The use of landholder typologies to assist in the development of natural resource management (NRM) policies and agricultural extension programs has increased considerably in the past decade. In this paper we explore the potential of developing a typology of graziers to more effectively tailor policies and programs with the aim of improving land management outcomes. This is of particular importance since growing public concern about the environmental performance of the beef industry has led to increasing pressures on graziers to change their land management practices to decrease off-property impacts. To gain a better understanding of graziers’ land management practices and the factors that inform their decisions on how they manage their land we first developed a conceptual model of the relationship between grazier and grazing land where both can, ideally, thrive through conscious and timely land management decisions made and implemented by the grazier. A successful grazier land relationship is likely to be consistent with value systems and social and economic factors, although the particulars of any individual approach may vary spatially and temporally. These factors, in particular graziers’ values and motivations to follow a particular management strategy, guided the development of our typology of graziers. Australia's Bowen-Broken basin, which has been identified as a major contributor of sediment and nutrients that enter the Great Barrier Reef lagoon, served as a case study for this research. Three broad types of graziers emerged: (1) traditionalists, (2) diversifiers, and (3) innovators. The authors argue that by understanding graziers’ values and motivations underlying each of the grazier types, government agencies and NRM organisations can more effectively tailor their policy and extension programs towards specific types of graziers and can work with specific groups to achieve reductions in sediment and nutrient runoff from grazing properties.  相似文献

There is growing interest in Nova Scotia's Environmental Farm Plan (NS EFP) program among farmers and policy makers because of several reasons. First, effectiveness of standardized or uniform beneficial management practices in mitigating the negative environmental impacts from agriculture is limited by inherent heterogeneities in agricultural production systems. In addition, there is heightened interest in farmers generating ecological goods and services to society. This study investigates the determinants of participation in the NS EFP program. A discrete choice model of NS EFP participation was applied to a sample of 83 farmers (representing a 31% response rate). To increase relevance of the study to program administrators, the study also examined farmers’ use of various channels and sources of information on farm conservation practices. The most used sources of information on farm conservation practices include a mix of interpersonal sources and government agencies. Although online information (especially those available for free) appears to be gaining popularity in usage, overall, electronic and computer channels of information (especially radio and television) were used less compared with traditional channels of communicating farm conservation information (such as newsletters and agricultural magazines). Regression analysis suggests that farm characteristics (i.e., farm type, farm size, farm income) and farmer capacity variables (i.e., specialized training and knowledge from EFP program information sessions and workshops, and on-farm stewardship demonstrations) were significant determinants of environmental farm planning.  相似文献

In Vietnam, a quasi-private property regime has been established in 1993 with the issuance of exchangeable and mortgageable long-term land use right certificates. Using primary qualitative and quantitative data collected in a mountainous district of Northern Vietnam, this paper investigates the role of the land policy in the adoption of soil conservation technologies by farmers. This issue is of crucial importance in the region where population growth and growing market demands have induced farmers to intensify agricultural production. While poverty has been reduced, environmental problems such as soil erosion, landslides, and declining soil fertility have become more severe over the past years. Our findings suggest that despite farmers’ awareness of erosion, soil conservation technologies are perceived as being economically unattractive; therefore, most upland farmers continue to practice the prevailing erosion-prone cultivation system. Focusing on agroforestry as one major soil conservation option, we estimate household and plot-level econometric models to empirically assess the determinants of adoption. We find that the possession of a formal land title positively influences adoption, but that the threat of land reallocations in villages discourages adoption by creating uncertainty and tenure insecurity. The analyses reveal that these two effects interact with each other but are of small magnitude. We conclude that the issuance of land titles is a necessary but not sufficient prerequisite to encouraging the adoption of soil conservation practices. However, current practices remain economically unattractive to farmers. This deficiency needs to be addressed by interdisciplinary research and complemented by strong efforts by local authorities to promote sustainable land use.  相似文献

Private landholders’ contributions to biodiversity conservation are critical in landscapes with insufficient formal conservation reserves, as is the case in Australia's tropical savannas. This study reports results from a discrete choice experiment conducted with pastoralists and graziers across northern Australia. The experiment was designed to explore the willingness of pastoralists and graziers to sign up to voluntary biodiversity conservation contracts. Understanding preferences for contractual attributes and preference heterogeneity were additional objectives. Such knowledge can increase effectiveness and efficiency of conservation programs by informing contract design, negotiation and administration. Random parameter logit modelling showed that of contract attributes, conservation requirement, stewardship payment, contract duration and flexibility in contract conditions significantly influenced choices. Land productivity was a significant factor as were attitudes. There was significant heterogeneity of preferences for all contract attributes. Models were run for best–worst scaling responses and the first preferences subset, with the latter model deemed superior. Latent class modelling distinguished four classes of decision‐makers and illustrated different decision heuristics. Conservation investment strategies, which offer farmers contract options that meet biodiversity requirements while accommodating heterogeneous attribute preferences, are likely to lead to increased participation rates. Complementary suasion efforts are also required which espouse the benefits that pastoralists derive from biodiversity and participation in voluntary conservation contracts.  相似文献

The adoption of conservation practices is a dynamic process. Factors that vary over time can affect farmers’ decision to adopt and adoption timing. We used a duration model to evaluate the farmer's adoption time for continuous no-till (CNT), cover crops (CCs), and the variable-rate application of inputs (VRA). We found that producers who had previously adopted soil conservation practices were more likely to adopt additional complementary practices. Farmers using crop rotation adopted CNT and CCs approximately 48% and 62% faster than farmers without a crop rotation, respectively. The CC adoption time was also reduced by 70% for farmers who had adopted CNT. Complementarities between conservation practices may enhance the benefits from adoption and allow farmers to adopt bundles of conservation practices more quickly over time. This can be taken advantage of in conservation programs by promoting or requiring practices first that enhance adoption of other practices. We also found important heterogeneity in the adoption speed associated with farm management characteristics, producers’ attitudes, weather patterns, and crop prices.  相似文献

Despite the potential of conservation agriculture (CA) for increased crop yields, energy savings, soil erosion control, and water-use efficiency, smallholder farmers in sub-Saharan Africa have been slow to adopt. Farmer-to-farmer extension (F2FE) may have a role to play in overcoming the information access problems and lack of knowledge that may preclude widespread adoption. This study uses data for 180 lead farmers linked to their 455 followers to investigate how F2FE influences awareness and adoption of CA technologies in Malawi. Results from a bivariate probit model for follower farmer awareness and adoption of the three CA principles (minimum soil disturbance, crop residue retention, and crop diversification) reveal four main findings: First, lead farmer motivation increases their effectiveness at diffusing CA practices to their followers. Second, lead farmer familiarity with and adoption of CA both matter to the spread of CA practices, but familiarity appears more important. Third, lead farmers play a more critical role in increasing awareness than adoption of the CA practices. Finally, F2FE is a complement rather than a substitute for other sources of agricultural extension in Malawi's pluralistic extension system and should support but not replace current systems. The impact of climate change on farm soils in the tropics is the combined result of short-term soil management decisions and expanding precipitation extremes. This is particularly true for cultivated lands located in steeply sloping areas where bare soil is exposed to extreme rainfall such as the Birris watershed in Costa Rica. Farmers in this watershed are affected by increasing degradation of soil regulation services and respond with different level of efforts to conserve their soils. This paper examines influences on farmers’ decisions through a survey involving interviews with a sample of farmers (n = 56) to test hypotheses on how a combination of cognitive variables (beliefs, risk perception, values) and socioeconomic variables shape decisions on soil conservation. Results show that farmers’ awareness of their exposure level to soil erosion combines with other variables to determine their level of soil conservation. Using discriminant analysis, three groups of farmers were identified based on their soil conservation efforts. ANOVA pairwise-comparison among these groups showed significant differences in respect to levels of awareness, perception of risk, and personal beliefs along with territorial exposure and participation in soil conservation programs. Our results help to understand farmers’ complex decision-making on soil conservation and help designing policies to support the provision of soil regulation services especially in areas highly exposed to increasing frequency of extreme precipitation events such as Central America.  相似文献

Following the national policy, the Department of Agriculture of Thailand has implemented a crop diversification program in several provinces of the country. This study, which was conducted in Nakhon Pathom Province, analyzed the extent of crop diversification and its determinants using primary information collected from 245 farm households using a structured questionnaire, and from selected farmer leaders and agricultural development officials. The study also assessed the effects of crop diversification on income and the inputs used. The findings of the study revealed that nearly three fourths of the land is still being used for rice mono-cropping, indicating little success in the promotion of the crop diversification program. Paddy fields, including farms for cultivating rice under mono-cropping and diversified system, still account for 90% of the total farmland in the country. The limited impact of the program on the farming sector is attributed primarily to the variation in land and labor resources available at the farmers’ disposal as well as soil suitability. The farmers’ attendance in training and interaction with farmer groups are the other influential factors. Although cropping diversification has provided attractive financial return particularly to the small farmers, it has also accelerated the use of inorganic fertilizers and pesticides. Broad policy instruments are therefore suggested for the effective implementation of future crop diversification programs in Thailand and perhaps elsewhere in Southeast Asia.  相似文献

Intensive forms of agriculture have been proven to cause severe environmental effects, such as soil erosion by water and wind, or the pollution of ground and surface water with nutrients and pesticides contributing to the deterioration of natural habitats and the loss in biodiversity. In order to avoid or mitigate these detrimental environmental effects, a number of conservation measures can be undertaken by farmers. However, the adoption of these measures is highly dependent on the assumed benefits and risks attached as well as the personal perception and attitude of the individual farmer.This paper presents the outcome of a survey conducted in north-eastern Germany aimed at analysing farmers’ acceptance of different conservation measures. Eleven farmers, managing more than 80% (about 13,000 ha) of the agricultural land in the chosen case study region were interviewed. Respondents were asked about their personal experiences with different environmental measures and requested to assess these measures, e.g., regarding costs, time and labour demands, attached risks, or effectiveness. They also ranked these factors in terms of importance for decision making on adoption or rejection of a new measure. The findings show that, despite of the general assumption that farmers’ decisions are mostly driven by economic rationality, costs were not the most important factor. Other factors, like associated risks, effectiveness, or time and effort necessary to implement a certain measure were equally or even more important depending on the specific situation.  相似文献

Many agricultural practices are negatively impacting the environment and threatening the ecological foundations of the global food system. Therefore, agroecological practices are being proposed as viable and desirable alternatives. Biophysical, economic, social, and political factors, matched with farmers’ psychological attributes, may all be governing the choice of agricultural practices. Public policies can play a significant role as they can stimulate the adoption of innovative farming practices. The main objective of this research was the evaluation of farmers’ motivations for the adoption of agroecological practices in the viticulture sector in the province of Trento, Italy. A specific focus was laid on the influences from the European Common Agricultural Policy (CAP) measures. For the evaluation of farmers’ perceptions of their systems of practices, the Cognitive Mapping Approach for Analysing Actors’ Systems Of Practices (CMASOP) was applied. Based on information collected during in-depth interviews, Individual and Social Cognitive Maps were generated, representing the most frequently adopted agroecological practices and the major drivers of adoption of such practices, as mentioned by farmers. Drivers of adoption were categorized according to the self-determination theory of human motivations. Farmers reported that adoption of agroecological practices was mainly driven by existence of site-specific pedoclimatic conditions, followed with decreasing importance by requirements from wineries, availability of material, appreciation for aesthetics, health concerns, influence from irrigation consortia, and legal requirements, among which a local legislation for integrated pest management based on a CAP measure. Overall, results show that farmers reported to adopt agroecological practices mainly because of autonomous choices rather than coercion. Therefore, wineries and local policy-makers might incentivize the adoption of agroecological practices by promoting autonomy-supportive policies that foster farmers’ identified and intrinsic motivations.  相似文献

This paper looks at some of the factors which may influence REPS participation among commonage farmers in the west of The Republic of Ireland and on the impact REPS has had on participating farmers’ income and on their environmental practices and attitudes. Commonage is land held in common ownership on which two or more farmers have grazing rights. There are about 4500 commonages in Ireland and they are important to Irish agriculture, to conservation of the uplands, in managing the environment and in sustaining rural livelihoods. The study reveals that sheep farmers are less likely to join REPS than cattle farmers and that being in receipt of other sources of State income acted as a deterrent to participation. REPS appears to have had a positive impact on participants’ income and seems to have been successful in changing farmer practices in a more environmentally benign direction, when doing so imposed no additional costs on the farmer. Environmental awareness among all farmers appears to be poor although REPS farmers display more appreciation of the degraded state of commonage than do non-REPS farmers. Farmers preference for a continuation of the status quo with respect to commonage management and a lack of discontent with respect to the distribution of past commonage rights points to the potential of building on a more co-operative approach to environmental management.  相似文献

Integrating conservation and agricultural production is a major challenge globally. The upper Lachlan catchment of Australia is dominated by livestock grazing, and is threatened because most native woodland vegetation has been cleared. A third of all remaining tree cover occurs as scattered trees in grazing pastures. These scattered trees are dying from old age and are not regenerating due to grazing pressure. Previous work has revealed management strategies that are more likely to maintain tree cover, such as low-input rotational grazing. We asked graziers to photograph significant features on their properties, and used the images as prompts in later interviews. This elicited graziers’ landscape values and other drivers of their management practices related to tree cover. The targets that our 25 case landholders chose to photograph, and the ways they discussed them in later interviews, reflected the focus of past education and incentive programs, suggesting that well-designed policies, educational messages and incentives do seem to reach landholders and result in improved practices. For example, many landholders reported management activities related to the protection of large woodland patches or the maintenance of coarse woody debris. The maintenance of scattered tree cover has not been a focus of policy initiatives in the past. Despite this, the narratives elicited by photos of isolated and scattered trees showed graziers valued them and were aware of and concerned about their decline, yet lacked knowledge about how to protect and regenerate them. Graziers urgently need unambiguous advice and practical assistance to help them adapt their practices to maintain scattered trees in the long term.  相似文献

As agricultural policies affect land use, they have effects on the amount of soil erosion in agricultural regions through changes of the economic conditions of agricultural production. Prices of inputs and outputs, regulations and incentives can change, forcing or encouraging farmers to adopt new crop rotations. This paper shows how a bio-economic model can be used to describe and estimate the effects of policies on agricultural production and the risk of soil erosion at the example of a region in North-Eastern Germany. The model uses both an assessment tool that is based on a fuzzy-logic approach for the estimation of soil erosion risk of cropping practices, and a linear programming model, that simulates farmers’ economic behaviour under the assumption of gross margin maximisation being the main goal of farmers’ actions.The analysed policy options were both a targeted and an untargeted incentive programme for reduced tillage, and a restriction option where high erosive crops are not allowed on high erodible field types. The results show that policy changes can have an impact on soil erosion. Furthermore, soil conservation policies are shown to have different levels of efficiency in terms of reduced soil erosion related to the costs of the policy. In the case of this study, a restriction option was more efficient than the incentive options. The results of such simulations can serve as a decision support for the development of soil conservation policies and help to foresee the effects of general changes of agricultural policies.  相似文献

The adoption of conservation agriculture (CA) practices are essential for soil and water conservation. In CA, farmers must adopt no-tillage (NT) with crop rotation to maintain a permanent soil cover. In Brazil, mainly in the South region, for CA to be more efficient, practices such as contour farming and agricultural terraces should also be adopted. Thus, the objective of this study is to determine the extent to which NT has been adopted with crop rotation and others soil and water conservation practices. Data from the Agricultural Census in Paraná State, southern Brazil, were used. For the data analysis, the relationship between the level of adoption of NT and the use of crop rotation, contour farming and agricultural terraces was analyzed. A factor and cluster analysis were performed to distinguish regions in terms of soil and water conservation practices. The results show good overall soil and water conservation practices, although heterogeneity has been observed in the adoption practices between regions. Adoption of NT is high in almost all the studied regions. The conservation practice most widely used with NT is contour farming, whereas the least used is agricultural terraces. Conservation practices for runoff control are being neglected by farmers.  相似文献

According to KASSA findings, conservation agriculture is less adopted in Europe compared to other adopting regions and, reduced tillage is more common than no-tillage and cover crops. Currently, it is not popularised and it is less researched. The lack of knowledge on conservation agriculture systems and their management and, the absence of dynamic and effective innovation systems make it difficult and socio-economically risky for European farmers to give up ploughing which is a paradigm rooted in their cultural backgrounds. In Norway and Germany the adoption of conservation agriculture has been encouraged and subsidised in order to mitigate soil erosion. In the other European countries the adoption process seems mainly driven by farmers and, the major driving force has been the cost reduction in machinery, fuel and labour saving. Soil and water conservation concerns did not appear as main drivers in the European farmers’ decision to shift or not to conservation agriculture.The shift of European farmers to conservation agriculture is being achieved through a step-by-step attitude, large scale farms are the most adopters. This adoption trend may grow in the future. Indeed, the need to improve farms’ competitiveness, the market globalization and the steady increase of fuel cost will likely contribute to arouse European farmers’ interest in conservation agriculture as it slashes significantly the production costs.Conservation agriculture is not equally suitable for all the European agroecosystems. The need of soil and water conservation in Europe requires anticipating the ongoing process in order to improve its ecological and socio-economic sustainability. Priority would be to define which regions in Europe are the most suitable for conservation agriculture taking into account climate and soil constraints, length of growing period, water availability and quality, erosion hazards and farming conditions. Policy favouring the use of soil cover and profitable crop rotations as management strategies for weed, pest and diseases control will certainly allow developing and disseminating efficient and acceptable conservation agriculture systems.  相似文献

研究目的:从农民对农地整理项目的需求出发,对农地整理项目立项决策进行评价。研究方法:基于熵权改进的TOPSIS法。研究结果:(1)当前影响农业生产的主要因素有自然灾害、农业基础设施以及耕地资源禀赋,因此从以上三个方面构建了基于农民视角的农地整理项目立项决策评价指标体系,进而考察了农民对农地整理项目需求的紧迫度;(2)实证分析结果显示,从农民的角度来看,湖北省农地整治立项优先顺序应为:孝南区肖港项目、随县新街项目、潜江市浩口项目、随县安居项目、孝南区陡岗项目和潜江市熊口项目;(3)基于农民视角的农地整理项目立项决策评价结果反映了目前农民对农地整理项目需求的实际要求,但与当前政府主导的农地整理项目立项决策评价结果不完全一致。研究结论:农民是农地整理的核心利益相关者和最终受益者,从农民的视角对农地整理项目立项决策进行评价,更符合农民的利益需求,因此,农民对农地整理项目需求的紧迫度越高的项目原则上应予以优先立项。  相似文献

To evaluate the nature of farm operation longevity in urban fringe agriculture, this paper develops a model that endogenizes planning horizon and estimates an empirical model whereby anticipated longevity in farming is regressed against farm, farmer, regulatory and land market related variables. The results suggest that the length of the planning horizon is directly related to farm profitability and confirm the impermanence syndrome hypothesis that land values are inversely related to the planning horizon. Contrary to farmers’ claims that periodic land disposal provides an internal source of credit to support long-term viability, the disposition of portions of the farmland is found to shorten the planning horizon. Innovative farmers are found to have longer planning horizons while experiences with Right-to-Farm conflicts are found to result in decreased planning horizon. Given the expected continual increase in land values and the growing physical closeness of farmers to their non-farm neighbors, significant concerns remain about the long-term survivability of urban fringe farmers. This study suggests the importance of considering farmers’ planning horizon as a key component in farmland retention programs.  相似文献

Conservation agriculture is a set of practices widely promoted to increase agricultural productivity while conserving soil through reduced tillage, mulching and crop rotation. Adoption levels are low across southern Africa and farmers often use only some components on small portions of their land. This study uses in-depth interviews and partial budget analysis to explore adoption of conservation agriculture in Mozambique's Angonia highlands. Farmers described many benefits but there was little sign of adoption beyond plots where non-governmental organizations promoting conservation agriculture had provided inputs. Most farmers were adamant that conservation agriculture could perform better than conventional agriculture only if they applied fertilizer or compost. With current costs and prices, conservation agriculture is unprofitable except on small plots for farmers with low opportunity cost of household labour. These findings suggest that conservation agriculture can improve maize yields but capital and labour constraints limit adoption to small plots in the absence of free or subsidized inputs. Given the current ranges of prices for grain and inputs these manual forms of conservation agriculture will not be adopted on a large scale in Angonia. Nevertheless, small conservation agriculture plots can provide farmers with high yields where constraints are lowest.  相似文献

To address critical water quality problems, significant public and private sector resources in the U.S. have been directed to promoting and supporting the adoption of conservation practices. Cover crops, in particular, have been a focus of outreach and policy efforts due to their multiple benefits for crop production, carbon sequestration, soil health, and water quality. We hypothesize that Indiana’s state and local agencies have emphasized a systems approach to conservation planning and farm management, which has been successful in reaching a subset of farmers and has established Indiana as a national leader in cover crop adoption. We contend that the systems approach to conservation adoption is not a salient message to farmers who have yet to implement conservation, thus adoption (particularly cover crops) may be stagnant. Early work on systems thinking (ST) in conservation is dominated by qualitative research. Here, we make a first attempt to quantify the relationship between ST and cover crop adoption through producer surveys administered in three Indiana watersheds – St Marys, Big Pine, and Upper White. We found that farmers who adopted cover crops were more likely to be systems thinkers than farmers who had not adopted cover crops. These results have significant implications for conservation planners and educators across the U.S. and internationally who are working to implement additional conservation acreage – a whole farm systems approach to conservation messaging may not be an effective method for farmers who have yet to implement conservation.  相似文献

The negative impact of anthropogenic activity on tropical forests is well documented, but the underlying factors, including socioeconomic conditions, government policy, and agricultural practices, that influence forest degradation in developing countries are poorly understood. For centuries, Soppinabetta forests (SBFs) in the Western Ghats of India have provided essential habitat for wildlife and vital organic resources (leaf litter, green foliage) for the cultivation of betel nut palms (Areca catechu) and rice paddy (Oryza sativa). Historically, betel nut farmers carefully managed resource extraction in SBFs, but recent changes in land use policy allow for unmitigated resource extraction by site dwellers, which may imperil the traditional sustainable management of SBFs. Site dwellers live on government allotted sites and primarily derive their income through the sale of forest-based products. We used SBFs as a model system to investigate the factors governing: (i) forest resource extraction, (ii) the effect of changing agricultural practices on the rate of resource extraction, and (iii) farmers’ perception of SBFs conservation in response to changes in governmental land use policy. Results from surveys of 90 households (57 farmers and 33 site-dwellers) and the forest department indicate individual farmers collected an average of 31.09 (range 0-125) metric tons of leaf litter and 19.11 metric tons (range 0-120) of green foliage per year. Organic resource harvesting by farmers was positively correlated with the size of betel nut plantations, size of SBFs, and number of livestock owned per household. Betel nut plantations require six times more compost than food grains cultivated in field paddies. In past one decade, 33% of field paddies have been converted into betel nut plantations, increasing the strain on SBFs for forest resources. Farmers believe that when they lose provisional ownership of SBFs, site dwellers unsustainably harvest resources and severely damage SBFs. We suggest that an inclusive, local-level, farmer-driven protection be implemented to preserve the SBF heritage system of Western Ghats.  相似文献
