Almost all rural areas in Europe have been shaped or altered by humans and can be considered cultural landscapes, many of which now are considered to entail valuable cultural heritage. Current dynamics in land management have put cultural landscapes under a huge pressure of agricultural intensification and land abandonment. To prevent the loss of cultural landscapes, knowledge on the location of different types of cultural landscapes is needed. In this paper, we present a characterization of European cultural landscapes based on the prevalence of three key dimensions of cultural landscapes: landscape structure, management intensity, and value and meaning. We mapped these dimensions across Europe at a 1-km resolution by combining proxies on management intensity and landscape structure with new indicators such as social media usage and registered traditional food products. We integrated the three dimensions into a continuous “cultural landscape index” that allows for a characterization of Europe’s rural landscapes. The characterization identifies hotspots of cultural landscapes, where all three dimensions are present, such as in the Mediterranean. On the other hand, Eastern and Northern European cultural landscapes are mostly characterized by only one of the dimensions. Our paper can help to identify pressures to cultural landscapes and thus to target measures for the conservation of these landscapes, to link similar landscapes in different regions, and to inform policy design on the most important characteristics of cultural landscapes at a regional scale.  相似文献

In the context of the peripheral European rural landscapes, the role of the urban population, generally referred to as the ‘outsiders’, has shown to be influential in the dynamics of rural space. This influence occurs namely through the demand for non-productive functions leading to the emergence of new modes of occupancy. In addition, the emerging policy framework concerning policies and planning in rural landscapes call for an improved understanding of the diversified social demands for these landscapes. We argue that a more profound knowledge on the urban demand for rural landscape is needed to better integrate the urban interests into rural policy and planning. The present paper aims to gain greater insight on this demand by identifying landscape preferences of urban users, framed by the multifunctional transition theory, and using a photo-based survey with contrasting land covers derived from CORINE Land Cover classes. Furthermore, the use of land cover classes as the main landscape component, and thereby relating preferences to specific land covers, offers a sound basis for a territorial approach, able to integrate landscape into rural policy and land use planning practice. A case-study in Southern Portugal was developed at the regional scale and results showed different appreciation patterns for rural landscapes varying from humanised and more naturalised landscapes according to the different functions sought by urban users. Another prominent result is that urban demand for rural landscapes, even if driven by consumption, is strongly influenced by both protection and production values. A deeper knowledge on the interests of urban population can be a step forward for rural communities, land managers, and sectoral policy decision-makers to better define investment strategies in rural-urban partnerships facing the growing urban demand over rural space.  相似文献

Traditional rural biotopes (TRBs) are threatened habitats that host significant biodiversity and several ecosystem services, and depend on active management such as low-intensity grazing. The current study explores private landowners’ decision-making on TRB management and abandonment within a social-ecological system framework. We provide insight into supporting resilience of TRB systems in the face of agricultural modernization. Using a mixed methods approach with content analysis and Q analysis, we demonstrate that TRB management fosters cultural, biological, aesthetic, and utilitarian values. These are reflected in different ways through conservationist’s, profit-oriented farmer’s, landscape manager’s, and landscape admirer’s discourses on TRB management. Overall, management reinforces landowners’ place attachment, and reflects an approach to landscapes as spatial representations of cultural heritage and identity over multiple generations. Landowners consider TRB pasturage and its social-ecological outcomes motivating and rewarding. Giving up grazing cattle and perceived bureaucracy of national agri-environment scheme contribute to TRB abandonment. Landowners point out that current policies detach TRB management from what is seen as “regular agriculture”, and the focus on monetary compensation bypasses the multiple values tied to TRB management. Based on our results, we suggest that promoting TRBs requires reconfiguring the current arrangement of remedial management payments and adopting a more participatory governance approach. Locally, resilience of TRB systems relies on the connections between landowners and landscapes that foster sense of place and landscape identity, which can be supported by knowledge sharing and collaborative grazing efforts among landowners.  相似文献

In many countries, electricity transmission networks are being upgraded and developed arising from policies aiming to decarbonise energy systems. However, new power lines are often controversial, due to their perceived negative impacts on rural landscapes. Despite the fact that visual impacts are an important element of public objections, to date, little research has analysed public preferences for alternative pylon designs, as well as investigating the social and psychological factors that might explain such preferences. This paper sought to address this gap, informed by research on public acceptance of renewable energy technologies, using a survey conducted with a representative sample of UK adults (n = 1519). The findings indicate that the ‘T-pylon’ design, winner of a recent competition, was most strongly preferred and the one most perceived to fit with a rural landscape, by comparison to the conventional ‘A frame’ design and a ‘Totem’ design shortlisted in the competition. Linear regression analyses indicated three factors that explained perceived fit, regardless of the designs: lower levels of educational attainment, positive general attitudes towards transmission lines and higher levels of trust in National Grid were associated with positive perceptions of fit of the pylons in a rural landscape. Finally, findings concerning public support for diverse mitigation measures indicated that the use of alternative designs was less supported than burying new powerlines underground and routing pylons away from homes and schools. The implications of these results for more sustainable grid networks are discussed.  相似文献

The rural landscape is “the dwelling place” of rural residents who generate a unique landscape through their daily activities. In order to strengthen the resident-led landscape management in rural areas, this study intends to gauge how and to what extent such rural landscapes are unique, as these landscapes are not easily appraised by existing landscape assessments that rely mainly on visual criteria, and suggest residents’ perception should be consider in the landscape planning. To conduct this study, residents’ subjective perceptions, in contrast with experts’ perceptions, were collected via a survey method referred to as photo-elicitation with walking. The survey revealed various everyday landscape objects perceived by the residents as meaningful, as well as scenes where visual characteristics were prominent. The results of survey also demonstrated that the residents are relatively insensitive to the visual and physical characteristics of landscapes objects, while sensitive to the “relationship” with the landscapes formed through the residents’ experiences. This pattern of sensitivity appears to be linked to the residents’ consideration of the landscape as a kinetic “dwelling place” rather than a static image. This pattern can be regarded as the reason residents perceive meaning in everyday landscapes. The results of this study suggest that by interpreting rural landscapes as everyday landscapes, landscape planning and management could be adapted to fit the needs and perceptions of rural residents and could, therefore, provide a basis for sustainable resident-led landscape management methods in connection with the everyday lives of rural residents.  相似文献

A substantial fraction of the open space in (peri-) urban and rural areas is covered by domestic gardens which support the delivery of multiple ecosystem services. Although individually they may look insignificant, the aggregation of domestic gardens and of gardening actions can be significant. Referring to ‘the tyranny of small decisions’, we launch the concept of a ‘resource by small gardening actions’: the positive cumulative outcome of individual garden owners adopting pro-environmental gardening practices. Using qualitative research, we gained a thorough insight into the barriers and levers related to the development of domestic gardens as a ‘resource by small gardening actions’. By combining the data from expert interviews with a design workshop addressing garden and landscape architects, and focus groups with private garden owners, we identified eight barriers and nine levers. These levers are part of a ‘mix and match’ toolbox, allowing the development of tailor-made strategies for garden governance. These insights increase the understanding on if and how private actors and their properties could become part of policy plans to support ecosystem services. This adds to the global understanding of the strategic value of daily-life landscapes that exist all over the world.  相似文献

In combination, the economic realities brought about by globalization, and the sustainability goals set by the European Union, translate into contradictory challenges for European cultural landscapes. With its high natural and cultural diversity, Transylvania (Central Romania) is facing the choice between development based on a “production for profit” logic, with the risks of a liberalized land market, versus a largely untested development pathway based on sustainability, landscape multifunctionality and conservation. In the context of these largely externally imposed and contradictory development pathways, clarifying the viewpoints and preferences of local people is important, and may help explain the outcomes of past policies, as well as inform future interventions. We undertook a photograph-based Q methodology study – interviewing 129 residents from 30 villages – to understand and explore the diverse range of landscape preferences held by locals in Southern Transylvania. We clarified these preferences by identifying groups of participants who shared similar viewpoints regarding local landscapes and their changing purpose. Our findings revealed five different “preference narratives” about Transylvanian landscapes, namely (1) landscapes for prosperity and economic growth; (2) landscapes for traditions and balanced lifestyles; (3) landscapes for human benefit; (4) landscapes for farming; and (5) landscapes for nature. Our systematic assessment of narratives showed areas of consensus and disagreement among participants. We relate the five preference narratives to current management approaches targeting rural landscapes. We conclude by suggesting policy approaches to tackle the diversity of opinions and interests found in this culturally and ecologically diverse landscape. Important policy priorities include fostering economic diversification and improving social capital.  相似文献

Several iconic coastal and fjord landscapes in Northern Norway have undergone natural spontaneous regrowth of abandoned agricultural areas and pastureland. At the same time, recent public discourse has assumed that such regrowth may taint tourists’ and outdoor recreationists’ perceptions of rural areas. Consequently, this in situ multilingual study in the archipelago of Vesterålen investigated this assumption. The results revealed that tourists’ and visiting recreationists’ foremost interest was in pristine rural areas that seemed devoid of human presence or activity. At the same time, roughly half of the visitors enjoyed seeing working farms. The enquiry displays preference ambivalence about the combination of “cultural” and “natural” elements of the rural landscape. The investigation also illustrates a disparity between foreign tourists’ desire for lush deciduous vegetation and Norwegian visitors’ fondness for a more open agricultural seaside with grassland and shrubland and just a few scattered trees, as the study area had appeared some decades earlier. There is increasing recognition that agricultural landscapes meet multiple societal needs and demands beyond provision of economic and environmental goods and services. Accordingly, there have been significant calls for the inclusion of societal, amenity and cultural values in agri-environmental landscape indicators to assist policy makers in monitoring the wider impacts of land-based policies. However, capturing the amenity and cultural values that rural agrarian areas provide, by use of such indicators, presents significant challenges. The EU social awareness of landscape indicator represents a new class of generalized social indicator using a top–down methodology to capture the social dimensions of landscape without reference to the specific structural and cultural characteristics of individual landscapes. This paper reviews this indicator in the context of existing agri-environmental indicators and their differing design concepts. Using a stakeholder consultation approach in five case study regions, the potential and limitations of the indicator are evaluated, with a particular focus on its perceived meaning, utility and performance in the context of different user groups and at different geographical scales. This analysis supplements previous EU-wide assessments, through regional scale assessment of the limitations and potentialities of the indicator and the need for further data collection. The evaluation finds that the perceived meaning of the indicator does not vary with scale, but in common with all mapped indicators, the usefulness of the indicator, to different user groups, does change with scale of presentation. This indicator is viewed as most useful when presented at the scale of governance at which end users operate. The relevance of the different sub-components of the indicator are also found to vary across regions.  相似文献

[目的]乡村聚落景观是乡村景观的重要组成部分,乡村聚落景观的规划设计对乡村生态文明建设乃至可持续发展具有重要意义。[方法]文章基于175个典型乡村聚落景观研究样本,借助Google Earth与ArcGIS10.2,采用最邻近指数、地理集中指数等5种地理研究模型,分析湘西州典型乡村聚落景观的空间分布特征。并从聚落景观生态价值、社会价值、文化价值及经济价值等4个层面,构建包括18个指标在内的乡村聚落景观评价指标体系,对湘西州175个典型乡村聚落景观质量展开评价。[结果]湘西州175个乡村聚落景观总体呈集聚分布,且主要分布在中部和西部。农村常住人口和总产值与乡村聚落景观个数之间的地理联系率分别为81.6和80.5,乡村聚落景观的分布与经济规模和人口规模存在较紧密关联。质量评价发现,聚落质量评价分值为7.01,处于中等偏上的水平。通过对乡村聚落景观驱动因素进行分析,进一步说明聚落景观的分布与人口、经济、交通密切相关。[结论]湘西州乡村聚落景观空间分异呈现生态价值与社会价值高、文化价值与经济价值低,以及中西部集聚的特点,应稳固现有乡村聚落景观建设成效,并注重发展乡村旅游经济、现代农业经济。  相似文献

The implementation of the European Landscape Convention has paved the way for innovative tools able to analyse scattered and medium-small size elements, far beyond the usual isolated relevant landmarks. In this context, planners have been confronted with the problem of defining those characteristics of rural landscapes which are typical of agricultural and forestry activities and ecosystems. The specific focus on rural landscapes has attracted the interest of international scientists. They have approached the question from many perspectives, but have rarely analysed the interplay between landscapes, buildings, and settlements. In this paper we design and apply a method which is able to define, analyse and plan built-up rural landscapes. This method is based on organizing qualitative and quantitative landscape information in fact sheets, a tool that was often used in the last generation of landscape atlases in Italy. We have investigated three landscape units in Sardinia, Italy, one of the first administrations to approve a regional landscape plan which conformed with the European Landscape Convention. Our evidence demonstrates that the method is powerful, as it helps in the identification of the main characteristics of each rural built-up landscape and the drafting of general planning propositions. In particular, the method proves useful in stressing the cross-fertilization between building types and the shape of the rural landscapes: single story buildings on plains and multi-story buildings in mountainous areas. While the method is clearly influenced by the European Landscape Convention and the Italian local regulations, it is based on general principles and can be applied, with proper adaptations, to other cases worldwide.  相似文献

The importance of collaboration among peers in science is widely investigated: an essential issue is the relevance of credits shared among scholars for the good faith and cooperation in research projects. Despite its significance, so far in Italy the usefulness of collaboration in research activities is not taken in due consideration by both scientific community and research assessment bodies. In this study, the main aim is at investigating the actual up today extent of scientific collaboration among colleagues belonging to the Italian Scientific Disciplinary Sector (SDS) “AGR10 Rural buildings and agro-forest land planning”. We focus on research projects dealing with territory, landscape and rural buildings with the scope of raising consciousness on the key role of collaboration with other SDSs, international institutions or organizations. We harvested data through an on-line questionnaire about several research projects, scrutinized the responses, and found that the core area of current research developed by AGR10 colleagues includes topics concerning the analysis and planning of landscape. Furthermore, we found that the design of international project proposals attains mostly rural buildings and rural heritage analysis, reuse and enhancement, rural buildings and landscape integration, and rural buildings design. While the size of partnerships on international research activities is still limited, as for external synergies the SDS AGR01 ‘Agricultural Economics and Rural Appraisal’ is the most representative, and other SDSs involving ‘Ecology’ and ‘Informatics’ deserve to be mentioned. So, this study has been designed with the secondary aim of stimulating Italian -as well as other international- scientific communities in promoting similar investigations concerning the importance of collaboration and cross-fertilization for successful research activities. As a major output, official national or international research assessment authorities would be provided by a method for better appreciating the usefulness of collaboration and interdisciplinarity.  相似文献

Different economic valuation methodologies can be used to value the non‐market benefits of an agri‐environmental scheme. In particular, the non‐market value can be examined by assessing the public’s willingness to pay for the policy outputs as a whole or by modelling the preferences of society for the component attributes of the rural landscape that result from the implementation of the policy. In this article we examine whether the welfare values estimated for an agri‐environmental policy are significantly different between an holistic valuation methodology (using contingent valuation) and an attribute‐based valuation methodology (choice experiment). It is argued that the valuation methodology chosen should be based on whether or not the overall objective is the valuation of the agri‐environment policy package in its entirety or the valuation of each of the policy’s distinct environmental outputs.  相似文献

Continued overexploitation of natural resources and the associated impacts of climate change threaten the sustainability and biodiversity of our global social-ecological systems. ‘Integrated landscape approaches’ are governance strategies that attempt to reconcile multiple and conflicting land-use claims to harmonize the needs of people and the environment and establish more sustainable and equitable multi-functional landscapes. Such approaches have gained prominence in recent conservation and development discourse, but critics have suggested a need for evidence of effectiveness to bridge knowledge-implementation gaps. Here we review the recent literature to provide a brief update on developments in the science and practice of landscape approaches, primarily in the tropics. We show that despite considerable enthusiasm for landscape approaches, the evidence base within the scientific literature remains poorly developed. Future application of landscape approaches requires concerted transdisciplinary actions that connect scales of governance to address the complex political economies in contested tropical landscapes. We highlight important challenges and opportunities for landscape approach implementation, particularly related to bridging sectorial and disciplinary divides, engaging the private sector, and monitoring landscape performance.  相似文献

[目的]为推动楚雄州旅游扶贫工作进程,使楚雄州贫困人口顺利脱贫,文章研究了基于扶贫的乡村景观分布特征,并对其质量进行评价。[方法]采用地理信息系统(GIS)研究楚雄州基于旅游扶贫的乡村景观分布特征,采用层次分析法(AHP)计算指标权重,采用打分法选取了一定数量的游客以及专家对楚雄州五大类型乡村景观的每个指标进行打分,并通过加权法计算各类型基于扶贫的乡村景观综合评价指数,对其进行评价。[结果]基于旅游扶贫的楚雄州乡村景观分布较均衡,接近于平均分布。5大类型中民俗文化型景观质量最优,其次是景区带动型、生态环境型和城镇依托型,产业融合型景观质量最差。[结论]发挥楚雄州特色,大力发挥民俗文化型乡村景观在旅游扶贫中的带动作用,鉴于景区带动型乡村景观是地区乡村旅游名片,政府应持续加大对其建设力度,提升景观综合质量。由于产业融合型乡村景观具有巨大的开发潜力,楚雄州应继续保持对其开发、摸索和实践。  相似文献

Drawing upon the concept of ‘accumulation by dispossession’, this paper analyses the expansion of agrarian capital in Argentina. A case study illustrates the social and environmental impacts of the expansion of agribusiness in central Argentina and the social struggle – both rural and urban – that has arisen to resist this process. Although government policies after the 2001 crisis differ in many ways from those of the 1990s, current agrarian policies are not significantly distinct from those followed during the pre‐crisis neoliberal period. Rather than ‘post‐neoliberal’, the new model could thus be better described as ‘neo‐extractivist’. With the connivance of the state, agribusiness is producing the largest‐ever transformation of natural capital into economic capital in the history of the region. Moreover, the latest policy developments suggest that Argentina is on the threshold of a new and deeper stage of agrarian capital expansion and wealth concentration, this time operating at a much larger scale.  相似文献

New institutional economics, and transaction effects in particular, are highly relevant to public policy performance. The evolution of EU rural development policy has generated both increasing complexity and increased transaction costs. However, this policy evolution also creates opportunities for improvement of policy process management. The paper considers these opportunities in the case of Rural Development Programmes (RDPs) under Pillar 2 of the CAP. We examine the influence of transaction effects on RDP performance, based on direct experience of RDP review and planning in England and Malta, where qualitative evidence of ‘transaction benefits’ is identified. Benefits occur when exchange processes are designed in ways that generate positive returns beyond the immediate transaction, which can outweigh short‐term costs. We conclude that more attention to these aspects of policy design is warranted in future rural development programming and evaluation.  相似文献

In recent decades, many power systems have introduced electricity generator competition. Market designs have varied with some countries adopting ‘energy‐only’ markets and others utilising capacity remuneration mechanisms. With increasing deployment of cost competitive renewable energy and the introduction of policy measures to reduce greenhouse gas emissions, concerns are emerging about the sustainability of these market designs. In Australia, wholesale electricity prices have increased markedly – the result of a ‘disorderly’ transition away from coal to new renewable energy. This paper critically examines the ‘energy‐only’ market in a high‐penetration renewables system, with a particular focus on the vertically and horizontally restructured National Electricity Market (NEM). We propose that the ‘energy‐only’ market can indeed work within a decarbonised energy system. But as renewables increasingly replace coal‐fired power stations, ‘unintended consequences’ will need to be addressed to facilitate an ‘orderly’ transition. It will be important that policy ensures appropriate new investment in firm capacity is forthcoming; and pricing outcomes are acceptable given political economy constraints.  相似文献

At very high policy levels, efforts to reduce emissions from deforestation and forest degradation (REDD+) are considered to be innovative and cost-effective ways to make forest more valuable standing than cut. In response to climate change, international funding to support reductions in emissions needs to balance conservation and development. The Government of Vietnam is currently coordinating the design of a comprehensive benefit-distribution system, with the ambition to convert certified net emissions reductions into REDD+ revenue and distribute it to local partners in a transparent, equitable and cost-effective manner. A pilot scheme is underway in Bac Kan province. With forest cover of 56.6% and a poverty rate of 36.6%, Bac Kan is among the most heavily forested and poorest provinces of Vietnam, making it a potential site for pioneering REDD+ schemes in the country.Research questions were how to incorporate international, national and local stakeholders’ investments into any distribution scheme; and how to sustain and manage an efficient, effective and equitable funding scheme for environmental services, including REDD+ revenues. Multiple data collection and analytical methods (including participatory approaches) were used to answer both research questions. Additionally, for the second question, we employed cost-benefit, opportunity cost and economic analyses.Three key concepts formed the research frame for this paper: (1) benefit-distribution systems; (2) reducing emissions from deforestation and forest degradation plus conservation (REDD+); and (3) the broader concept of payments or rewards for ecosystem services; as well as lessons learned from existing, similar schemes.This results shows that an appropriate benefit-sharing system for REDD+ revenues can be developed in such a way that meets international regulations as well as national and sub-national circumstances, particularly for the environmental services’ providers who directly protect forests. Vietnam's payments for forest environmental services’ and integrated conservation schemes (where conservation and rural development are integrated) serve as a base for the development of a REDD+ benefit-distribution system.We discuss ways of bundling such schemes with REDD+ ‘service’ payments and income streams from forestry and agroforestry ‘goods’ to provide short-term food-security/economic return and long-term environmental benefits. This combination is expected to provide sustainable incentives, but further effort is needed in the use of participatory methods and a ‘bottom-up’ approach to provide a strong base for an effective and equitable REDD+ mechanism at landscape level.Experience drawn from Vietnam, in general, and in Bac Kan, in particular, can be replicated and directly contribute to reducing carbon emissions globally.  相似文献

During the last decades the European countryside has witnessed some major changes. This ‘rural restructuring’ implies a shift from an agricultural and manufacturing-based economy towards a service-centred economy in which the countryside is considered to be a place of consumption instead of a place of production. These major changes are accompanied by a shift in policy towards more engagement of stakeholders for the development and implementation of government objectives. However, making this shift from a steering government to a more enabling one does not come about naturally and authorities often lack adequate recourses, professional skills and equipment to take on this enabling role. In their search for the development of sound policy, policy makers are often confronted with a social interface to overcome. In line with Long (2003), we defined this social interface as “a critical point of intersection between different life worlds, social fields or levels of social organisation, where social discontinuities based upon discrepancies in values, interests, knowledge and power, are most likely to be located”. Making an (analytical) distinction between three main dimensions of the interface of policy making, namely the presence of a multitude of actors, the difficulty of integrating different knowledge systems and the need to reconcile different policy levels, enabled us to deal with the complexity of policy making processes. The objective of this paper is to investigate how this interface can be organised in such a way that a constructive collaboration allows a sound and widely accepted rural policy to develop. We describe three cases in Flanders (Belgium) for which new rural policy needed to be developed: agrarian architecture, the development of a landscape vision and the development of a policy strategy for castles, manors and their parks. Based on the comparative analysis of these cases, we were able to define five components that allow the organisation of the social interface: define common goals; identify the actors; integrate different knowledge systems; design the process; and guard transparency, fairness and procedural justice of the process.  相似文献
