In 2015, Germany saw an unprecedented wave of refugee arrivals. However, there were also large migrant waves in the past in Germany and in other countries from which we can draw lessons. This article offers a selective literature overview on the integration of migrants and the labour effects of their integration. The literature on refugees is less rich than the literature on migrants generally. A preliminary result is that the integration of refugees takes time but that after a while integration is generally successful. The overall result on labour market effects of migrant integration is that there are no large effects on wages and employment, but that certain groups, such as as low-skilled and previous migrants, can be negatively affected.

Drei Irrtümer über die gesetzliche Rente

In the public debate on old-age poverty in Germany there are three often-heard preconceptions about the statutory pension system: first, raising the legal retirement age to 67 automatically leads to lower pensions. Second, the average level of statutory pension is lower in Eastern Germany. Third, an expansion of the social contribution ceiling would improve the financial situation of the statutory pension system. In this study, we clarify and discuss these three preconceptions.

For the first time ever, all political parties represented in the German Bundestag are proposing some form of minimum wage regulation in their federal campaigns. After sketching an overview of the vast empirical literature on the employment effects of minimum wages, which has yet to come to a consensus, the paper concentrates on the most common theoretical arguments for the view that minimum wages need not reduce the employment levels of affected workers. The authors find that those arguments are either conceptually inconsistent or assume market characteristics that can hardly describe the reality of low-wage labour markets. In the end, minimum wages are a blunt instrument to reduce poverty among workers — its primary objective — because it benefits many that are not poor and does not address the most important determinant of poverty in Germany, namely unemployment.

Direct policy interventions with regard to building energy efficiency are necessarily abstract and therefore not always flexible enough to suit individual living conditions. They disregard local knowledge and cannot benefit from a decentralized search process which would ensue under a taxation scheme. Detailed central decision making is also vulnerable to lobbying by interest groups. The interview results presented here support the high costs and lacking flexibility of current retrofit guidelines. One theoretical as well as three actual retrofit scenarios suggest that the costs of CO₂-reduction under the current policy scheme lie between 300 and 1,000 Euro/ton. Indirect policy schemes are associated with abatement costs of 30 to 200 Euros per ton.

Kapazitätsauslastung im Ausland als Indikator für die deutschen Investitionsgüterexporte

The German export industry has traditionally specialised in the supply of capital goods. For this reason, forecasting the exports of capital goods is not only useful for fi rms operating in this sector but also for forecasting total German exports. An important determinant of the demand for capital goods from a theoretical point of view is capacity utilisation. We present an indicator of capacity utilisation in countries that import German goods and show its usefulness for forecasting German capital goods exports. Thus, this indicator is a valuable complement to the set of indicators available for forecasting German exports.

The European Commission — in line with its mandate given by the member states — places an emphasis on the enhancement of the internal market for services. One area of focus is the specific regulation of the so-called regulated professions. According to the EU Commission, restrictive professional regulation such as mandatory qualification requirements could hinder the internal market for services. Whilst the Commission does not urge for the abolition of all regulation concerning the area of profession, it does call for a stronger harmonisation. To identify appropriate and inappropriate regulatory approaches in the member states and further need for reforms, the Commission uses economic indicators. This article shows by the sample of the regulated architecture profession which difficulties may be associated with this approach.
