Structural changes in the economies of developing countries are leading to increased mobility of work and family life, and so an accommodating set of universal service obligations (USOs) implies new goals that extend beyond wireline telephone penetration and access. Wireless telephony penetration frequently exceeds wireline penetration in developing countries, and digital wireless platforms can incorporate Internet technology. This paper evaluates the history of telecom development in Mexico that has led to wireless telephony becoming the new consumption norm. The study takes the eMexico project as a case study of diversified USOs beyond wireline telephony. It considers potential obstacles to incorporating mobile phone and Internet (“Wireless Web”) services into Mexico's diversified universal service policy, including economic barriers to political mobilization over issues of telecom policy.  相似文献

The deluge of hype about the wonders of the Internet, Intranets, and the World Wide Web continues unabated. At the same time, we hear numerous tales about endless streams of busy signals, broken connections, and painfully slow response times. Surveying the apparent gap between the promise and the often-painful reality, a skeptical manager might reasonably question whether this technology can satisfy the rigorous demands of business users such as product development project teams. In a case study of a large, geographically distributed product development project, Ari-Pekka Hameri and Jukka Nihtila find that Web-based applications can play an important role in new-product development (NPD) efforts. Particularly when projects involve numerous teams from various locations, such tools can provide effective media for communicating and disseminating information. The case study also suggests that these networked information technology (IT) applications can offer important benefits in terms of project and process management. The project described in this study involves a major NPD collaboration, with several independent subprojects and hundreds of team members from various research institutes and companies. The Internet and the World Wide Web provide the media for managing and disseminating project data. Using hypertext links, the Web-based system gives team members easy access to engineering drawings, 3D models, parameter lists, prototype test results, and other engineering information. The point-and-click interface also allows team members to access information about the project structure and schedules, as well as meeting notes, newsgroups, and electronic bulletin boards. Analysis of the file-transfer activities between the Web server and the project groups highlights several important points regarding networked IT applications, information sharing, and project management. First, the system used in this project serves primarily for disseminating information, rather than for fostering collaboration between different groups. Increased collaboration among networked team members probably requires more sophisticated version- and configuration-management capabilities. Second, file-transfer activities typically come in bursts around project milestones; this highlights the essential role that project milestones play in coordinating the work of distributed team members. The electronic media enhance not only the work leading up to milestones, but also the dissemination of decisions made at each milestone.  相似文献

This paper identifies different university spin-off (USO) roles related to resource interaction among business parties. It does so by mapping how USOs become part of business networks in terms of their roles relative to other parties. The theoretical frame of reference focuses on roles and resource interaction based on an industrial network approach to business markets. The empirical research is based on five cases of USOs representing a variety in terms of technology, degree of newness, sector, and area of application. As a result of the analysis, three different roles are identified: the USO as resource mediator, resource re-combiner and resource renewer. These roles reflect how USOs adapt resources to, or require changes among, business parties' resources. The paper also discusses the main resource interfaces associated with the three roles and related challenges. The paper contributes to previous research through illustrating USOs' roles relative to business parties from a resource interaction point of view, and by pointing to the establishment of new companies in business networks as a way of implementing innovation. Finally, the paper discusses the managerial implications of the research in terms of the USO's need to understand which role to take and how to develop it.  相似文献

Globalisation strikes at the cornerstone of telecom policy — i.e., the sovereign right of every country to license the provision and use of telecoms within its borders. Sovereignty has historically been protected by means of a licence, the fees, conditions and procedures for which vary significantly around the world. In the satellite industry, those countries with the lowest teledensities tend to have the highest licence fees. Although there is a trend towards lower licence fees for subscribers, some regulators are just shifting the burden to service providers or the satellite operators. The European Commission and the European Conference of Post and Telecom Administrations (CEPT) have taken steps towards greater harmonisation of licensing conditions, one of which is universal service obligations (USOs). More than half of all countries have USOs which originated in the days of monopoly. With growing competition globally, assumptions about USOs need to be challenged. Regulators should refocus their energies from imposing tough conditions on the satellite industry to removing regulatory roadblocks.  相似文献

The paper's main purpose is to analyse newness and heritage, and what form it may take, in the context of university spin-offs (USOs). The empirical research is based on two cases of USOs generated from an Italian university. The case analysis provides an in-depth investigation of the conditions under which newness can be considered an asset rather than a liability, and sheds light on the role of heritage and how it is related to newness in spin-offs originating in an academic setting. The paper contributes to the literature on whether newness is to be considered a liability or an asset and enhances our understanding of heritage in the context of USOs. The study is also relevant to industrial marketing literature, as it addresses newness and heritage in business networks and affords the potential to better understand the two concepts and how they are linked. The paper demonstrates the existence of an interplay between heritage and newness that is manifest in the mitigating effects of the dimensions of heritage on those of newness: when the degree of heritage (in its various dimensions) is significant, the effects of newness are limited in terms of changes to the existing network, and vice versa.  相似文献

This paper examines information access in Nepal, its current limitations, and opportunities for expansion, particularly in rural areas. It argues that government policies and the regulatory environment have failed to create the competition necessary for rapid expansion of information access through information and communication technologies (ICTs), particularly in rural areas. Furthermore, restrictive approaches to licensing and exorbitant fees have hindered the ability of civil society organizations, non-governmental organizations (NGOs), and small and medium enterprises (SMEs) to provide information access at the local level. This has resulted in very limited access to information outside a few urban centers and created some of the world's highest access costs in one of its poorest countries. To successfully address this situation, the newly installed republican government will need to create an environment that promotes competition in less lucrative rural markets while negotiating the demands of existing license holders.  相似文献

Conclusion All the issues raised in this paper converge in one major aspect which is at the heart of almost all of the anxieties and the critiques. It is simply that, in modern societies, technology equals power. As Bernstein (1975) observed, the outcomes of the decisions on whom to give access to knowledge, at what level of content and difficulty and for what accreditations substantially determine who holds power in the next generation. As technology teachers we must realise that we have a large part of the most fundamental power of all — the distribution of power in future society.The responsibility is formidable. This paper has sought to make it more visible and to facilitate its more effective exercise by demonstrating the nature of the process and to advocate its implementation with understanding. Information and communications technologies have become an integral part of life in an information society, affecting employment, education and many other daily activities. For individuals with disabilities, equal access to telecommunications remains a concern, as many technologies that are developed do not allow for equal access. Law and policy have made significant progress in some nations, but sizeable barriers remain to the social inclusion of individuals with disabilities in telecommunications technologies and services. This paper examines the importance of equal access to telecommunications for individuals with disabilities in both the formulation and the implementation of policy. Analyzing issues of policy and implementation, this paper discusses policy questions and potential areas of research to better understand the relationship of telecommunications policy to access for persons with disabilities.  相似文献

In this paper we address the impact of information sharing between firms of a manufacturing network. Firms of the network are selected and scheduled to produce an order based on a price–time evaluation of their bids using an optimal planning model for networked manufacturing. Networking strategies, where business relationships are characterized by different levels of shared information on price and capacity, are classified. An illustrative example sketches the impact of information sharing on networked manufacturing using three different kinds of bidding protocol expressing how firms aggregate their information to conform to networking requirements. Finally, the results show that higher networking flexibility in terms of price–time alternatives can be achieved when firms favor tight partnership relations, offering consequently a better scheduling performance.  相似文献

Infrastructures of surveillance—everyday, taken-for-granted, institutionalized and technically mediated practices which identify, observe, and analyze individual actions—permeate society. These infrastructures mediate the production of social knowledge and action toward individuals. This article examines the genesis of one such infrastructure, namely the coordinated practices of identifying and locating mobile phone users during emergency (9-1-1) calls. Implementing this infrastructure has entailed creating and coordinating systems to locate wireless phones, to deliver the emergency calls to the appropriate service agency, and to deliver appropriate services to the emergency event. This implementation has occurred within historically specific regulatory, political, cultural, technological, and economic contexts and has specific implications for general surveillance practice. Focusing primarily on the state of Texas, this article examines the development of systems which store and deliver individuals’ geographic location. It argues that, despite privacy laws tightly restricting the use of information generated in the 9-1-1 process, and despite the special purpose to which the 9-1-1 system is dedicated, the wireless 9-1-1 initiative has created the infrastructure for a general purpose locational surveillance infrastructure capable both of surveilling broad patterns of activities and of responding to particular individuals. Moreover, the infrastructure is more available to police agencies and to well-established and well-funded corporate entities than to grass roots organizations. This trend is driven by the need to coordinate a national emergency response system within a fractured telecommunication industry, by the desire of marketers to understand and address their customers’ habits of mobility, and by an increasing willingness of police agencies to include widespread surveillance under the rubric of “emergency services.” Policy responses such as greater ability to opt out of the surveillance system, public oversight of emergency operations, and greater public access to the infrastructure itself might mitigate the most harmful potential social effects of this infrastructure, while distributing its benefits in a more democratic and egalitarian way.  相似文献

As the need for marketing intelligence by sales and marketing managers grows more essential, field sales personnel are increasingly being asked to gather and report information. Many executives realize the potential value of using salespersons to supply information useful to management decision making. The sales force is familiar with their territories, their customers' needs and sources of information inside customer organizations, their competitors' marketing activities, and trends in product acceptance. The incremental costs and effort required are low compared to other research methods, since information can be submitted within the context of a regular call report system [2, 6, 8].But salespersons have been found to be inadequate and uncooperative reporters in many instances. Numerous field salespersons believe that reporting infringes on their primary responsibility of selling, and furthermore that management apparently doesn't make use of the resulting information anyway. Thus, while salespersons have access to a wealth of marketing information of potentially great value to the firm, they are often inadequate, unreliable, and unmotivated reporters [4, 5].This article reports the results of a study designed to investigate what management practices contribute to, or detract from, effective reporting of marketing information by salespersons. Current practices in reporting are noted and some recommendations are made to help management improve sales force reporting.  相似文献

The purpose of the present article is to devise an index for measuring and analyzing the divide among countries in the area of information and communication technology (ICT) infrastructure and access. Understanding the fact that there are many factors influencing the digital divide, this research is not intended to measure the digital divide in terms of different inequalities, but it rather attempts to take only one of the most important of these factors (maybe the most important of them) into consideration for measuring and analyzing divide between countries, that is, ICT infrastructure and access. In contrast to the majority of the indices in this context, the proposed index is built upon defining and conceptualizing ICT infrastructure and access. In addition, the index uses core ICT indicators on which the international community and experienced modelers have consensus that they measure the information society suitably. Therefore, the index can be exploited as the basis and standard for internationally comparable statistics in ICT infrastructure and access area. Moreover, it is the second index based on core ICT indicators after the Digital Opportunity Index (DOI) that was developed by the International Telecommunication Union (ITU) in 2005. However, in the current article, using Data Mining methods, Markov Chain Monte Carlo (MCMC) (to impute missing data) and Multi-Stage Factor Analysis (FA) (for aggregating the indicators), many problems and limits of the existing indices, the DOI in particular, such as the lack of data for analyzing ICT infrastructure and access, use of equal weighting or experts’ opinions to aggregate the indicators, are avoided. Since this index is developed by statistical procedures, it is flexible, adaptable, and modifiable over time while it sustains its original structure. It is comprised of two main dimensions: ‘ICT access’ and ‘coverage of mobile and access tariffs’ and 10 indicators. Finally, comparing the proposed index with the other indices in this field and gross national income (GNI) per capita of 150 countries, this index is tested; then, it is utilized to measure and analyze the divide between countries in the two dimensions, different geographical areas, economic conditions, and levels of ICT infrastructure and access.  相似文献

Recent studies on design management have helped us to better comprehend how companies can apply design to get closer to users and to better understand their needs; this is an approach usually referred to as user‐centered design. Yet analysis of design‐intensive manufacturers such as Alessi, Artemide, and other leading Italian firms shows that their innovation process hardly starts from a close observation of user needs and requirements. Rather, they follow a different strategy called design‐driven innovation in this paper. This strategy aims at radically change the emotional and symbolic content of products (i.e., their meanings and languages) through a deep understanding of broader changes in society, culture, and technology. Rather than being pulled by user requirements, design‐driven innovation is pushed by a firm's vision about possible new product meanings and languages that could diffuse in society. Design‐driven innovation, which plays such a crucial role in the innovation strategy of design intensive firms, has still remained largely unexplored. This paper aims at providing a possible direction to fill this empty spot in innovation management literature. In particular, first it proposes a metamodel for investigating design‐driven innovation in which a manufacturer's ability to understand, anticipate, and influence emergence of new product meanings is built by relying on external interpreters (e.g., designers, firms in other industries, suppliers, schools, artists, the media) that share its same problem: to understand the evolution of sociocultural models and to propose new visions and meanings. Managing design‐driven innovation therefore implies managing the interaction with these interpreters to access, share, and internalize knowledge on product languages and to influence shifts in sociocultural models. Second, the paper proposes a possible direction to scientifically investigate the management of this networked and collective research process. In particular, it shows that the process of creating breakthrough innovations of meanings partially mirrors the process of creating breakthrough technological innovations. Studies of design‐driven innovation may therefore benefit significantly from the existing body of theories in the field of technology management. The analysis of the analogies between these two types of radical innovations (i.e., meanings and technologies) allows a research agenda to be set for exploration of design‐driven innovation, a relevant as well as underinvestigated phenomenon.  相似文献

The authors discuss the characteristics and benefits of network information services (NIS), which are developing into an important new industry likely to have profound effects on society. Many of the services and possible applications are described. Three scenarios are analysed, in which the future of the industry may be directed by technology, the market, and policy issues. It is concluded that consumers and small businesses are unlikely to be able to achieve sufficient economies through NIS by the end of the century to make much use of the services provided. Large and medium companies, however, will be served by a diversified, multi-network marketplace. The issue of equality of access to information will become of significant public concern.  相似文献

The paper reviews how the question of access pricing has been fully investigated by the theoretical literature in a static context. On the other hand, there is no developed analysis of the linkage between access pricing and incentives to invest. University spin‐out (USO) companies play an increasingly important role in generating value from radical, generic technologies, but this translation requires significant resources from other players to reach the market. Seven case studies illuminate how relationships with each type of partner can be leveraged to help the firm create value. We find that most firms in the sample are aware of the importance of corporate partners and actively seek to cultivate these relationships, but may not be taking full advantage of the resources available through nonparent academic institutions and other USOs with similar or complementary technologies.  相似文献

This study examines the association between ICT adoption, innovation, and SMEs' access to finance by exploiting the World Bank Enterprise Survey (WBES) data of 171,000 SMEs from 149 countries between 2006 and 2020. We decompose SMEs' access to finance into two components, i.e., basic and advanced access to finance. Basic access to finance is captured from two indicators; namely, the firm's bank account and line of credit from a financial institution, while advanced access is captured by whether the firm's investments and working capital is financed by the bank. Consistent with the information asymmetry hypothesis, our findings confirm that ICT adoption reduces information asymmetry between SMEs and banks. Therefore, banks are more likely to grant credit and to finance projects and the working capital needs of innovative SMEs. Moreover, this study complements the argument of resource-based theory (RBT) and suggests that innovation can provide a competitive advantage with regard to a firm's access to credit. These results imply that SMEs with greater access to and use of new technologies are more likely to acquire financial resources from banks. The results hold to various robustness checks and identification strategies. Our findings provide important policy implications for SMEs around the globe.  相似文献

Access to ICT-based market information is crucial to the adoption of agricultural seed technologies for maize, beans and groundnut and to improve smallholder farmer yields and income. This ICT-based market information is provided by FM radio stations and by market information centers through media such as mobile phones and internet facilities, etc. Factors that positively affect the probability of access to ICT-based market information include access to microfinance loans, membership in a farmer association, government awareness campaigns, and wealth. Distance to the trading centers or district capital negatively affects this access. The likelihood of access to ICT-based market information declines with female-headed households. Access to market information has a positive and significant impact on the intensity of adopting improved seed for all crops. Adoption of improved seed has a positive and significant effect on farm yields and gross farm returns. This research shows that in order to generate meaningful improvements in food security and farm incomes, there must be commensurate efforts to promote ICT-based market information along with yield-augmenting agricultural seed technologies.  相似文献

The opportunity for smallholders to raise their incomes increasingly depends on their ability to compete in the market; yet there are many failures in rural markets in developing countries that make it difficult for them to do this. Understanding how collective action can help address the inefficiencies, coordination problems or barriers to market access is particularly important. This paper draws on the case studies in this special issue and on other literature to examine the conceptual issues and empirical evidence on the role of collective action institutions in improving market access for the rural poor. Applying insights from studies of collective action in natural resource management, the paper examines what conditions facilitate effective producer organizations for smallholders’ market access, with special attention to the characteristics of user groups, institutional arrangements, types of products (staples, perishables and other commodities), markets (local, domestic and international), and external environment. The paper also identifies policies and interventions that facilitate collective action for market access among smallholders, and examines whether the public sector, private sector and/or civil society is best positioned to provide such interventions.  相似文献
