocations. Without government‐sponsored health and social insurance, farmers may seek off‐farm employment in order to obtain similar benefits. Conditioning eligibility for social insurance on minimum land holdings and on‐farm work days can lead to delayed retirement and other forms of job lock. We investigate these issues using a unique dataset of 703,287 farms in Taiwan. After controlling for non‐random participation in Taiwan's social insurance programme, we find that the programme increases (decreases) on (off) farm labour supply, and decreases the amount of set‐aside land. This suggests that payments from social insurance substitute for those issued through land set‐aside programmes to some extent, and that failing to account for this substitution increases the cost of achieving both programmes' objectives.  相似文献

Population growth, increasing wealth and changing diets require agriculture in Sub-Saharan Africa to intensify to meet future food demand and ensure food security in the region. Conservation agriculture can increase yields in the long run and reduce the negative environmental impacts of intensive farming. In changing the mix of resources used and how they are managed, the adoption of conservation agriculture can have a direct impact on farm labour. We study the relationship between conservation agriculture and labour input requirements as observed in five Sub-Saharan African countries. We focus on the amount of work required and the source of the work employed (household or hired, by gender, by children and by production stage). We apply multinomial endogenous switching regression models on a panel of household and farm data from Ethiopia, Kenya, Malawi, Mozambique and Tanzania. We find that conservation agriculture increases farms’ labour input requirements. Higher demand is driven by more work during the harvesting and threshing stages. Increases in labour requirements are usually met by household labour, not paid work. The workload change is also higher for women than for men, and, in certain cases, is met by children.  相似文献

Results of a purposive sample of the poorest are contrasted with the methods and conclusions of other research into 'income poverty'. The deprivation suffered by an important class of rural women in South Africa is documented. Escape routes from poverty are described that have a more realistic prospect of success than those promoted in the international and South African policy literature, including the literature on land reform. The distinguishing demographic characteristics of women who have taken the first steps on these routes are analysed, together with the political context of their relative success. Escaping the worst forms of deprivation depends on women's wages in rural labour markets, rather than their incomes from self-employment, but conventional microeconomic theory cannot explain the distribution of wages in these markets. The South African government has been unduly influenced by such conventional theories and the rhetoric of the development aid bureaucracy. It is failing to consider policies that are relevant to the poorest people.  相似文献

This paper evaluates how Tibetan farming communities choose between two methods of livelihood production: working as labourers on vineyard land they have leased to a French winery or collecting valuable fungi. I argue new transnational land and labour management, as part of institutional rearrangements in land tenure, are leading to significant changes with mixed benefits for rural farming communities. These communities respond by seasonally seeking freedom from capitalist labour and returning to communal forms of income production based around community land tenure and common‐pool resources. Although villagers have become contracted labour, they choose to escape this new agricultural work in the mountains, collecting fungi together as a community. The common‐pool land on which fungi are collected is also managed for access in a specific way by and for the community. Contrary to agricultural labour for the winery, fungi collection creates a chance for people to interact once again more as a cohesive community as they once did in their fields by collecting a commodity from land controlled by the community. The disembedding of one section of the economy has thus in a way reinforced the embeddedness of social relations in another as a coping mechanism for the former.  相似文献

This epilogue summarizes key challenges in the critical study of contract farming (CF) that are highlighted in this special issue, and it utilizes our co-edited volume Living under contract as the platform to ask what has been learned and what questions remain nearly three decades after the book's publication. It discusses the political and historical moment of the late 1980s when our CF project was started and the neo-liberal roots of structural adjustment programmes (SAPs) were firmly implanted, especially in Africa—the regional focus of our book. We argue that this neoliberal turn continues to shape many topics addressed in this special issue, including the role of the state, labour and land (and ecology) relations, and the vertical integration of CF within global values chains. The epilogue concludes with a plea for more systematic comparisons and “big picture” analyses that highlight how space, local agrarian formations and classes, state powers, and materiality (the commodity itself) shape the character and dynamics of CF schemes.  相似文献

This paper examines the effect of agricultural input subsidies (AIS) and agricultural extension services (AES) on farm labour productivity in plots planted with maize in Tanzania, using panel data from the National Panel Survey in Tanzania. To control for the endogeneity of the two programmes, a control function and instrumental variable approach is used to estimate the effects of AIS and AES on farm labour productivity. The results show that AIS and AES are significant in raising labour productivity in maize-planted plots. Similarly, AIS and AES are also effective in increasing land productivity in these plots. Moreover, each programme has comparable effects on land productivity and farm labour productivity. These findings imply that public investments in AIS and AES are effective in raising farm productivity.  相似文献

In Madhya Pradesh, India, rural migrant workers hired in flyover's construction yards experiment a space of work where the social practices relating to caste separation and hierarchy are temporally softened. This paper shows that these processes of conviviality, through mixing between castes and trans-communitarian work identities based on the hierarchies of labour, are taking part in the lower classes' long quest for less oppressive labour relations. Starting from the construction yard, and then going to the village, this paper shows that the labour relations involved in the circulation of rural migrants to the flyover construction yards are contributing to shaping their complex and flexible social consciousness in a context of slow reconfiguration of oppressive rural labour relations.  相似文献

Bangladesh's female secondary education stipend programme was one of the first conditional cash transfer programmes in the world. While numerous studies have investigated the impacts of such programmes on school enrolment, attendance and learning, less attention has been paid to their long-term labour market effects. This article extends the literature by studying the effects of Bangladesh's programme on earnings and the sector of employment, as well as on labour force participation and education outcomes, using repeated cross-sectional data in a difference-in-difference framework. We find that exposure to 5 years of the programme is be associated with a 1-year increase in education level completed and an increase in female labour force participation by six percentage points. However, we find that wages decrease by about 17% because the women have difficulties in finding a good job and end up in low productivity self-employment work.  相似文献

The new African National Congress government announced after 1994 that municipal commonage would be a pillar of their land reform programme. The Department of Land Affairs spearheaded this by acquiring new land to complement the existing ‘old’ commonages. The aim of old commonage was to supplement the income of poor urban residents through the subsistence user system whereas new commonage was intended as a ‘stepping stone’ for emergent farmers. We investigated the differences between old and new commonage farmers as well as how they perceived the Makana local municipality's capacity to manage the commonage. The results showed that local institutions were weak. Only 46% of the old commonage farmers were members of a local livestock association whereas 74% of the new commonage farmers were members. Most old commonage farmers (59%) were dissatisfied with local government's management of the commonage. In contrast, only 37% of the new commonage farmers were dissatisfied with the management of the commonage. There were no differences between old and new commonage farmers in terms of livestock owners’ characteristics and mean annual net direct-use value of livestock. There were also no differences in the age of the two types of commonage farmers. Furthermore, there was no association between the type of commonage and level of education. The mean annual net direct-use value of livestock on old commonage was R6308 compared with R9707 on new commonage. Although the income from livestock for new commonage farmers varied slightly from that of old commonage farmers, the annual productive output per farmer on old commonage was R473 ha−1, three times higher than that of new commonage farmers which was R134 ha−1. We suggest that new land policy legislation is needed in which poverty as well as the legal arrangements between all stakeholders is clearly defined. Furthermore, national departments need to be more involved with local municipalities to increase local management capacity.  相似文献
