Environmental planning aims to safeguard and foster the ecological functionality of agricultural landscapes. In order to reach a sustainable development of agricultural landscapes, in addition to ecological objectives socio-economic ones also need to be considered. In this context, the authors draw attention to three points. First, whenever ecologically sensitive areas (“ecological sites”) are used for agricultural production, it is necessary to take account of the fact that farmers tend to adapt to environmental requirements by production responses outside the ecological site itself. Second, in order to identify the socially most “desirable” land-use responses it is necessary to supplement the above-mentioned environmental objectives by socio-economic ones. Third, when choosing an appropriate model for such multi-criteria decision analysis, the question of substitutability between criteria is of utmost importance. The paper discusses the above-mentioned issues against the background of a case study of environmental planning for an ecologically very valuable agricultural landscape in Germany, the Bayerisches Donauried. Two models of multi-criteria decision analysis (MCDA) are applied, one based on the “single synthesizing criterion” method, and the other one based on the “synthesis by outranking” method. The models serve to evaluate four different land-use options, using criteria mainly derived from landscape functions and weights gained from interviews with major stakeholders. The paper presents the models’ results concerning the ranking of the different land-use options and discusses the implications for agri-environmental policies and rural development planning.  相似文献

Riparian landscapes are natural habitats of unique ecological, environmental and scenic values, which are highly sensitive to human intervention and impact. Yet, due to their qualities, and especially the presence of water, they are also usually attractive for recreation purposes. This is more so in arid and semi-arid zones like Israel. Nevertheless, in the past, the importance of riparian landscapes in Israel did not receive adequate attention in policy and planning. As a result, over the years they were exposed to various negative impacts, including pollution by industrial and agricultural effluents, diversion of water for agricultural and other purposes, and land use conflicts. Although in recent years, with the growing awareness of their ecological and recreational potential, considerable efforts are being invested in the rehabilitation of deteriorated riparian landscapes, their protection is still deficient.This article reviews and examines policy tools used for the protection of riparian landscapes in Israel, focusing on legislation, institutional structure and physical planning as they emerge from relevant laws, reports and literature. It reveals, among others, gaps and deficiencies in legislation, institutional dualities along with split authorities both expressing a particularistic approach, and, until recently, lack of relevant designated planning. The article concludes by offering some suggestions for improving the protection of riparian landscapes in Israel, including: integration of existing laws based on a whole watershed approach; reorganization of institutional structure to facilitate a national vision of riparian landscapes rather than the existing particularistic approach; formulation of structured planning procedures to ensure the realization of designated national plans; and promotion of awareness to riparian values at various levels.  相似文献

The expert-based approach to landscape assessment developed in North America during the 1970s is still largely used in planning. It has proved its usefulness for the protection and the management of landscapes with remarkable visual attributes. However, facing growing social demands for the quality of surroundings, ordinary landscapes also raise great challenges for planning. But, to what extent is the expert-based approach to landscape assessment able to capture the value of these ordinary landscapes? What might be the more appropriate method for this purpose? This paper addresses these questions through an empirical research project in areas of intensive agricultural use in Quebec (Canada). The aim of this research was to measure and compare the ability of an expert-based approach and of a lay people-based approach, also named experiential approach, to capture the most valued components of ordinary landscapes. These methods were applied to two study areas. The first one has no recognised landscapes in any planning document while the second one has recognised landscapes for regional tourism. Forty-six inhabitants and an expert were invited to evaluate the landscapes of the study areas. The results have allowed comparison of the components valued by the expert and by the inhabitants as well as the criteria used in the assessment. They revealed differences between the expert and the lay people assessment. For inhabitants, the value of ordinary landscapes is based on a set of criteria related to emotion, to everyday experience and to their intimate knowledge of places. Thus, the formal visual criteria used by the expert appear to be clearly less important in the evaluation by lay people. As the expert perspective in landscape assessment is more closely associated to the experience of an individual which cross the territory (ex.: tourist), this paper concludes that to capture the value of ordinary landscapes in a planning perspective, a combination of approaches is necessary.  相似文献

The rural landscape is “the dwelling place” of rural residents who generate a unique landscape through their daily activities. In order to strengthen the resident-led landscape management in rural areas, this study intends to gauge how and to what extent such rural landscapes are unique, as these landscapes are not easily appraised by existing landscape assessments that rely mainly on visual criteria, and suggest residents’ perception should be consider in the landscape planning. To conduct this study, residents’ subjective perceptions, in contrast with experts’ perceptions, were collected via a survey method referred to as photo-elicitation with walking. The survey revealed various everyday landscape objects perceived by the residents as meaningful, as well as scenes where visual characteristics were prominent. The results of survey also demonstrated that the residents are relatively insensitive to the visual and physical characteristics of landscapes objects, while sensitive to the “relationship” with the landscapes formed through the residents’ experiences. This pattern of sensitivity appears to be linked to the residents’ consideration of the landscape as a kinetic “dwelling place” rather than a static image. This pattern can be regarded as the reason residents perceive meaning in everyday landscapes. The results of this study suggest that by interpreting rural landscapes as everyday landscapes, landscape planning and management could be adapted to fit the needs and perceptions of rural residents and could, therefore, provide a basis for sustainable resident-led landscape management methods in connection with the everyday lives of rural residents.  相似文献

With the current implementation of the Common Agricultural Policy (CAP) for 2014–2020, the European Commission wants to move towards “greener” farming practices in the European Union. Therefore, the EU funds both obligatory measures, such as Ecological Focus Areas (EFAs) through the Green Direct Payment program, and voluntary agri-environment measures. However, empirically evaluating the effectiveness of these measures is challenging. We therefore demonstrate here that mechanistic simulation models are a valuable tool for performing these evaluations. As an example, we use the Animal, Landscape and Man Simulation System (ALMaSS), an established simulation system that has been used to simulate a wide range of farmland species relevant to biodiversity. We analysed the benefits of seven greening scenarios for the European brown hare (Lepus europaeus), which has been in widespread decline throughout Europe since the 1960s. We examined the effects of the following EFA types on hare population dynamics: the cultivation of legumes such as (1) peas and (2) beans, (3) permanent and (4) rotational set-asides, (5) permanent extensive grasslands, and (6) herbaceous and (7) woody field margins. The cover of each type was increased separately up to 5% of the area in three Danish landscapes, which are characterised by low hare densities. The effects on female and yearling abundance were observed over a period of 30 years. All greening scenarios had significant positive effects on hare populations. The relative change in female abundance ranged from a factor of 0.4 in the peas scenario to 3.6 in the permanent set-aside scenario. However, only one EFA type, permanent set-asides, led to densities of more than 10 females per km2 in all three landscapes, which we assumed to be the threshold for population viability. Herbaceous field margins were the second best EFA type, leading to population viability in two landscapes. Our results indicate that overall, 5% coverage with Ecological Focus Area is insufficient to improve the living conditions of the brown hare to a necessary degree. Permanent set-asides seem to be the most valuable type of EFA, but this needs to be confirmed for a wider range of species and landscapes. Using mechanistic simulation models for a suite of representative species, types of agricultural landscapes, and eco-regions could help in achieving the aim of the European Commission to promote biodiversity in the European community via greener farming practices.  相似文献

Although trust research has been extensive and substantial, the constitution and actual merits of trust in land use planning remain nebulous. What do participants of a local land use planning process actually mean when they say they trust the planning committee? How important is participants’ trust in the planning committee in shaping their perceptions of the planning process and their cooperation in it? To explore the everyday meaning of trust in the specific context of local land use planning, semi-structured interviews with the participants of a local planning project in Switzerland were conducted (n = 9). Based on these results, the constitution and the relevance of trust in the responsible planning committee among a wider circle of participants were assessed (n = 66). The results show that participants trust the planning committee if they perceive its members as competent, honest, open, fair, reliable, reciprocating, respectful and committed. Interestingly, a considerable part of trust in the planning committee hinges explicitly on whether the committee incorporates the personal interests of the participant. Trust is indeed vital to participants’ belief that a meaningful discussion and cooperation with the members of the planning committee is possible. However, trust is neither a guarantee for people's approval of planning decisions nor for their cooperation. One implication of the findings is that in order to evaluate trust-building practice comprehensively, it is necessary to first understand the specific everyday meaning of trust for ‘real people’ in real planning processes.  相似文献

In combination, the economic realities brought about by globalization, and the sustainability goals set by the European Union, translate into contradictory challenges for European cultural landscapes. With its high natural and cultural diversity, Transylvania (Central Romania) is facing the choice between development based on a “production for profit” logic, with the risks of a liberalized land market, versus a largely untested development pathway based on sustainability, landscape multifunctionality and conservation. In the context of these largely externally imposed and contradictory development pathways, clarifying the viewpoints and preferences of local people is important, and may help explain the outcomes of past policies, as well as inform future interventions. We undertook a photograph-based Q methodology study – interviewing 129 residents from 30 villages – to understand and explore the diverse range of landscape preferences held by locals in Southern Transylvania. We clarified these preferences by identifying groups of participants who shared similar viewpoints regarding local landscapes and their changing purpose. Our findings revealed five different “preference narratives” about Transylvanian landscapes, namely (1) landscapes for prosperity and economic growth; (2) landscapes for traditions and balanced lifestyles; (3) landscapes for human benefit; (4) landscapes for farming; and (5) landscapes for nature. Our systematic assessment of narratives showed areas of consensus and disagreement among participants. We relate the five preference narratives to current management approaches targeting rural landscapes. We conclude by suggesting policy approaches to tackle the diversity of opinions and interests found in this culturally and ecologically diverse landscape. Important policy priorities include fostering economic diversification and improving social capital.  相似文献

A number of analysts have argued that decisions about renewable energy technologies and targets need to be reconciled with the social and environmental contexts in which those technologies are adopted. However, an unresolved issue is how the contextually-embedded qualities of landscape might be represented at the national level, alongside other energy policy considerations like resource availability, economic efficiency and technical feasibility. To explore the dilemmas of this enterprise, this work examines the efforts of the Welsh Assembly Government to develop a spatial planning framework for wind energy. The work examines how particular landscapes became identified as ‘acceptable locations’ for wind farms, and the consequences. Four sets of findings are discussed: the selectivity with which landscape qualities enter strategic planning rationalities, favouring qualities that are formally demarcated and measurable ‘at a distance’; the tendency of the identified strategic search areas for wind to reinforce the degraded status of afforested upland areas; the extent to which the planning framework has rendered certain environmental qualities malleable; and the way that drawing boundaries around acceptable locations for large-scale wind energy development may restrict the scope for future reflexivity in energy policy.  相似文献

Although Landscape Character Assessment (LCA) has gained a significant recognition around the globe, the understanding of the challenges faced by planners and decision- makers in incorporating LCA processes and outputs in land-use planning remains insufficient. This paper presents a snapshot of the barriers to effective LCA-based land-use planning in Israel, with regard to four distinct phases of the process: (a) the knowledge development phase, i.e., the formulation of a credible LCA approach; (b) the approach adoption phase, i.e., the willingness to incorporate LCA processes and outputs into land-use planning; (c) the knowledge transfer phase, i.e., the actual incorporation of LCA outputs into land-use planning; and (d) the application management phase, i.e., the transition of LCA- based plans into action. To investigate the barriers, the study combines a literature review with thematic analysis of eight Israeli LCA-based land-use plans from all planning levels, and individual in-depth interviews with 35 senior planners and decision makers involved in the design and implementation of these plans. The study reveals that within the general trajectory of mainstreaming LCA approach in Israel over the past two and a half decades, significant gaps exist between LCA knowledge, LCA-based land-use planning, and on- ground action and results. The extent of the gaps differs across plans and planning scales. The gaps are rooted in the complexity of the LCA approach; language barriers; scientific and technical limitations; inconsistency and subjectivity; different academic, planning, and decision-making traditions; limited institutional capacity; vagueness and over-flexibility of approved LCA-based planning principles and instructions; and lack of sufficient involvement by stakeholders. This paper offers suggestions as to how these gaps might be bridged in the Israeli context. In conclusion, the study recommends the following: developing a legally binding, generic, credible, and continuously updated LCA-based planning guide, that should be written in the native language; establishing a national and comprehensive free-access online information center for sharing LCA knowledge; strengthening of institutional capacities at all planning levels; enhancing planners' and consultants' LCA skills; and inclusion of all affected stakeholders in the process.Broadening the understanding of the obstacles and solutions to effective application of LCA processes and outputs in land-use planning and management practices can contribute to operationalizing this approach in various contexts and eventually, advance the reduction of anthropogenic pressures on valuable landscapes.  相似文献

The forest and landscape restoration (FLR) targets set as part of the Bonn Challenge draw attention to the governance arrangements required to translate national FLR targets into local action. To achieve the targets, actors at multiple levels of the governance scale aim to influence relevant processes on the ecological scale. In this article, we focus on the scale challenges relating to the implementation of Ecuador’s restoration targets, by analysing the implementation of the 2014–2017 National Forest Restoration Plan in the montane Chocó Andino and Bosque Seco landscapes. From 54 semi-structured interviews, a document review, and geographical data analysis, we identified two temporal (i, ii) and three spatial scale challenges (iii, iv, v): i) Political cycles mismatch with FLR timelines; ii) Planning horizons mismatch with FLR timelines; iii) National restoration objectives mismatch with decentralised land use planning realities; iv) The governance level of existing FLR efforts mismatches with the level receiving restoration funds; and v) Tensions exist between the spatial dimensions of biodiversity and water-related restoration efforts. The findings highlight that more attention must be given to scale-sensitive governance to make the process in which national FLR targets are translated into local action more effective.  相似文献

An integrated methodological framework for ex-ante evaluation and planning of public policies for sustainable agriculture at agro-landscape level is proposed. The components of the framework are to: (1) determine the private, i.e. farmers’, and public benefits associated to agro-landscapes, consisting of an agricultural land-use system, according to its performance for several market and non-market functions. Market forces determine the market benefits and preferences of society the non-market benefits; (2) explore and select potential sustainable agro-landscapes based on the private and public benefits associated with possible land-use alternatives; (3) define efficient public policy mechanisms for improving social net benefit of agro-landscapes.The framework is illustrated with a case study in a small dairy farming dominated agro-landscape in The Netherlands, with gross margin, landscape quality, nature value and environmental health as the analysed ecosystem functions. Alternative landscapes consisting of hedgerow configurations and grassland management practices were explored, yielding a set of alternatives representing the solution space in terms of change in private and public benefits. Policy mechanisms were defined to move from the current to a desired landscape based on changes in social net benefits. Moreover, the necessity of a modification in the current agri-environmental support was analysed for each landscape. The analysis considered all farmers in the agro-landscape jointly. The results for the case study showed potential prototypes of landscapes and their performance compared to the current landscape. Extension was the most efficient policy mechanism to promote the change to the socially optimum landscape alternative.  相似文献

In the context of the peripheral European rural landscapes, the role of the urban population, generally referred to as the ‘outsiders’, has shown to be influential in the dynamics of rural space. This influence occurs namely through the demand for non-productive functions leading to the emergence of new modes of occupancy. In addition, the emerging policy framework concerning policies and planning in rural landscapes call for an improved understanding of the diversified social demands for these landscapes. We argue that a more profound knowledge on the urban demand for rural landscape is needed to better integrate the urban interests into rural policy and planning. The present paper aims to gain greater insight on this demand by identifying landscape preferences of urban users, framed by the multifunctional transition theory, and using a photo-based survey with contrasting land covers derived from CORINE Land Cover classes. Furthermore, the use of land cover classes as the main landscape component, and thereby relating preferences to specific land covers, offers a sound basis for a territorial approach, able to integrate landscape into rural policy and land use planning practice. A case-study in Southern Portugal was developed at the regional scale and results showed different appreciation patterns for rural landscapes varying from humanised and more naturalised landscapes according to the different functions sought by urban users. Another prominent result is that urban demand for rural landscapes, even if driven by consumption, is strongly influenced by both protection and production values. A deeper knowledge on the interests of urban population can be a step forward for rural communities, land managers, and sectoral policy decision-makers to better define investment strategies in rural-urban partnerships facing the growing urban demand over rural space.  相似文献

Densification of cities is presently one of the dominating strategies for urbanization globally. However, how densification of cities is linked to processes in the peri-urban landscapes is rather unknown. The aim of this paper is to highlight the potentials in of peri-urban landscapes to be recognized as complementary providers of urban ecosystem services when green areas in cities are reduced by densification. We suggest that the way forward is to change the perceptions of peri-urban areas from being defined as located between cities and rural areas with a specific population density or a geographical distance, to become recognized as a landscape defined by its functionality. By identifying and describing the functionality in peri-urban landscapes the existing governance gaps can be recognized and thus dealt with through adaptation of existing planning tools. Although not yet articulated, peri-urban areas should be used to facilitate integration of top down and bottom up approaches and thereby closing the governance gaps. We illustrate this reasoning by two examples; one of the establishment of green wedges in Stockholm, Sweden, and the other with the establishments of international Model forests. We conclude that further densification of cities will create a lack of ecosystem services in cities by putting an even higher pressure on the peri-urban landscape and not as suggested today that densification lower pressure on peri-urban landscapes. Rethinking and reframing the peri-urban areas by adapting existing platforms will potentially contribute to a more nuanced discussion on strategies for urban development generally.  相似文献

Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

The standard System of National Accounts (SNA) omits the costs of the environmental inputs from nature and the environmental fixed asset degradation from the national/sub-national natural working landscapes. The United Nations Statistic Division (UNSD) is currently drafting the standardization of the Experimental Ecosystem Accounting (EEA), as part of the System of Environmental-Economic Accounting (SEEA). The EEA- aims to mitigate some of the limitations of the SNA by extending the concept of economic activity and explicitly incorporating ecosystem services and environmental assets provided by nature in the estimates of net value added, adjusted according to the costs of the environmental inputs consumed and the environmental fixed asset degradations of ecosystem. However, the NVAad proposed in the ongoing draft of the EEA is inconsistent in that it omits the manufactured costs of the public economic activities of the new government institutional sub-sector of the ecosystem trustee. In addition, the ongoing methodological guidelines of the EEA do not propose to estimate the environmental income. This implies that there is not a single indicator that integrates the ecosystem services obtained and the evolution of the environmental assets in the natural working landscapes in which the private and public activities are valued. The objective of this research is to discuss conceptually and compare the measurements of ecosystem services and environmental incomes in the extended Agroforestry Accounting System (AAS), and in refined versions of the official SNA and the ongoing EEA methodologies, through a case study of privately-owned holm oak dehesas working landscapes in Andalusia-Spain. This comparison shows that the refined SNA and the refined EEA in their current state of development do not allow the complete visualization of the environmental income contribution to the total income of the natural working landscapes. We also discuss the advances provided by the AAS extended accounting methodology that would be relevant for the EEA next improvements.  相似文献

The present work explores the synergies between socio-metabolic energy use and landscape patterns, starting from the hypothesis that there is a complex and changing relationship between the efficiency in both the societal use of energy, and land-use, and the ecosystem functioning of the whole land matrix of the Barcelona Metropolitan Region (BMR). It first compares changes in the social metabolism (i.e. the total energy or material throughput of the economy) and in landscape structure and function from 1850 to the present in three municipalities of the Vallès county (N of the BMR), as a first attempt to establish a link between the societal uses of land and energy together with their impact on landscape patterns. Secondly, the study explores the role of natural versus rural landscapes on the maintaining of basic functional properties such as connectivity in the whole BMR. We base our analyses on parametric methodologies that describe both structural and functional properties of landscapes, aimed at assessing the landscape efficiency of both energy-use and land-use planning. The first comparison reveals that the simultaneous loss of energy efficiency and land-use efficiency from the mid-19th century to present can be tracked by changes in the functional landscape structure. The second study shows the importance of the traditional rural landscapes in maintaining the ecological quality of non-built-up land. In consequence, the organized complexity of the land system necessary to host biodiversity and basic ecological processes cannot be guaranteed if the agro-forestry mosaic is not taken into account, together with the network of protected areas.  相似文献

An increasing number of studies demonstrate the need of applying a social-ecological system approach for landscape planning. However, there is a lack of empirical research that operationalizes the concept of social-ecological system for landscape planning through the characterization of social-ecological interactions. In this study, we develop a methodological framework to delineate the boundaries of social-ecological systems and to characterize their main social-ecological units in a spatially explicit way. Social-ecological units represent the interactions between the biophysical and socio-economic sub-systems at local scale. The methodology is structured in four phases: (1) ecological regionalization, i.e. identification and mapping of consistent ecological units based on biophysical variables; (2) socio-economic regionalization, i.e. identification and mapping of homogeneous groups of municipalities based on socio-economic variables; (3) identification of social-ecological systems boundaries and characterization of social-ecological units; and (4) validation of the social-ecological systems boundaries with key informants through participatory mapping. By applying the proposed methodological framework to three different Mediterranean cultural landscapes, we define the boundaries of social-ecological systems and illustrate how social and ecological sub-systems interact at local scale. We conclude that the proposed methodological framework is useful to operationalize the concept of social-ecological systems in landscape planning.  相似文献
