Bus rapid transit impacts on land uses and land values in Seoul,Korea   总被引:2,自引:0,他引:2  
Bus rapid transit (BRT) has gained popularity as a cost-effective alternative to urban rail investments; however, relatively little is known about its impacts on land-use changes and land values. This paper examines the land-market effects of converting regular bus operations to median-lane bus services in Seoul, Korea, one of the densest, most congested cities in the world. Multilevel models reveal BRT improvements prompted property owners to convert single-family residences to higher density apartments and condominiums. Land price premiums of up to 10% were estimated for residences within 300 m of BRT stops and more than 25% for retail and other non-residential uses over a smaller impact zone of 150 m. The research findings underscore the importance of introducing zoning and other land regulatory changes prior to the initiation of BRT improvements as well as applying value-capture tools to help finance investments and redress inequities.  相似文献

Dubbed ‘The City of Cars’, congestion is a prominent issue in Auckland, New Zealand. Auckland's first Bus Rapid Transit (BRT) system - the Northern Busway - was implemented in 2008. The 6.2-km (km) busway network services the northern suburbs and provides a link to the Central Business District (CBD). This research aims to assess the impact of the Northern Busway on nearby residential property values. Spatio-temporal autoregressive (STAR) modelling is used to examine the accessibility impacts of the BRT under the difference – in – differences (DID) framework alongside a typical OLS and a strictly spatial model. We have observed two main findings. Firstly, the average sale price for properties in the treatment group (within 800 m of the Northern Busway) increased by approximately 3.69% as a result of the opening of the Northern Busway. Second, consistent with previous literature, we find that OLS estimates suffer from high spatial autocorrelation bias, while co-integrating spatial and temporal dependencies within a STAR model improves the precision of estimation. While the models produced a relatively modest accessibility premium on house prices, given traditional importance of private cars coupled with high income levels in the case study area, it would take a generational shift to make a significant impact on house prices as the area becomes more desirable due to reduced traffic congestion/travel time.  相似文献

Public transport investment is normally targeted at increasing accessibility which land rent theory identifies and will in turn increase land values. There is a clear policy interest in how much land values increase following a new transport investment so as to establish if there is sufficient land value uplift to capture and to help pay or contribute to investment plans. Identifying an uplift for residential land has been well studied in the context of new light rail systems and bus rapid transit (BRT) systems in developing countries but there is little evidence for BRT in developed countries.This paper has two objectives. First, to examine long term impact of BRT in a developed world context in Brisbane, Australia. Brisbane's BRT uses an open system design which contrasts with the closed system design of the successful BRT systems in South America and elsewhere, including the BRT in the suburbs of Sydney, Australia. Second, BRT in Brisbane was introduced to a network already dominated by a radial heavy rail network and this investigation recognises that the uplift from BRT introduction may therefore be different to a BRT in a single mode city. A third motivation is to consider the spatial distribution of uplift which is an essential pre-requisite to understanding the distributional impact if uplift is used to contribute to infrastructure provision.Spatial modelling is used to examine the accessibility impacts of the BRT at a global level. This is followed by Geographical Weighted Regression, used to examine the spatial distribution of accessibility using a local model.The results show that there is greater uplift in Brisbane, as compared to that identified by studies of Sydney's BRT which is likely due to the greater network coverage of BRT in Brisbane and less strong competition of rail. Land value uplift is also spatially distributed over the network giving higher uplift in some areas than others and lower values than typically found with rail based systems in developed countries. However, the degree of uplift is relatively low, with proximity to BRT stations attracting more uplift than proximity to train stations.  相似文献

The present rapid urban growth of cities from developing countries causes negative externalities such as lagging infrastructure development. In combination with rapidly rising motorized vehicle use this leads to severe traffic congestion affecting the mobility of the urban residents. Therefore many urban governments are planning to improve their transport and mobility situations with mass rapid transit systems of which a bus rapid transit (BRT) is a rather easy system to implement at reasonable costs. However, due to high urban inequalities the effects of urban traffic and potential improvements of the urban transport system for the diverse group of urban residents can differ significantly. In our case study Kampala (Uganda) four main groups were identified through cluster analysis of socio-economic and residential data gathered through interviews: extreme poor, poor, middle income and rich. Each group experiences a different mobility with the extreme poor being the most vulnerable group. The planned BRT system aims to decrease the average travel time but risks to exclude the lowest income class since not enough attention is paid to the affordability of the system to all residents. Therefore we argue for a policy that works from bottom up and pays attention to the internal diversity of the population.  相似文献

This research investigates the impact of the construction of a new subway line (Line 5) in Seoul on nearby residential property values. A hedonic pricing model shows that distance from a Line 5 subway station had a statistically significant effect on residential prices only prior to the line's opening. This is consistent with the anticipatory effect observed in other studies. Moreover, accessibility to transit had, in general, less of an impact on house prices than other variables such as the size of the unit, the quality of the school district, proximity to the high-status Kangnam subcenter, and possibly accessibility to recreational resources.  相似文献

Light rail, metro and other urban rail transit systems can play a significant role in improving the attractiveness and quality of urban public transport. They can influence the attractiveness of locations near the stations and improve accessibility for these locations. Furthermore urban rail can improve a location’s attractiveness by its image effect: it makes a station appear modern and dynamic, and thus raises the status of this location.This paper summarises findings on the land-use and economic impacts of the urban rail system of the city of Naples over time and space. It examines changes in residential and non-residential (offices and retail) property prices around the newly built stations between 2001 and 2008 as well as the changes in the number of residents for the same station catchment areas. Ad hoc station control areas have been specified in order to compare the results of these changes. Results show that values in station control areas are lower than those of those of the stations catchment areas.  相似文献

Bus rapid transit (BRT) systems have mushroomed worldwide in the last few decades. An enriched understanding of BRT capitalization effects is essential. Although the BRT accessibility effect on housing prices has been extensively explored, the effect of proximity to the BRT corridor (which may be related to unattractive landscape and noise pollution) has been little scrutinized. More importantly, whether and how the two effects vary across price levels and space have yet to be sufficiently studied. To this end, we estimate the effect of BRT accessibility and proximity on housing prices by applying a battery of econometric methods (including hedonic pricing models, spatial regression models, quantile regression models, and a geographically weighted regression model) to 5185 observations in the housing market in Xiamen Island, China. The results of this study are: (1) BRT accessibility premiums and proximity penalties simultaneously exist in the housing market; (2) buyers of high-priced housing have a greater willingness to pay for avoiding the nuisances attributed to proximity to the BRT corridor; (3) the effect of BRT on housing prices is spatially heterogeneous; (4) the BRT accessibility effect is larger in suburban areas than in urban areas; and (5) housing prices are more predictable near the city centers than outside the area, which may be because a greater proportion of the price of a house near the city centers is derived from the location (rather than the building structure). Finally, policy implications (e.g., building acoustic barriers and planting vegetation along the BRT corridor and improving the transit service in suburban areas) are discussed.  相似文献

The relationships between the built environment (BE) and car dependence have been thoroughly evaluated, with a primary focus on the residential BE; however, the effects of the BE at workplaces have remained largely unexplored. Little is known about the potential nonlinear effects of the BE at both locations. Using data from a household travel survey in Changchun, China, we aimed to reveal the nonlinear effects of the residential and workplace BE on car dependence by building a gradient boosting decision trees model. The results show that the BE at both locations has strong explanatory power for car ownership and car purchasing intention. With relative contributions values of 17.90% and 18.13%, respectively, the BE at workplaces contributes less to explaining the two dependent variables than the BE at residences. All BE attributes show nonlinear effects on car ownership, and car purchasing intention and the effects differ between residential and workplace locations.  相似文献

The Rio de Janeiro government, in order to prepare the city for the 2016 Olympic Games, implemented four new BRT lines (Bus Rapid Transit). One of these is the “BRT Transolímpica”, which would mainly serve the mega-event by connecting two Olympic venues, but which was justified as the integration between the northern and southern regions of the city. In this paper, the Transolímpica transport legacy, regarding urban development, was analysed to verify the influence of this BRT line on the development of its surroundings. The three-step methodology comprised a study of the surroundings of BRT stations through analyses of physical dynamics, real-estate dynamics, and relational analysis (the contextualisation of the results within the local context). The analyses cover five phases of the BRT implementation associated with the 2016 Olympic Games: candidature (2008–2010); planning and design (2010−2012); implementation, subdivided into two periods (2012–2014 and 2014–2016); and operation (2016–2018). We found that this BRT line: i) was not relevant to the occupation of the surroundings; ii) ended up accentuating the segmentation of the territory along the corridor; and iii) has been consolidating an ambiguous transport legacy in terms of urban development.  相似文献

New public transport infrastructure is expected to improve accessibility for local residents, and thus contribute to increased land value. The contribution that a bus rapid transit (BRT) system can make to increased land value is less certain than for rail-based systems, with the literature mostly containing bus-based examples from developing countries with extensive BRT networks. This article considers a BRT system named the Liverpool–Parramatta Transitway (LPT) that was implemented in southwestern Sydney in 2003 to improve public transport accessibility in the local area. A repeat sales model is constructed to investigate the impact of the LPT on residential housing prices and accessibility changes using repeat sales data from before and after the opening of the LPT. This identified little price difference between properties close to LPT stations and outside of the area that could be considered as affected by the LPT service coverage. This outcome is at variance with the theoretical underpinning of land value uplift and other empirical evidence relating to the LPT. Hedonic models using the same repeat sales data investigate the study area in more detail, stratifying the sample by housing type and by comparing separate before and after models. These research outcomes identify the extent to which the BRT system has an impact on local housing prices through accessibility improvements to the study area and provide a deeper understanding as to how the quantification of land value uplift from BRT represents one element of the wider economic benefits of a BRT system.  相似文献

Bus Rapid Transit (BRT) is being implemented as a neoliberal project, but it creates contradictions that challenge the premise of neoliberalism. BRT projects are affordable rapid transit infrastructure, but they are also an impetus to restructure the urban bus sector in developing cities with informal mass transport. The dominant model of BRT implementation creates a market for bus service from large private companies where the government takes on the risk and brands the service as part of the city's attempt to be a ‘world class’ city that can attract mobile capital. However, BRT and the formalization of the bus sector can increase the power of urban residents by firmly putting transport in the public sphere; workers by increasing the incentives for collective action; and bus riders by prioritizing space for buses over cars. But these are only openings that require action to take advantage of the contradictions.  相似文献

Bus Rapid Transit (BRT) systems are an increasingly popular public transport option internationally. They provide rail-like quality for bus services for a fraction of the cost of fixed rail. Many claims of high and increasing ridership have resulted from BRT system development; however, it is unclear exactly which aspects of BRT system design drive this. This paper explores whether BRT design features, among other influences, significantly increase ridership above and beyond the impact of service levels. It does so using a series of regression models undertaken on 77 BRT and non-BRT bus routes in Australia which is known for its diversity in BRT route design. Explanatory variables used included service level, frequency, speed, stop spacing, share of segregated right of way, vehicle accessibility, employment and residential density, car ownership levels and BRT infrastructure quality. Five models explored the role of these variables. Two models found that service level dominates predictions of boardings per route km although they suffer from endogeneity. Further models control for this influence by modelling boardings per vehicle km. Overall results suggest that some BRT infrastructure treatments such as right of way have a significant impact on ridership but the influence of infrastructure is within the context of high service levels. The role of accessible vehicles has also been highlighted in this research, although more research is needed to clarify this influence. The paper concludes with a discussion of the various influences on ridership and recommendations for existing policy and future research.  相似文献

This study investigates to what extent a mismatch between residential preferences and actual residential locations is associated with residents’ physical activity and walking. The residents of Montgomery County, MD, and Twin Cities, MN, were classified into four residential subgroups, and their walking and physical activity outcomes were compared. The results showed that, for transport activity and walking outcomes, participants living in a urban location and preferring a urban environment were more likely to be active than those who lived in a suburban location and preferred a suburban environment. In a highly dense region, the influence of preferences might be overridden by the characteristics of neighborhood locations. With respect to recreation activity, no significant associations were found regarding neighborhood locations or preference for neighborhood environment.  相似文献

With the Republic of Korea facing many challenges in urban housing development, the Korean government has implemented various public housing policies to stabilise the residential life of low-income households. While the government has established different housing policies for each household income class, there is a lack of research on rational accessibility models that consider the characteristics of each income class. Therefore, this study constructed an accessibility calculation model that reflects the transportation characteristics of various household income classes and used it to calculate the accessibility of each area and the household location of each income class. The results demonstrated limited difference in accessibility between income classes in Seoul; however, in Incheon and Gyeonggi Province, high-income accessibility was lower than low-income accessibility. It was also confirmed that the low-income households were more likely to be located in areas of low accessibility, while middle and high-income households were more likely to be located in areas of high accessibility. The main contributions of this study are as follows. First, it systematically derives the traffic characteristics by income class and uses these to calculate accessibility. Second, it presents a more reasonable model for calculating accessibility than the nominal model used in government policy decisions. Finally, it evaluates household location by income class based on the accessibility calculated in this study.  相似文献

Despite the global popularity of bus rapid transit (BRT) in last couple of decades, there is limited empirical evidence in the rapidly urbanizing developing countries regarding corridor-wide users' typical travel characteristics and perceptions of the system attributes. The factors affecting BRT users' (dis)satisfaction are also often disregarded, given less priority than needed, or delayed till issues become more difficult and costlier to manage. Although on a rise, currently only ~10% of BRT systems worldwide are in lower-middle-income and low-income countries, which also supports the need to effectively address BRT passengers' mobility issues in such countries with cramped resources, contributing towards more sustainable urban mass transit systems. As major share of BRTs worldwide are single-corridors (~63%), this study investigates the above stated gaps using case of such BRT in the megacity of Lahore, Pakistan via on-site structured interview surveys using intercept method from BRT users along all stations of the corridor. Typical travel characteristics, correlations and cross-comparisons of sample demographics with mobility attributes, underlying (dis)similar themed factors ensuring internal consistency, and rankings of (dis)satisfactions regarding service attributes were evaluated using combination of statistical methods. Visual comparisons of factors in 2D and 3D rotated space were also explored. Results revealed differences in travel characteristics of BRT users for various demographics; convergence of eight factors from twenty-two service quality attributes; spectrum of highest, average and lowest ranked attributes; and inter-spatial relationship of service quality attributes based on the factors contributing relatively more variation. The overarching findings provide useful insights for transportation practitioners, policy makers and could also contribute towards updating BRT guidelines by incorporating the needs and requirements of BRT users in the developing countries.  相似文献

The introduction of Bus Rapid Transit (BRT), typically involving the use of exclusive bus lanes and related bus priority measures, is increasingly advocated as a flexible and cost-effective way of improving the attractiveness of public transit in congested urban areas by reducing travel times and variability. These schemes typically involve the reallocation of road space for exclusive use by buses, presenting commuters with potentially competing incentives: buses on BRT routes can run faster and more efficiently than buses running in general traffic, potentially attracting commuters to public transit and reducing congestion through modal shift from cars. However, a secondary impact may also exist; remaining car users may be presented with less congested road space, improving their journey times and simultaneously acting as an incentive for some bus-users to revert to the car. To investigate the potential for these primary and secondary impacts, we develop a prototype agent-based model to investigate the nature of these interactions and how they play out into system-wide patterns of modal share and travel times. The model allows us to test the effects of multiple assumptions about the behaviors of individual agents as they respond to different incentives introduced by BRT policy changes, such as the implementation of exclusive bus lanes, increased bus frequency, pre-boarding ticket machines and express stops, separately and together. We find that, under our assumptions, these policies can result in significant improvements in terms of individual journey times, modal shift, and length of rush hour. We see that the addition of an exclusive bus lane results in significant improvements for both car users and bus riders. Informed with appropriate empirical data relating to the behavior of individual agents, the geography and the specific policy interventions, the model has the potential to aid policymakers in examining the effectiveness of different BRT schemes, applied to broader environments.  相似文献

Modern transportation planners and urban designers are looking for a practical solution toward sustainable, accessible, and cost-effective development of public transportation. Achieving a well-balanced transit-oriented development (TOD) requires a clear illustration of the existing public transportation, land use, and correlations between them. Bus rapid transit (BRT) is a well-known strategy toward developing high-quality transit networks and would be a reasonable transportation choice if allied with a suitable walkable design in surrounding areas. In this paper, the node-place model is developed and applied on BRT stations in Tehran to be analyzed and clustered using three extended TOD indicators. The design index, representing the accessibility and walking potential, is further improved by measuring spatial specifications and walkway density parameters. Furthermore, the place index, representing demand and land use specifications of the area, is investigated through the calculation of possible destination points (PDPs) in the vicinity of stations. The model is reapplied after correlation analyses on input data to find stations' behavior by using more effective parameters. The results indicate that appropriate access to the stations requires a tight network of walkways that offers multiple routes to the stations. Meanwhile, a dense and sophisticated pedestrian area needs to offer short routes with minimum turns required to reach the station. Moreover, in each station, some factors are found to be more dominating. Changes in these factors have more profound effects than other factors. This paper aims to identify these factors and help planners develop TOD areas sustainably.  相似文献

This study has dual research objectives: 1) to evaluate the land use characteristics of the pedestrian catchment areas (PCA) of subway stations in the Seoul metropolitan area (SMA) in terms of transit-oriented development (TOD) principles and 2) to investigate the influence of each PCA's land use characteristics on station-level ridership. The major findings can be summarized as follows. First, the built environments of subway PCAs in Seoul were found to be compatible with TOD principles in terms of density and diversity. They have declining density gradients of population and employment that extend outward from a station and have a high level of mixed-use land.Second, population and employment densities, land use mix diversity, and intermodal connectivity all have a positive impact on subway ridership, but differ in their spatial ranges. In particular, the influence spans of residential and commercial development patterns (population density and the proportion of commercial land) and mixed land use on ridership were limited to only the core and primary PCAs. Consequently, with respect to TOD in a compact city like Seoul, we recommend that a PCA be defined to encompass a radius of 600 m.  相似文献

Space–time fixity constraint is an important concept in transport geography, but the influence of the built environment around both people’s residence and activity locations is not clear. Due to the housing reform and rapid suburbanization in China, various types of residential communities and diverse built environments coexist in the suburbs. Comparing how people’s space–time fixity/flexibility varies among different community types and built environments can thus enhance our understanding of the transition process in Chinese cities. This study investigates how space–time fixity/flexibility and their relationships with the built environment vary among different types of residential communities in Beijing suburbs. Activity-travel diary and 7-day GPS tracking data of 709 respondents in Shangdi-Qinghe area of Beijing collected in 2012 were used. We investigate how variations in space–time flexibility are associated with built environment factors and four different community types: danwei communities, commodity housing communities, affordable housing communities and relocated housing communities, controlling for personal, household and activity attributes. The results suggest the influences of the built environments at residential place and activity place are different, and the relationships between space–time fixity and the built environments of different community types are different. Space–time fixity is not so sensitive to the built environment for residents in danwei communities and affordable housing communities. Gender and age differences in space–time fixity are not consistent with what was observed in Western countries. This seems to reflect the influence of unique social, cultural and family norms in China.  相似文献

The objective of this study was to explore individual and contextual-level characteristics associated with active (walking and cycling) and public transport as main travel modes for both non-commuting and commuting purposes, in residents of five European urban regions. We also described participant-reported motivations for modal choice for each journey purpose. The study used multilevel models to investigate cross-sectional associations of individual (i.e. age, gender, educational level) and contextual (defined by a combination of residential neighbourhood characteristics in typologies) characteristics with the choice of active and public transport as outcome. Based on an online survey of 6037 residents of Ghent and suburbs (Belgium), Paris and inner suburbs (France), Budapest and suburbs (Hungary), the Randstad (including the cities of Amsterdam, Rotterdam, The Hague and Utrecht in the Netherlands) and Greater London (United Kingdom), we observed associations with both individual and contextual characteristics.Results of the multilevel modelling show that the probability of using active or public transport as main mode varies depending on both individual and contextual characteristics. At individual level, relations with gender, age, education, weight status and having at least one child varied according to main transport mode and/or purpose. For example, overweight participants reported lower level of cycling for commuting and non-commuting travels than normal-weight participants. In the context of non-commuting travels, participants with one or more child reported less public transport use and more walking (vs participants without children). Among contextual-level variables, urban characteristics of the residential neighbourhood defined by four clusters (according to food environment, recreational facilities and active mobility opportunities) were associated with public transport and walking but not with cycling. For active transport the most important reasons were “I like to travel (on foot or by bike)” and “I want to be physically active” for both travel purposes. “Public transport facilities nearby” was indicated as the most important reason for public transport (for both trip purposes) – the second was “Journey time”.Our findings highlight the importance of exploring a combination of multiple correlates at individual and contextual level according to journey purposes and suggest that the role of health-related individual characteristics such as weight status need further exploration.  相似文献
