Problem areas are targeted by regional policy. The type and scope of spatial conflicts are analyzed to determine the most appropriate spatial planning measures. In this study, a problem area was defined as an integral spatial unit which is characterized by growth barriers, accumulation of negative phenomena, untapped resources and potential, and where support measures are required to promote growth and eliminate the existing obstacles to development. This study identifies and analyzes problem areas in the Region of Warmia and Mazury in Poland based on counties as the main taxonomic unit. For the needs of the analysis, it was assumed that problem areas are characterized by a high prevalence of adverse demographic and/or socioeconomic phenomena which constitute growth barriers and prevent these areas from harnessing their potential and the local resources. Spatio-functional parameters were taken into consideration to comprehensively describe spatial conditions in the analyzed region. Spatial variations were analyzed with the use of the Wrocław taxonomic method, where demographic, socioeconomic and spatio-functional criteria were evaluated separately. The Wrocław taxonomic method has never been described in English-language academic papers. According to research, areas with the greatest accumulation of socioeconomic and demographic problems in the Region of Warmia and Mazury are situated along the Polish border. The results can be used in the process of setting directions for development and implementing remedy measures at the regional level.  相似文献

Departing from open innovation (OI), this case study explores the development of Mobility as a Service (MaaS) in West Sweden. An analysis of 19 interviews reveals how representatives from involved actors perceive internal and external barriers as hampering the regional public transport authority’s attempts to collaborate with private actors, and that the perception of barriers is incongruent across public and private actors. Transferability to other cases of public–private OI is discussed, and implications for public actors are proposed. The paper expands the knowledge of preconditions for MaaS’ development and of the unique conditions for OI in public–private settings.  相似文献

This article investigates the relationship between fees for audit and non-audit services with Tobin's Q. Using a sample of Brazilian public companies in the period from 2009 to 2011, we estimate the association between Tobin's Q and the auditors' remuneration scaled by total assets. Additionally, to strengthen the conclusions, we present a second model with the remuneration of the auditors in absolute terms. The results suggest a significant relationship between Tobin's Q and audit and non-audit fees, positive and negative, respectively. Specifically, increases in audit fees and non-audit fees respectively increase and decrease the Tobin's Q of the audited company. The results of this study have important implications for those interested in good corporate governance practices. Managers and board members concerned with value carefully evaluate the remuneration and nature of services creation, when engaging independent auditors, should provided.  相似文献

Public–private partnerships (PPPs) have become popular worldwide as a way of improving health care service delivery. In order to enhance our knowledge of PPPs in the health care sector, we conduct a systematic review of forty-six articles published in peer-reviewed journals for the period of 1990–2011. Six lines of research in the PPP domain are identified: effectiveness, benefits, public interest, country overview, efficiency and partners. The main findings suggest that although PPPs are used to address internationally emerging public health issues, questions as to their actual effectiveness, efficiency and convenience, still remain unanswered. We propose viable recommendations and ideas for future research.  相似文献

With the increasing demands from society towards sustainable and social responsible business practices, management for sustainable development has become a cornerstone to understand the success of many firms in the current competitive context. This article investigates corporate social responsibility (CSR) and examines the links between CSR practices and business outcomes – both financial and non‐financial (i.e. image and corporate reputation) – for small‐to‐medium sized enterprises (SMEs). In addition, we also attempt to determine whether the impact of such relationships is moderated by firm size. To this end, we carry out a quantitative study using PLS techniques to analyze a sample of SME owners and managers, with a view to test the proposed model in the light of social capital theory. In this sense, our study is pioneering in that it aims to determine – from a quantitative viewpoint – the degree to which firm size has a moderating impact on a series of relevant CSR‐driven outcomes. The data suggest that, in SME contexts, CSR impacts corporate reputation, brand image and financial value of the company. Importantly, we find that the larger the firm, the greater the intensity of the relationships linking CSR and business outcomes. Hence, our findings have important implications for CSR implementation in SME contexts. This paper examines whether luxury products can support a circular economy. This is done through a literature review of luxury products and the links to circular economy, as well as a case study of Bang & Olufsen (B&O). The literature review revealed links between some of the core characteristics of luxury products and the circular economy. This included aspects such as the high quality, durability, service schemes, extended warranties, and large aftermarkets. The case study supports the links between the inner circles in the circular economy (maintenance, repair, and reuse) and some of the core characteristics of luxury products. B&O produces products with a long lifespan, has extended warranties, repair and service schemes, spare part availability for 8 years, an aftermarket, and leasing schemes. B&O also does reconditioning of components for its repair loop, conducts dismantling tests, marks plastic parts, and has a negative list that excludes certain hazardous components.  相似文献

This paper has explored patients' propensity to consume private healthcare services. We based our analysis on the typical tangible and intangible (for instance, responsiveness, reliability, assurance and staff empathy) domains of the SERVQUAL and SERVPERF methods. These variables may influence patients' decision-making when they choose between the public and private sectors. We combined factor analysis (to obtain a set of latent factors related to perceived quality) and a partial proportional ordered logit model to estimate the probability that a patient would access private healthcare services. To test the main hypotheses, we used data from a stratified sample in Sardinia, a peripheral region of Italy. Findings revealed that private and public healthcare are substitutes, especially for primary/specialised services. Patients who used public healthcare frequently and had a low income were unlikely to change to private healthcare or to recommend private services. ‘Responsiveness’ and perceptions on ‘tangibles’ were key in determining the probability that a patient would choose and recommend private services. This paper offers a multifaceted framework that can be used in future research to generalise these findings, especially in insular regions that are constrained by mobility.  相似文献

The long‐standing contingent valuation method (CVM) is one of the most controversial techniques in economics. But it still remains the main means of assisting policymakers in understanding the preferences of ordinary citizens in valuing a range of non‐market goods believed to have positive external benefits. In the absence of viable alternatives, it is necessary that this method continues to be refined. This is especially important as CVM is increasingly being applied outside the area of environmental economics and outside the Western socio‐political context where theoretical advances have previously been made. This article examines three sources of bias in CVM in the context of valuing cultural goods: information, mixed good, and payment vehicle bias. A small case study of a publicly funded orchestra in an Asian city, the Macau Orchestra, is used to provide a preliminary exploration of the issues discussed.  相似文献

Abstract

Public and patient engagement (PPE) has a limited record of achievement in the English National Health Service (NHS), and this has been further complicated by the split between commissioning and providing remits. The passage of the NHS and Social Care Act 2012 has opened up new possibilities for enhancing PPE in the commissioning of health care. This article outlines the new context, describes a conceptual framework for locating different sorts of PPE activity, and provides some practical illustrations. It argues for greater conceptual clarity and clearer understandings on the purpose of PPE as prerequisites to change.  相似文献

Using survey data from 857 employees of three unionized and three non-union establishments in Korea, this study compares the effectiveness of unions and non-union employee representation (NER). Union members appear to expect more from and to be more satisfied with unions than is the case for non-union employees regarding the activities of non-union works councils. This tendency is stronger in regard to distributive and employee advocacy issues than to mutual interest issues. Union members express stronger commitment to their unions than do non-union employees to their works councils. However, union members and works council members are not significantly different in terms of organizational commitment, job satisfaction and perceived industrial relations climate. Overall, the findings indicate that the structural weaknesses of NER are more evident than its positive attitudinal effects.  相似文献

Policy makers often see entrepreneurship as a panacea for inclusive growth in underdeveloped ‘Base of the Pyramid’ (BOP) regions, but it may also lead to unanticipated negative outcomes such as crime and social exclusion. Our objective is to improve the understanding of how entrepreneurship policies can lead to socially inclusive growth at the BOP. Drawing on data collected from Brazilian tourism destinations with varying entrepreneurship, innovation, and social inclusion policies, we argue that weak institutions coupled with alert entrepreneurs encourage destructive outcomes, especially if entrepreneurship policies are based solely on economic indicators. Policies addressing both economic and social perspectives may foster more productive entrepreneurial outcomes, albeit at a more constrained economic pace. The study extends the related BOP, entrepreneurship, global value chain, and sustainable tourism literatures by examining the poor as entrepreneurs, the role of local innovation, and how entrepreneurship policies generate different social impacts within poor communities.  相似文献

In this paper, we examine and compare the efficiency of Italian and German public universities and its evolution in the period 2001–2007. This topic is particularly important because of two main reasons: (i) as the universities are funded through public money in both countries, it is necessary to assess whether it has been used efficiently; (ii) the comparison among (similar) European countries can stimulate a benchmarking exercise that can be useful for managerial and policy making purposes. The results show that German universities are more efficient than their Italian counterparts are, using data envelopment analysis. However, the latter are catching up: in the period 2001–2007, their efficiency has improved more rapidly. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献

This study examines public sector change, motivation and person–organization (P–O) fit in a stress context. The results provide empirical evidence that change initiatives produce change-induced stressors. However, change processes, including participation in change decision-making and the provision of change information, increase public service motivation, reduce change-induced stressors and ultimately improve P–O fit and job satisfaction. The results also depict that, in the context of change, public service motivation positively influences job satisfaction, with this relationship partially mediated by P–O fit. Implications for New Public Management and the importance of change processes for reducing workplace stress are discussed.  相似文献

This article, based on interviews with bouncers and on ethnographic observations in two nightlife districts in the centre of two Dutch cities, Utrecht and Rotterdam, shows that public–private collaboration reveals ways of controlling public space that differ from traditional ways of policing. It demonstrates that plural policing does not automatically imply greater responsibility of private actors towards public (nightlife) spaces. A history of mistrust of private security, bouncers' increasingly ambiguous working conditions and the high levels of surveillance bouncers are subject to result in bouncers rather focusing on protecting the nightclub for which they are responsible and guaranteeing their own safety within the surveillance network, than on venturing out into public spaces to ‘protect and assure visitors' safety', as is assumed in Safe Nightlife Policies.  相似文献

This article examines the effect of specific new public management (NPM)-related characteristics to explain innovation-oriented culture within public sector organizations. According to NPM doctrines, an enhanced managerial autonomy combined with result control will stimulate a more innovation-oriented culture in such organizations. Using multi-country survey data of over 200 public sector agencies, we test for the influence of organizational autonomy, result control and their interactions, on innovation-oriented culture. High levels of managerial autonomy and result control have independent and positive effects. However, the interaction between high personnel management autonomy and high result control has a negative effect.  相似文献
