Dairy policy in the United States has gone through many changes over the years, but the basic instruments have remained in place for decades. The Federal Agricultural Improvement and Reform (FAIR) Act of 1996 is best seen as a relatively small scale reform of dairy policy. Most of the income transfers from consumers and taxpayers to dairy farms remain intact, and the major economic distortions are unaffected. The major change from phasing out price support program is more one of form rather than substance. Some consider this a fundamental shift in U.S. dairy policy, but its quantitative impact is likely to be minor. Further, because dairy assessments associated with the price support are eliminated immediately, the net transfer from taxpayers to the dairy industry is likely to be higher than it would be if the price support program were left in place. This paper reviews the effects of this change and other dairy policy provisions in the FAIR Act and compares the implications of the new dairy program to implications of three alternatives: continuing the previous program, eliminating marketing orders and the price support program, and eliminating all policy interventions including import barriers.  相似文献

Although productivity increased during the initial Chinese agricultural reforms, there is less clarity about subsequent reform efforts. Several studies find that productivity growth either slowed or stopped in the mid-1980s, but these studies use official labor statistics that indicate an increasing farm labor force during the late 1980s and early 1990s. Using an alternative calculation of China's farm labor force showing a decrease in agricultural labor, this article reexamines the data on Chinese agricultural productivity and notes that the changes in productivity appear to correlate to changes in economic policies.  相似文献

This paper provides evidence regarding gains due to agricultural market liberalization in China. We empirically identify the different effects that incentive and farm restructuring reforms and gradual market liberalization have on China's agricultural economy during its transition period. We find that average gains within the agricultural sector due to reforms that improved incentives and increased decision‐making authority of producers exceed gains due to market liberalization by a large margin. Our method of analyzing the effects of transition policies on economic performance can be generalized to other reform paths in other transition economies.  相似文献

The Telecommunications Act of 1996 provides a fundamental shift in the policy parameters within which regulators are to implement telecommunications policy. Within the parameters established by the Act, however, considerable discretion remains on the part of those charged with the task of implementing the law. In this paper, we identify a set of policy guideposts based on sound economic principles that can be used by regulators to implement the Act. Biopesticides developed and used in the future will emerge against the backdrop of the environmental effects associated with the use of conventional pesticides and government policies designed to control these effects. In the final analysis, farmers’ choices on pesticides will be influenced by the prevailing costs and benefits of conventional pesticides and their alternatives including biopesticides. The outlook for pesticide use is complicated, though some directions can be perceived. There are a number of factors that will serve potentially to impact pesticide use which in turn will affect the development of biopesticides. These include pesticide regulation, the FAIR Act, the crops planted, the management of ecologically based systems, and consumer demand for “green” products.  相似文献

When countries need to implement costly economic policy reforms, these often imply uncertainties about their effectiveness for the home country and their spillovers to other countries. We develop a model to show that under these circumstances countries implement too few or too many policy reforms. From a social perspective, too many reforms follow if the spillover effects of reforms become sufficiently uncertain. Since centralization of policies to correct inefficient policies is often not possible, we look for alternative instruments that can restore the efficient level of reforms. We compare subsidizing reform efforts with insuring against bad outcomes, and argue that subsidies are advantageous in terms of requiring less information for implementation.  相似文献

As the growth in Chinese farm productivity slowed down between 2000 and 2010, modernizing agriculture has become a priority of the Chinese government. Given the important role of mechanization and land reform policies in that context, this study investigates farm production in China with a specific emphasis on the potential role of mechanization as well as land and farm consolidation. A production function is estimated using farm household data on corn and wheat production in the Shandong and Hebei provinces. The results allowed us to explore the potential economies of scale across a range of farm size, the impact of land fragmentation, and assess the impact of machinery usage. Our findings suggest that, taken in isolation, the prospect for efficiency gains from mechanization and land reforms appears limited.  相似文献

Using agricultural feedstocks for industrial products affects domestic and international agricultural markets, all of which are encumbered with complex policies. This article examines the interaction of three seemingly unrelated policies: the Clean Air Act, the U.S. corn program, and European Union agricultural subsidies. More ethanol production, resulting from new regulations associated with the Clean Air Act, increases the use of U.S. corn and increases the supply of corn gluten feed, an ethanol co-product. Corn gluten feed is primarily exported to Europe under a loophole in European Union trade barriers. But recent reform of European Union farm policy will lower the price of the European grain for which corn gluten feed is a substitute. This development lowers prices for a major ethanol co-product and thus makes ethanol itself less profitable just as the demand for the fuel is expanding. For a decade after the passage of the Second New Deal, politicalleaders and many important interest groups fiercely debatedwhat procedural requirements, if any, should be imposed on thenew regulatory agencies. This debate led eventually to the passageof the Administrative Procedures Act (APA) of 1946. The purposeof this article is to explain the significance of the variousprocedural requirements that were considered, and to developand test a political theory of why some proposals were passedwhile others were rejected, and why a decade passed before legislationcould succeed. Although the APA typically is seen as a codificationof individual rights in a system or procedural due process,we argue that to answer these questions requires understandingthe policy consequences of alternative procedural reforms. Thuswe develop and test a political theory, based on the views oflegislators about the proper role of the federal governmentin regulating business, that seeks to explain patterns of supportand opposition to legislative reforms. We conclude that thedominant factor explaining these patterns is support for NewDeal regulatory policy, and that the primary explanation forthe failure of administrative reform proposals before WorldWar II but their success later was the desire of New Deal Democratsto 'hard wire' the policies of the New Deal against an expectedRepublican, anti-New Deal political tide in the late 1940s.  相似文献

The German Pension Act of 1992 raises the mandatory retirement age while the Act of 1999 adjusts pension benefits to demographic changes. To examine welfare and macroeconomic effects of these reform schemes, we have carried out a dynamic CGE study. The model used is an enlarged version of the Auerbach–Kotlikoff model with endogenous retirement decisions, unemployment, age-dependent rates of unemployment, health, and long-term care insurance. The simulation is performed in two stages: first, the effects of the population decline in Germany are computed ignoring the reforms and, second, the effects of the reform schemes are examined and compared with the benchmark case. The results suggest that the Act of 1992 implies welfare gains while suspending the Act of 1999 induces welfare losses.  相似文献

The paper examines the intergenerational impact of the Spanish public pension system after the 1997 Pension Reform Act. Within a Generational Accounting framework, we find that the new legal setting could leave future generations with liabilities as high as 176% of 1996 GDP. Hence, we analyse the impact of alternative reforms. Holding the pay-as-you-go setting, a further improvement to tax-benefit linkage in line with the Toledo Agreement proposals is shown to yield an intergenerationally more balanced outcome, than an increase in the retirement age or an expansion of public subsidies financed through indirect taxes. Finally, a move toward a partially funded pension system which restores the intergenerational balance is simulated.  相似文献

The article examines the legislative reforms incorporating the Sex Discrimination Act and the Affirmative Action Act introduced during the 1980s. We utilise the Australian Bureau of Statistics Income Distribution Surveys 1981–82 and 1989–90 to reflect pre- and post-legislative reform.
The article adopts the Brown, Moon and Zoloth (1980) methodology which treats both the wage and occupational status of the individual as endogenously determined. In the current context this is a particularly flexible framework allowing one to capture both the direct and indirect effects of the legislative reforms. The indirect effect refers to the narrowing of the gender wage gap associated with legislative manipulation of the male-female occupational distributions.
The results contrast the slow convergence in the gender wage gap during the 1980s with the much faster pace of the 1970s. The article concludes that despite the focus of the 1980s legislation on employment equity, changes in the male-female occupational distribution over the period are small and the associated impact on gender wage convergence is also small.  相似文献

This article investigates the impact of financial reforms on bank efficiency. More specifically, we distinguish between two different types of financial reforms, i.e. financial liberalization measures and measures of the quality of bank regulation and supervision (i.e. financial regulation), and study their relationship to bank efficiency separately. Moreover, we analyse whether the impact of financial liberalization on bank efficiency is conditional on the quality of regulation and supervision of the banking system. We apply stochastic frontier analysis to calculate bank efficiency at the individual bank level and use a new and detailed database that measures different aspects of financial reforms. The data-set consists of 87 312 bank-year observations covering 61 countries for the period 1996–2005. Overall, we show that the impact of financial liberalization policies on bank efficiency is conditional on the extent to which bank regulation and supervision has been adopted and developed.  相似文献

This study examines the dynamics of welfare programme participation during the initial period (1993–1995) of programme reforms at the state-level in Iowa. The programme changes for the state were remarkably similar to the national reforms implemented in the USA in 1996. Analysis of the Family Investment Program (FIP) participation over the programme's first two years show that, on average, recipients stayed fewer months in the second year compared with the first, although a relatively large share of participants (36%) stayed on for the full two years. Fixed effect and semiparametric duration models are used to examine welfare dependence and recidivism, respectively. Results indicate that income from wages and child support are significant factors in reducing welfare participation. Child support and wage income are crucial in determining the chances of exiting and of staying off the programme, especially during the early months of the exit.  相似文献

The Staggers Rail Act of 1980 provided American railroads with almost complete relief from rate regulation. Regulatory reforms resulted in rapid and pronounced changes in firm behavior and an eventual reconfiguration of the industry as a whole. This investigation provides a highly disaggregated study of deregulated rail rates for seventeen commodities. The results indicate that the Staggers Act fundamentally altered the way in which rail carriers price their services. As importantly, the results suggest that shippers have responded to altered railroad behavior by changing the characteristics of their shipments. Together, the changes in railroad behavior and shipper responses to these variations have produced lower railroad rates for a small but measurable number of movements across a wide range of commodities.  相似文献

Independent payphone providers in 1995 held a 17.4 percent national share of payphones. Their shares and state regulators' policies vary greatly by state. We test the determinants of IPPs' shares in 1996, finding that they increase with the allowed local-call rate, with "dial-round compensation," and with the degree to which regulators have removed LEC competitors' incentives to carry inflated payphone investments. Weak evidence suggests that regulation of intrastate long-distance rates may help to solve the IPP's problem of committing not to overcharge. Under the Telecommunications Act of 1996, states' policy differences and interstate differences in IPPs' shares will likely narrow.  相似文献

We analyze the role of privatization in creating a constituency for economic reform, markets, and democratic institutions, focusing on the Czech Republic. Drawing on a 1996 survey, we examine the 1,459 respondents' opinions on reforms, economic policies and systems, the legitimacy of transition, and democratic values. Using ordered probit estimation, we find that receiving property through restitution is strongly associated with support for reform and markets. Concerning voucher privatization, we find positive effects for participants retaining shares, but little impact of participation alone. Our simulations suggest that policy designs have substantial consequences for citizens' support of reforms, markets, and democracy.  相似文献
