在数字经济时代,数字金融对传统金融格局带来了新的冲击,其究竟是加剧还是抑制实体企业“脱实向虚”成为重要议题。本文借助北京大学数字普惠金融指数及A股上市公司的面板数据,考察数字金融发展对企业“脱实向虚”的影响。研究结果表明,数字金融显著促进了企业实业投资,同时抑制其金融资产配置倾向。进一步研究发现,相对于长期金融资产,数字金融对企业短期金融资产投资的抑制作用更显著。本文研究表明,数字金融能有效抑制实体企业“脱实向虚”,应在合理的金融监管约束下,支持并推动数字金融发展。     

Workers' Views of the Impact of Trade on Jobs

This article uses new data to examine how workers' perceptions of the impact of trade on jobs like theirs are related to economic variables representing their career paths, job characteristics, and local labor market conditions. We find that only 17 percent of workers think trade creates jobs. And even fewer workers (4–7 percent) in any industry think trade has created better jobs. We find that workers' perceptions do not reflect their job characteristics or the movability of their jobs. Their perceptions of trade primarily reflect local labor market conditions (hiring and separation rates) and education. The determinants of workers' perceptions of trade present a different pattern compared with their perceptions of job security.     

Reform of the CAP : Impact on the Third World

The European Community is under pressure to reform the CAP, mainly due to internal financial reasons. Proposals have been put forward by the EC Commission that reform the CAP with respect to milk, oils and fats, and corngluten and citrus pellets. The authors look at the impact of these proposals on developing countries. They conclude that the effect will be to increase non-tariff barriers to trade and increase the cost of food production both in and outside the EC.

The Impact of PV on the German Power Market

During the last months, the discussion on feed-in tariffs (FiT) for photovoltaic (PV) installations in Germany has gained new momentum. On the one hand, the issue of over-subsidisation due to the fact that module prices have been decreasing faster than feed-in tariffs was discussed. On the other hand, increasing costs to the consumers of power were put on the agenda after the unprecedented increase in new PV capacity in Germany in 2009. After the general election in September 2009 this discussion lead to different proposals for adjusting the FiT scheme. In summer 2010 a bill was passed amending the current FiT. Both, in the discussion and in the bill, an important aspect has been neglected so far: the impact of the massively increasing PV capacities on the economics of conventional power plants. The present study fills this gap. In the first part, it is qualitatively shown how the power price and the equilibrium quantity on the power exchange change with increasing PV capacities. These findings can be directly translated into shrinking revenues for operators of conventional power plants. In the second part, a quantitative analysis of the German power market is provided. The effects of different PV scenarios on the wholesale power price and the total revenues (i.e., price multiplied by quantity) of all conventional power plants are calculated. For an incumbent operator of a coal-fired power plant, the contribution margin may decrease by more than 25% and for a new, yet to build gas-fired combined cycle power plant it may drop by more than 30%. The study concludes that the PV support scheme can be understood as the accelerator pedal for the structural change in the German power sector. Implementing the changes in the feed-in tariffs as presented in the bill will require more and faster changes in the overall design of the power market to provide sufficient incentives for backup capacities when the sun is not shining. It would also be accompanied by additional acceleration costs. Absolute caps on the added capacity, rather than further cuts in the tariffs, could buy some time for a careful redesign of the market and may reduce resistance from incumbent operators.     

Impact of deregulation on point-to-point demand in the USA

The authors describe a methodology designed to evaluate the impact of deregulation on point-to-point demand in the USA. They briefly review the rationale for regulation and the likely impacts of deregulation. After summarizing previous approaches to the demand for long-distance calls, they present preliminary results of a new study of the demand for toll messages. They conclude that the approach provides a first step towards determining the impact of new (competitive) services on existing point-to-point suppliers.

The current deregulatory mood sweeping Washington has changed the policy approach from one of government enforced diversity to one of marketplace-facilitated diversity. This is evidenced in the recent bills to revise the Communications Act of 1934, and the settlement of the AT&T antitrust suit. This article explores these public policy shifts as they relate to the information industries and suggests some impacts on the concept of diversity.
