The trend of food imports of developing countries and its interpretation are discussed. The author presents an analysis across countries of changes in the food supply balances and cereal imports from the early 1960s to the late 1970s. Changes in food energy supplies have not corresponded closely with changes in domestic food production per head, and the increase in imports tends to be greater in middle income than in low income countries. The balance of payments implications are examined, and the article concludes with a consideration of the reliability of international market supplies.  相似文献

The paper examines the main economic and institutional incentives which have driven major OECD food retailers in their use of private voluntary standards and discusses their growing role in shaping the agri-food system. It is based on interviews with quality and safety directors of major OECD retailers and a brief survey of retailers’ actual buyer practices. Though not all retailers are included, these firms account for over 70% of retail food sales in OECD countries. We find that the growing voice of civil society, changing legal and institutional frameworks, increased market concentration and buying power as well as their integration with financial markets has provided the setting for development of private standards. While food safety and quality standards are seen as key to maintaining and improving reputation as well as against legal liabilities, additional standards such as labour, environmental and animal welfare are also gaining ground as strategies for customer loyalty and market shares. The grass-roots retailer move in the harmonization of food safety standards is seen as an initial step towards a global approach to managing the food system, with harmonization of other standards likely in the future. Given their buyer power, these developments can be viewed as a way of governing the food system and will be important for both OECD and non-OECD food and agricultural sector evolution in the coming years.  相似文献

This paper analyses distributional effects of revenue-neutral tax reforms aimed at improving dietary quality and encouraging healthier grain consumption. Using data on household grain purchases, we analyse both the impact on dietary quality and the tax incidence among income groups of VAT reforms and excise duty reforms. The VAT reforms include subsidies of healthy products (products labelled with the Swedish National Food Administration’s healthy symbol) funded by increased VAT on ‘less healthy’ products. The excise duty reforms contain a subsidy of fibre content, funded by excise duties on either added sugar or saturated fat. Our results suggest that the VAT reforms have a similar impact on dietary quality across all income groups, with increases in fibre intake, but also unwanted increases in the intake of nutrients frequently overconsumed: fat, salt and sugar. The impact on dietary quality of the VAT reforms is therefore difficult to evaluate. With the exception of the lowest income group, the excise duty reforms seem to have a positive health effect across all other income groups, with increases in the intake of fibre and reductions in the intake of saturated fat, sugar and added sugar. For the lowest income group we find the highest increase in the intake of fibre, but generally an increase in the intake of the other nutrients, too. The excise duty reforms also result in a more energy-dense grain diet, with increases in the intake of calories for all income groups. Both the VAT reforms and the excise duty reforms appear to be progressive. The lowest income group pays less food taxes and generally faces a lower overall post-reform price level. The income group that increases its tax payments most is the one with the highest income. This is also the income group that faces the largest increase in the overall post-reform price level.  相似文献

We study levels and trends in agricultural pesticide use for a large cross-section of countries using FAO data for the period 1990–2009. Our analysis shows that a 1% increase in crop output per hectare is associated with a 1.8% increase in pesticide use per hectare but that the growth in intensity of pesticide use levels off as countries reach a higher level of economic development. However, very few high income countries have managed to significantly reduce the level of intensity of their pesticide use, because decreases in insecticide use at higher income levels are largely offset by increases in herbicide and fungicide use. The results also show very rapid growth in the intensity of pesticide use for several middle income countries such as Brazil, Mexico, Uruguay, Cameroon, Malaysia and Thailand. Complementing our analysis with data from the Rotterdam Convention on Prior Informed Consent (PIC), we show that hazardous pesticides covered in the PIC procedure are more weakly regulated in lower than in higher income countries. We discuss the policy challenges facing developing countries with a rapid growth in pesticide use and recommend a four-pronged strategy, including an environmental tax on pesticides with revenues allocated to long-term investments in awareness building, the development of integrated crop management methods and the setting of food safety standards. The interactions between these measures should help contribute to the effectiveness of the overall strategy package.  相似文献

Wage shares have declined substantially in all OECD countries and most developing economies since 1980. This study uses a new ILO/IILS dataset on adjusted wage shares for a panel of up to 43 developing and 28 advanced economies (1970–2007) to explain changes in wage shares and assess the relative contributions of technological change, financialization, globalization and welfare state retrenchment. We find strong negative effects of financialization as well as negative effects of welfare state retrenchment. Globalization has (in production) robust negative effects in advanced as well as in developing economies, which is at odds with the Stolper–Samuelson theorem. We find small, and for developing countries positive effects of technological change. Our results support a Political Economy approach to explaining income distribution.  相似文献

Palm oil is a cooking oil and food ingredient in widespread use in the global food system. However, as a highly saturated fat, palm oil consumption has been associated with negative effects on cardiovascular health, while large scale oil palm production has been linked to deforestation. We construct an innovative fully integrated Macroeconomic-Environmental-Demographic-health (MED-health) model to undertake integrated health, environmental, and economic analyses of palm oil consumption and oil palm production in Thailand over the coming 20 years (2016–2035). In order to put a health and fiscal food policy perspective on policy priorities of future palm oil consumption growth, we model the implications of a 54% product-specific sales tax to achieve a halving of future energy intakes from palm cooking oil consumption. Total patient incidence and premature mortality from myocardial infarction and stroke decline by 0.03–0.16% and rural-urban equity in health and welfare improves in most regions. However, contrary to accepted wisdom, reduced oil palm production would not be environmentally beneficial in the Thailand case, since, once established, oil palms have favourable carbon sequestration characteristics compared to alternative uses of Thai cropland. The increased sales tax also provokes mixed economic impacts: While real GDP increases in a second-best Thai tax policy environment, relative consumption-to-investment price changes may reduce household welfare over extended periods unless accompanied by non-distortionary government compensation payments. Overall, our holistic approach demonstrates that product-specific fiscal food policy taxes may involve important trade-offs between nutrition, health, the economy, and the environment.  相似文献

How do managers react in an environment where bribery is likely to bring high rewards, but also presents high risks? We examine the supply side (firms' illicit payments) of bribery in a global setting, using the United Nations' (UN) Oil-for-Food Program, part of UN sanctions on Iraq. Some companies helped Iraq circumvent UN sanctions through bribe payments in the form of illicit surcharges. Our transaction-level analysis of factors affecting bribe payments draws on the economic theory of crime, agency theory, and home country institutions. Results suggest that firms pay larger bribes when there are stronger financial and managerial incentives, but pay less when their home countries have implemented the OECD Anti-Bribery Convention. We find little relationship between a widely used country-level corruption perception index and firms' actual bribery. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

The unique aspect of food aid projects is that food, rather than money, is used for achieving developmental objectives. As food is usually controlled by women, they benefit most from considering it to be of economic value. Poor women seem to be short of resources--time and money--which can be supplemented by food aid. Through its income-transfer effect, food aid can enable women to work fewer hours/day and thus have more discretionary time. It can also provide, directly or indirectly, the cash necessary for women to use skills they already possess to set themselves up in small businesses. Food aid projects achieve their developmental objectives through: the nutritional content of the distributed commodity; the income transfer effect; cooperatives or associations; specific activities associated with the project; community improvement aspects resulting from the project; and provision of budgetary support to release resources for additional developmental activities. There are a number of ways through which food aid exerts its effect on women from a developmental perspective. Consumption of the food aid commodity provides women with an improved diet. Food aid as an income transfer can enable women to have more discretionary time. Providing women with opportunities for income-generating activities is an important aspect of development. Women's cooperatives or associations funded by food aid commodities can provide women with income. Current food aid projects, if properly planned, can be beneficial to women without the incorporation of specific activities or skills training. One way that food aid helps women gain more time is by freeing them from wage employment. Another way is to use the income transfer for the purchasing of consumer goods that reduce their labor.  相似文献

In the southern African Region (SAR) large populations, mainly concentrated in rural areas, face food insecurity and poverty. Food insecurity is intensified by adverse weather conditions and droughts which impact negatively on farm level food production throughout the region. Agriculture constitutes an important economic sector in the majority of countries in the region. This is measured as share of agricultural value added to the GDP and as agriculture's share in employment. Based on these facts alone, it must be obvious that sustained agricultural performance will play a significant role in the improvement of food security and livelihoods in the region. However, food security is not only attained in rural areas and by the consumption of home produced food stuffs. Urbanisation is expected to increase dramatically over the next few decades and feeding the urban masses, at affordable prices, must be considered to be a high future priority for governments in the region. Food security must not be viewed as an agricultural issue per se. The drive to food self sufficiency through domestic agriculture production in many countries in the region did not enable these countries to feed their own population. Food security should rather be defined as the acquirement of sufficient and nutritious quantities of food (Sen, 1981, Poverty and Famines: An essay on Entitlement and Deprivation). An approach, whereby attention is given to the macro level availability of food, access to income streams as well as improved production capacity to acquire food at a household level and the utilisation of nutritious food, should therefore be guiding food security policies (SADC: FSTAU, 1997, A Strategic Framework for Food Security in the Region). This broader view emphasises household level poverty reduction, economic development and growth as important components of a food security strategy (World Food Summit, Rome, 1996). An important issue which therefore needs to be explored is whether agriculture does have the potential to contribute to economic processes, which will support broad based development and food security. This paper is intended to argue the importance of agricultural development for food security in the region and to develop a diverse policy framework to strengthen this new, more comprehensive role of agriculture in the region.  相似文献

This study explores whether increasing Information and Technology Communication (ICT) boosts government revenue mobilization for sustainable development in 48 Sub-Saharan African countries from 2004 to 2020. While total tax revenue non-resource as a percentage of GDP and tax revenue as a percentage of GDP are used to proxy for tax revenue mobilization, three ICT measures are used, namely; the telephone penetration rate, the mobile phone penetration rate and internet penetration rate. To perform the analysis, we adopt the Generalized Method of Moments (GMM). The empirical findings are as follows. First, while the calculated net impacts are substantially positive, the corresponding marginal ICT effects utilized for calculating net effects are extremely negative. Second, an extensive study is carried out to determine complementing policy thresholds. These thresholds include: 21.959 (per 100 people) telephone penetration for total income from tax revenue; 16.333 (per 100 people) internet penetration for total income from tax; 21.125 internet penetration (per 100 people) for the income from the tax on non-resource income. This study has policy relevance, and implications as the penetration of the ICT rate can be influenced by policies to mobilize government revenue effectively.  相似文献

This paper emphasizes the benefits of an agricultural strategy of development in developing countries. It begins by analyzing the close links between food and employment in the development process. In an underdeveloped country, food production is minimal, but demand is as well because of the small population growth. After development begins, income rises and food demand outstrips production. Only at later stages of development can food production meet demand. The middle stage of development describes most developing countries, which have averaged annual growth rates of 3% per capita in 1966-80. The growth in food demand must be met through technological advance in agriculture: high-yield seeds, fertilizers, and irrigation, which, for example, helped India increase cereal yields 29% between 1954-55 and 1964-65. The rate of growth in cropped areas has declined between 1961-1980, making increased yields more necessary. Growth in employment and income leads to higher food demand, which leads to higher prices and labor costs and a tendency towards capital-intensive agriculture. As the rural sector becomes wealthier, there is also more opportunity for non-agricultural rural workers, creating still more demand. In the final development stage, agricultural products can generate foreign exchange. In Asia, the priority is to ensure efficient outcomes of capital allocations, while in Africa, technology must be instituted. Public investment has been shown to be essential to rapid development in Japan, Taiwan, and the Punjab of India. The absence of this investment in Africa, partly because of an overemphasis on urban sector investment, is largely responsible for the backward state of African agriculture. Often rural areas are overtaxed, agricultural experts are lacking, and there is a growing presence of urban bureaucrats. Both experts in the donor community and farmers themselves must become more vocal in demanding investment in the agricultural sector.  相似文献

This article explores the implications of the OECD‐wide decline of union density for earnings inequality and income redistribution by looking at aggregate (country‐level) data. Over the period 1975–95, countries that experienced relatively large declines in union density also experienced relatively large increases in earnings inequality. In addition, governments apparently became less willing to engage in ‘compensatory redistribution’ in these countries. Since the early 1990s, however, union decline has become less closely associated with rising earnings inequality and redistributive policy changes. I argue that the declining relevance of unionization has to do with changes in the position of union members in the income distribution. In most OECD countries, the average union member has become relatively better off as union density has declined and union members have probably become less supportive of wage solidarity and redistributive government policies.  相似文献

While the poverty implications of off-farm income have been analyzed in different developing countries, much less is known about the impact of off-farm income on household food security and nutrition. Here, this research gap is addressed by using farm survey data from Nigeria. Econometric analyses are employed to examine the mechanisms through which off-farm income affects household calorie and micronutrient supply, dietary quality, and child anthropometry. We find that off-farm income has a positive net effect on food security and nutrition. The prevalence of child stunting, underweight, and wasting is lower in households with off-farm income than in households without. Using a structural model, we also show that off-farm income contributes to higher food production and farm income by easing capital constraints, thus improving household welfare in multiple ways.  相似文献

通过对我国现行个人所得税收入分配功能的分析和定位可看出,我国目前贫富差距惊人,城乡收入差距悬殊.从基尼系数分析显示,我国已经步入了国际警戒线,造成这种情况的原因是我国个人所得税不能充分执行其调节收入分配的功能。通过对税收制度方面和税收征收管理方面缺失的研究,显示我国个人所得税收入调节功能存在着严重的缺陷,影响其功能发挥的原因有个人所得税没有体现税负公平的基本原则、个人收入所占的比重较低、调控客体不完全到位等。针对这些影响因素,文章提出了强化我国个人所得税收入分配功能的改革思路.主要是对个人所得税制课税模式、功能定位、税收扣除方式等方面的调整。  相似文献

Income stagnation in the downward cycle of primary product prices is a problem for small farmers in developing countries. The recent abrupt price decline in coffee poses a large adjustment problem in marginal production areas. One method of farm income stabilization for marginal export crop production areas is diversification into food crops with improved technology. The potential for a cushioning of this farm income decline via the introduction of improved food crop technology was examined. A substantial moderating effect was obtained even without uprooting the improved coffee technology. Moreover, an analysis of the constraints to the earlier introduction of the Caturra coffee variety helped identify some of the components of farmer decision making relevant to adoption of new technology.  相似文献

Disaggregated demand analysis is beginning to receive increased importance in food policies for developing countries. Using household data from the 1977 Mexican Income and Expenditure Household Survey, the authors estimate the income and demographic effects on expenditures for 9 aggregate food categories. In addition, they use a probit model to explore the effect of these variables on the purchase decision for 5 high protein supplying goods. The results indicate that demographic variables, as well as income, have important effects in determining food expenditures. The authors analyze these effects and indicate the role they might play in food policy programs such as PRONAL, the National Food Programme.  相似文献
