Isolated rural communities face specific challenges associated with their geographical context in the digital inclusion process. Thus, based on a relational and resource-based model as well as diffusion research, this study explored personal, positional factors, as well as material and social resources of household Internet connection in remote communities that received infrastructure access for the first time between 2010 and 2011 in Chile. A face-to-face representative survey conducted in 22 communities revealed that, among personal variables, age and innovative personality played a role in household Internet adoption. Material resources such as income and transport connectivity were also relevant. However, social resources were among the most significant predictors. That is, the presence of children in the household and larger social networks were associated with greater chances of Internet connection. 相似文献

The National Household Food Acquisition and Purchase Survey conducted in 2012 (FoodAPS-1) was an ambitious survey of Americans’ food acquisitions sponsored by the U.S. Department of Agriculture (USDA). The survey was challenging due to its goals of collecting comprehensive acquisition information and including data from extant sources to broaden the survey’s research capabilities. Some challenges were foreseen, and efforts were taken to overcome them through survey design features. Other challenges came as a surprise. This paper shares the experiences of the authors and others at USDA with survey design, survey implementation, and post-survey processing of data to ensure the availability of high-quality data to the research community. Lessons from FoodAPS-1 can inform similar future data collections both in the U.S. and abroad. 相似文献

The aim of this paper is to analyze the demand for fixed broadband in Thailand. Data were obtained from a national survey in 2010 by the National Broadcasting and Telecommunications Commission (NBTC) of Thailand. The bivariate probit model was employed to examine empirically whether accessibility to fixed telephony infrastructure, socio-economic variables and the area of residence have a systematic link to fixed broadband access in the first stage, and then, specific usage, provided access exists, is estimated. Results of this study show that the variables, together with their potential impact, are as follows: fixed infrastructure, income, gender, level of education, age of consumer and residential area. The impact of these factors varies from service to service (i.e. video download, social network, searching and e-mail). The implications for the NBTC are to encourage competition through the infrastructure and to permit more competition in infrastructure development. This could stimulate the growth of fixed broadband access and use. At the same time, the government could also implement policies to encourage more access and usage, for example income subsidization and training program. 相似文献

We investigate the relationship between industrial market structure and price flexibility (the administered-pricing hypothesis) across United States manufacturing industries by embedding market-structure variables in a model relating relative price variability (dispersion) and inflation. While we find support for a positive relationship between variability and inflation, we do not find that high seller concentration lessens the impact of inflation on price variability. We do find that the larger the efficient-sized plant, the lower the impact of inflation on variability. We also find strong effects of input prices and degree of product durability on relative price variability. 相似文献

This paper evaluates the net economic benefits that would derive from the implementation of the broadband infrastructure deployment targets by 2020 as entailed by the Digital Agenda for Europe Initiative set forth by the European Commission. As a first step, we estimate the returns from broadband infrastructure for the period 2005–2011, differentiating the impact of broadband by levels of adoption and speed while accounting for reverse causality and extensive heterogeneity. In the second step, the cost of broadband roll-out is assessed under different assumptions of technical performance and contrasted with the forecasted benefits that derive from increased broadband coverage. We find that in the base case scenario the overall future benefits outweigh the investment costs for the European Union as a whole for the highest performance technologies. This holds also for the majority of member states individually. We further extrapolate the returns by country under different scenarios of implementation. In most cases the benefits are substantially well above the costs. Private sector is reluctant to invest, as investors in broadband infrastructure only can partially appropriate benefits. This would suggest a rationale for the public sector to subsidize build-out of high speed broadband infrastructure. 相似文献

Government policy for cyber security in the United States relies on voluntary and cooperative action by the private sector and has, until now, explicitly rejected the use of mandate or regulation. This stands in contrast to other defense and homeland security issues, such as those involving border protection or transportation, where government intervention is the norm. The decision to rely on voluntary action for cyber security reflects influential trends in security policies, deregulation, and the government's relation to the Internet that continue to shape US policy even after the attacks of September 11. The result is an ineffectual policy that underestimates the role of government. 相似文献

The relationship between personal managerial values and a range of important organisational variables has increasingly been recognised. Personal values are shaped by the wider cultural milieu in which the individual is socialised. Managers from different cultural contexts may therefore be expected to possess different work and business-related values. However, exposure to a more universalistic managerial ethos may also generate a degree of similarity in managerial values across cultural contexts. In order to examine these issues, the values and expectations of managers in Hong Kong (N = 653), Australia (N = 505) and the United States (N = 1,060) were compared. Both differences and similarities were revealed, leading to speculations about the relative impact of culture versus roles on managerial values. 相似文献

Regulating the use of facial recognition technology (FRT) presents a Collingridge dilemma regarding the great demand for common legal principles to mediate the practical conflicts between privacy and efficiency, autonomy and authority, and safety and accountability. This study compares the enforcement by legitimate authorities in the European Union, the United States, and China of the laws and regulations applied in practical FRT cases and explores the fundamental principles and values manifested in these judgments and their results. The findings presented here indicate that (1) the E.U. regulations tend to move from downstream to upstream based on the notions of “privacy by design” and “privacy by default,” (2) the U.S. regulations are not limited to private contexts but tend also to target the (semi-)public sector, and (3) the Chinese regulations have been shifting from a practice represented by the phrase “nine dragons playing with a pearl” to a practice of “learning by doing”. Specifically, with respect to the determination of violations, the E.U. jurisprudence endorses deontological ethics and the U.S. jurisprudence a kind of universal egoism while the core FRT legislation in China valorizes utilitarianism. Overall, a top-down regulatory framework relating to FRT usage was apparent in the E.U. countries, a self-regulatory approach was observed in the United States, and a “presumption of fault” principle was manifested in China's process of assessing damages. 相似文献

Evidence about job mobility outside the United States is scarce and difficult to compare cross‐nationally because of non‐uniform data. We document job mobility patterns of college graduates in their first three years in the labour market, using unique uniform data covering 11 European countries and Japan. Using the National Longitudinal Survey of Youth, we replicate the information in this survey to compare the results with the United States. We find that (a) US graduates hold more jobs than European graduates, (b) contrasting conventional wisdom, job mobility in Japan is only somewhat lower than the European average, and (c) there are large differences in job mobility within Europe. 相似文献

Research on household food grain sales behavior in developing countries has tended to focus on the roles of market access and prices to explain why many rural households do not sell staple crops, though recent literature suggests that low household asset endowments may also be key constraints. We use econometric analysis of panel data from smallholders in Kenya, Mozambique, and Zambia to inform the design of public investments that will enable smallholders to increase their maize sales. Results show that investments that raise farm-level productivity and land access are an essential complement to investments that improve market access. 相似文献

This study attempts to identify the major factors affecting farm and nonfarm income by using panel data of 894 rural households, interviewed in 2003 and 2005 in rural Uganda. We supplement the panel data with household-level soil fertility data and road distance data to the nearest urban center on three road types: tarmac, loose-surface, and dirt roads. The results suggest that soil fertility, measured by the soil organic matter (SOM) content, is positively associated with crop income but not with livestock and nonfarm income. We also find that the total road distance to the nearest urban center and the road quality have strong negative associations with the crop income. 相似文献

Few scholars would dispute the argument that mergers and acquisitions (M&As) are different in China and the United States,
but we know little about how they differ. This article reports one of the first studies that systematically compares and contrasts
how M&As differ in these two countries. While prior research on M&As tends to emphasize economic and financial explanations
while treating firms as atomistic actors severed from their institutional and network relations, we develop a new theoretical
framework based on relational, behavioral, and institutional perspectives. We not only consider firms as learning actors embedded
in network relations, but also compare and contrast their M&A patterns between China and the United States, two distinctive
institutional contexts. We find that both a firm’s structural hole position and its learning orientation (exploration/exploitation)
in alliances have direct and joint impacts on subsequent M&As. Further, such impacts differ across the two countries, due

This paper studies occupational segregation by ethnicity/race and gender by following a new approach that facilitates multigroup comparisons and econometric analyses to take into account group characteristics. The analysis shows that segregation is particularly intense in the Hispanic and Asian populations (the situation being more severe for the former given its higher concentration in low‐paid jobs). A distinctive characteristic of Hispanics is that segregation is higher for men than for women although females are more concentrated in low‐paid jobs. Segregation neither for women nor for African and Native Americans is reduced by taking human capital variables into account. 相似文献
