This article uses nationally representative household-level panel data from Malawi to estimate how rural population density impacts agricultural intensification and household well-being. We find that areas of higher population density are associated with smaller farm sizes, lower real agricultural wage rates, and higher real maize prices. Any input intensification that occurs seems to be going to increasing maize yields, as we find no evidence that increases in population density enable farmers to increase gross value of crop output per hectare. We also find evidence that households in more densely populated areas increasingly rely on off-farm income to earn a living, but there appears to be a rural population density threshold beyond which households can no longer increase off-farm income per capita.  相似文献

This article analyzes the effects of broadband carriers switching from price discrimination to uniform pricing. Broadband carriers often use third-degree price discrimination. In Colombia, broadband carriers rely on government-issued socio-economic information to segment markets. I use demand and marginal cost estimates to quantify the effects of switching from price discrimination to uniform pricing in an environment of high income disparity. The results provide direct evidence of large consumer surplus transfers from poorer to wealthier households. Poorer households respond by subscribing to slower Internet plans, which may undermine prior efforts to increase download speeds in this demographic.  相似文献

We use a county-level panel dataset from 2012 to 2018 to assess the impacts of various state policies on total and rural broadband availability in the United States. The primary dependent variable is the percentage of residents with access to 25 Megabits per second (MBPS) download and 3 MBPS upload speeds via a fixed connection, with alternative specifications considering other aspects of availability such as technology type and competition. We control for the main determinants of Internet availability such as income, education, age, and population density. Our policy variables come from the newly released State Broadband Policy Explorer from the Pew Charitable Trusts and individual contacts from the nationwide State Broadband Leaders Network. Our primary policies of interest are those related to: (1) availability of state-level funding, (2) existence of a state-level broadband office/task force with full-time employees, and (3) restrictions on municipal/cooperative broadband provision. We find a positive and significant impact of state-level funding programs on general (and fiber) broadband availability, and a negative impact of municipal/cooperative restrictions. The findings are similar when the analysis is restricted to the rural portions of counties.  相似文献

The effects of key agricultural policies on Senegalese farmers are analysed through a survey combining farming systems research methods, family budgets, dietary and anthropometric studies for the same rural households. Policies impact their food consumption through farm and non-farm incomes, prices of inputs, extension and research, and the prices of basic foods. Food consumption is closely related to family success in mixed cropping, but millet remains the basic rural food. Although rice has deeply penetrated rural markets, a maintenance of export earnings will require simultaneous gains in yields for both cash and traditional foodcrops.  相似文献

This article investigates how infrastructure competition among broadband network infrastructure operators in Canada and the U.S. has influenced their incentives to increase fixed broadband connection speeds and invest in next generation fiber-to-the-premises (FTTP) technologies. The evolution of measured broadband speeds since the late 2000s documents growing differences in the incentives of dominant broadband operators to respond to demand for higher speed connectivity by increasing connectivity speeds they deliver to their customers. Dominant network operators in Canada have shown relatively stronger incentives than their counterparts in the U.S. to invest in and increase the capacity of legacy platforms. In the U.S. FTTP deployment incentives have been somewhat stronger, but network operators have been more reluctant to upgrade legacy technologies to deliver higher speeds. Diversity of strategic choices by large operators helps explain increasing regional and local broadband infrastructure gaps within the two countries. A high dividend payout financial strategy and increasing vertical integration appear to enhance the potential for overinvestment and inefficient duplication in legacy platforms by competing infrastructure providers.  相似文献

This paper documents home Internet access, types of Internet access, connection speeds, and prices for basic home Internet in tribal areas of the United States. We find that the share of households with Internet access is 21 percentage points lower in tribal areas than in neighboring non-tribal areas. When compared to these non-tribal areas, download speeds, whether measured using fixed or mobile broadband networks, are approximately 75% slower in tribal areas, while the lowest price for basic Internet services in tribal areas is 11% higher. Regression techniques reveal that traditional cost factors such as terrain and population density fully explain the price gap but account for only a fraction of the tribal differences in Internet access and connection speeds. Income differences are strong predictors of Internet access but do not affect connection speeds. A sizable amount of the variation in the access and home connection gap between tribal and non-tribal is left unexplained. We conclude with a discussion of how federal broadband programs have penetrated Indian Country, how tribal-specific factors are related to the variation in Internet access within Indian Country, and the potential policy implications of our findings.  相似文献

Highland Ethiopia is one of the most densely populated regions of Africa and has long been associated with both Malthusian disasters and Boserupian agricultural intensification. This paper explores the race between these two countervailing forces, with the goal of inform two important policy questions. First, how do rural Ethiopians adapt to land constraints? And second, do land constraints significantly influence welfare outcomes in rural Ethiopia? To answer these questions we use a recent household survey of high-potential areas. We first show that farm sizes are generally very small in the Ethiopian highlands and declining over time, with young rural households facing particularly severe land constraints. We then ask whether smaller and declining farm sizes are inducing agricultural intensification, and if so, how. We find strong evidence in favor of the Boserupian hypothesis that land-constrained villages typically use significantly more purchased input costs per hectare and more family labor, and achieve higher maize and teff yields and higher gross income per hectare. However, although these higher inputs raise gross revenue, we find no substantial impact of greater land constraints on net farm income per hectare once family labor costs are accounted for. Moreover, farm sizes are strongly positively correlated with net farm income, suggesting that land constraints are an important cause of rural poverty. We conclude with some broad policy implications of our results.  相似文献

This study uses household-level panel data on smallholder farmers in Ethiopia to estimate how rural population density (RPD) affects agricultural intensification and productivity. Our results suggest that higher RPD is associated with smaller farm sizes, and has a positive effect on input demand, represented by increased fertilizer use per hectare. Overall, increased input use does not lead to a corresponding increase in staple crop yields, and thus farm income declines as population density increases. This suggests a situation where farmers in areas of high RPD may be stuck in place, unable to sustainably intensify in the face of rising RPD and declining farm sizes.  相似文献

With the 2008 Federal Communications Commission (FCC) order amending both the definition of broadband and its data collection practices, the problems associated with data integrity and ZIP code aggregations in the United States will soon be forgotten. However, between 1999 and 2007, FCC Form 477 data remain the only viable, nationwide database of broadband provision in the United States. While broadband data from 1999–2004 and 2005–2007 are not directly comparable due to a modification in collection procedure, there is an absence of objective empirical analysis for the latter time period. Interestingly, although the FCC made the 2005–2007 data publically available on the Internet, password protected files largely prevented analysts from accessing, manipulating and analyzing these data. The purpose of this paper is three-fold. First, the process utilized for liberating these data from their protected format and integrating them into a geographic information system (GIS) is outlined. Second, the spatial distribution of broadband provision in the United States for 2005–2007 is explored. A mathematical programming approach is also utilized for comparing the relative efficiencies of ZIP code areas in acquiring broadband service given their demand-side socio-economic and demographic determinants. Finally, implications for public policy, particularly those associated with developing local and regional benchmarks for broadband provision, competition and access, are addressed.  相似文献

We analyze trends in crop yields and yield variability of barley, maize, oats, rye, triticale and wheat in Switzerland from 1961 to 2006. It shows that there have been linear increases in crop yields since the 1960s. However, yields of barley, oats, rye, triticale and wheat have leveled off in Switzerland since the early 1990s, which contrasts linear trends in cereal yields that is usually assumed for Europe. We show a relationship between the introduction of agricultural policy measures towards environmentally friendly cereal production that fostered widespread adoption of extensive farming practices and the observed leveling-off of crop yields. Thus, this paper emphasizes that agricultural policy can be an important reason for slowing crop yield growth. Agricultural policy measures will be one of the key driving forces of future crop yields. Thus, the potential leveling-off of crop yields that is indicated in this study should be considered in analyses of future land use and food supply as well as in the evaluation of agri-environmental measures and policy reforms.  相似文献

A persistent challenge for telecommunications policy is the determination of broadband provision footprints in both space and time. In the United States, Form 477 data from the Federal Communications Commission (FCC) provide a valuable snapshot of broadband provision at the block level, but there are often inconsistencies with the underlying data. These inconsistencies include overly-optimistic self-reports from providers, requirements to report broadband provision within inflexible census administrative units, and a modest temporal reporting schedule (biannual) with a significant, one year temporal lag. These uncertainties are often compounded by telecommunications providers refusing to disclose any information on service footprints, geographic expansion plans or the characteristics of populations served by broadband. This type of obfuscation drastically limits the ability of policy analysts to evaluate outcomes (both positive and negative) associated with service provision and the digital divide, more generally. With the recent entry of Google Fiber to several metropolitan markets in the United States, many of the broadband reporting and evaluation challenges have re-emerged. The purpose of this paper is to leverage basic data mining techniques, a scale agnostic geographic framework and exploratory spatial data analysis (ESDA), to uncover the geographic intricacies of Google Fiber (Fiber) service for both Provo, Utah and Austin, Texas and compare them to Form 477 reports. In addition, we use basic statistical approaches to explore issues of broadband access and equity, accounting for the differences in socio-economic and demographic status of the populace served/not served for both cities, as well as basic pricing within and between communities.  相似文献

Recent studies have confirmed that broadband adoption (as opposed to simply having access to broadband infrastructure) is positively linked with economic growth. In light of this, federal policy efforts have switched from focusing mainly on the provision of infrastructure to more explicit adoption-oriented efforts. One of those efforts was the Federal Communications Commission’s (FCC’s) Low-income Broadband Lifeline Pilot Projects, which ran from 2013 to 2014. The program worked with 14 private telecommunications firms to subsidize household broadband adoption for low-income households by providing discounted monthly and equipment costs. Low-income households are an important component of the broadband adoption puzzle: between 2003 and 2013, the adoption gap between low-income and high-income households actually increased by 5% points. This paper focuses on two specific FCC Broadband Lifeline Pilot projects that allowed consumers to make choices among different options, such as data allowance, speed, and wireless vs. wired connections. Conditional logit models are used to develop estimates of consumer’s willingness-to-pay for specific broadband attributes. The results indicate that low-income consumers have a preference for smartphone connections (versus aircards) – and that this effect is even more pronounced for those households earning less than $20,000; that low-income consumers have a preference for wired connections (versus wireless); and that there is evidence that low-income consumers are willing to pay for an extra GB of data each month – but not for the speed of their connection.  相似文献

Access to ICT-based market information is crucial to the adoption of agricultural seed technologies for maize, beans and groundnut and to improve smallholder farmer yields and income. This ICT-based market information is provided by FM radio stations and by market information centers through media such as mobile phones and internet facilities, etc. Factors that positively affect the probability of access to ICT-based market information include access to microfinance loans, membership in a farmer association, government awareness campaigns, and wealth. Distance to the trading centers or district capital negatively affects this access. The likelihood of access to ICT-based market information declines with female-headed households. Access to market information has a positive and significant impact on the intensity of adopting improved seed for all crops. Adoption of improved seed has a positive and significant effect on farm yields and gross farm returns. This research shows that in order to generate meaningful improvements in food security and farm incomes, there must be commensurate efforts to promote ICT-based market information along with yield-augmenting agricultural seed technologies.  相似文献

Small and medium size growers using both conventional and sustainable farming practices have expressed concern that compliance with the Produce Rule implementing the Food Safety Modernization Act will be prohibitively costly. We use data from an original national survey of fruit and vegetable growers to examine that contention. In particular, we analyze how expenditures on food safety practices required by the Produce Rule vary with farm size using a double hurdle model to control for selectivity in both using food safety practices and reporting expenditures. We find that expenditures per acre decrease with farm size. We also find some evidence that growers using sustainable farming practices spend more than conventional growers on many food safety practices. We use our estimates to quantify how the cost burden of compliance varies with farm size. We then explore the policy implications of exemptions to the Rule by simulating how more stringent exemption thresholds for farm revenue and share of direct sales might affect the cost burden of each food safety practice on farms at the threshold.  相似文献

With almost three quarters of the labor force depending on agriculture in India, kick-starting agricultural growth is considered crucial for pro-poor development. More specifically, dairy production – which is labor-intensive but does not heavily rely on access to land – is generally expected to offer better prospects for income growth to the poorest among rural households. However, most policies aimed at increasing dairy production are based on ad hoc observations, with hardly any micro-level evidence. Using a unique primary dataset on 1000 rural households in Andhra Pradesh, this paper investigates the dairy production system, addressing three main research questions: First, we look at the typical profile of a dairy farmer and we find that both family traditions in dairy and owning (even a small piece of) land play a role in determining participation in dairy – while land size does not matter. Second, we show that dairy production is strongly and positively associated with improvement in rural livelihoods, in terms of income per capita, but that this positive relation only holds for larger dairy farms. In a third step, we look at the determinants of farm growth and we find that households having higher shares of graded dairy animals have grown more after 2005.  相似文献

Farm production diversity has the potential to influence the diversity of household diets, an important nutrition outcome associated with the nutrient adequacy of diets and the nutritional status of individuals. Yet, little empirical research has assessed the relationship between farm diversity and diet diversity or the plausible causal mechanisms that may operate between these two constructs. This research examines cross-sectional data from the Malawi Third Integrated Household Survey (IHS3), a nationally representative sample of farming households in Malawi, implemented from March 2010–March 2011 as part of the World Bank Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA). These data were used to determine the relationship between farm production diversity and household dietary diversity, and to identify determinants of this relationship. Two indicators of dietary diversity, a modified Household Dietary Diversity Score (HDDS), and the Food Consumption Score (FCS), were calculated along with three indicators of farm production diversity including the Simpson’s Index, a metric accounting for both species richness and evenness. In multiple regression analyses, adjusting standard errors for the complex survey design of the IHS3 and controlling for the effects of several covariates on household dietary diversity, farm production diversity was consistently positively associated with dietary diversity (P < 0.0001). The association of increased farm diversity as measured by a combined crop and livestock measure on dietary diversity was significantly greater in woman-headed households compared to those headed by men (HDDS: P = 0.008; FCS: P = 0.076). The positive association of farm diversity with dietary diversity was also greater in wealthier households (P < 0.05). Consumption of legumes, vegetables and fruits was especially strongly associated with greater farm diversity. More diverse production systems may contribute to more diverse household diets. However, this relationship is complex; it may be influenced by gender, wealth, control of household decisions, the relative market-orientation of a household’s agricultural production, and the specific nature of farm diversity.  相似文献

Ireland's national broadband plan (NBP), announced in 2012, aimed to provide access to a minimum of 30 Mbps download speed to all households in the country ahead of the EU's Digital Agenda for Europe 2020 target for such speeds. The projected cost of the government subsidy was originally €175 million. However, when the contract for the procurement of the NBP was eventually signed in 2019 the estimated subsidy had risen to between €2.2 and €2.9 billion. Using a path dependency framework, this paper finds that the escalation in the cost of subsidy was driven by two main factors. First, the decision to roll out fibre-to-the-premises (FTTP) technology was inconsistent with the geographic/legacy path dependencies related to Ireland's low-density rural population. Second, the gap-funding/PPP procurement model adopted for the intervention failed to attract competitive bids and was at odds with the competitive path dependency and the dominant role of the incumbent operator.  相似文献

The Norwegian agriculture is highly protected and subsidised. The opposite is the case for fisheries and fish farming which suffer from foreign market restrictions. Using a computational general equilibrium model, the gain for Norway of a complete elimination of food subsidies and tariffs is estimated to be in the range of 1.2–2.7 per cent of GDP. Most of this gain stems from domestic farm sector liberalisation. The gain from free market access for seafood is estimated to 4.4 per cent of the seafood export value. Consequently, Norway has much to gain from offering other countries market access for agricultural products. By pursuing such a policy, Norway may also strengthen the case for fisheries and fish farming in trade talks.  相似文献

This paper analyzes the relationship between trade and agricultural productivity in Chile, a middle-income country with a recent noticeable history of agricultural trade. This study uses an agricultural commodity trade exposure index in a cross-sectional analysis of more than 70,000 farms to study the relationship between the trade exposure of agricultural commodities and the yields reported by these farms in the 1997 Chilean agricultural census. In order to capture both import and export exposure we subdivide farms in two groups, according to the Chilean case: farms producing only importables such as grains (traditional crops), and farms producing both traditional crops and non-traditional agricultural commodities (products more related to export markets). We exclude from our analysis farms producing only non-traditional products because the census only reports yields for traditional crops. We employ a switching regression model to analyze the effects of trade exposure on traditional crop yields for both groups of farms. Results show that the trade exposure index is positively related to farm yields for both groups, but with a larger effect on farmers producing both traditional and non-traditional commodities. These results are important because they suggest that spillovers from both importables and exportables produce gains in the productivity of traditional crops.  相似文献

This paper provides a model-based assessment of local and global climate change impacts for the case of Yemen, focusing on agricultural production, household incomes and food security. Global climate change is mainly transmitted through rising world food prices. Our simulation results suggest that climate change induced price increases for food will raise agricultural GDP while decreasing real household incomes and food security. Rural non-farm households are hit hardest as they tend to be net food consumers with high food budget shares, but farm households also experience real income losses given that many of them are net buyers of food. The impacts of local climate change are less clear given the ambiguous predictions of global climate models (GCMs) with respect to future rainfall patterns in Yemen. Local climate change impacts manifest itself in long term yield changes, which differ between two alternative climate scenarios considered. Under the MIR scenario, agricultural GDP is somewhat higher than with perfect mitigation and rural incomes rise due to higher yields and lower prices for sorghum and millet. Under the CSI scenario, positive and negative yield changes cancel each other out. As a result, agricultural GDP and household incomes hardly change compared to perfect mitigation.  相似文献
