We generalize and extend the sequential model proposed by the resources and appropriation theory to explain the digital divide in the European Union plus the United Kingdom (EU27+UK). We measure the theoretical constructs of the model with data provided by the EU and test the theoretical predictions using a partial least squares structural equation model. We find support for the hypothesized relationships but find that the effects vary depending on the digital development level of countries. While education overall is the primary determinant of the social production of digital inequalities, a country's digital development level is crucial for less well-educated Europeans. These findings have theoretical and practical implications: (1) they call into question the homogeneity of the effect of causal relationships and the assumption that individuals differ only in terms of motivation, access, and digital skills, and (2) they indicate that socially disadvantaged Europeans benefit from living in more digitally developed countries.  相似文献

Internet non-use is increasingly concentrated in vulnerable groups of people, especially among ageing populations and those with low socio-economic status. As participation in society becomes largely dependent on use of internet-enabled technologies, internet non-users may seek alternative ways of using the internet. Proxy internet use (PIU), where internet non-users ask internet users to perform online activities on their behalf, is a strategy for obtaining (indirect) internet access. This study examines factors for engagement in PIU, focusing specifically on how non-users’ reasons for disengagement relate to their engagement in PIU. The results from multivariate analyses of survey data from a nation-wide representative sample show that 47% of internet non-users in Slovenia who report having someone available for PIU in fact engage in PIU. In analysing four types of reasons for internet non-use—those related to interest, access, costs and skills—the results show that access issues are negatively related to engagement in PIU. Conversely, reasons related to skills issues are positively related to engagement in PIU. Considering that access to online services through PIU offers an important degree of digital inclusion, the results of this study have important policy implications. Policy initiatives tackling digital inequalities should be sensible to access and skills issues resulting in disengagement. For example, policies directed at providing and maintaining internet access at a household level may result in non-users’ increased opportunities for PIU. In contrast, skills policies should be directed at creating opportunities for informal and person-centred learning of digital skills, considering that non-users who are more aware of their deficiency in skills might be more aware of online opportunities.  相似文献

In 2013 the Mexican Telecommunications and Broadcasting Reform was launched with the goal of promoting competition and access in the telecommunications sector. The aim of this paper is to evaluate whether the 2013 reform had an impact on household fixed internet adoption and to what extent Mexican households, classified into ten wealth groups, had adopted internet. For the assessment, after a revision of supply and demand Reform's measures to reduce the digital divide, data from the 2010 Census and 2015 Intercensal Survey were used to create adoption indexes using Poisson estimations. The results were analyzed by ten wealth groups, constructed on principal components based on household characteristics (type of dwelling, electricity availability, availability of drinking water, sewer system, internet and ICT devices: computer, telephone, cell phone and internet). Additionally, the impact of both indexes was validated by a difference in differences method. The results suggest a 66% overall increase in internet adoption between 2010 and 2015. The decile analysis showed considerable internet adoption in the low and middle wealth groups (deciles 2–8), while in the highest wealth groups (deciles 9–10) the impact of internet adoption has been relatively moderate. It is worth noting that internet adoption is unequally distributed, as less than 1% of households in deciles 1 to 6 had adopted internet in 2015, while nearly all of the wealthiest ten percent of households have internet access. Nevertheless the increment in internet adoption was not only the result of the reform but the combination of the broadband penetration trend and the reform together.  相似文献

This paper explores the determinants of the individual's decision to perform cross-border e-commerce (CBeC). The European Union (EU) is especially interested in the promotion of CBeC because it is an important tool in its strategy to achieve the Digital Single Market in Europe. In this paper official data is used from a representative survey of 16,209 individuals on ICT usage by households and individuals that was carried out in Spain by the National Institute of Statistics (INE) for the year 2016. Using a standard neoclassical utility maximization framework, and logistic regression techniques, the results show that being a male is positively related to the probability of practicing CBeC. Education is positively and significantly related to the probability of being involved in CBeC with EU countries. Computer and Internet Skills are significant and positive factors in explaining CBeC (either with EU countries or with the rest of the world). The variable “how often the consumer sees other customer reviews before buying online”, has a positive effect. Foreign nationality also increases the likelihood of using CBeC. To promote CBeC in Spain measures towards developing digital skills, Internet trust and use of online information reviews of goods and services are discussed.  相似文献

In the last issue of Food Policy, two articles appeared on the subject of the Mexican Food System, or the Sistema Alimenticio Mexicano (SAM). The first article by Frank Meissner1 reviewed the background to SAM, the proposed strategies, intended targets, its funding and put forward a strong case for considering SAM as a constructive policy for alleviating Mexico's food and nutrition problems. However, Michael Redclift commented in his article that:2 ‘There are three principal points to be made of Dr Meissner's article: its interpretation of Mexico's recent agrarian development is questionable; it does not distinguish between the analysis provided in the SAM documents and the policy measures to which they give rise; and, it glosses over serious problems of implementation, giving too little weight to the participatory element without which SAM is doomed to failure’. This article examines the historical development of Mexico's foodgrain policies and the events that led to the Sistema Allmenticio Mexicano (SAM). Government investment and support price policies are compared for the commercial and smallholder grain sectors. Analysis centres on the relatively favourable wheat policies, in contrast to those for maize. The prospects for success in developing the long-ignored peasant sector through SAM are assessed in the light of these past policies. It is concluded that, without profound structural change in Mexico's grain sectors, it will be consumers and commercial growers who will benefit most from SAM.  相似文献

This paper reviews experience with policy reforms in the maize sector in Mexico, beginning in the 1980s with particular reference to impacts on price variability. It analyses Mexico’s transition from past price stabilization policies under a state-trading enterprise to market reforms implemented during the 1990s. The nature, extent, and costs to producers and consumers of maize policies is discussed for both the pre-reform and the reform periods. Although wide ranging reforms have been introduced, impacts on efficiency and fiscal outlays have been less than expected.  相似文献

Online learning and training continue gaining momentum worldwide resulting in the reduction of the traditional form of face-to-face education with its temporal and spatial limitations. Online education improves access to education and training, as witnessed during the Covid-19 pandemic. This article focuses on online education adoption in Spain. A representative survey on ICT use in households conducted annually by the Spanish National Institute of Statistics is used to construct a panel database for the years 2008–2020. The first objective is to provide an econometric model for adopting online education using this panel data. Next is to measure the effects of relevant observable individual socioeconomic variables on adoption. A Heckman selection model allows for estimating the impact of gender, age, education, digital skills, habitat, and income. The article also measures the effects of Covid-19 in 2020 on different population groups. The drivers and impediments have the expected signs and plausible sizes. The paper concludes with policy recommendations and suggestions for further research.  相似文献

The telecommunications industry in most parts of the world experienced a round of market-led reforms in the early 1990s. After a period of sustained development in the sector numerous countries are moving toward government-led network deployments. Even though it may appear as if the pendulum swung back to the previous 1990s period of government-led development, this paper argues persistent regional disparities in access and adoption of new technologies generated a need for public action in the second reform. By analyzing the Mexican case and comparing the policy choices in each one of the reforms, this paper sheds light on how particular policy decisions in the first reform generated inefficient market solutions and were key in creating a perception of the need for stronger public action. In both reforms, the policymaking process was carried out by a small elite that negotiated its contents behind closed doors. Paradoxically, within the transition to democracy, in the second reform, the leaders of the major political parties established a closed-door agreement. Even though the 2013 telecommunications reform improved the status quo, it did not decrease market concentration and, once again, we face low levels of investment and high levels of digital exclusion. By reconstructing the policy decision process in each reform, this paper argues that the closed-door policy choices taken, which were the result of the interaction of political actors with their own agenda and interests, hampered the most efficient solutions.  相似文献

In advanced economies the ‘greening’ of the economy is widely seen as promising extensive job creation and upskilling, alongside its other benefits. In popular and policy rhetoric, the growing importance of ‘green skills’ is asserted frequently. This study critically examines these claims within the context of the electronic waste management sector in the United Kingdom. Drawing on the cases of a non‐profit organisation and a small private enterprise in North West England, we observe that despite government support for developing skills in e‐waste, both the development and utilisation of skills remain minimal. Critically, the relatively more skill‐intensive process of reuse is substantially less profitable than recycling and resource capture. The study concludes by noting that the expectations from the green economy for high‐quality jobs need to be assessed within the context of similar, misplaced celebrations of previous transformations of work to avoid recycling the same promises.  相似文献

This paper first discusses the causes of piracy, with particular reference to the factors that lead consumers to engage in piracy en masse. Then it explores the consequences of piracy for copyright holders. The final section of the paper builds upon the proceeding sections to look at the different strategic responses copyright holders can adopt to deal with piracy. The European Commission’s digital single market policies are increasingly concerned with the impact of so-called ‘platforms’ on competition in the internal market. Whereas the European Commission acknowledges the contributions of platform companies to innovation, it also sees actual and potential damages occurring from their powerful position. As such, the European Commission aims to strengthen the enforcement of its competition law rules in this area. The main research question is how the European Commission has been evaluating the competitive effects of platforms under merger control and whether its approach is adequate to address the manifold concerns related to platforms and competition. Based on a case study analysis, we conclude that the European Commission (1) recognises the platform circumstance, their essential intermediary role in the digital industry and the importance of maintaining fair competition; (2) its analysis has been slowly evolving becoming more granular; (3) platforms’ behaviour and not their size per se is most often the central concern; (4) the proposed Digital Services Act and Digital Markets Act packages tackle platform concerns identified in the European Commission’s ex-ante analysis, signalling that its analysis seems to have inspired their creation.  相似文献

A study of 32 purchase situations within a large research organization organized under a matrix form confirmed that members from both functional and project groups were participants in the buying center. Another finding was that the influence of buying center members across five stages of the purchase process remains the same. This article examines the issues raised by the drawing up of a bilateral agreement for satellite communications between the USA and Mexico. Mexico has been mainly leasing capacity from INTELSAT and is developing its own Morelos satellite system. Both the USA and Mexico are keen to develop transborder satellite telecommunications services, but before coming to an agreement both parties must arrive at a clear definition of the main concepts that will constitute the agreement. Key concepts being analysed are: services classification, the reciprocity principle, economic harm to INTELSAT, and technical harm to INTELSAT.  相似文献

The telecommunication sector in Mexico was highly concentrated until 2013. The sector was mostly composed by a dominant player, a rationed market (low density of services), a poor institutional design, high tariffs, and weak regulation agents. The Herfindahl-Hirschman (HHI) index was 5333 for mobile telephone and 7,029 for fixed telephone services—among the highest scores in the world. In order to promote competition in the sector, Congress approved a reform in 2013 to establish a new regulator empowered to impose asymmetrical rules in the case of the predominance of a single firm. A declaration of preponderance of the dominant player was issued, promoting free interconnection rates and the mandatory sharing of its passive and active infrastructure with the rest of the firms in the industry. The new institutional design led to increased competition in the sector, decreasing the mobile and fixed telephone prices while increasing the coverage and penetration of these services. In this article, an applied general equilibrium model for the Mexican economy is employed to assess the impact of the Telecommunication Reform in Mexico in the telephone sector, consumer welfare, and income distribution. The model is static, encompassing 10 types of consumers (rural and urban and the five income quintiles) and 40 sectors (of which four are disaggregate telecommunications industries). It assumes fixed wages and capital rental prices as well as idle resources. The main results indicate that the effects of the reform are not minor; the drop in telephone prices would reduce the general consumer price index by almost 2%, and the value added would increase by more than 3%, benefiting mainly households in the highest income quantiles.  相似文献

This paper examines how and why activist groups representing marginalized communities of color are increasingly engaging in communications technology policy issues, particularly in relation to issues of digital access and representation. It explores three distinct but related case studies to disentangle the issues and concerns of a range of communities of color, and the challenges and opportunities for their advocates in navigating the highly technical communications technology policy arena: the first case study, which centers on the NAACP's original opposition to net neutrality, reveals the primacy of issues surrounding the “digital divide” to populations of color, and the difficulties of engaging in technical conversations surrounding Internet governance when issues of access persist. Meanwhile, the second case reviews the campaign by Free Press to promote set-top box liberalization as an issue of representation and diversity to both policymakers and citizens. The final case, which examines the work of the Tribal International Carrier to build an alternative internet service network for Native populations, highlights the precarity which organizations must strategically navigate in order to mitigate the influence of both the state and large corporations over Internet policy issues in order to both serve and represent their constituents. In all, this paper presents and extends upon a novel approach to communications policy research, foregrounding the need to integrate critical race frameworks and, relatedly, to center the breadth, depth, and lived experiences of communities of color, which can therein facilitate more inclusive digital media and communication environments and policy structures.  相似文献

Whether holding resources in excess of what is needed to sustain routine operations (i.e., having slack) increases or decreases firm performance is a question of ongoing interest to management scholars. We contribute to existing theory by arguing that human resource slack generally decreases a firm's performance but that holding excess numbers of employees who possess important tacit knowledge that is specific to firms may benefit the firm. We find that the value of these excess resources increases as firms face competitive pressures and decreases when firms' operational choices facilitate the standardization of workflows. We obtain initial empirical evidence for our predictions by testing them on a novel dataset comprising six years of data for 4,070 manufacturing plants in Mexico. This article describes research done among M. Eng. students in several faculties of the Eindhoven University of Technology into their abilities to integrate nontechnical (social) elements in the research that led to their M. Eng. theses. It was found that these students often lacked research skills (the abilities to define the research problem, to comment upon research methodology, to reflect upon research outcomes). As a result, they also tended to neglect social factors relevant to their engineering research.Recommendations to improve this situation are formulated for the curriculum of engineering education programmes.  相似文献
