How can Germany maintain its high standard of living as its workforce decreases in number and there are ever fewer skilled workers available? The economic challenge associated with demographic change is to achieve a productivity increase large enough to prevent a decline in the principal indicator of prosperity — per capita GDP. The ECB decision to cut its benchmark interest rate in November 2013 has been severely criticised in Germany. Against this background, the President of the Bundesbank justified the ECB’s monetary policy stance in recent speeches. At the same time, however, he argued that this stance carries risks and has adverse effects. By noting this, he leaves it open to interpretation whether a more restrictive stance would be appropriate even if inflation is well within the target range. If this interpretation were to be correct, it would indicate a deviation from elements of the pre-crisis consensus, namely that policy makers should aim at a clear target and should justify their measures in a consistent way.

The authors discuss the merits of including pluralist methods, theories and paradigms into the traditionally mainstream. They also evaluate the progress made by German faculties in this regard. The pluralism debate is in itself plural. There are numerous international and Germany specific dimensions and associated critiques of mainstream economics. Different approaches to economic policy must be organised in a manner which guarantees theoretical and paradigmatic pluralism — on which economic policy proposals ought to be based. Another view focuses on the educational effect and states that the mental frames of economics students are subject to manipulation; the foundation of their thinking is narrowed and recontextualised in an emotionally and politically highly charged semantic environment.

Sharing Economy: Mehr Chancen als Risiken?

This article analyses the pros and cons of the new profit-oriented sharing economy. It summarises existing studies on the economic effects of Uber and Airbnb with a special focus on the repercussions for the labor market. It turns out that both business models could lead to additional revenues and employment rather than just crowding-out existing business models. However, unfair competition, exploitation of the self-employed and the destruction of cheap housing seem to be issues. Therefore, the authors conclude that neither laissez-faire nor a ban is the right answer. In order to allow for more growth and employment, appropriate regulation is needed.

In the course of the EU’s Eastern enlargement, the United Kingdom was one of the few EU 15 countries which took advantage of the opportunities provided by the freedom of movement for workers from the beginning. Since then, the United Kingdom is prospering and still relies heavily on migrant workers. As the empirical analysis shows, labour migration from the accession countries was not a determining factor in the outcome of the Brexit vote. It was rather the less educated voters who perceive a threat to their social status and their national identity as the EU’s grows. As a result, a policy discussion on varying EU policies is advisable.

Die US-Wirtschaft droht - wie andere Industriel?nder - nach kurzzeitigem Aufschwung wieder in die Rezession abzurutschen. Der US-Pr?sident hatte vorgesehen, mit fi skalischen Ma?nahmen diesen Abschwung aufzuhalten. Die Autoren untersuchen den Zusammenhang von zyklischen Krisen und Besch?ftigung in den USA und kommen zu dem Ergebnis, dass der jüngste Aufschwung eher ein „Jobless Growth“ war, und die Krise der US-Wirtschaft strukturelle Ursachen hat. Daher helfen jetzt keine Konjunkturprogramme, sondern strukturelle Reformen wie eine Verkürzung der Zahlungsdauer von Arbeitslosenunterstützung und Ma?nahmen zur Unterstützung überschuldeter Hausbesitzer.

Standortindex DIGITAL: Nützlich zum Erkennen von Handlungserfordernissen im IKT-Sektor?

Both the German Federal Chancellor and Minster of Economic Affairs unanimously emphasised at the last “national IT summit” on 18-19 November 2015 that the degree of digitisation in the German economy and society is mediocre when compared internationally, and that in the recent past Germany has even lost ground to other countries regarding the nation’s “ICT isation”. These assessments were justified by the results of a new study commissioned by the Federal Ministry of Economic Affairs in which a market research firm construed a so called “location index DIGITAL”. The present article shows that the quality of this measurement instrument is poor. As a consequence, the tenability of the economic policy conclusions drawn from the index by high level government representatives is low.
