The industrial decline in Northern Ireland has given rise to a high rate of unemployment (20%), and civil unrest has caused a reduction in holiday traffic. In spite of this the service sector including tourism - has expanded. Three main agencies interact to determine public tourism policy: the Department of Economic Development (DED); the local authorities; and the Northern Ireland Tourist Board (NITB). There is no coordination of activities or effective forum for the representation of all tourist interests, and only now is the DED preparing policy guidelines which may enable the various statutory agencies with an involvement in tourism, to evolve purposeful strategies.  相似文献

This paper investigates ways in which political obstacles inhibit the formulation and implementation of sustainable tourism development in small-island developing states through the example of North Cyprus. The methodology draws on in-depth interviews and participant observation of significant actors in the tourism sector. The research findings suggest that understanding the intricate political system and power structure in a society is the key to understanding sustainable tourism policy development, planning and implementation. In the case of North Cyprus, policy development was found to be a product of political influence (referred to as ego-driven politics in the text), specifically the use of public resources as an instrument for political power, retention and that the politicisation of the public sector is the underlying cause of the weakened progress in sustainable tourism development. It is therefore essential to have a clear understanding of political issues, key political actors’ interests and how to mitigate personal interests to facilitate and maintain sustainable tourism development in such small states.  相似文献

Micro-firms dominate the tourism sector internationally, yet there is a notable absence of studies specifically relating to their learning interactions with other tourism firms. Even when studied, a social learning lens is rarely applied in either micro-firm or tourism learning network research despite its relevance in this domain. In seeking to understand and map the social dynamics of micro-firm learning and participation in an independent learning network, the authors studied an evolving learning community (ELC) situated in Ireland's south west region over a four-year period. The findings demonstrate the complexity associated with creating and sustaining a social learning infrastructure in this context. An ELC model is proffered to provide insight into inter and intra social dynamics that influence learning development in the micro-firm setting. The proposed future research includes the study of additional ELCs, in Ireland and other countries, for the purposes of cross case/cross country comparison, and in pursuit of greater insight into the social dynamics of these communities.  相似文献

This paper interrogates the changing role of local government in tourism development. It does so through the examination of the Hurunui District, a rural district in New Zealand which has experienced significant transformation in the tourism sector and a concomitant increase in public sector input over the past 25 years. By situating this interrogation within an evolving neoliberal public policy context, this paper explores the tensions at play between tourism stakeholders and decision-makers, and it critiques the way in which local government involvement in the sector is manifested as regulation, promotion, and ownership of key tourism resources in the District. The significance of this paper is that it extends our understanding of the role of the state in tourism and of the influence of public policy on tourism development, potentially including sustainable tourism development. Specifically, it draws our attention to the rationality, roles and activities of public sector engagement in the tourism sector, particularly at local government level. We conclude that the nature and extent of debate evident in the case study, and verified in the literature, indicates that the boundary of government activity and intervention in the tourism market is, and will continue to be, socially contested and mediated.  相似文献

Government tourism initiatives in developing countries have been applauded by tourism scholars as a means of assisting a private sector that has insufficient resources and assuring public control of the industry's future. This article reviews the tourism development experience of seven South Asian countries (India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, the Maldive Republic) on five policy options: public versus private tourism development; domestic versus international tourism; class versus mass tourism; centralization versus decentralization; and integrated versus enclave tourism. All of the governments in the region have been involved in tourism development to some degree, but they have shown considerable variation in their responses to these policy choices. Which choices are made by a specific country, it is suggested, will depend as much on political and cultural considerations as upon economic factors.  相似文献

This brief research note describes the current situation regarding religiously based heritage tourism and pilgrimage in Georgia. Heritage in Georgia is almost synonymous with religious heritage. Few countries in the world possess such an intensity of built religious patrimony in a small territory as the foundations of their heritage tourism sector as Georgia does. Georgia is already an increasingly popular destination, but owing to its important religious history, the multitude of ancient churches and holy relics at home there, and the inseparable mix of religious and natural heritagescapes, the country has the potential to develop further in three areas of heritage tourism: domestic pilgrimage; international pilgrimage among Orthodox Christians from Eastern Europe and countries of the former USSR; and non-religious cultural tourists from all over the world.  相似文献

In the light of the increasing pace and scale of tourism activity in New Zealand, the concept of sustainable tourism has become a key ingredient in the nation's tourism strategy. This paper explores sustainable tourism planning in New Zealand at the level of local government, and in particular, focuses on the implementation of the Resource Management Act 1991 (RMA) as a mechanism for achieving sustainable tourism. Using the findings of a survey of Regional Councils and Territorial Local Authorities, the paper explores public sector planning responses to tourism impacts and sustainability concerns in New Zealand. The paper extends the earlier work of Page and Thorn (1997. Towards sustainable tourism planning in New Zealand: public sector planning responses. Journal of Sustainable Tourism 5(1): 59-77; 2002. Towards sustainable tourism development and planning in New Zealand: the public sector response revisited. Journal of Sustainable Tourism 10(3): 222-238), which identified major issues of concern at local council level with regard to tourism impacts and argued the need for a national vision for tourism to ensure that the RMA achieved its original goals. Since then, a national tourism strategy has been published and changes in legislation have further empowered local authorities to further progress the sustainability agenda. This paper examines these developments and the ensuing implications, concluding that significant progress has been made in developing tourism policies at the local level, but that a number of constraints and issues limit the development of New Zealand as a sustainable destination.  相似文献

This paper analyses the development constraints which confine The Gambia to being one of the poorest countries in the world. The programmes designed to reduce these constraints are outlined. In particular, tourism is identified as an appropriate development strategy. Using primary data, tourism in The Gambia, its development and administration are described in some detail. Althoiugh a prima facie case can be made extolling the virtues of tourism in that country, the industry is beset by a range of problems. The juxtaposition of the country's growing reliance on tourism against increasing stagnation in the sector is a focus of particular concern. Constraints in the tourism sector are identified in the spheres of policy formulation and implementation, capital investment, human resource endowment, existing and potential tourist markets, seasonality issues and product resource base. For each constraint identified, a management strategy is proposed. In essence, the article is an advocation of sustainable tourism development for The Gambia based on long-term holistic planning, including appropriate resource development, community involvement, education and training.  相似文献

This study illustrates the role of the relationship quality perceived by the international public, which is increasingly discussed in public diplomacy research. It leads to the implications for integrated destination marketing of a host country in targeting the international public, where the host country is considered both as a tourism destination and as a place for business and investment. The study proposes a model illustrating the intervention of relationship quality in the way tourism destination image and country image are associated with tourism and business behavioral intentions. Empirical testing shows that image itself cannot assure that the international public would support the host country. Instead, it establishes the critical role of enhancing relationship quality.  相似文献

Research in the Isle of Man, British Isles, reveals limited and dysfunctional collaboration between stakeholders, and in particular between public and private sector actors. Power and influence over tourism decision-making is generally felt to be restricted to a small and opaque network. Moreover, different levels of interest in and support for tourism further divide stakeholders. Various negative consequences are shown to arise from this absence of collaboration, including a lack of shared vision or future strategy for local tourism, and high levels of mutual mistrust between stakeholders. Resulting conflict, wasted resources, lost enthusiasm and lack of strategic direction appear to undermine the current and future management of island tourism. Emphasised by research is the importance of stakeholder collaboration to sustainable tourism management and underlying factors which may enhance or undermine. Focus on describing dysfunctional collaboration within an untypical small island setting makes a unique contribution to the existing literature.  相似文献

This article reviews direct freshwater consumption in tourism from both quantitative and qualitative viewpoints to assess the current water demand of the tourism sector and to identify current and future management challenges. The article concludes that even though tourism increases global water consumption, direct tourism-related water use is considerably less than 1% of global consumption, and will not become significant even if the sector continues to grow at anticipated rates of around 4% per year (international tourist arrivals). The situation differs at the regional level because tourism concentrates traveller flows in time and space, and often-in dry destinations where water resources are limited. Furthermore, the understanding of tourism’s indirect water requirements, including the production of food, building materials and energy, remains inadequately understood, but is likely to be more substantial than direct water use. The article concludes that with expected changes in global precipitation patterns due to climate change, it is advisable in particular for already water scarce destinations to engage in proactive water management. Recommendations for managing tourism’s water footprint are made.  相似文献

This paper investigates the behaviour of small and medium sized enterprises (SMEs) within the heritage tourism supply chain (HTSC), in two emerging heritage regions. SMEs are conceptualised as implementers, working within the constraints of government level tourism structures and the heritage tourism supply chain. The research employs a case study approach, focusing on two emerging regions in Northern Ireland. In-depth interviews were carried out with small business owners and community associations operating within the regions. The research identifies SME dissatisfaction with the supply chain and the processes in place for the delivery of the tourism product. To overcome the perceived inadequacies of the heritage tourism supply chain SMEs engage in entrepreneurial behaviour by attempting to deliver specific products and services to meet the need of tourists. The challenge for tourism organisations is how they can integrate the entrepreneurial, innovative activities of SMEs into the heritage tourism system.  相似文献

This paper presents the outcome of empirical research into the influences of government intervention on tourism investment using a sample of Chinese listed companies that have diversified into the tourism sector. Government intervention is measured on the basis of the CEO’s political connections, the relationship between the government and the market, and the degree of financial market development. The results show that state-owned enterprises (SOEs) with strong political connections are likely to diversify into the tourism industry, especially in the area in which the government intervenes in the market excessively and the financial market is well-developed, although the tourism businesses of these firms tend to operate poorly after diversification. Amongst non-SOEs, in contrast, government intervention factors are not found to facilitate diversification into the tourism sector to any significant degree. Less government intervention is found to be beneficial for these firms, allowing them to improve their performance in the tourism sector. It is thus concluded that greater local government awareness of policy implementation is necessary to avoid unfair competition between SOEs and non-SOEs and to target the long-term positive development of the Chinese tourism sector.  相似文献

Considering the relative backwardness of rural areas, human resources development (HRD) seems to have a very important role in rural tourism development. However, tourism HRD in rural communities is affected by a number of drawbacks. In the absence of any significant private sector presence, especially during initial stages, the public sector need to take the initiative in equipping and empowering the local community to meaningfully participate in tourism. This paper suggests a multi‐pronged approach to educate and empower the members of the host community, the tourism industry personnel, and visitors to facilitate rural tourism development, which is sustainability‐oriented and can help localize the benefits. The experience of Kerala provides an example of how the public sector initiated HRD activities could contribute to the development of rural tourism, especially in engendering local entrepreneurial endeavors and giving tourism a higher profile. The Kerala experience represents some of the issues in HRD for rural tourism and suggests potential strategies for other rural communities involved in tourism development.  相似文献

Both in a national and global context, it is challenging to identify key conditions for the integration of sustainable tourism in public policy. By studying a number of recent planning processes pertaining to tourism development, this article aims to contribute recent insight into how sustainability may be integrated into tourism planning. The study was motivated by a publicized shift in the Norwegian government policy strategy on sustainable tourism, from a sector approach to an integration approach. Through case analysis, the concept of environmental policy integration is applied. Findings show that sustainable tourism is partially integrated in all cases and three key issues are outlined. First, although Norway is characterized by a high degree of sector organization, it has a weak structure for overall tourism policy integration. Second, the integration of sustainable tourism has been stimulated by national horizontal integration, bottom-up integration prepared by institutional changes, public participation, and by active use of the municipal system of planning. Third, this study could not find any evidence for the announced shift from a sector approach to an integrated approach to sustainable tourism.  相似文献

This paper proposes that the development of the tourism accommodation sector in Vietnam, since the inauguration of the open door policy within the reform programme of doi moi, can be divided into five periods. This periodization is based on a study and analysis of the evolving roles of accommodation-providers in Vietnam tourism and the shifting patterns of state-owned enterprises, foreign direct investment and private businesses/small and medium-sized enterprises in this sector. Each period, and each transition between consecutive periods, is investigated in terms of the dynamics of interrelations between public, private and foreign operators, and the interaction of the accommodation sector with other political, social and economic factors in Vietnam during this era of transition. The paper concludes by identifying factors and trends that best characterize the evolution of Vietnam's tourism accommodation sector over the last two decades.  相似文献

The self-catering accommodation sector has witnessed substantial growth for well over 20 years due to a range of factors, including increases in second home and holiday home ownership and property investment. During this time, debate has arisen over the impact of such ‘holiday homes’ on local communities and rural economies. However, today they are also a substantial element of tourism supply in the self-catering accommodation category in many rural areas, which has largely been ignored and particularly so in the context of the ‘greening’ of tourism and environmental performance (EP) of tourism enterprises. This article aims to address this paucity of attention. First, the background to the ‘greening’ of tourism and tourism enterprises is established and the significance of this to self-catering accommodation. Subsequently, the main findings of a survey into the EP of self-catering accommodation undertaken in the Lake District National Park are discussed.  相似文献

ABSTRACT

Social marketing is regarded as an effective consumer-oriented approach to promoting behavioural change and improved well-being for individuals, communities and society. However, its potential for tourism, especially sustainable tourism, remains under-researched. This article examines the utilisation of social marketing by tourism businesses. A search strategy identified 14 behavioural change programmes that involved tourism businesses. Half of these programmes label themselves social marketing; the others tend to be part of corporate social responsibility efforts, using a form of corporate social marketing (CSM). Most programmes seek to encourage pro-environmental behaviours in tourists, tourism businesses and other stakeholders including suppliers. Although tourism businesses can develop social marketing programmes alone, typically they collaborate with public and non-profit agencies as partners and sponsors. The strength of the tie between the promoted behaviour and the sale of a company's product varies considerably. It is suggested that social marketing can make significant contributions to environmentally sustainable tourism. However, this research also suggests that social marketing is not a substitute for, but rather an essential complement to, technological and regulatory approaches to climate change. Changing behaviour is a long process: without a long-term commitment from private sector companies, CSM programmes will fail to achieve behavioural change goals.  相似文献

随着我国旅游业的蓬勃发展,旅游公共服务的广泛社会需求、政府职能转变的内在要求以及旅游公共服务的实践探索,已经对创新旅游公共服务供给模式提出了迫切要求。文章以公共经济学和公共管理学等理论作为主要分析工具,结合旅游公共服务实践,明确政府在旅游公共服务多元化供给过程中职能定位的基础上,探讨旅游公共服务政府、市场、社会共同参与的旅游公共服务供给模式,以保证旅游公共服务在制度框架内有效供给,满足公众日益增长的旅游公共服务需求和实现公共利益。  相似文献
