This paper assesses the impact of regulatory and environmental factors and statistical noise on the efficiency of public transit
systems within a DEA-based framework. Using a panel of Italian companies, we implement a DEA-SFA mixed approach based on [H.O.
Fried et al. (2002) Journal of Productivity Analysis, 17(1–2), 157–174] to decompose DEA inefficiency measures into three components: exogenous effects, managerial inefficiency and
stochastic events. Besides providing evidence on the determinants of input-specific efficiency differentials across companies,
the results point out that managerial skills play a minor role, and emphasize the relevance of regulatory policies aimed at
replacing cost-plus subsidization with high-powered incentive contracts as well as improving environmental conditions of public
transit networks.

We estimate banks’ technical efficiency using directional distance functions, a generalization of the radial distance functions that allow us to credit banks for their efforts to increase outputs and decrease resource use and bad loans. We find that once bad loans are considered, banks’ efficiency increases significantly. In addition, omitting bad loans may result in the underestimation of the performance of good credit quality banks. These results suggest that a significant aspect of banking production, credit quality, needs to be considered when evaluating banks’ performances for regulatory purposes. 相似文献

Pritchett (J Econ Growth 5:361?C384, 2000) convincingly argued that the difference between investment cost and capital value is of first-order empirical importance especially for developing countries where public investment is the primary source of investment. This paper constructs a public investment efficiency index that captures the institutional environment underpinning public investment management across four different stages: project appraisal, selection, implementation, and evaluation. Covering 71 countries, including 40 low-income countries, the index allows for benchmarking across regions and country groups and for nuanced policy-relevant analysis and identification of specific areas where reform efforts could be prioritized. The aim of this study is to analyse labour productivity convergence in the OECD countries over the period 1975-90. A nonparametric frontier approach is used to calculate the Malmquist productivity index. By breaking it down, the contribution in the growth of labour productivity of technical progress, of changes in efficiency, and of the accumulation of inputs per worker are quantified. Unlike other studies, the results obtained show that technical change has worked against labour productivity convergence, since it has always been greater in the countries with higher labour productivity. 相似文献

The reforms in the regulation of the UK'nationalised industries over the last decade are examined and the extent to which they have been successful in achieving one of their declared aims – that of increasing the efficiency of the enterprises' operations – is considered. To achieve this the productivity performance of nine of the largest enterprises over the last twenty years was analysed. The results show that the rate of productivity growth has been significantly higher during the 1980s, compared with the preceeding decade. It is concluded that a large part of the observed upturn in productivity is a result of changes in efficiency. 相似文献

This paper measures the degree of technical efficiency of Greek farms at discrete points in time. Stochastic frontier production functions are estimated from four annual Farm Accountancy Data Network (FADN) surveys of the 1992–1995 period. From the results, a measure of technical efficiency is calculated for each farm for each year. The four distributions of technical efficiency values are examined and compared. All four samples show a wide range of farm-specific technical efficiency but efficiency is improving over the period. The paper also presents frontier estimates for small and large farms classified according to economic size. In that case, technical efficiency measures are calculated and their distributions are examined and compared. The results show that large farms are more efficient than small farms. However, efficiency is improving in both size farms over the period. In general, the results of this study indicate that there is substantial scope for improving technical efficiency of Greek farms. 相似文献

The main purpose of this paper is to provide an introduction to artificial neural networks (ANNs) and to review their applications in efficiency analysis. Finally, a comparison of efficiency techniques in a non-linear production function is carried out. The results suggest that ANNs are a promising alternative to traditional approaches, econometric models and non-parametric methods such as data envelopment analysis, to fit production functions and measure efficiency under non-linear contexts. 相似文献

This article examines the impact of trade reform on technical efficiency on the Indonesian chemicals industry using firm-level panel data. The effects of trade reform on technical efficiency are analysed using a stochastic frontier approach. Two variables represent trade reform in this model: effective rate of protection (ERP) and import ratio (IMP). The findings of the present study suggest that both trade reform variables have significant effects on technical efficiency. The coefficient of ERP has a positive sign and is statistically significant, which means that an increase in ERP increases the inefficiency (or decreases the technical efficiency) of firms in the chemicals industry. The coefficient of IMP is negative and statistically significant, which represents the negative impact of IMP on technical inefficiency (or positive on technical efficiency). Thus, trade reform, a reduction in ERP or an increase in IMP, has an unambiguously positive effect on technical efficiency in the Indonesian chemicals industry. 相似文献

Increasing electric power production from renewable energy sources is currently one of the major objectives of energy policy.
The intermittent nature of renewables, such as wind and solar, necessarily imposes complex trade-offs for regulatory objectives,
such as resource adequacy (and system reliability) versus reductions in green house gas emissions. We develop a highly stylized
model of investments in order to derive insights regarding the workings of regulatory incentives for increased renewable energy.
We first show that incentives are indeed needed when there are significant economies of scale in the form of “learning by
doing” or alternatively, when there is excess capacity in conventional technology due to legacy investments. We analyze two
different regulatory schemes (feed-in tariffs and renewable portafolio standards) aimed at increasing investment in renewable
capacity. We show that neither scheme is capable of inducing the socially optimal level of investment in renewable capacity.
A single feed-in tariff fails to induce optimal investment as a feed-in tariff exceeding marginal costs of conventional technology
incentivizes over-development of the most attractive sites which preempts investment in less attractive, yet socially valuable
sites. A renewable portfolio standard that promotes increased investment in renewable technology induces under-investment
in the conventional technology. These results suggest that a “clinical” regulatory design, that is, one that promotes the
right amount of renewable capacity without affecting conventional capacity is a challenging proposition. 相似文献

Starting from existing static decompositions of overall economic efficiency on nonparametric production and cost frontiers, this article proposes more comprehensive decompositions including several cost-based notions of capacity utilization. Furthermore, in case prices are lacking, we develop additional decompositions of overall technical efficiency integrating a technical concept of capacity utilization. These new efficiency decompositions provide a link between short and long run economic analysis and, in empirical work, avoid conflating inefficiency and differences in capacity utilization. An empirical analysis using a monthly panel of Chilean hydro-electric power plants illustrates the potential of these decomposition proposals. 相似文献

This paper uses household-level datasets called Chinese Household Income Project (CHIP) surveys to investigate the regional technical efficiency, technology gap, and their determinants in rural China. A metafrontier production function approach is employed to fit the values of the technical efficiency and the technology gap ratio of rural households in six regions of China. The findings indicate that the technical efficiency improved remarkably from 1988 to 2002, but the technology gap ratio among regions changed slightly in the same period. The findings also show a negative relationship between the technology gap ratio and the regional technical efficiency for all regions except the northwest that has the lowest value of both the technical efficiency and the technology gap ratio. Next, the Tobit model is employed to discern the sources of efficiency and technology gaps. The results show that quality of agricultural labor, agricultural infrastructure, natural conditions, and farmer's political status have significant effects on farms' technical efficiency and technology gap ratio. 相似文献

In this paper we forecast annual budget deficits using monthly information. Using French monthly data on central government
revenues and expenditures, the method we propose consists of: (1) estimating monthly
ARIMA models for all items of central government revenues and expenditures; (2) inferring the annual
ARIMA models from the monthly models; (3) using the inferred annual ARIMA models to perform one-step-ahead forecasts for each item; (4) compounding the annual forecasts of all revenues and expenditures
to obtain an annual budget deficit forecast. The major empirical benefit of this technique is that as soon as new monthly
data become available, annual deficit forecasts are updated. This allows us to detect in advance possible slippages in central
government finances. For years 2002–2004, forecasts obtained following the proposed approach are compared with a benchmark
method and with official predictions published by the French government. An evaluation of their relative performance is provided.

This contribution revisits the debate on the axiomatic properties satisfied by various radial versus non-radial measures of technical efficiency in production. This issue arises whenever isoquant and efficient subset of technology diverge and hence traditional radial measurement does not comply with Koopmans' definition of technical efficiency. This axiomatic approach to technical efficiency measurement is revisited within the framework of the more recently introduced directional distance function. Poland, one of the candidate countries for European Union membership, is currently experiencing acute structural problems within its agriculture sector. This article analyses technical efficiency and its determinants for a panel of individual farms in Poland specialized in crop and livestock production in 2000. Technical efficiency is estimated with stochastic frontier analysis (SFA) and confidence intervals are constructed. Determinants of inefficiency are also evaluated. The SFA results are compared with results using Data Envelopment Analysis (DEA). On average, livestock farms are more technically efficient than crop farms. For both specializations, the size–efficiency relationship is positive, that is large farms are more efficient. The SFA findings are generally supported by the DEA results. Soil quality and the degree of integration with downstream markets are highly important determinants of efficiency. The use of factor markets (land and labour) is important for crop farms, while livestock farms can rely on family labour and own land. Also, education is a constraint to efficiency particularly for crop farms. 相似文献

This paper presents a study of the technical efficiency of industries in a transitional economy: China. Using data for 28 manufacturing industries across 29 provinces and the Data Envelopment Analysis approach, the technical efficiency of each industry is measured and compared across regions and provinces. The determinants of differential technical efficiency performance are analysed, with a particular focus on the impact of trade orientation and foreign investment. Trade openness is found generally to have a positive effect on technical efficiency. 相似文献

A number of studies have addressed issues relating to the physiological, environmental and economic values of trees in cocoa farming systems. However, to date, little has been done to quantitatively examine the effect of crop diversity on cocoa farming efficiency. This study therefore sets out to first investigate whether and to what extent crop diversity (defined as the mixing of cocoa with other crop species on farmers' plots) affects productivity on cocoa farms. Secondly, it sought to establish whether there are economies of scope (i.e., cost complementarities) from the sharing of farm inputs by crops on the same plots. Our results indicate that diversified (i.e., multi-crop) cocoa farms are more efficient than single (i.e., mono) crop farms. Furthermore, our estimate for the economies of scope parameter indicates possibilities for cost complementarities between production of cocoa and other crops on the same plot. We advocate further investigation on the issue of scope economies to determine which crop combinations offer better cost complementarities and also meet biodiversity conservation objectives. 相似文献

The analysis of technical efficiency in developing country agriculture is well established but has been overlooked for developing country commercial marine fisheries. Policies raising technical efficiency in agriculture are viewed as uniformly positive but are a mixed blessing in fisheries due to the open-access property right and common-pool resource. This study explores this contradiction and policies aimed to promote sustainable development and management of renewable common pool resources through a case study of the Java Sea purse seine fishery. Season of the year rather than fisher or vessel characteristics primarily determines technical efficiency. Alleviation of poverty is a central issue in Nepal. Given the limited stock of land and the infant/unorganized manufacturing sector, increased demand for food has to be satisfied by improving production efficiency. This article examines how this could be achieved. Stochastic distance function and data envelopment analysis models identify the existence of a high degree of technical inefficiency in Nepalese agriculture, suggesting that there is a substantial prospect of increasing agricultural productivity using the existing level of inputs and resources more efficiently. Among the three farm sizes in the data set, medium size farmers achieve a higher technical efficiency than large and small farm sizes, suggesting that productive efficiency can be increased with the encouragement of creating medium size holdings. The observed decreasing returns to scale also implies that productivity gains could be achieved by breaking up of large farms into small family farms. The technical inefficiency model suggests the potential for shifting the production frontier upwards by providing ownership of land, increasing farmers’ education and knowledge, and increasing land quality, including irrigation facilities. 相似文献
