在民主法律逐步健全的今天,要维护村民合法利益,保障基层稳定的前提和基础,必须完善村级民主监督制度,这就需要作好以下工作:提高村民监督意识;为民主监督创造良好的条件;全面落实"两监督一赔偿"制度;加强地方人大、乡镇街道政府的监管力度。     

Threats to validity involving geographic space

The measurement of changes in human behavior, socio-economic organization, and the environment is a central task of planning and evaluation research. The measurement of such changes is susceptable to numerous, systematic biases which have been examined in a nonspatial context as threats to validity. Consideration of threats to validity is extended in this paper to measurement problems involving geographic space. Such problems are common in studies of land use, transportation, environmental impacts, and related topics.

Managerial (In)attention to Competitive Threats

We integrate the Attention Based View of the firm and Regulatory Focus Theory to propose a model of managerial (in)attention that explains why appeals by middle managers for top managers to attend to specific threats of emerging rivals go unheeded. By acknowledging that different regulatory foci are elicited by different structural positions within the firm, we suggest that these differences in regulatory foci influence the allocation of attention to competitive intelligence warning of an emerging threat. We conclude by discussing how top managers might better evaluate whether threats of emerging rivals are worthy of deeper consideration.

Threats to new product manufacturability and the effects of development team integration processes

The thesis of this article is that new product manufacturability (NPM) is influenced by certain challenges inherent in new product development (NPD), and by efforts to integrate manufacturing and other functional concerns into the product design process. This research tests the direct and interacting effects of these influences via a survey of 91 completed NPD projects representing a variety of manufacturing industries. While most hypotheses were supported, the analysis also provides some surprising findings. Project complexity and increased levels of design outsourcing are associated with poorer NPM. Product newness and project acceleration are associated with better NPM. All the measured aspects of development team integration are associated with better NPM, including intense manufacturing involvement, a collaborative work environment, supplier influence on the product design, and strong management support in the project. Furthermore, certain integration variables exert moderating effects on relationships between technological uncertainty, product newness, design outsourcing, project acceleration and NPM. By exposing these relationships this research extends the theory of product development influences on manufacturability beyond a focus on engineering-oriented approaches (e.g., design-for-manufacture). The results suggest that larger managerial issues must be addressed and that more contingency-oriented research is needed to explore the benefits and limitations of development team integration processes.     

完善我国税制的思考

1994年税制改革至今,取得了巨大的成功,但也存在许多不完善的地方,如国家宏观税率仍明显偏低;健全的中央税体系和地方税体系还没建立;税外收费仍未得到彻底解决;税制本身也存在许多漏洞等,因而需要对税制作进一步的改革调整和完善,以适应市场经济发展的要求。     

对我国社会信用体系建设的现实思考

1 信用的科学内涵　 信用是以偿还为条件的价值单方面让渡,是指在授信人对受信人偿付承诺信任的基础上,使后者无须付现即可获取商品、货币或服务的能力.信用有广义和狭义之分,广义信用是指参与经济活动的当事人之间建立起来的以诚实守信为基础的履约能力,即我们通常所说的“讲信用”、“守信用”、“一诺千金”.市场经济条件下狭义信用是指受信方向授信方所作的在约定时间内付款或还款承诺的兑现能力.市场经济条件下大部分交易都表现为信用交易,因此信用是市场交易的一个必备的要素.     

论我国地方审计体制改革

我国国家审计体制诞生于计划经济体制背景之下，存在明显的缺陷和不足，国家审计体制改革应以中央审计机关改革为先导，地方审计机关 跟进但不完全模仿。地方审计体制改革的侧重点为：理顺上下级审计机关的责权关系，完善地方审计机关的领导关系、隶属关系、报告关系和经费关系，构建审计抗干扰机制，增加审计结果的透明度。     

论我国公共政策制定中的公民参与机制

公共政策的制定不应忽视公民参与的积极作用。本文基于公民参与在我国公共政策制定中的价值,认为在现阶段我国完善公民参与机制具有重要意义,并通过对我国公共政策制定中公民参与的现状予以分析,指出缺少公民参与的公共政策执行将会导致种种的偏差行为,进而对完善公民参与的现实路径提出对策。     

Reputation When Threats and Transfers Are Available

We present a model where a long run player is allowed to use both money transfers and threats to influence the decisions of a sequence of short run players. We show that threats might be used credibly (even in arbitrarily short repeated games) by a long-lived player who gains by developing a reputation of carrying out punishments. Particular cases of the model are a long-lived pressure group offering rewards and punishments to a series of targets (public or corporate officials) in exchange for policy favors, or that of a long-lived extorter who demands money in order not to punish. We use the model to analyze the "convicted nonpayor" debate around judicial corruption. The model highlights formal similarities between lobbying and extortion.

Online social network fundraising: Threats and potentialities

There has been a growth in online fundraising from crowdfunding apps, like GoFundMe, that propagate fundraising appeals on social networking sites. In the online space, these crowdfunding apps pose a potential threat to the traditional intermediation role of charities. The disintermediation threat is that donors choose crowdfunding intermediaries instead of charities to channel their giving. In this article, we discuss what makes crowdsourced fundraising effective and how charities can adapt to this new dynamic for more effective online fundraising emphasizing two key success factors: brand strength/reputation and managing the donor experience. In addition, we explain the advantages and disadvantages of social media fundraising and giving and propose ways charities can leverage their good reputations and public trust to stimulate reintermediation. Finally, we propose a landscape for future research based on model that emphases the fundraising campaign's ability to stimulate viral sharing within and between online social networks.
