AENA in Spain and DHMI in Turkey operate a large majority of the airports in their respective countries. These two airport operators share some similar characteristics, but also present many differences with respect to their management strategies. For instance, the Turkish DHMI introduced a Build-Operate-Transfer (BOT) model and concession agreements, which enables active private participation in airport management. In contrast, management and operation responsibilities at all airports in Spain –with a few exceptions-have remained with AENA. This paper utilizes a data envelopment analysis (DEA) to compare the relative efficiency of airports within AENA and DHMI for the years between 2009 and 2011. Based on the efficiency scores, it further identifies the sources of inefficiencies resulting from various management strategies and other external factors. The results indicate higher average efficiency levels at Spanish airports, but private involvement enhances efficiency at Turkish airports. The majority of the airports in Spain and Turkey operate under increasing returns to scale. Certain policy options, including a higher private involvement and improvement of the airport network by closing some inefficient airports, should be considered in order to increase the airport efficiency in both countries.  相似文献

The paper presents a productivity analysis using data envelopment analysis (DEA) of 45 US commercial airports selected from the top 15 large, medium, and small hub airports. Financial and operational data, such as aircraft movements, number of airport gates, the annual number of enplaned passengers and runway capacity, is used. Initially, a DEA is deployed to analyze the efficiency and performance measures of airports within each group by comparing and cross-referencing them with each other. We then extend our analysis to identify those airports that are not efficient and are thus dominated by other airports that are more efficient.  相似文献

Studies on airport performance have focused primarily on productivity and operational efficiency. There are very few studies on airports’ financial viability and strength, especially those in the United States. Most of the U.S. commercial service airports are government-owned entities and operated for the service of the community rather than for profit, but expected to be financially self-sufficient and raise capital funds mainly through the bond markets. However, past studies of the financial performance of U.S. airports have relied on traditional profitability measures and financial efficiency measures that are more appropriate for airports owned and operated by for-profit entities. Based on the literature for non-profit organizations and the practices of credit rating agencies and government oversight bodies, this paper adopts six pertinent financial performance metrics to measure and compare the operational financial performance, leverage, and liquidity of 60 large and medium commercial service airports in the United States during the 2010–2017 period. The paper further examines factors that may affect airport financial performance. The results reveal that large hub airports have better liquidity while medium airports have better leverage during the study period. These results suggest that the effect of airport size on financial performance is inconclusive. Regression analysis shows that airports with high productive efficiency and those without a dominant carrier tend to have more surplus revenues for meeting their operational financial needs and capital spending and have better liquidity. The paper highlights the importance of using appropriate metrics to evaluate the financial performance of public sector entities and provides relevant information to bond investors. The devastating impacts of the COVID-19 pandemic on airports accentuate the significance of leverage and liquidity. Therefore, the financial metrics discussed in this paper would help support public policy debates and allocate public funds to the airports.  相似文献

As the privatization of airports progresses throughout the world, the economic value of these strategic assets must be determined from a commercial perspective, rather than the economic impact perspective, which is typically used by governmental agencies to justify their construction. This paper applies financial theory of asset valuation to commercial airports. The authors have selected three airports for valuation purposes: Gimpo, Kimhae and Jeju. These airports are ranked top three in terms of annual traffic volume, among the 16 airports operated by Korea Airport Corporation (“KAC”). The authors estimate the intrinsic value of three major airports; Gimpo, Kimhae, and Jeju based on the discounted cash flow (DCF) model at $1.8 billion. The ultimate price achieved depends on the individual expectations of potential buyers, their opportunity costs and entrepreneurial abilities, as well as the ensuing negotiations. This paper, therefore, provides a benchmark for determining airport valuation in the event of privatization.  相似文献

This paper employs benchmarking analysis to examine the financial implications of the different types of airline lease agreements used by US airports. Five key financial performance areas relating to cost effectiveness, revenue generation, commercial performance, financial profitability and capital investment are analysed using financial data from 2011/12 for 23 of the 29 large-hub airports. The results show that compensatory airports are the most financially efficient, particularly in terms of debt efficiency, revenue generation and profitability while the vertical airport airline relationship that is common at residual airports delivers higher levels of commercial performance and cost efficiency.  相似文献

The welfare of residents and profitability of business in many medium-sized MSAs would be improved if their airports had a higher level of service, for example reflected by more frequent flights serving more destinations. The level of service at such airports may rise with the number of enplanements, making total enplanements and the level of service subject to a positive feedback effect. Using a new annual data set put together by combining five sources for the years 2002 through 2012, we find evidence for such a positive feedback effect. We argue that subsidies at smaller airports may be welfare-enhancing in the presence of such an effect.  相似文献

This paper investigates the importance of commercial revenues to today's airports. It establishes that on average commercial revenues now account for about half of all revenues, although this varies considerably by region and individual airport, with retail being the most significant commercial source. It explores some of the key factors, such as consumer trends, security developments and political changes, which have led to a much more challenging time for commercial managers since the late-1990s. With growing pressure to control levels of aeronautical revenues, even greater focus on commercial revenues may be needed in the future and the paper concludes by discussing the implications of this.  相似文献

This paper explores commercial issues surrounding managing airports in New Zealand. Airport managers face pressures from changing airport–airline relationships, low cost airlines, proposed new airports and the growing importance of non-aeronautical revenues in achieving commercial goals. New Zealand's airports have moved from an operating environment within which all the principal airports were owned and managed by central government to one where airports are run as commercial entities under a variety of ownership structures. This study uses a MCDA tool to analyse and improve Spanish airports performance and efficiency. Thus, a holistic study using MACBETH (with PESA-AGB) is used. This study has never been applied before in Spanish airports. Firstly, a literature review related to this study keywords is conducted, as well as about benchmarking concept applied specifically to airports. Secondly, several methodologies in used to benchmark airports are reviewed and compared. Thirdly, airport performance and efficiency issues are addressed and described. Finally, the MCDA-MACBETH (with PESA-AGB) tool is applied to 4 Spanish airports.Spanish airports belonging to AENA transported 263, 753, 406 passengers in 2018 with an increase compared to 2017 of 5.8%. General data enables to conclude that.Spanish air transportation system is growing annually and hence there is the need to improve airports performance and efficiency, also to maintain the high levels of quality to address the growing demand. Spanish air transportation system is growing annually and is it upmost important to maintain high levels of quality to address such demand. As “open skies” agreements became more common among different countries and thus began to open up international routes to further competition, the global airline industry has undergone accelerated structural changes for the last two decades. These changes include the consolidation and expansion of airline strategic alliances throughout different regions of the world. Though airline strategic alliances are generally perceived to be a major driver for enhancing the operating efficiency and the subsequent competitiveness of participating member airlines, the concrete evidence supporting such a perception is still lacking in the literature. This paper is one of few attempts to evaluate the comparative efficiency of the strategic alliances among global airlines and then assess the managerial impact of airline alliances on the airline's comparative performances.  相似文献

This paper uses data envelopment analysis to assess the operational performance of 20 major airports around the world. It is found that the form of ownership and the size of an airport are not apparently correlated with operational performance of airports. In contrast, the existence of a hub airport, the location of the airport, and the economic growth rate of the country in which the airport is located are all related to the operational performance of airports. This paper addresses empirically financial and operational performance of Italian airports using data envelopment analysis (DEA) methodology. With panel data for 2001–2003, the study tests variable relationships—the relative roles of dimension, managerial status and workload unit—to measure the proximity of the airports to the frontiers of best practices. The implications of the research for managerial purposes are then drawn to validate prior findings of the same relationships in other geographical contexts.  相似文献

Previous studies of the role of regional airports in the Spanish economy have focused on calculating efficiency using air traffic as the output and airport infrastructure data as the input. We present an alternative quantitative analysis based upon the geographical structure within the airport's market basin. We formulate a ‘geographical efficiency’ model that considers territorial variables within the airport hinterland. Input data for our model include the socio-economic structure of the population, intermodal transport links, industrial and tourism potential and existing leisure-related services. The output is the annual number of passengers associated with such constraints. The result is a relative efficiency estimate that shows uneven patterns of geographical efficiency amongst Spain's regional airports and also provides insights into opportunities for expanding some of these critical items of infrastructure. They suggest that some of Spain's regional airports may be better placed than others to compete in a liberalized market that exhibits a clear tendency in favor of coastal, tourism-based airports.  相似文献

Management of non-core commercial activities has become a key issue amongst the leverages for improving modern airport industry. Today airports have increased dramatically their dependence on non-aeronautical revenues, which on average account for half of all revenues with this share being highly heterogeneous across regions and airports. Using a dataset of German airports, this paper discusses the improvement of commercial revenues by exploring its determinants. Previous contributions assessed the impact of a selected set of variables non-aviation revenues. Such approach was mainly the effect of multicollinearity, as the majority of relevant variables are strongly correlated to the size of the structures. We address this issue by using ridge regression and partial least squares. Results suggest the potential conflict of non-aviation revenues per passenger and per square meter with the need to expand the number of passengers.  相似文献

The Base Realignment and Closure Act of 1988 closed over one hundred military facilities across the United States. This paper examines the five types of conversion at the 37 bases that had the potential to become civilian airports. There are two keys to a successful airport conversion: using locational advantage to attract certain kinds of air service, and political cooperation at the local, state, and national levels. This paper examines the evolution of domestic origin-destination air traffic and fares at the top 200 airports in the US between 1990 and 2008, with a focus on the impacts of low-cost carrier entry and growth. By 2008, 95 of the airports had an aggregate low-cost carrier market share of domestic traffic greater than 20%, up from 27 airports in 1990. Their entry or substantial growth at US airports has had significant impacts on lowering average fares and stimulating passenger volumes. This market stimulation effect has, however, diminished in recent years, as the difference in average fares between carrier types has narrowed and as the number of additional US domestic origin-destination markets able to support their entry has dwindled.  相似文献

This paper deals with the applications of best worst method (BWM) and multi-attributive border approximation area comparison (MABAC) method to assess the performance of 32 major Indian international airports based on eight evaluation criteria. The BWM is applied to derive the criteria weights based on the opinions of four decision makers, while MABAC method is employed to rank the considered airports from the best to the worst along with the identification of their relative strengths and weaknesses. The advantages of these methodologies are also enumerated. It is observed that annual revenue is the most important evaluation criterion, followed by the total number of passengers. Based on this integrated analysis, Indira Gandhi International Airport and Surat International Airport respectively emerge out as the best and the worst performing international airports in India.  相似文献

This study evaluates airport performance from 2014 to 2021 with actual and forecasted data to help plan airport sustainability and establish sustainable airport development strategies. Eight Chinese airports (PEK, PVG, CAN, SZX, SHA, XMN, HAK, and HKG) and four representative Asian airports (HND, ICN, SIN, and DEL) are studied. Airport performance is evaluated from the process level (i.e. operational processes providing aeronautical service and financial processes providing commercial service) to the airport level using the Network DEA with actual and forecasted data from the grey model. Results indicate that HKG has been and will be efficient for the entire study period. There is an observed trend of an overall efficiency decrease during the forecast period of 2018–2021. This study classifies operationally efficient airports (PEK, HND, and XMN) and financially efficient airports (HAK, ICN, and DEL). Mainland Chinese airports show significantly higher operational efficiency than financial efficiency, and lower rankings in overall efficiency. It is expected that mainland Chinese airports will soon develop beyond the transportation center, possibly towards the aerotropolis, balancing economic, social, and environmental aspects for sustainable development. This study helps airport management to evaluate sustainable development strategies by assessing current and near future conditions affecting sustainability.  相似文献

This study develops an evaluation model for analyzing environmental protection performance of airports. First, indicators for evaluating environmental protection at airports are derived by reviewing related literature and existing environmental management plans using the Fuzzy Delphi method. Then, the weights and value functions of these indicators are obtained through expert questionnaire surveys. Applying the value functions to the environmental data from different airports yields the value of each indicator. Finally, multiplying the values with their corresponding weights sheds light on the performance of individual and overall indicators. Findings of this study offer references for airport management in evaluating airport performance in energy conservation, carbon reduction, and implementation of environmental protection measures, as well as in developing performance improvement schemes according to the state of the airport.  相似文献
