Spatial social data collected through participatory mapping are increasingly used to assess social dimensions for land use planning and management. However, there has been limited research to evaluate alternative approaches to identify potential land-use conflict. Using data from Queensland, Australia, we applied multiple approaches (land-use preferences, weighted preferences, combined place values and land-use preferences, and value compatibility scoring to identify land-use conflict potential and to assess these methods for four different land uses (residential development, tourism development, mining, and conservation). The performance of these approaches were evaluated using selected reference sites in the study area to determine which spatial attributes and methods were most predictive of conflict potential. Weighted preferences, and combined place values and land-use preferences were most effective for all land use types. The conflict mapping results for mining and conservation were sensitive to the number of place value and land-use preference points available for analysis and the number of individuals participating in the mapping process. To determine the inferential quality of conflict mapping results, we operationalised confidence levels based on the number of unique participants that mapped preferences in a given location. Overall, the highest confidence in mapped results was observed for tourism development, followed by mining, conservation, and residential development. Confidence levels varied across the study area and by reference sites. The findings of this study increase the external validity of preference-based conflict mapping methods while demonstrating a means to assess the inferential quality of conflict mapping results. The generation of confidence levels can assist in the prioritization and allocation of planning resources to places with both high conflict potential and high confidence.  相似文献

Human–wildlife conflict is a rapidly developing topic in biodiversity and conservation management. Restoration ecology and species reintroductions have increased contact between people and wildlife which in turn has led to increased conflict. This paper explores the conflict surrounding the reintroduction of the white-tailed sea eagle to Ireland. It provides a summary of how the diverse stakeholders – conservationists, farmers, tourist lobby and general public – interpret the eagle's homecoming after an absence from the landscape of over a hundred years. Species reintroduction projects tend to be dominated by natural scientists, who emphasise the impartiality of science and often ignore or down play the socio-economic aspects of species reintroductions. The conflict surrounding the reintroduction of the sea eagles to Ireland reinforce the truism that behind all human–wildlife conflict, lies human–human conflict. The paper argues that the human dimension of species reintroductions need to be taken seriously if the project management aims are to be achieved, and that legislation and law enforcement on its own will not solve human–wildlife conflict issues. The conflict between the ‘raptor and the lamb’ described in this paper highlights the need for the early involvement of all key stakeholders, and the importance of establishing effective dialogue and communications among the different parties. It should also be recognised that the reintroduction of a species may not always be the right option to pursue.  相似文献

In this review, we contextualise the articles in this special issue, relating them to existing food fraud research, and identify food fraud research trends, challenges and priorities for the near term. We accomplish these aims through a comprehensive review of research by food scientists, economists, other social scientists, legal experts, government research groups and international trade organisations. Existing food fraud research is heavily weighted towards food science, packaging and labelling, and legal areas of knowledge discovery. Moving forward, research is needed pertaining to general economic welfare outcomes from food fraud incidences, economic incentives to deter frauds, economic spillovers from fraud incidences to other food products and markets (domestic and international) and further delineation of the effect of different types of food fraud on consumer and producer welfare. The articles in this special issue make significant contributions to understanding of the role of food fraud in consumer decisions, measuring consumer welfare losses from fraud, food fraud spillover effects to other markets and new frameworks for fraud analysis.  相似文献

The complex process through which agricultural research stimulates innovation and achieves policy goals has commonly been treated as a ‘black box’ in the scientific literature. Statistical correlations between measured expenditure and impacts, where satisfactorily established, have mostly led to details of the research and innovation system being ignored. However, identifying and exploring causal chains of impact propagation can strengthen agricultural innovation. IMPRESA investigated impact mechanisms for research‐based innovations in six case studies using a Participatory Impact Pathway Assessment approach. Several suggestions result for improving performance and public support for agricultural research. Planning for impact is needed at the design phase of research so that expected advances in technology and their consequences can be explored. At that stage and throughout the research process, soft social skills are required to promote uptake. Greater impact can be achieved through the close involvement of key public and private sector stakeholders, using stakeholder mapping as a supporting tool. There is a strong argument for the close involvement of relevant social scientists and professional facilitators from the design phase of research through to its ultimate impacts. Funding frameworks and the specification of calls for tenders would function more effectively by giving more flexibility for stakeholder engagement.  相似文献

In recent years, interest in the policy-informing role of research organisations has grown considerably. It has been argued from within the science domain that the management of land, whether at the field, farm or regional scale, can benefit from computer-based systems analysis. This proposition was examined through 26 semi-structured interviews, by conducting a workshop on modelling support in policy decision-making and investigating 11 European-based cases of policy-oriented modelling research. On basis of these materials, we assess approaches towards policy-oriented modelling within the domain of agricultural production and other environmental services of land. First, we define the boundary arrangements for our field of interest, i.e. computer-based systems analysis of agricultural production and ecosystems services. Such ideotypical classification of boundary arrangements makes explicit the institutional space in which system scientists function. This space enables certain activities, and at the same time constrains other initiatives, dependent on who is perceived to initiate and/or control research activities and to formulate objectives, and whether it is considered appropriate to integrate scientific knowledge development with policy work. Five ideotypical boundary arrangements are proposed: ‘Civil mandate’; ‘Trickle out’; ‘Janus face’; ‘Critical participant’; and ‘Knowledge broker’. In a second step, a number of critical leverage points are identified based on the 11 cases and these are addressed in relation to the five boundary arrangements. The term ‘leverage point’ covers means, conditions and methods that foster use of modelling work that can be changed, and thus may be part of a strategy to increase the chances that a model is used. The leverage points were: reputation of research institute and/or scientists; raising and balancing expectations; communication about and investment in the scientific basis of the modelling work; participation in model development; heterogeneous and extensive social network in policy domain; institute mandate that secures availability of ‘stepping stones’. We conceive of two applications of our research for modellers who are interested in the use of their work in the policy sphere. First, the boundary arrangement classification helps to interpret the experiences of others and to assess the relevance of lessons and suggestions for their own context. Secondly, the combination of the boundary arrangement perspective and critical leverage points presents a basis to design an institutional pathway for enhancing impact of modelling research in the policy sphere. For those researchers functioning in a science-domain-oriented environment, the analysis in this paper suggests that there are more options than the frequently proposed ‘more participation’ for increasing the likelihood that their policy-oriented work is used. These include establishing contacts with research groups or institutes that are in a position to function as ‘stepping stones’, or engaging with others to develop a social network in the policy sphere.  相似文献

This paper analyses the economic and social causes of conflict, drawing conclusions for conflict prevention. Civil wars normally occur when groups mobilize against each other, on the basis of some cultural characteristic like ethnicity or religion. It is suggested that horizontal inequalities, i.e. inequalities among groups in political, economic and social dimensions, provide the basis for inter-group animosity. Policies to limit excessive horizontal inequalities are needed in all vulnerable countries.  相似文献

通过调查问卷和土地冲突的案例收集,依据不同标准对江西省农村土地冲突类型进行了具体划分.比较分析发现不同利益主体在江西省农村土地冲突中起着不同的作用.在土地的利用目标划分的冲突类型中,各利益相关方之间在经济效益上的冲突所占比重最大,社会效益与经济效益之间、生态效益与经济效益之间的冲突比重相对较小;在冲突的利益相关者划分的类型中,政府与农民的冲突占一半以上,村委会与农民之间、农民与农民之间的冲突之和占40.5%,企业与农民等相关利益者之间的冲突目前所占比重较小,但未来将会有所增加.  相似文献

In this paper, I explore the significance of Giovanni Arrighi's scholarship about the dynamics of capitalist accumulation and transformation in Africa and other “hostile” environments for critical agrarian studies. Specifically, I examine the relevance of his work for the analysis of multiple trajectories of agrarian change and social conflict in Uganda's countryside. By adopting synchronic and diachronic perspectives, the analysis here unveils the geographically uneven nature of transformation in the agrarian social structure in two distinct regions in Uganda: Buganda and Acholi. This complementarity allows us to grasp continuities and discontinuities in the processes of agrarian change and in the social struggles over the production and appropriation of surplus value in the longue durée. I argue that the agrarian social structure and the associated dynamics and forms of social conflict in the two regions massively diverged during the colonial period, while partially converging in the current era of neoliberal restructuring.  相似文献

In this paper, we apply qualitative methodologies to explore the practice of interdisciplinary research. The UK's Rural Economy and Land Use (RELU) Programme aims to advance understanding of the challenges faced by rural areas through funding interdisciplinary research to inform future policy and practice on management choices for the countryside and rural economies. Addressing the challenges faced by rural areas often requires a combination of different perspectives, involving research to address subjects that may lie beyond the skills of individual researchers. An interdisciplinary approach requires the integration of both data/information and the experiences and perspectives of different people (natural/social scientists, local people and policy‐makers). We focus here on the processes involved in making interdisciplinarity work, documenting the experiences, perceptions, ideas and concerns of researchers working in interdisciplinary projects (specifically two EU‐funded projects but also the first wave of RELU projects). A key finding from this research is that interdisciplinarity requires conscious effort, time and resources for the development of interpersonal relationships to enhance effective communication and thus successful collaboration.  相似文献

This paper presents an empirical case study about farmer management of rice genetic resources in two communities of Nepal, drawing on interdisciplinary, participatory research that involved farmers, rice geneticists and social scientists. The decision‐making process of farm households is modelled and estimated in order to provide information for the design of community‐based conservation programmes. A bivariate model with sample selection examines the simultaneous process of whether farmers decide to plant landraces or modern varieties, and whether the landraces they choose to plant constitute the genetic diversity of interest for future crop improvement. Findings show that the two landrace choices are affected by different social and economic factors, but in certain cases the decision processes are interrelated. Policies to promote the conservation of local rice diversity will need to take both processes into account.  相似文献

为了描述冲突中决策者主观判断的模糊性特点,基于冲突分析图模型研究框架,对简单偏好下的冲突决策共识理论进行系统性拓展,构建了模糊偏好下的冲突决策共识模型。将模糊理论中的梯形模糊数引入决策者的偏好设置中,对偏好信息进一步划分,给出模糊共识偏好和模糊非共识偏好的定义;为便于模糊偏好下冲突决策共识稳定解的计算和分析,定义了逻辑稳定性和矩阵稳定性表达;利用构建的冲突决策共识模型分析湄公河流域水资源冲突事件,从而得到最优解决方案。结果表明,该模型能够准确有效地解决模糊偏好下的冲突决策共识问题。  相似文献

The peasant economy of the Yucatan Peninsula is sustained by agriculture and beekeeping. Honey production has great economic importance, given that it represents the main source of income for Mayan rural families. Furthermore, Mexico is the world's fourth‐largest exporter of honey. The honey comes from jungle that covers the peninsular territory and forms part of a production system that broadly utilizes forestry resources. Two new situations emerged in 2011 that detonated social mobilization to defend beekeeping: the Mexican government authorized the planting of transgenic soybeans, while the European Union announced that honey that originated from transgenic pollen would have to be labelled (‘contains transgenics’), whereas honey importers demand transgenic‐free honey. The introduction of transgenic soybeans in the Yucatan Peninsula is part of the modern, industrial agricultural impetus in the region, which is entering into conflict with the Mayan peasant agriculture and threatens the survival of the most important Mexican tropical forest. A movement alliance was built among different social actors, including Mayan communities, beekeeper and civil‐society organizations, universities and honey‐exporting entrepreneurs, who developed an opposition and a resistance strategy to the cultivation of transgenic soybeans. Their repertoire has included collective legal, educational and organizational action, scientific research, mobilization, information, a media presence and lobbying. This mobilization has yielded results, as in 2015 the judiciary power invalidated the authorization of the cultivation of transgenic soybeans.  相似文献

A decade ago, Rwanda embarked on a major land reform programme. The government envisaged a new land law, supported by a land policy, and claimed that the new tenure system would contribute to enhancing food production, social equity and the prevention of conflict. The Land Law was finally passed in the summer of 2005. The UK Department for International Development (DFID) has taken on significant responsibility for monitoring the reform programme. This article provides a contextualized reading of the new Law. It argues that its emphasis on the obligation to consolidate fragmented family plots and register them will exacerbate social tension, but that some of the potential for social strife may be reduced because the state will allow flexibility in how the Land Law is implemented.  相似文献

In recent years, conflicts related to tenure, management and utilization of natural resources, in particular bioenergy conflicts, are becoming increasingly common. Many bioenergy conflicts are related to plantation projects seeking to capitalize on the opportunity to profit from a combination of factors, centred on the enabling environment for biofuel plantation establishment found in many developing countries. This study analyses these and other related issues in a conflict in the Tana Delta in Kenya. The conflict is centred on a proposed 65,000 ha Jatropha curcas plantation for biodiesel by the Canadian company Bedford. Ethical Analysis, a conflict management and research tool, was employed to better understand the underlying conflict causes. Shortcomings in the technical feasibility studies and participatory planning processes were revealed, including a poor understanding of the different interests and values with regard to land tenure and traditional rights. While the adoption of Free, Prior and Informed Consent (FPIC) is proposed, also capacities and the regulatory framework need to be strengthened to improve transparency, coordination, impact assessment and investment security. The study proposes ways to manage the ongoing conflict and discusses its implications for bioenergy governance.  相似文献

Land use is an important field of interest regarding sustainability transformations. Research projects which deal with the multiple dimensions of sustainable land use usually apply an inter- and transdisciplinary design and are confronted with challenges of integrating heterogeneous knowledge.In this paper we refer to experience we had during the ELaN project, which followed a systemic approach by linking research on water and land management. Due to this relatively uncommon approach it was necessary to bring together scientists and practical actors as well as distributed knowledge from different areas of expertise. Considering the heterogeneity of the actors it was of great importance to establish a shared understanding of the research problem the project was to deal with during the initial phase. For this step the method of Constellation Analysis (CA) was applied: a visualisation and analysis tool which aims at joint problem framing by focusing on the dominant elements of a social-ecological problem and their relations in a discursive process. Due to the size of the project team and the necessity to involve a broad range of actors, a group of scientists led the iterative process and prepared CA drafts which were validated by practitioners. This design can be categorised as ‘consulting’ rather than ‘participatory’ transdisciplinarity. Proceeding this way can be seen as a compromise between more intense forms of transdisciplinary exchange and forms that are manageable when considering time and resource constraints in third-party funded projects.CA has proven to be a suitable tool for organising processes of mutual understanding between heterogeneous actors and fostering social integration in inter- and transdisciplinary research groups. In ELaN the main benefit of the process was an adjustment and enrichment of problem framing which was formulated in the project proposal thus contributing to integrated system knowledge as a basis for the interdisciplinary project consortium and involved practitioners. The insights gained during this process led to changes in the design of some of the sub-projects as well as the targeted end products. This experience confirms the importance of a structured process of joint problem framing in inter- and transdisciplinary projects, especially for thematic fields of such high complexity as land use research.  相似文献

The introduction of farmer participatory approaches over the past decades has to some extent improved the relevance and uptake of research results. While R&D prioritization increasingly involves more stakeholders, including the private sector, policymakers and civil society, building ecological literacy among all stakeholders is urgent, especially for sustainable agricultural development. A case study of an emerging fruit innovation system in Guinea, West Africa, highlights the challenges of supply- and demand-driven approaches to R&D prioritization. Shallow ecological knowledge and a blind faith in ‘modern’ technologies by scientists and farmers alike distort prioritization. Locally available, appropriate technologies are dismissed in favour of high technologies that are inaccessible to most smallholder growers. Strengthening the ecological literacy of all stakeholders may help to overcome this bias. On the other hand, building socio-technological literacy would allow innovation intermediaries, who typically act as brokers between the demand- and supply-side of technologies, to better understand the social and institutional contexts of technologies and how these affect potential uptake by poor farmers. Member centres of the Consultative Group on International Agricultural Research (CGIAR) could use the notion of ecological and socio-technological literacy to better understand supply and demand of technology and to work more effectively with their partners towards pro-poor and sustainable agricultural development.  相似文献

In this article, we explore how forestry scientists have promoted and defended particular definitions of economic sustainability as a response to socio-economic challenges. Drawing on an analysis of Finnish forestry textbooks, we discuss the evolving conceptualizations in terms of co-production of scientific ideas and social orders. We argue that to fully understand what economic sustainability means in forestry one has to analyze the choices and preferences concerning the components of scientific ideas, and to identify links between these choices and the evolving societal discourses, social norms, rules of authority, power relations and partnerships, as well as historical events.  相似文献

This paper provides an account of the origins and formation of the UK Research Councils’ Rural Economy and Land Use (RELU) programme and its approach to promoting interdisciplinary working between social and natural scientists. The programme is set in the context of broader developments in science policy, including a policy discourse centred upon sustainable development and the knowledge economy and associated demands for greater accountability in science. Interdisciplinarity promises research that will be more relevant and responsive to public needs and concerns. In describing the provenance of the RELU programme, therefore, the paper seeks to lay out the different stages in its initiation and design to show how, to varying degrees, these were open to external scrutiny and influence. The process of developing the programme illustrates that it is not straightforward to make research agendas and funding more transparent and accountable. It also provides insights into the challenges that interdisciplinarity and accountability present to established science institutions.  相似文献
