This paper analyzes and explains the development of forest governance over time and its impact on forest-dependent livelihoods in Sudan. Therefore, a qualitative historical analysis method was used to capture and interpret the analytical dimensions of the Political Ecology Approach (PEA). The historical review of the forestry development provides an insight into Sudan’s transforming governance framework for forest access and use, especially the related legislation, policies and resource administrations. This study concludes that unequally distributed forest resource access and institutional arrangements over time are detrimental factors for forest-dependent poverty and environmental degradation. Our study suggests that a more supportive governance framework, which integrates rural livelihood vulnerability with sustainability parameters, is needed thus to resolve the currently most contradictory forest management paradigms. 相似文献

This article examines the governance of rural regeneration in the Republic of Ireland, through the case of the Rural Renewal Scheme (RRS), which provided fiscal incentives to subsidise the construction and renovation of housing and business premises in a declining rural region. It reveals that the RRS has been successful in achieving two of its key objectives – stemming population decline and increasing housing output. It has also contributed to significant employment generation, albeit mainly in construction, which is unlikely to be sustainable over the longer term. However, the RRS was incompatible with sustainable rural development of its target region because it has resulted in significant negative unintended impacts, most notably excess housing output, which in turn has contributed to high vacancy rates. These impacts are linked to over centralised programme design and implementation, a particular pro development ethos among rural local authorities and poor linkages between the RRS and wider rural and regional development policies. Thus, this case raises questions about the authenticity of multi-level rural governance which has been widely reported in rural development and planning academic discourse internationally and in Ireland, and about the appropriateness of property-led regeneration interventions to the rural context. 相似文献

Rapid industrialization and urbanization in China has produced a unique phenomenon of ‘village-hollowing’, shaped by the dual-track structure of socio-economic development. This paper analyzes the phenomenon of ‘village-hollowing’, identifying the processes and influences that have driven their evolution, and highlighting the challenge that the locking-up of unused rural housing land in ‘hollowed villages’ presents for China in the context of concerns over urban development and food security. The paper examines the ‘increasing vs. decreasing balance’ land-use policy has been adopted by the Chinese government in response to the problem, which seeks to balance increases in urban construction land with a reduction in rural construction land. The implementation of the scheme is discussed through a case study of Huantai county in Shandong province, drawing attention to its contested and contingent nature. It is argued that the policy is a top-down approach to rural restructuring that necessarily requires the acquiescence of local actors. However, it is noted that failures to adequate engage with local actors has led to resistance to the policy, including violent protests against the demolition of housing. The paper suggests that lessons might be learned from Europe by incorporating elements of ‘bottom-up’ planning into the process. As such, the paper demonstrates that rural restructuring in China is a dynamic, multi-scalar and hybrid process that shares common elements and experiences with rural restructuring in Europe and elsewhere, but which is also strongly shaped by the distinctive political, economic, social and cultural context of China. 相似文献

While there is an important body of research on environmental discourses and policy in Southeast Asia, the situation in the Lao PDR remains understudied. This paper builds on debates related to environmental change and knowledge production and examines the socio-political construction of the current mainstream discourse on land degradation in Laos. It highlights that, despite significant uncertainties as regard the extent and severity of the issue, land degradation in the uplands is represented by the Laotian authorities and many of their development partners as a major and imminent threat to the development of the country. The paper also examines the way this perspective is translated into policies specifically aimed at resolving the upland issue and proposes an alternative reading of this process where mainstream discourse and associated policy appear partly shaped by the subjectivities and political economic projects of Laos’ policy-makers. Finally, drawing on the case of Laos, the paper provides a critical reflection on conventional approaches to assessing socio-environmental issues and defining policy interventions. 相似文献

In Latin America countries, competition for access to natural resources among different groups has been a major reason for the outburst of violence over the last decades. One of the main aims of the political ecology concerns the understanding of the environmental conditions that can underlies the social conflict among people. Such understanding needs to be based on a detailed investigation of the natural resources of the landscape, mainly the soils. Few years ago the Italian Ministry for Foreign Affairs financed a soil survey with a humanitarian purpose: the development of a peace plan between Peru and Ecuador by improving the socio-economic conditions of the rural populations living in the areas close to the border. To achieve such goal, the construction of an irrigation canal was planned to irrigate few hundred hectares in the province of Ayabaca, on the border between Peru and Ecuador. To be soundly planned and designed, the canal project was obviously based on a preliminary soil survey that is essential to assess the irrigation suitability of the land. In this work, the authors illustrate the soil characteristics within the study area, their suitability for irrigation and the key aspects for future land uses, highlighting the philosophy followed in applying the land evaluation system which took into consideration the social, cultural and humanitarian purposes of the soil survey. Results proved the feasibility of the financed project and the potential increase of the living conditions of the rural people. 相似文献

The accelerated rural hollowing driven by vast and increasing out-migration of rural labors under urban–rural dual-track system has imposed huge obstacles on improving land use efficiency and coordinating urban–rural development in China. Taking Dancheng County in Henan Province as an example, this paper analyzes the status quo of rural hollowing and discusses two typical rural residential land consolidation and allocation (RRLCA) practices in traditional agricultural areas (TAAs) of China. The results show that, Dancheng experienced rapid rural hollowing characterized as the hollowing of rural industries, infrastructure, and residential population and settlements. However, Dancheng has considerable potential and the necessity of RRLCA, for the model-based estimation shows that the potential of increasing farmland by carrying out RRLCA was about 5649 ha. The two community-based RRLCA practices show positive effects on the improvement of local living conditions, increment of farmland area and development of rural industries. Their experiences, including self-organized rural planning, democratic decision-making, and endogenous institutional innovation may benefit future RRLCA. Overall, it indicates that promoting community-based RRLCA scientifically according to local conditions could provide an integrated platform for increasing farmland area, developing modern agriculture, promoting new countryside construction, and thus revitalize hollowed villages. On considering the limitations and obstacles of current initiatives, suggestions for future RRLCA in rural China have been put forward. 相似文献

This article uses two representative household budget surveys from the Kyrgyz Republic to analyze factors influencing participation and returns from different types of nonfarm activities in 2005 and 2006. We use the double hurdle and Heckman models, which allow us to demonstrate that a number of variables has different effects on participation and income from nonfarm activities. For example, residing in remote areas and lack of capital are found to stimulate participation in nonfarm activities, but decrease nonfarm income. Results are robust, but using the Heckman model seems to produce more accurate results for returns to education and gender under the presence of selection bias. Overall, nonfarm activities are found to be most important for the poor, who are pushed out of agriculture due to limited and poor land resources. This indicates that equipping poor households to enable them to move towards better remunerative nonfarm activities should be a priority for Kyrgyz rural policy makers. 相似文献

This article reviews the trends in government subsidies and investments in and for Indian agriculture; develops a conceptual framework and a model to assess the impact of various subsidies and investments on agricultural growth and poverty reduction; and presents reform options with regard to re‐prioritizing government spending. Subsidies in credit, fertilizer, and irrigation have been crucial for small farmers to adopt new technologies particularly during the initial stage of the green revolution in the late 1960s and 1970s. But it is now investments in agricultural research, education, and rural roads that are the three most effective public spending items in promoting agricultural growth and reducing poverty. 相似文献

Using household level data from rural Kenya, this article explores whether and how farm households respond to unfavorable agricultural production environments, including any ex post adjustments in off‐farm labor supply in response to unexpected weather shocks. While controlling for a wide range of educational, demographic, and other locational factors, we examine how long‐term weather conditions and specific rainfall shocks influence a household's decision to engage in, and their earnings from, the off‐farm labor market. We find that rural households engage in off‐farm work as a long‐term strategy to deal with the effects of anticipated weather conditions on their farming operations. The analysis does not reveal major short‐term adjustments in off‐farm engagement as a result of specific, unexpected rainfall shocks; these households do however rely on remittance income and petty agricultural wage labor under these circumstances. Holding other factors constant, and conditional on participation, households in areas with a more productive local agriculture tend to earn more from off‐farm work especially in the informal/business sector than their counterparts in regions with a less productive agriculture. As expected, a vibrant local economy in the form of public investment increases the probability of off‐farm participation. 相似文献

In this article we investigate the factors affecting levels and growth of incomes in rural Indonesia following the crisis of 1997–1998. In particular, we investigate the relative roles of nonfarm incomes and productivity improvements achieved via changes in crops versus improvements on the same crops on income dynamics. Framing the article in the context of an optimal labor allocation model, relying on unique household panel data from Central Sulawesi, and using advanced panel econometric methods, we find that local innovations related to the adoption and intensification of new cash crop varieties, more specifically the shift from coffee to cocoa production, can explain a substantial part of the observed post‐crisis developments. Causal estimates of the effect of growing cocoa suggest that households were on average able to achieve about 14% higher income levels during the post‐crisis period compared to the planting of other crops, most notably coffee. Also, our results demonstrate the importance of engagement in nonfarm activities for household income growth. Comparative analyses using a nationally representative survey suggest that similar processes are at play in other parts of Indonesia. 相似文献
