This paper used the CHIP 2013 dataset to investigate the effects of two important education policies in China on intergenerational education mobility, including the Compulsory Education Law implemented in 1986 and college expansion policy (CEP) started from 1999. In general, our results reflect a relatively optimistic picture in urban China, but a less favorable pattern in rural areas. For the urban sample, both the Compulsory Education Law (CEL) and college expansion policy increase the probability of upward mobility at lower parental education level, and the college expansion policy further increases the intergenerational education mobility in urban China. In contrast, each of the two policies indeed reduces the intergenerational education mobility for the rural sample, and the effects found on upward mobility in urban China are non-existent for the rural sample. The unfavorable results in rural China can be attributed to poor enforcement of the policy or the lack of demand-side education reforms.  相似文献

This study examines the heterogeneous effect of higher education on intergenerational mobility of rural and urban residents before and after China's higher education expansion (CHEE). Drawing on data from seven waves of the China General Social Survey (CGSS), we find that, although the overall effect of higher education decreases on alleviating intergenerational persistence after CHEE, undergraduate or postgraduate education can still significantly promote rural intergenerational mobility in terms of occupational-socioeconomic status. However, higher education appears to have changed from assisting social mobility to advancing intergenerational persistence in urban areas after CHEE. The propensity score matching method was used to mitigate sample selection bias, and all the findings were validated by several robustness checks, including placebo and Oster's (2019) omitted-variable tests.  相似文献

This paper attempts to elucidate the long-term impact of basic education on income inequality in Brazil. It does so, first, by examining how investment in basic education affects incomes and, second, by assessing the extent to which government involvement in the financing of education services and the taxing of the returns of education investment contributes to the achievement of a more equitable distribution of income.On the basis of the empirical evidence available in Brazil, it is possible to suggest that: (i) education per se cannot significantly reduce inequality, (ii) government policies in terms of education subsidies and taxes on lifetime earnings do not show a clear redistribution pattern, and (iii) there exist effective policy tools in the area of employment, education wastage, cost recovery practices which could help bridge the gap between rates of return to education and reduce income inequality.  相似文献

Economic growth in developing countries provides an opportunity to accelerate progress towards the UN Sustainable Development Goals (SDGs). However, in reality, the number of people living in extreme poverty remains unacceptably high. Utilising the experiences of 34 developing countries for the period 2009 to 2016, the role of microfinance on poverty in these countries is examined. The results imply that the degree to which the existing forms of microfinance effectively reduce extreme poverty is less workable in developing countries, particularly when the hardcore poor are likely being deprived of receiving access to microfinance. It is suggested that governments may need to revise the structure and strategy of microfinance to be more hardcore poor oriented. The hardcore poor have needs beyond pure monetary assistance. More hand‐holding types of assistance are needed as most are also poor in respect of literacy, assets, and skills.  相似文献

This paper investigates the impact of China's export expansion during 2000–2007 on the local intergenerational education mobility. We construct prefecture-level export shocks, by exploiting variations in national cross-industry export changes and cross-prefecture industrial employment. Empirical results suggest that prefectures experiencing larger export shocks are more likely to have higher intergenerational education mobility. The baseline results stand when we use alternative measures for educational outcomes, consider the migration situations, or include more controls. Using the intergenerational mobility framework proposed by Becker et al. (2018), we explain and empirically test how income effect and substitution effect of export expansions influence education mobility. The mechanism testing suggests that the income effect is the dominant force underlying the results.  相似文献

Using data on top incomes collected from different sources, we combine the samples of top incomes with a household survey (HS) to investigate changes in income distribution with and without top incomes. The Gini coefficient of income inequality using HS data is 0.464 for 2016 and jumps to 0.646 after including the samples of top incomes, which demonstrates the importance of top incomes in estimating income inequality.  相似文献

We find that the distribution of income matters to aggregatecarbon dioxide emissions and hence global warming. Higher inequality,both between and within countries is associated with lower carbonemissions at given average incomes. We also confirm that economicgrowth generally comes with higher emissions. Thus our resultssuggest that trade-offs exist between climate control (on theone hand) and both social equity and economic growth (on theother). However, economic growth improves the trade off withequity, and lower inequality improves the trade off with growth.By combining growth with equity, more pro-poor growth processesyield better longer-term trajectories of carbon emissions.  相似文献

This paper establishes a two-sector general equilibrium model of a small open economy to examine the impact of environmental pollution on income inequality via brain drain. The results of the equilibrium modelling show that environmental pollution in the source country can widen the income gap between skilled and unskilled workers and that brain drain caused by environmental pollution will amplify this effect; furthermore, improving the environmental quality in the recipient country will widen the skilled-unskilled income gap in the source country. Our empirical results show that deteriorating the environmental quality in the source country increases income inequality and that brain drain caused by environmental quality will amplify the effect. Our sample is divided into four sub-samples: stage of national development, level of national income, status of environmental pollution and situation of brain drain. We find that environmental pollution has different effects on income inequality via brain drain in these sub-samples. Comparing the heterogeneous components of environmental quality, we find that brain drain caused by diminished ecosystem vitality and by air quality affecting human health will widen income inequality but that other factors related to environmental quality have no significant impacts on the effect of brain drain on income inequality. While some workers in China attain senior professional level and senior cadre level status (Chuzhang and above), others attain middle rank including middle rank of professional and cadre (Kezhang). This aspect of the Chinese labour force has attracted surprisingly little attention in the literature, a fact which this paper aims to rectify. We define various segments of the urban population in work-active ages and use data from the Chinese Income Project (CHIP) covering eastern, central and western China for 1995 and 2002. For 2002, persons of high rank make up 3% and persons of middle rank make up 14% of persons in work-active ages.Factors that affect a person's likelihood of having high or middle rank are investigated by estimating a multinomial probit model. We find that education, age and gender strongly affect the probability of being employed as a worker of high rank. There is relatively little income inequality among workers of high rank as well as among workers of middle rank. Mean income and household wealth per capita of highly-ranked workers developed more favorably than for other segments of the population studied, and personal income is more polarized by segment in 2002 than in 1995. Workers of high rank, and to a lesser degree, workers of middle rank, are among the winners in economic terms while the increasingly large category of non-workers is the losers. Rates of return to education have increased but income function analysis indicates that this provides only a partial explanation for the increased favorable income situation for workers of high and middle ranks.  相似文献

This paper analyzes theoretically and empirically the impact of intergenerational transmission of human capital on the income mobility in China. We use a three-period overlapping-generations (OLG) model to show that the human capital transfer plays a remarkable role in determining the parent-to-offspring investment in human capital and the intergenerational elasticity of income. We then estimate a simultaneous equations model (SEM) using the 1989–2009 China Health and Nutrition Survey (CHNS) data to verify our theoretical predictions. The results show that (i) human capital, measured by health and education, is directly transmitted from one generation to the next, reflecting the parent-induced inequality of development opportunities among offspring in China; (ii) the estimated intergenerational income elasticity increases from 0.429 to 0.481 when the direct transfer of human capital is accounted for, suggesting that omitting this mechanism would overestimate China's income mobility. Our findings provide policy implications on strengthening human capital investments among the disadvantaged groups, reinforcing reforms that promote equality of opportunity, and improving the efficiency of labor markets in China.  相似文献

This study analyzes the impact on income inequality of government efforts to increase agricultural incomes in rural China. It collects and analyzes survey data from 473 households in Yunnan, China in 2004. In particular, it investigates the effects of government efforts to promote improved upland rice technologies. Our analysis shows that farmers who adopted these technologies had incomes approximately 15% higher than non-adopters. Despite this relatively large increase, we estimate that the impact on income inequality was relatively slight. This is primarily due to the fact that lower-income farmers adopted the improved rice technology at rates that were roughly equivalent to those of higher-income farmers.  相似文献

Exploratory analysis of the advance tabulations of the 1980 Brazilian demographic census suggests the proportion of the population in poverty fell during the decade 1970–1980. The degree of inequality of the distribution of the income of individuals apparently remained about the same from 1970 to 1980, after rising in the 1960s. This near-constancy of the overall inequality of income distribution resulted from two offsetting changes: a narrowing of the gap between rural and urban incomes, and greater inequality within the rural sector.  相似文献

Summary The survival probability as estimated by an individual is,ceteris paribus supposed to depend on his relative income position in a set of reference incomes. The relative income position is thus defined in close connection to the preference formation theory of Kapteyn. It is shown that then this survival probability, called ‘utility,’ may be equated to the relative income position. A nice result of this approach is the possibility to formulate a utilitarian welfare function, which leads to the definition of income inequality measures. More than 70 million people have attained a tertiary education due to China's higher education expansion (CHEE). Using data from the Chinese Household Income Project Survey, we examine how dose education expansion have an effect on the intergenerational transmission of education (ITE) by using the exogenous surge brought by CHEE. Our finding is that, after carefully addressing the interference induced by the Compulsory Education Laws and the selection bias caused by intergenerational co-residence, CHEE reduces ITE when educational achievement is measured by schooling years. However, when taking the quality of higher education into account, we find that CHEE does not have a significant effect on ITE, which suggests that the intergenerational inequality in higher education remains. Moreover, we identify the mechanism that the inequality in the quality of high school education extends to tertiary education to explains our findings. To account for the mixed findings in previous literatures, we further propose a general framework for understanding the effect of education expansion on ITE.  相似文献

Trade liberalization policies have been adopted by many developing countries to increase economic growth and reduce poverty. While the positive relationship between trade liberalization and economic growth is generally well accepted, the impact of trade liberalization on poverty and income inequality is still unclear. The objective of this paper is to use real data and real trade agreements of the state of Pakistan, to examine the predictions made by trade models about the impact of trade liberalization on income inequality. To illustrate, the impacts of several alternative bilateral and regional free trade agreements are simulated on household income and income inequality in Pakistan. The results show that trade liberalization does not always lead to a decline in income inequality in the short run. Trade agreements that do improve income equality, favor agriculture and often hinge on a decline in urban and non-farm household income. In the long run, changes in income equality are more positive, suggesting that efforts might best be applied towards improving the mobility of labor and capital.  相似文献

This paper investigates income inequality among individuals in Sweden overtime using generalized entropy measures in short-run (annual) and long-run (medium term) from 1978 to 1990. The results suggest that short-run inequality tends to decrease with fluctuations, partially due to transitory components. Long-run inequality declines in early years due to smoothing of transitory components. Further decline in long-run inequality is due to actual equalization. Gender, cohort, marital status, and region are used to investigate their implications. Between-group inequality due to gender and cohort are shown to be significant part of inequality. Within-group equalizations are generally more pronounced. Distinct group specific differences are observed.  相似文献

Numerous studies have found that income inequality reduces the chances of upward relative mobility (i.e., climbing up the income ladder). However, most of this work ignores the role played by institutional quality (namely, economic freedom) in determining mobility and increasing the individual's set of choices. We fill this gap by empirically testing the direct and indirect (through economic growth) impacts of economic freedom on intergenerational income mobility. We find that economic freedom has both direct and indirect effects on intergenerational income mobility, while income inequality is a strong predictor of downward income mobility. When we incorporate findings about the purely mechanical relationship between inequality and intergeneration income mobility, we find that the legal system and property rights component of economic freedom matters more than inequality. These results suggest that good institutions can increase intergenerational income mobility.  相似文献
