In the present debate about options for the modernization of trade unions, the predominant argument being propounded is that trade unions and workers' representatives at plant level should take more 'responsibility' for the competitiveness of the firms. Among other things, they are advised to enter into 'alliances' with management at the level of qualification politics. This paper considers some important collective bargaining arrangements which the German trade unions have negotiated over the last few years in order to improve mutually beneficial further training decisions within German firms. The emphasis is on the potential of different agreements for achieving efficiency and equality objectives in the context of contemporary changes in production and restructuring processes. 相似文献

This paper provides a brief review of the empirical evidence on union productivity effects in Germany. The influence of trade unions on productivity is the net effect of conflicting forces which can lead to higher or lower productivity. Although the German dual system of workers' representation via unions and works councils is quite favourable to the existence of productivity-enhancing 'voice' effects, various empirical studies have not been able to detect significant positive net effects of these institutions on productivity. 相似文献

This paper uses data from the Australian Workplace Industrial Relations Survey conducted in 1989–90 to examine the net impact of trade unions on the extent of formal types of employer-provided training. A net positive effect is found, but only where unions are active in the workplace and not merely de jure representatives of the work-force. The results also indicate, with respect to in-house training, that unions shift the emphasis towards work-forces with long tenure, a finding that is consistent with 'union voice' arguments. 相似文献

Friedrich Hayek was an influential critic of trade unions, especially critical of their presumed ability to act 'coercively'. Without coercive power unions could be benign; with coercive power they were seen to be a force for profound loss and danger. The paper examines Hayek's understanding of the general concept of coercion, and discusses how he applied it to the analysis of trade unions. It also looks at his more speculative treatment of trade unions in a 'non-coercive' world to see what that suggests about his analysis of trade unions. I conclude that Hayek's notion of coercion was unsatisfactory, that he was seriously inconsistent in his use of the term, and that he was hopelessly confused in his analysis of unions. 相似文献

Training and development have featured as key issues on the 'new bargaining agenda' outlined by the TUC. Although evidence suggests that union successes in achieving a role in training decisions at the workplace have thus far been limited, few studies have sought to examine the impact of union involvement on training outcomes. Drawing on a survey of members and representatives from the Manufacturing Science and Finance union, this paper demonstrates that union involvement in training decisions is associated with relatively superior training activities and outcomes at the workplace. 相似文献

Emergent research has examined the antecedents to using information technology (IT) in the new product development (NPD) process and the impact of IT on NPD performance. Based on the resource‐based view (RBV) of the firm, this study hypothesizes that particular resources create IT capabilities that significantly enhance NPD outcomes. More specifically, this research extends previous work by investigating whether three complementary resources, namely an executive champion for IT, global engagement, and organizational innovativeness, influence IT capabilities (IT use frequency and IT replacement frequency), which in turn affect NPD outcomes (NPD task proficiency and NPD performance). To test the conceptual model, survey data were collected from 220 NPD and IT managers in a variety of large Japanese firms. The results show that an executive champion for IT and global engagement are predictors of both IT tool use and replacement frequency while organizational innovativeness contributes only to IT tool replacement frequency. The results also indicate that both IT tool use and replacement frequency have a positive effect on NPD task proficiency, which improves NPD performance. This research contributes to the literature by adding understanding of the role of IT in NPD at the firm level in four ways. First, it examines particular organizational complementary resources and their relationship to IT capabilities. Second, it examines the RBV and IT in the context of NPD, an important business process. Third, it measures IT usage in a more granular fashion (i.e., IT tool use frequency and IT replacement frequency) rather than simply IT usage as a dichotomy. Finally, through testing the proposed model with data collected from Japanese firms, this study provides empirical evidence from an Asian country to answer the call for more NPD research to be conducted in countries other than North American and Western European contexts. The findings of the study also provide implications for managers. Importantly, they indicate that an executive level champion for IT is a key influencer in facilitating IT usage and replacement, and likely can help generate awareness of and support for greater IT investments so the firm can create IT capabilities for effective NPD. 相似文献

The law of 20 August 2008 reformed the representativeness of French unions by imposing an obligation for ‘financial transparency’. Building on exploratory research, we address the question of the organizational and political effects of the new regulation, which point to a traditional debate in union democracy studies: how do administrative and representative rationalities combine within trade union organizations? Drawing on interviews with union leaders and finance officers at various levels in three major labour confederations (CGT, CFDT and CGT‐FO), we describe the different ways unionists have received the new accounting requirements and translated them into organizational practices and norms. Going beyond the traditional theses of compatibility and colonization, we make use of the body of work in critical legal and management studies to develop an endogenous approach of the relationships between trade unions and accounting management. 相似文献

This paper estimates a stochastic cost frontier forU.S. corporate credit unions using call report datafor 1992–1997. The results indicate that corporatecredit unions were 91 percent cost efficient, onaverage, over this period and that institutionspassing a larger percentage of their investments toU.S. Central Credit Union are more cost efficient. However, the economic magnitude of estimatedefficiency gains from investment concentration isfound to be modest. In this article, Mohan Reddy, John Aram, and Leonard Lynn suggest that the institutional scope for understanding technology diffusion, in addition to supplier and user organizations and industries, should include organizations that manufacture technological complementarities, institutions that possess vertical complementary assets, and the nonmarket sector. The nonmarket sector includes trade associations, professional societies, governmental agencies, independent research agencies, and public service organizations. In recent years there has been a growing interest in the impact of co-operative union–management relations on firm performance and organizational outcomes such as employee turnover and absenteeism. This paper seeks to identify the factors that affect the development of a co-operative industrial relations climate and analyses the effects of that climate on organizational and union allegiance and on employee attendance behaviour. The data are drawn from a study of a large automotive manufacturer in Australia. The results indicate that a positive union–management relationship is associated with higher levels of work attendance. Moreover, this outcome is consistent with the presence of strong and effective unionism at the workplace. 相似文献
