This study was carried out to assess cotton farmers’ willingness to pay (WTP) for pest management services in northern Benin. Targeted staggered control (TSC) has been introduced to reduce pesticide use in cotton cropping and generate an estimated benefit of FCFA48,800 (€74.40) per cotton hectare accruing from increased productivity and reduced pesticide cost. However, TSC application requires extra time for pest identification and scouting, and its adoption remains low due to the lack of funding to boost farmers’ awareness and cover training costs. An interval regression model was used to analyze responses to a double‐bounded contingent valuation survey with data collected from 300 cotton farmers. The results showed that 87.3% of cotton farmers were willing to pay for TSC services. Annual WTP per cotton hectare was estimated at FCFA16,962 (€25.80), revealing an existing demand for TSC adoption. Respondents' WTP was driven by farm and socio‐economic characteristics. Financial mechanisms managed by farmers could thus potentially foster technology adoption, and in turn, generate economic and environmental benefits.  相似文献

This paper discusses approaches to the problem of pest control decision making. A farmer's pest control decisions are shown to depend on his subjective perception of the pest hazard, the controls he recognises as available to him, his subjective estimate of their net effect, and his individual decision rule or goal. A case study is discussed in which a decision model is used to compare objective pest observation with subjective perceptions of sugar beet growers. Applications of such a model for improving pest control decisions are suggested.  相似文献

Theoretical and applied literature on risk in decision making for agricultural pest control is reviewed. Risk can affect pesticide decision making either because of risk aversion or because of its influence on expected profit. It is concluded that risk does not necessarily lead to increased pesticide use by individual farmers. Uncertainty about some variables, such as pest density and pest mortality, does lead to higher optimal pesticide use under risk aversion. However, uncertainty about other important variables, such as output price and yield, leads to lower optimal levels of pesticide use. Neglect of these variables in most studies has led to the false assumption that pesticides are always risk-reducing inputs. Furthermore, there is evidence that, in general, the pesticide dosage which maximises expected profit is lower under risk than under certainty. Depending on the balance of forces to increase and decrease pesticide use under risk, in many circumstances the net effect of risk on optimal decision making for pest control may be minimal. The effect on risk of information about pest density and other variables (as in integrated pest management programmes) is discussed. Evidence on this issue is mixed. A range of analytical techniques for analysing risk in pest control is reviewed. Throughout the paper, gaps in the existing literature are identified.  相似文献

Reducing the use of chemical pesticide while preserving crop yield is a practical strategy that makes agricultural production economically, socially and environmentally sustainable. Although the adoption of green pest control practices can help achieve such a goal, its adoption rate remains quite low. This study explores whether membership in agricultural cooperatives improves smallholder farmers' adoption of green pest control practices, utilising farm-level data surveyed from rice farmers in China. To enrich our understanding, we also investigate how the adoption of green pest control practices mediates the effects of cooperative membership on chemical pesticide expenditures. An endogenous switching probit model and a bootstrap-based mediation method are employed to achieve these goals. The empirical results show that cooperative membership significantly increases the probability of adopting physical pest control practices (e.g. pest-killing lamps or sticky plate traps) and biological pest control practices (e.g. biopesticides) by 6% and 19%, respectively. Cooperative membership significantly reduces chemical pesticide expenditures through its mediation effect on improving the probability of adopting biological pest control practices. There is also a complementary relationship between physical and biological pest control practices in pest management of rice production. The adoption of physical pest control practices significantly increases rice yield, while the adoption of biological pest control practices does not.  相似文献

A framework is developed to analyze a spatially dependent economically significant pest problem emanating from a source and spreading via a carrier such as an insect. Transmission and/or source control to combat the pest or disease problem are explored. Alternative assumptions about the effectiveness of transmission control and the feasibility and costs, both social and private, of reduction of the pest population at the source are examined in an application of the model to controlling Pierce's disease in California wine grapes.  相似文献

Growth and liberalization of world trade have increased the risks of introduction of quarantine plant pests into importing countries. Import inspection of incoming commodities is a major tool for prevention of pest introductions related to world trade, but inspection capacities are limited. This article develops a theoretical and an empirical model for the optimal allocation of inspection effort for phytosanitary inspection of imported commodities when the inspecting agency has a limited capacity. It is shown that the optimal allocation of inspection effort equalizes marginal costs of pest introduction across risky commodity pathways. The numerical illustration finds the optimal allocation of inspection effort of chrysanthemum cuttings imported in the Netherlands. The numerical results suggest that ceteris paribus , greater inspection effort should be allocated to pathways whose inspection yields a greater reduction in the expected costs of pest introduction. The numerical results also suggest that import inspection has a high marginal benefit. In particular, we found that each additional euro of the inspection capacity decreases the expected costs of pest introduction from 18 to 49 euros, depending on the initial inspection capacity.  相似文献

Sustainable agroecosystems must be managed to support biodiversity conservation and food production, which occur at the interface of regional/national policy frameworks, and local knowledge and perspectives. This paper examines the current breadth of research examining farmer knowledge of beneficial insect activities that provide ecosystem services (or benefits) in agroecosystems. We identify patterns and gaps in the literature and opportunities for future research. We found 34 studies that explicitly focused on and documented local knowledge of how insect taxa provided ecosystem services in agroecosystems, the majority of which were immediately observable in farmers’ daily practice: pest control (n?=?26), pollination (n?=?4). We suggest that there is a need for greater investigation of local knowledge of the breadth of ecosystem services provided by insects and identify key research areas that are opportunities for investigation.  相似文献

One component of biosecurity is protection against invasive alien species, which are one of the most important threats worldwide to native biodiversity and economic profitability in various sectors, including agriculture. However, agricultural producers are not homogeneous. They may have different objectives and priorities, use different technologies, and occupy heterogeneous parcels of land. If the producers differ in terms of their attitude towards invasive pests and the damages they cause, there are probably external effects in the form of pest spread impacts and subsequent damages caused. We study such impacts in the case of two producer types: profit‐seeking professional producers and utility‐seeking hobby producers. We show that the hobby producer, having first set a breeding ground for the pest, under‐invests in pest control. We also discuss potential policy instruments to correct this market failure and highlight the importance of considering different stakeholders and their heterogeneous incentives when designing policies to control invasive alien species.  相似文献

Invasive species, including plants, insects and other pests, are a serious threat to agricultural production and to the environment in general. Finland has traditionally had a favourable situation concerning invasives, partly due to its isolated geographical location. The situation may now be changing and one of the currently increasing threats is the Colorado potato beetle (CPB). Finland has designed a CPB protection policy incorporating a protected zone, which is commonly used to deal with invasive plant pests in other European countries. Within this zone, the randomly occurring CPB invasions are collectively fended off, to prevent the establishment of a permanent pest population and to minimise potential damage. This paper evaluates the economics of the current protection programme, comparing this to a hypothetical situation in which the current pre-emptive policy is abandoned and control relies on producers' individual reactive protection measures. The annual random pest invasions are modelled in a static stochastic framework. To date the pest has not been able to establish a permanent population in Finland. According to our analysis, the currently exercised pre-emptive policy is the cost-efficient choice at this point. The relatively low expected invasion magnitude is one of the key factors supporting the efficiency of the current system. Another reason is the fairly small damage incurred. However, when the invasions become larger and more frequent or the pest strains more cold-resistant, the future situation may change.  相似文献

Pesticides are used as the primary method of pest controf in Asian rice production. Conditions in China have led to demand for high and increasing rice yields, resulting in intensive cultivation and adoption of fertilizer responsive varieties. The consequence has been widespread pest infestations. Many studies have estimated pesticide productivity, but few have estimated the productivity of alternative methods ot pest control, namely host-plant resistance. None have estimated the substitutability between these methods of pest-control. The productivity of pesticides and host-plant resistance, and the substitutability between them is measured using two-stage Cobb-Douglas and translog production functions. Under intensive rice production systems in eastern China, pesticide productivity is low compared to the productivity of host-plant resistance. In fact, returns to pesticide use are negative at the margin. Host-plant resistance is an effective substitute for pesticides and substantial reductions in pesticide use could be achieved, with no loss in rice production, through improvements in host-plant resistance. These results suggest that pesticides are being overused in eastern China and host-plant resistance is being underutilized. Government policies to promote increased pesticides in rice might be ill advised given the low productivity and negative returns, particularly in light of well known negative externalities associated with pesticide use.  相似文献

Pesticide prices can influence producer decisions to apply pesticides as opposed to nonchemical means of pest control. Those prices are are turn influenced by price and exchange rate policies. The effective rate of protection for nine pesticides commonly applied to vegetables in the Philippines was calculated to determine whether government policies are creating incentives or disincentives to adopt more integrated pest management methods. Calculations found that direct price policies, primarily through an import tariff, tax pesticide use while an overvalued exchange rate subsidizes pesticide use. The net effect is a 6 to 8% pesticide subsidy. This subsidy results in economic surplus gains to vegetable producers and consumers when negative externalities associated with pesticide use are not accounted for. However, recent analysis of human health effects of pesticide use on rice in the Philippines demonstrates that these externalities can be substantial.  相似文献

The present study uses a dynamic multiregional computable general equilibrium (CGE) model to estimate the micro‐ and macroeconomic effects of a hypothetical disease or pest outbreak. Our example is a Karnal bunt incursion in wheat in Western Australia. The extent of the incursion, the impact of the disease or pest on plant yields, the response of buyers, the costs of eradication and the time path of the scenario contribute to outcomes at the industry, regional, state and national levels. We decompose the contribution of these individual direct effects to the overall impact of the incursion. This might provide some guidance regarding areas for priority in attempting to eradicate or minimise the impacts of a disease or pest. The study also introduces a theory of dynamic regional labour adjustment in which economic events may lead to both real wage differentials and worker migration between regions.  相似文献

A simple illustrative mathematical model for integrating forest pest control decisions with timber management is developed for a hypothetical jack pine forest infested with jack pine budworm. Subject to several assumptions made in the model, optimal quantities and timings of pesticide application and optimal rotation ages of the forest are determined under various sets of parameters such as cost of pesticide, stumpage price, pest population growth rate and age of the forest at the time of pest infestation. The sensitivities of the optimal values to these parameters are examined. In general, the rotation age and hence harvesting schedule is affected under different pest situations, site conditions and economic parameters. In addition, immediate pest control action following noticeable pest infestation in young crops may not always be the most profitable decision, particularly when only one pesticide application is permitted and when net return expected from a crop is low. These findings have implications for effective pest and timber management. Nous avons ainsi déterminé les quantités optimales et l'échéancier pour l'épandage de pesticides ainsi que l'âge optimal de rotation de la forêt, compte tenu de divers groupes de parametres (par exemple, coût des pesticides, prix du bois sur pied, taux de croissance et date de l'infestation), en vertu de diverses hypothèses de départ intégrées dans le modèle. Nous avons examiné la sensibilité des valeurs optimales face è ces paramètres. En général, l'âge de rotation et, par ricochet, l'échéancier de la récolte changent en fonction de I'ampleur de I'infestation, de l'état du peupfement et des paramétres économiques. En outre, I'application de mesures immédiates de lutte dès les premiers signes d'une infestation dans les jeunes peuplements risque de ne pas toujours étre la decision la plus profitable, en particulier lorsqu'on ne permet qu'un seul épandange et que le revenu attendu d'une récolte est faible. We examine the optimal time‐variant refuge policy to manage pest resistance to Bacillus thuringiensis (Bt) crops in a finite, discrete‐time horizon model. We identify analytically the intertemporal effects of refuge fields on the pest population and its susceptibility. The shape of the optimal refuge policy and whether or not pest susceptibility should be exhausted completely at the end of the time horizon depend crucially on the values of a cost premium of Bt seeds and the fitness cost of resistance (over mortality of resistant pests) and are addressed via numerical simulations. We demonstrate the importance of modeling the dynamics of the biological system accurately, of defining a diploid (and not haploid) biological model, and of using a discrete‐time (rather than continuous‐time) framework.  相似文献

Pest-management technologies have had to adapt to address evolving pesticide resistance problems and changes in regulations driven by environmental and human health concerns. Integrated pest management, founded in the University of California, is an important example. The direct private cost to landholders of participating in programs that result in improved farming activities (IFAs) is generally well understood. However, the private indirect or transaction costs, such as the cost of a landholder's time and the expense to learn about IFAs and apply for assistance to implement these changes on‐farm, are not so well understood. Where these have been studied, they have been shown to be extensive. We assess the extent and causes of private transaction costs incurred by sugarcane growers participating in the Australian Government's Reef Rescue scheme which pays farmers to adopt environmentally beneficial farm management practices. Utilising a mail‐out‐mail‐back survey of 110 growers, we found that the average total transaction cost per farm of participating in the program was AU$8389. The average total transaction costs per farm as a percentage of the average funding provided was 38 per cent. We also assessed which type of improved farming activity (soil, nutrient, pest or water management) generated the greatest transaction costs and how landholder characteristics such as bounded rationality, opportunism and social connection impacted on the extent of transaction costs.  相似文献

This article evaluates the effects of a November 2004 phytosanitary rule that removed seasonal and geographic restrictions on the importation of fresh Hass avocados from approved orchards in Mexico to the United States. With the remaining systems approach compliance measures in place, pest risks do not substantially increase and U.S. net welfare rises by $77 million. Removal of remaining compliance measures may lead to lower net welfare gains depending on which measures are eliminated and the estimated probabilities of pest infestations.  相似文献
