The focus of coastal management in recent years has shifted from a sectoral plan to a holistic and integrated one. A key component of this integrated plan is spatial planning. This paper serves to highlight the role of spatial planning in coastal management by making use of a study done for the Tuticorin coast in India. A quantification of the land use/land cover changes in this region was studied along with the existing laws and policies governing the Indian coast with particular reference to Tuticorin, to determine their influence/impact on coastal land use/land cover. The results of the study show the disparity that exists between current land use practices and the laws that have been enforced to safeguard the coast. This can be overcome by means of implementing a more stable management plan that incorporates the spatial aspects of this coast, which has been presented. 相似文献

As a result of landslides and soil erosion, a substantial amount of soil has been lost in Turkey. Particularly, fertile lands have long been faced with the threat of erosion, largely as a result of traditional (unplanned) land use practices. This threat is more evident in the Black Sea Region with its rough topography and rainy climate. The basic reason for this threat is the lack of organization in land use planning and control. Although proposals, in the context of this requirement, are included in national development plans, they have not been implemented. Accordingly, in this study research based on spatial data evaluation was carried out for Sera Lake located in Akcaabat, Trabzon, Turkey. For this purpose, temporal area, depth and volume changes of the lake were determined by utilizing topographic maps, aerial photographs and hydrographical measurements. To evaluate determined changes in the size of the lake and to produce suggestions to legislators for required sustainable land management activities, information on land use/cover types, land ownership and climate in the vicinity of the lake was utilized. As a result, it was determined that the area, depth and volume of the lake were significantly decreased during the last decades, as a consequence of erosion mainly caused by traditional land use practices; thus, the lake is threatened with the danger of extinction due to erosion. Precautions required for the alleviation of erosion and other adverse environmental effects which largely seem to be caused by harsh physical properties (caused basically by topography) of the region were discussed. In support of the information inherent to the region, traditional arable land use was logically determined as the basic non-natural factor (which is directly prone to erosion) to be rearranged in the context of sustainable land management. In this context, beyond nationwide actions (national agricultural policy and Soil Protection and Land Use Law), which may provide the required land management tools in the long term, it is proposed that planning and accordingly land management activities specific to the study area (Sera Valley) should immediately be commenced in close collaboration with the related public (owners or farmers). However, behaviours of different types of land users (engaged in commercial, subsistence and semi-subsistence farming) and also high number of owners and/or farmers (caused by small pieces of land parcels owned/used in shares) make the desired collaboration almost impossible. With the booming development of urban underground space in China, “fuzzy” property rights of this special form of land use type are not only the cause of ownership disputation and registration chaos, but also may seriously delay the undertaking of related underground land laws or regulations. China's emerging property rights issue of urban underground space, especially the delimitation of the surface and ground or underground, is facing such a challenge. This article aims to identify the property rights of urban underground space by using a practical method that classifies the underground space as economic goods, and to analyze attributes of different property rights of urban underground space within the theoretical framework of public goods. We use civil defense projects and underground parking lots as case studies. Both case studies are the most utilized types and controversial ownership cases of urban underground space in present China. Our case studies indicate that it is a feasible method to avoid the delimitation of the start-stop height of 3D property right vertically, and directly define the attributes of surface and underground property rights in line with the supply mode of goods. Our results show that the method proposed in this study can effectively solve the dispute of property rights against problems rising with unclear contract and lags in the legislation of urban underground space and clearly delimited the interests boundaries among different parties of property rights for urban underground space. Ultimately, this study may offer better insight into the utilization and registration work of urban underground space in China as well as reference for countries with similar property rights issues. 相似文献

Private, not-for-profit land trusts have become major players in U.S. conservation efforts in the last 50 years. During this period membership in land trust organizations has grown. Despite the expansion of land trusts and land trust membership, little is known about public attitudes and beliefs about these organizations. To address this gap, we fielded a mail survey to members of a regional land trust in Indiana and a sample of nonmembers that reside in the areas served by that organization. In addition to examining differences in land trust members and nonmembers in terms of their demographic characteristics, recreation habits, awareness and use of land trust properties; we examined land trust beliefs and attitudes. Drawing from recent developments in attitude theory, the study employed a two-dimensional/bivariate model that allowed us to assess attitudes and distinguish between two forms of neutral attitudes toward land trusts – ambivalence (equal positive and negative feelings) and indifference (lack of any feelings). The study results indicated that, on average, land trust members were slightly older, better educated, and had lived in the area for shorter period of time than nonmembers. Members were also more likely to engage in non-consumptive outdoor activities like hiking and bird watching, while nonmembers were more likely to fish and hunt. Members also tended to have more positive attitudes toward land trusts and were more likely to express positive associations with land trusts. Nonmember attitudes demonstrated greater variability; specifically compared to members, nonmembers were more like to hold indifferent, ambivalent, or negative attitudes toward land trusts. Additional analysis comparing these three non-member groups provided insight into differences in their behaviors, knowledge, and underlying beliefs. In Brazil, incorporating the environmental dimension to the planning process is a challenging process. Planning has historically been carried without considering environmental protection concerns. The country's large development projects have engendered a discussion on the feasibility of these works given the conflicts with environmental policies. The strategic environmental assessment (SEA) is a tool that has the potential to integrate the sectoral, territorial and environmental perspectives to promote sustainable development, as shown by international experience. Its use has not yet been regulated in Brazil, only been voluntary initiatives, both public and private, have been implemented. This paper presents the structure and results of the SEA of the plans to expand silviculture of eucalyptus and biofuels in the Extreme South Region of Bahia state, in the Brazilian Northeast, in a context of sectoral planning dissociated from government guidelines for land use policy and environmental protection. It portrays a practical case of methodological proposal for the use of socio-environmental criteria to establish limits for land occupation by monocultures, for each of the municipalities of the study region, according to their specific climate, soil, relief and environmental preservation characteristics. Various alternatives were identified to ensure areas with greater productivity for small family farming and areas with potential for preservation. SEA helped to a better understanding of the effects of the expansion of the planting areas in each alternative, which was essential to help all stakeholders visualize the consequences of their strategies. Consequently, as results the SEA outlined a series of guidelines and restrictions for the various levels of government and the production sector. For instance, SEA suggested for Federal, State and Municipality governments that areas with better soil and climate conditions could be reserved for public policies to incentive the diversification of the uses of the territory, such as food production. SEA also suggests the adoption of incentive programs to establish multiple-use forests. The SEA recommended that the state government integrate its program for strengthening family agriculture with land-use planning criteria, based on cooperative systems The methodology employed has evidences to be replicable in other regions of Brazil and in developing countries. 相似文献

The intensification of greenhouse horticulture is a notable trend in many regions around the world. This intensification causes the grouping of large-scale greenhouses on a single site, into so-called ‘greenhouse clusters’. The main incentive for clustering is the reduction of production costs by sharing infrastructure such as energy, water and gas facilities. Despite these advantages, the public remains sceptic towards greenhouse clusters and resistance in Flanders is frequent and often fierce. The objective of this research is to obtain insight into the reasons, underlying motives and processes that steer this resistance as they are perceived by the agricultural sector. A grounded theory approach resulted in a comprehensive scheme that visualizes the public resistance towards greenhouse clusters as perceived by stakeholders in the agricultural sector, and as such the scheme includes factors that are probably also seen as key factors for the resistance among the stakeholders. Our research shows that the protest actions are complex and cannot be attributed to a single concept such as the NIMBY-concept that is still often put forward by politicians, planners and investors. 相似文献

This study examined interactions between targeted fish populations, aspects of the fishing industry and land use changes along two ports in New England. By tracking changes in land uses over a two-decade period using parcel level data and geographic information system (GIS) tools, we examined the relationship of changes in species biomass, landings and other fishing industry variables to community spatial change. Using logistic regression models we assessed the impacts on essential infrastructure for continued fishing industry activity. Our findings have implications for land use policy that should accompany efforts being made to rehabilitate fish stocks; it should ensure that current marine infrastructure will remain in place to support the fishing industry if and when species rebound. Our models show that in New Bedford Harbor, the larger of the two ports, increasing scallop biomass (considered a long-term factor) is associated with the increase of marine-related land uses. In Provincetown Harbor, short-term factors, such as value and volume of fish landings as well as stock sizes, influence land use change. These findings suggest that the smaller port (Provincetown) is more vulnerable to market conditions and therefore in need of greater land use controls to prevent the conversion of marine-related uses. We propose some directions for further research and present the methodology used as one that can be applied to research questions of a similar nature. 相似文献

The planning activity of the regional administration of Sardinia (Italy) has undergone a deep change after the approval of the Regional Landscape Plan (RLP), which establishes the directions for nearly any future planning activity in Sardinia, and requires that actual sectoral and local plans, as well as plans for protected areas, be changed to comply with its directions. Research on the dynamics of tropical forest land use and cover change (LUCC) has focused on the three scenarios: (1) deforestation/degradation; (2) settled, degraded areas in recovery, and (3) sparsely settled, expansive, intact forest. Through examination of a central Quintana Roo, Mexico case study we propose a fourth scenario of a ‘sustainable landscape’: an inhabited, productively used, forested landscape that nonetheless shows little change or net gains in forest cover over the last 25 years. We use Landsat images to demonstrate a low incidence of net deforestation, 0.01% for the 1984–2000 period, the lowest recorded deforestation rate for southeastern Mexico. Institutional innovations such as an agrarian reform process that established large common property forests for non-timber forest product extraction, and later innovations such as sustainable forest management institutions have driven the outcome of low net deforestation, added to multiple organizational processes that promote sustainable land use. 相似文献

The purpose of this study is to identify and classify the ecological risks in land consolidation, and to develop a framework of the theory and method to assess the change of ecological risk degree before and after land consolidation. Environmental impacts and ecological risks of land consolidation have recently drawn much attention, and there are two opposing viewpoints to assess these impacts and risks in the academia of China. Both viewpoints result from the bias of assessment anticipation. Land consolidation includes four main engineering aspects in China, and ecological succession from start of land consolidation to ecosystem stabilization should pass three phases. Different ecological impacts and risks of land consolidation rise from different phases of ecological successions. According to the climax theory of ecology, we developed a framework of the ecological risk assessment based on the anticipation of ecosystem stabilization (ERABAES) for land consolidation. We applied analytical hierarchical processing (AHP) method to the data resources from the land consolidation project in Southern China to allocate weightings to the indices of ecological risk (ER), and to set up an integrated index system for the ecological risk identification. This integrated index system encompasses the ecological risks with three factors (water, soil and biology) and 14 indices. The results of the project show: (1) The ER is reduced from 58.02 to 28.8 after land consolidation and the degree of ecological risk is down from Degree III to Degree IV. (2) According to the element analysis, the water ER is reduced from 21.53 to 6.16, its contribution to reduce the ecological risk is 53%; the reduced ERs of soil and biology are respectively 12.79 and 1.06, their contribution of ecological risk reduce is lower than water. 相似文献
