This article conjectures that the legacy industry-specific regulation that has governed the telecommunications sector for a long time is in basic conflict with the dynamics and product innovations that characterize the modern information and communications technology (ICT) sector. Reasons for the failure of legacy regulation to promote product innovations are explained and proposals for alternatives, such as deregulation and regulatory reform are discussed. Both regulation and competition policy are more difficult for ICT than for other sectors. Therefore both, regulation and competition policy may need reforms in order to deal with new problems. The most drastic and most realistic alternative to legacy-type regulation remains deregulation and a move to competition policy. Symmetric regulation, smart regulation, quasi-Coasean approaches and subsidies all have some limited applicability to specific situations, but are all associated with complications that have to be resolved, while competition policy is a comprehensive alternative. Last-mile access and gatekeeper access are analyzed as two main areas of legacy regulation, which are in danger of being exported to other ICT areas. Such exports may negatively affect the dynamics of the ICT industry. Rather than being exported, legacy regulations should be reduced in order to enhance product innovations.  相似文献

This study attempted to revise Philip Kotler's marketing effectiveness model to diagnose and offer managerial implications for Korean marketing practices. Nineteen Korean firms, divided into ten manufacturing and nine service sectors, were examined to assess their level of marketing effectiveness. By industry, these firms were further divided into five categories; electronics, machinery, chemicals, finance, and service-oriented. The five marketing effectiveness attributes — strategy, organization, operations, personnel, and information system — along with accompanying factor components were incorporated into the measurement of the marketing effectiveness. The findings showed that manufacturing sector firms were less effective in marketing operations than the service sector firms. In both sectors, relative to the predetermined factor importance weights, the Korean firms were found to underperform in planning and controlling functions. Managerial implications regarding the underperforming marketing functions and future recommendations are offered.  相似文献

A cross-sectional survey was conducted with firms in three transport logistics industry sectors, i.e., air and sea transport, freight forwarding, and third-party logistics services, to evaluate their perceived SCP in transport logistics from both cost and service perspectives. The study results showed that all the three sectors were mature, attaining a certain degree of sophistication in their SCP. On the other hand, there were significant differences in SCP between firms in the three sectors. They differed in their perceived service effectiveness towards shippers and consignees and in their operations efficiency in performing the services. The study's findings provide managerial insights for firms in the industry to understand their SCP in transport logistics and to benchmark areas to improve their performance.  相似文献

This article reports on the product elimination decision within selected sectors of the British engineering industry. The study identified and examined the key organizational participants in product elimination activities. The marketing function and a top management committee generally assumed a significant portion of the product elimination decision making. The results of the study suggested that the people responsible for product elimination varies considerably among companies, depending on such factors as size, product diversity, operations technology, and market competition.  相似文献

This paper examines Internet use in the Southern Caucasus by qualitative and quantitative methods. Firstly, as the developments in ICTs affect Internet use, the macroeconomic problems faced in the development of the sector are qualitatively analyzed. It is seen that high Internet service prices, government dominance, and lack of competition in the ICT sector as well as the wars in some regions are obstacles to Internet use. Finally, the determinants of Internet use are explored using survey data and employing microeconometric techniques considering sample selection. The empirical findings, inter alia, indicate that key variables contributing to frequent Internet use are computer ability in Armenia and computer ownership in Azerbaijan, and mobile phone ownership in Georgia.  相似文献

This study investigated the relationship between perception of environmental uncertainty (PEU) and environmental scanning behavior of Chief Executive Officers of 47 manufacturing firms in Nigeria. The results indicated that perceived uncertainty in the environment was significantly higher for the task environment sectors than for the remote environment sectors; and as perceived uncertainty increased in a sector of the environment, scanning frequency and scanning interests also increased. The results were compared with those of prior research in the area of environmental scanning. The results show both the economic and political legal sectors of the environment to be more salient for Nigerian manufacturing executives than for their American counterparts.  相似文献

This study examines the relationship between performance levels and the levels of cross-subsidy attained by local exchange carriers in the United States telecommunications industry. These cross-subsidies have been obtained by firms via their engagement in a separations mechanism, based on a cost allocation process, which telecommunications sector regulatory authorities use. Non-market strategies have assumed primacy in the activities of several sectors world-wide. Thus, understanding non-market strategic choices is important in the analysis of firms’ behavior and performance. Active engagement in the separations process is an important non-market strategy in the telecommunications industry, as a firm relatively successful in this activity can gain large cross-subsidies. The analysis establishes that less profitable firms obtain greater cross-subsidies. Once the profitability variable is decomposed into its two main components, which are productivity and price recovery, the impact of the profitability variable reduces. Firms which are relatively unproductive, as well as those unable to recover higher output prices, obtain relatively greater cross-subsidies. These results are inconsistent with the postulates of the strategic cost-allocation and behavior literatures but are consistent with x-inefficiency and rent-seeking perspectives of firms’ strategic actions.  相似文献

This paper assesses the evolution of the new Indonesian competition law passed in 1999, and the creation of the Competition Commission. The first half of the paper traces the debate and process of deregulation and liberalization that preceded the introduction of the law. Whilst deregulation did lead to increased competition and efficiency, distortions to competition in the goods sector still persisted due to ad hoc and non transparent measures taken due to government interventions and vested interests. The services and infrastructure sectors were only partially liberalized. The second half of the paper evaluates the debate on competition law and assesses its introduction and implementation. In the brief period of implementation to date, the tension between a pro-competition and an anti-bigness interpretation of the Law is evident. The paper concludes that ambiguities in the law should be eliminated, that the competition agency focuses on advocacy and introducing transparent procedures rather than hastening towards concluding investigations, and that competition issues faced by independent regulatory agencies in the services and infrastructure sectors should be introduced carefully.  相似文献

This study examines whether product market competition affects corporate social responsibility (CSR). To obtain exogenous variation in product market competition, I exploit a quasi‐natural experiment provided by large import tariff reductions that occurred between 1992 and 2005 in the U.S. manufacturing sector. Using a difference‐in‐differences methodology, I find that domestic companies respond to tariff reductions by increasing their engagement in CSR. This finding supports the view of “CSR as a competitive strategy” that allows companies to differentiate themselves from their foreign rivals. The sale of Electronic Data Processing (EDP) equipment represents a large and growing market both in number of dollars and products. This article analyzes the purchaser's perceived role in the EDP acquisition process from both public and private sector perspectives. Major public and private sector purchasing differences are discussed in terms of their implications for improving EDP marketing success. Differences discussed include: purchaser influence in the EDP decision process, necessity of seller-buyer interface, method of purchase, and purchasing's organization structure for buying EDP equipment.  相似文献

按照污染排放强度,本文将中国28个制造业部门分为重度污染产业、中度污染产业和轻度污染产业三大类,在测算1999—2009年三大产业部门环境规制强度和绿色全要素生产率的基础上,利用面板数据模型对环境规制与绿色全要素生产率的关系进行检验,力图从促进生产率的角度找出不同产业最优环境规制强度的拐点。研究结果表明:重度污染产业当前环境规制强度相对合理,能够促进产业绿色全要素生产率提高、技术创新和效率改进;中度污染产业环境规制强度较弱,环境规制与绿色全要素生产率、技术创新和技术效率的关系呈"U"型,相对于生产率和技术创新而言技术效率可以更早地突破"U"型拐点;轻度污染产业环境规制强度与三者的关系也呈"U"型,相对于生产率和技术效率而言,技术创新能够更早突破"U"型拐点。在制定适当的环境规制强度同时,政府应推进环境规制政策从控制型向激励型转变,诱导企业进行技术创新,实现环境和经济发展的双赢。  相似文献

Mark. 25 (1991) 72] has sought to enable companies to allocate resources efficiently and effectively to different kinds of relationships. However, little research has been carried out to investigate how this concept can be applied across sectors, across functions, across manufacturing and financial services, and across suppliers and buyers. This research explores three methods of managing relationships: formal, documented systems, personal judgement, and meetings. The perceived usefulness of each method and combination of methods used varied across industrial sectors and functions. All three methods were used by the majority of financial suppliers and buyers and manufacturing buyers while manufacturing suppliers tended to use personal judgement and meetings. Overall, meetings were perceived as the most useful method for managing relationships. Formal, documented systems were generally perceived as the least useful method by all of the groups except the financial services buyers. Since relationship portfolio analysis is generally perceived as being less useful than personal judgement and meetings, researchers must reexamine the models put forward to improve their applicability and usefulness in industrial settings.  相似文献

Industrial use of public sector research (PSR) is characterised by considerable diversity: both the nature and extent of linkage varies according to, amongst other factors, firm size, industrial sector and research field. The study reported here aims to understand better some of this diversity by comparing two fields—biotechnology and advanced ceramics. It employs a methodology which focuses on the precise character of scientific and technological inputs (STI) which companies seek and obtain during new product development. The results reveal significant similarities between the technologies: the importance to innovation of a synthesis between formal knowledge and tacit firm-specific skills; and the reliance on PSR for both new knowledge and new research techniques and instruments. Variance in STI flows appears to be related to the particular character of new product development in the relevant industrial sectors; differences in the development and dynamism of the technologies; and in the availability of requisite expertise and knowledge in PSR.  相似文献

Chief executives in 50 manufacturing companies were interviewed about the perceived strategic uncertainty in six environmental sectors, and the frequency and mode of scanning used for each sector. The findings suggest that customer, economic and competitor sectors generated greater strategic uncertainty than technological, regulatory and sociocultural sectors. When sector uncertainty was high, executives reported greater frequency of scanning and greater use of personal information sources. Chief executives in high-performing companies scanned more frequently and more broadly in response to strategic uncertainty than their counterparts in low-performing companies.  相似文献

This article examines how one form of transferable skills, those valued within an industry or sector, may influence reemployment and earnings following permanent job loss. The empirical analysis finds limited evidence of a sector-specific component to the returns to job tenure. The importance of these skills varies across sectors, with the strongest evidence found for sectors with sustained labor demand and growing employment. There is stronger evidence, particularly in reemployment, for a broader form of sector specificity that is not related to tenure, such as job search skills and vocational training. There is also sectoral evidence that is consistent with the role of individual ability in the returns to tenure.  相似文献

本文利用UNCTAD数据和中国人口普查微观数据,基于地区就业的行业结构和贸易对象国对中国征收的行业层面的进口关税,构建地区层面外部关税变动指标,研究外部关税变动对中国区域劳动力就业的影响。研究发现:(1)外部关税下降幅度越高的地区,总体就业、可贸易部门和不可贸易部门的就业增加也越多;(2)出口和内销规模扩张的就业创造效应、生产率提升的就业破坏效应,是外部关税下降影响地区可贸易部门就业的重要渠道;(3)外部关税下降带来的地区可贸易部门出口扩张、就业增加和工资上涨,通过产业关联和消费驱动等正向溢出效应增加地区不可贸易部门就业,通过就业的部门间再配置效应减少地区不可贸易部门就业;(4)外部关税下降对地区不可贸易部门就业的影响呈现出先抑制后促进的动态演进过程,这与外部关税变动下中国区域劳动力供给的调整紧密相关。此外,外部关税变动对地区不同属性劳动力就业的影响效果存在显著差异。本文的研究结论对于外部关税变动下稳定区域劳动力就业的相关政策制定具有一定的参考意义。  相似文献

What characteristics of a product’s local market make its withdrawal more likely? This study investigates the importance of intrafirm “cannibalization” of a product’s demand by products manufactured by the same firm versus interfirm competition from others’ products. While both forces impact product withdrawal, cannibalization has a more robust and significant effect. Hedonic price regressions also reveal higher discounting of older models’ quality-adjusted prices, strengthening the argument for caution when treating list prices as proxies for transaction prices.  相似文献

Since the mid‐1980s U.S. domestic firms have faced significant increases in foreign‐based (i.e., import) competition as reductions in barriers to international commerce have resulted in markets and industries becoming increasingly global. Despite the growing and widespread importance of foreign‐based competition, the influence that such competition may exert on corporate diversification strategy is a question largely overlooked in the strategic management literature. This paper examines the impact of foreign‐based competition in a firm's core business on both the level and nature of a firm's diversification strategy at the corporate level in a panel dataset of U.S. firms over the period 1985–94. Our findings provide the first evidence that increased foreign‐based competition is indeed a statistically significant factor explaining both the reduced business‐level diversity and the increased strategic focus of U.S. firms that has been widely perceived over the past two decades.
