The Sustainable Development Goals (SDGs) agenda makes achieving food security and ending malnutrition a global priority. Within this framework, the importance of fisheries in local and global food systems and its contribution to nutrition and health, particularly for the poor are overlooked and undervalued. This paper reviews current fish production and consumption from capture fisheries and aquaculture, highlights opportunities for enhancing healthy diets and outlines key multi-sectoral policy solutions. Mirroring the call for a diversification of agricultural research and investment beyond a few staple grains, it is anticipated that productivity gains for a few farmed aquatic species will not suffice. Capture fisheries and aquaculture have a complementary role to play in increasing fish availability and access, and must be promoted in ways that support measurable nutrition and health gains. This paper argues that the lack of a nutrition-sensitive policy focus on capture fisheries and aquaculture represents an untapped opportunity that must be realised for ensuring sustainable healthy diets for all.  相似文献

The author gives an account of the importance of fish as a source of animal protein and as an appreciated food, particularly in developing countries. Despite declining growth rates in food fish production in recent years, there is considerable potential for increasing supplies in order to maintain the role of fish. The relatively low cost of many fish-producing systems should encourage increased exploitation of fishery resources for food purposes. This will not be achieved, however, unless sustained efforts in research and development are ensured. Collaboration on an international scale and financial support from developed countries will be required.  相似文献

The use of seafood ecolabels is expanding in the world marketplace, but so are labels indicating other product attributes, such as country of origin and wild vs. farmed. The interactive effects of these labels and attributes in evaluating consumers’ preferences for ecolabeled seafood are relatively unexplored. In this paper we investigate (1) the direct and interactive effects of seafood ecolabels with other common fish labels, and (2) how consumers’ perceptions about the state of marine stocks and the valuation of ecolabels may be affected by different information. We find moderate interactive effects between ecolabels and country of origin labels, whereas the valuation for seafood ecolabels is fairly high. In terms of information, we find that consumers’ perceptions about fish stock levels changed (negatively) after receiving information on declining stock levels, and more sensationalized information led to increased change. However, valuation for a seafood ecolabel increases only when the information was perceived positively (credible/interesting); whereas exaggerated information (which was also perceived less credible) had insignificant effects on WTP.  相似文献

Recent studies have proposed that the consumption of farmed animal products must be curtailed to reduce anthropogenic greenhouse gas emissions. This paper argues that a careful assessment of the different emissions produced by different actual and potential diets is needed to evaluate whether or not restricting the consumption of farmed animal products could reduce greenhouse gas emissions, and if so, by how much. It is also argued that the question of whether or not the consumption of farmed animal products should be restricted must be addressed in the light of information derived from various sustainability indicators, rather than on the basis of a narrow focus on greenhouse gas emissions. A case study from the UK is used to develop a broader understanding of how dietary modifications might reduce a range of problems associated with the consumption of farmed animal products. It is argued that even more comprehensive studies of the different Global Health Impacts (GHIs) are needed to assess the merits and demerits associated with the consumption of farmed animal products.  相似文献

The important role of fish in food and nutrition security is becoming more widely acknowledged by the fishery sector and within food policy. Integration of fish and food policy, at national, regional or global levels, is required to ensure the contribution of fisheries and aquaculture to human health is supported through governance arrangements. We explore this aspect of food policy integration in Timor-Leste, where malnutrition is a critical health problem. Consumption of fish is low by international standards and only a small proportion of the population engages in fishing. We used a mixed method approach involving desktop policy analysis, interviews and social network analysis to explore interactions among sectoral instruments and organisations. Our results show generally good integration of food security into fisheries policies, but a lack of integration of fish into food policies. Policy network analysis revealed evidence of collaboration and cooperation between sectors, however, consideration of fish and food concerns was not well embedded across all organisations. We discuss challenges and options for future integration of fisheries into sustainable food systems in Timor-Leste and more broadly, including the need for greater political will and resources, combined with clearer targets and actions within instruments.  相似文献

There are growing concerns over the safety of aquaculture food products from China, which supplies 70% of the world’s farmed fish food. We present a comprehensive literature review, supplemented with qualitative data obtained from interviews with experts in the field, to examine the policies and practices designed to ensure the safety of food produced by the Chinese aquaculture industry. The food safety system has many parts that are administered by different governmental organizations with poor coordination among them. The system apparently operates as two entities: one for products destined for the export market and based largely on the requirements of importing countries, and the other with lower standards and levels of enforcement for domestic market products. The top-down approach focuses more on the end product rather than the production practices. There are several indications that regulations pertaining to antibiotic use are not being followed. Recent events have brought the issue of overall food safety to the attention of the Chinese public and the Government is acting positively towards addressing deficiencies of the system. Chief among these is the Food Safety Law which comes into effect in June, 2009. But the central government must work in concert with provincial and local authorities to improve the infrastructure for inspecting and tracking food from farms to the end consumers to ensure a greater degree of safety of aquatic food for the Chinese population.  相似文献

The food industry increasingly seeks to differentiate food products based on sustainability assurances, the use of traditional or ‘authentic’ production methods, a unique origin, or an association with a distinct cultural identity, often relying on certification to enhance the credibility of a quality claim. The natural conditions of the Arctic circumpolar region, its pristine environment, and the relational tie to Indigenous cultures in many circumpolar Arctic nations, distinguish Arctic foods from other commercially available foods, however, little is known about how consumers respond to foods from the Arctic. This paper examines consumers’ perceptions of and willingness to pay (WTP) for foods originating from the Canadian Arctic, and their receptivity to certification for sustainability, authenticity, and origin in the presence of multiple credence attributes. Data from an online survey of 1342 Canadian consumers show that preferences for Arctic foods are driven by the unique geographic origin and a connection with Indigenous cultures and traditions, as well as a desire to improve social and economic conditions in northern Canada. A discrete choice experiment featuring Arctic char elicits consumers’ WTP for attributes related to origin, certification, wild vs farmed fish, and Indigenous vs non-Indigenous fishers. Random parameters logit and generalized mixed logit models allow for both preference and scale heterogeneity. The analysis informs strategies to promote the Arctic food system, both from a Canadian regional economic development context and across the broader Arctic circumpolar region. Limitations imposed by the current seafood labelling regulatory environment in Canada are noted.  相似文献

Small-scale fisheries in developing countries are often perceived as being a low-productivity and backward informal sector. As a result they are rarely considered in poverty reduction programmes and rural development planning. In this paper, we investigate the dual role of fish as a food and cash crop through data collected in river fisheries in Democratic Republic of Congo (DRC). Fishing in this very remote rural region of DRC is operated both by men and women, as part of a household multiple activity livelihood strategy. The data shows that poor households rely heavily on fishing for their supply of protein-rich food, in particular through women’s subsistence catches. Fishing also appears to be the main source of cash-income for the majority of households, including local farmers. Based on these findings and a review of the literature, the paper argues that small-scale fisheries can play a fundamental role in local economies, especially in remote rural areas where they strengthen significantly the livelihoods of people through their role in both food security and cash-income generation.  相似文献

Efforts to unlock the genetic potential of both rice and fish, when combined with improvements in the management of rice–fish systems, can potentially increase agricultural productivity and food security in some of the poorest and most populous countries in Asia. In Bangladesh, estimates suggest that the country’s potential rice–fish production system encompasses 2–3 million hectares of land. But despite three decades of research on biophysical and technical aspects of rice–fish systems, this potential has not been fully realized due to insufficient attention given to the social, economic, and policy dimensions of rice–fish system improvement. This paper provides a characterization of the diverse and changing nature of rice–fish systems in Bangladesh to shed new light on the economic viability of different rice–fish systems and recommend policy and investment options to accelerate the development of appropriate rice–fish technologies. Data are drawn from a novel subdistrict-level survey of fishery officers, a household/enterprise survey, focus group discussions, and a meta-review of the literature on aquaculture in the country, all of which were conducted in 2010–2011. Findings indicate that concurrent rice–fish systems, alternating rice–fish systems, and collectively managed systems offer considerable potential for increasing productivity and farm incomes in Bangladesh. Findings also suggest that while innovation in these rice–fish systems is being driven by households and communities, there is need for more supportive government policies and investments to enable further innovation. Policymakers need to develop effective regulations to promote feed and fish quality and quantity, for example. More rigorous analysis of the intended and unintended impacts of these policies and investments is also necessary.  相似文献

Bangladesh has made considerable progress against human development indicators in recent years, but malnutrition resulting from poor dietary diversity and low micronutrient intakes remains entrenched. Fish is central to the Bangladeshi diet and small fish species are an important micronutrient source. Although fish consumption per capita has increased in recent years as a result of rapid expansion of aquaculture, it is likely that consumption of fish from capture fisheries (including small indigenous species particularly rich in micronutrients), has declined. This paper evaluates data on fish consumption collected in Bangladesh by the International Food Policy Research Institute in 1996/7 and 2006/7 to assess changing patterns of fish consumption and their implications for food and nutrition security. This analysis indicates that growth of aquaculture has been positive, mitigating a sharp reduction in the quantity of fish consumed from capture fisheries and smoothing out seasonal variability in consumption. However, increased availability of fish from aquaculture may not have fully compensated for the loss of fish from capture fisheries in terms of dietary diversity, micronutrient intakes and food and nutrition security, particularly for the poorest consumers. Given the governmental climate targets, the question arises how these targets can be achieved without affecting a secure and cheap energy supply. As natural gas causes less carbon emissions than any other fossil fuel it might be able to make a contribution in this regard. Currently, in the generation of heat and power natural gas plays a significant role, which will further increase in the future. Using several scenarios, we predict the development of the importance of natural gas and the consequences for carbon emissions. The calculations show that the share of natural gas for the supply of heat will increase from 46 % to 56 %. Efficiency increases together with changes in the structure of power generation can reduce heating-related carbon emissions by 8.3 % until 2020. For power generation, we calculate alternative scenarios. If the current structure of power generation is held constant, carbon emissions will increase by 0.8 % p.a. If instead natural gas completely replaces coal and lignite, the carbon emissions will be reduced by 1.9 % per year.  相似文献

我国医药工业在加入WTO之后受到的冲击,可能没有一般理论分析所预期的那样大。主要原因是开放程度较高和市场竞争的锻炼使医药工业企业具备了较强的国际竞争力,同时外资企业对进口药品将起较大的抵制作用。这种情况突出地表现在被人们认为国际差距较大的化学药品制剂行业。与此相反的是,一般认为具有比较优势的中药制药工业却面临着新的挑战。以往市场保护度较高的医药器械工业在加入WTO之后也会受到较大的冲击。研究表明,外资企业的迅速发展对我国医药工业增强国际竞争力起了重要的作用,而受进口产品冲击较小的行业,受外资企业的影响则相应较大。  相似文献

Fish are the most efficient converters of food for human consumption of any animal. They do not require agricultural land or compete for human food. In fact, their aquatic environment can be utilized for other purposes, eg drinking water, irrigation or hydraulic power. Fish cultivation requires between 13 and 130th of the energy needed by agriculture. Of the world's meat production, the largest share is made up of fish. The role of entrepreneurs in stimulating growth in the small business economy has received significant interest in the last three decades. This growing interest is prompted, in part, by the government’s assumption that the establishment and expansion of existing small firms could be greatly enhanced by the promotion of entrepreneurial education programmes in colleges and universities. Whilst there has been significant interest in the role, type and effect of entrepreneurs in the economy, few studies have examined the effect of entrepreneurial programmes on the progression of an idea through to commercialisation. This is because such research, whilst seemingly desirable, is problematic. Evidence can be gleaned through the development of suitable conceptual frameworks and methods, to assess the role and impact of entrepreneurial programmes on the commercialisation of products or processes, and the enhancement of entrepreneurial capabilities. To address this problem, the research will examine different approaches and frameworks that have been developed and applied hitherto. The objective of this will be to highlight the difficulties in assessing the motivations, cognitive and behavioural changes of entrepreneurs. Also, the research will demonstrate the need to undertake adequate controls, which illustrate possible improvement in entrepreneurial capabilities, networks, and credibility in comparison to students that embarked on courses without entrepreneurial elements. The process will confine itself to business development within the higher education (HEI) context. The MSEC has as its remit to provide opportunity, education, awareness and training to foster entrepreneurship within science and engineering departments across four universities in Greater Manchester. This setting will provide a unique situation in which to investigate the development of germinal technology businesses from the inception of an idea to the point of incubation, prototype development and investment. There is a requirement to understand the needs of the virgin entrepreneur, possible obstacles to commercialisation and the process of new venture creation. The methodology to be adopted has been identified, and forges new ground on combining positivist and phenomenological paradigms. The multi–paradigm approach supports the use of critical incident technique to reveal greater insights in to the personal and cognitive development of virginal entrepreneurs, the suitability of enterprise programmes to act as catalysts for venture creation, and their role in supporting technology transfer. The research will not only confine itself to examining undergraduate and postgraduate projects within MSEC’s business creation unit, but will also continue to assess the experience of entrepreneurs’ when they leave the programme. The research also documents the economic contribution of the programme, in terms of generation of new technology–based firms and the impact of entrepreneurs joining established small firms. Ultimately the aim is to build a long–term picture of the role of enterprise programmes in HEIs that will inform policy and practice.  相似文献

The purpose of this article is to examine some of the interests served by international trade and several of the factors that will affect the environment in which the marketing manager will operate in the next decade. The diverse forces that influence foreign trade are of increasing importance to marketing strategy. Although salesmen are still counseled to “sell-like-hell”, senior marketing people need to have a perspective that permits them to anticipate the threats and oppurtunities these forces create. We will suggest some of the trends and issues to which the marketer must be alert. While our analysis will be most appropriate for American companies, this approach is also applicable for firms based in other countries.The article is divided into five parts. In the first part we examine the importance and motives for U.S. international trade. We then explore U.S. patterns of imports and exports. In the third section we consider the role of technology in trade. Next we consider some of the trends that seem to apply for the next decade. Agricultural productivity in both developing and developed countries will have to improve to achieve substantial increases in food production by 2050 while land and water resources become less abundant and the effects of climate change introduce much uncertainty. Already less resilient production areas will suffer the most, as temperatures will rise further in tropical and semi-tropical latitudes and water-scarce regions will face even drier conditions. International trade plays an important role in compensating, albeit partially, for regional changes in productivity that are induced by climate change. While a well-functioning international trade system can support the adaptation to climate change-related challenges, trade policies as such are imperfect instruments to induce less emissions globally. A well-functioning international trading system can support the adaptation to climate change-related challenges. Hence welfare gains from reforms to trade policies may be greater than normally measured if they also reduce GHG emissions globally.  相似文献
