The European Employment Strategy is the subject of controversial discussion. It is hard to find an economic justification for transnational responsibility since European labour markets are heterogenous and spillover effects of national employment policies are almost negligible. In its latest communication, the European Commission fails to provide a masterplan for a recovery of the struggling labour markets, although it provides convincing and less convincing proposals for tackling unemployment in EU member states. There is a suspicion that the package mainly serves as a first step towards transferring employment policy responsibilities from the national to the EU level. But the EU labour market policy lacks appropriate instruments and competences. Finally, it is questionable whether the package fits in an economic growth plan.

Children in Germany are disproportionately threatened by poverty. And despite the favourable macroeconomic situation, families rely increasingly on social assistance. The federal government wants to increase additional child benefits and reduce the marginal transfer withdrawal rate, which will increase the marginal burden on the middle class. To solve this dilemma, this article suggests increasing child benefits to approximately 400 Euro. The transfer withdrawal rate and the burden on small income families would decrease and administrative expenses would go down. The article also discusses the effects on income distribution, labour market incentives and fiscal policies.

At the root of the euro crisis was not only a sovereign debt crisis but also a balance-of-payments crisis. A multi-faceted approach is required to restore sustainable growth and prevent a vicious circle of public and private sector deleveraging leading to weaker economic activity, which in turn results in a further deterioration in banks’ asset quality. Both governments and the European Central Bank (ECB) face challenges. Governments must make progress in restoring the health and resilience of the banking sector and introduce microeconomic reforms in product, services and labour markets to reduce divergent trends in competitiveness and productivity. Budgetary discipline must be respected, and the ECB should avoid any deflationary bias while stabilising inflation at or around two per cent for the euro area as a whole.

Auswirkungen der Markttransparenzstelle für Kraftstoffe

The authors analyse how the market transparency unit for fuels in Germany affects both supplier and consumer behaviour. The number of price changes has increased, mainly due to increasing price cuts, as has the spread between the lowest and the highest price of the day — both indicators of intensified competition. The concern that the introduction of the market transparency unit would facilitate collusion appears not to be warranted. In contrast, competition has intensified and consumers are increasingly making use of the price differences. The analysis also reveals that consumers purchased more gasoline in times of low prices (so-called price valleys) in 2015 than they did in 2012. The change in consumer behaviour is an indicator that at least some drivers tend to use fuel price comparison apps fed by data from the market transparency unit.     

Die Erwartungen der Industrie für 2014

The overall economic situation in 2013 showed less momentum than predicted. In particular, exports grew slowly — as did global trade on the whole. The economic environment was difficult in the aftermath of the public debt and currency crisis in the euro zone. This is reflected in most of the industrial sectors. The construction industry is less dependent on exports than on weather, which reduced production last winter. Meanwhile, the automotive industry grew at an above average rate. The outlook for 2014 finds all industries predicting better performance than in 2013, but there are obstacles due to German policy — the renewable energy act is one of them, as Utz Tillmann of the chemical industry points out. Klaus Mittelbach also looks critically at the turnaround in the German energy policy, but he hopes that the electronics industry will benefit from technological requirements.
