Tree species richness, diversity index, standing biomass and biomass carbon stocks were estimated in six villages located under three agro-ecological zones, namely, coastal, hill and plains of Uttara Kannada district, Western Ghats, Peninsular India. The study showed that land use categories other than forest support higher tree species diversity. High basal area, standing biomass and carbon stock in non-forest land categories indicates their potential as carbon sinks and for promotion of species diversity. Inclusion of other non-forest land use categories in afforestation programmes for promotion of multipurpose tree species for conservation of diversity and for enhancing carbon sinks is suggested. There is a need to promote synergy between biodiversity conservation and carbon sequestration under carbon mitigation projects.  相似文献

Co-governance of forests, or participatory forest management, has been a wide-spread conservation and development (C&D) intervention in India for over two decades. The practice began in the 1990s as Joint Forest Management (JFM), where local communities – organised into forest protection committees (FPCs) – worked in cooperation with various state forest departments. Later on, this intervention took shape of Community Forest Management (CFM), where communities managed their forests largely independent of the forest departments. Under both the JFM and CFM models, gender mainstreaming – enabling equal distribution of opportunities and services across genders – held a pivotal position. This study shows that despite continued marginalisation, female FPC members often performed as if initiatives were successful. Thus, the central question investigated in this paper is: "Why women performed success in participatory forest management interventions while experiencing marginalisation in the FPC?” This paper adopts an ethnographic case study methodology (immersion), utilising in-depth ethnographic case studies from three states of India for analysing performances of success and the resulting dynamics of participation, to explain the gendered nuances of the grassroots conservation and development interventions. The concept of 'situated agency' of community actors is explored to understand the practices around the performances of success in C&D interventions in forest-dependent communities in India. The paper argues that these performances hold the promise of a slow, but steady progress towards the creation of a gender-sensitive system in an otherwise patriarchal social structure.  相似文献

Urban development induced land transitions affect urban hydrology, resulting in increased flooding risks. Climate change-related precipitation changes are an added complexity to the flood risks of cities. This study examines the role of land use changes in determining the occurrence of urban flooding events across 42 Indian cities under current and future climate change scenarios. Landsat images for 1990, 2000, 2010, and 2017 have been processed using a hybrid classification technique to determine the land use shares for all cities. A typical event-count study using newspaper archives has been conducted to create a flooding event database. A multilevel model employing logistic mixed-effects approach was used. Future projections of the occurrence of flooding events for nine models under three climate change-related Representative Concentration Pathways (RCPs)—2.6, 4.5, and 8.5—and three urban development scenarios have been carried out. The results suggest that cities should preserve the land uses that act as a sponge—the green, open and blue spaces. As these spaces decrease, the projected flooding events increase. Under the RCP 2.6 scenario, the number of flooding events is significantly lower (95 % confidence) than under RCPs 4.5 and 8.5. The expected flooding occurrences between RCP4.5 and RCP8.5 are not significantly different (95 % confidence) for many scenarios, suggesting that Indian cities should aim for a world temperature increase of below 2 °C, or devastating consequences are imminent. This study highlights the need for Indian cities to undertake integrated spatial planning measures for a resilient, sustainable urban future.  相似文献

Community forests/rangelands, called Orans and Gauchars in the western arid part of India, constitute a significant proportion of the total geographical area of the region. Given the economic importance of these areas from time immemorial, the local people took special care to protect and sustainably utilize these common property resources. However, these forests and rangelands have suffered severe degradation in the recent past. Rehabilitation of Orans and Gauchars needs proper planning and execution of a technically feasible package, tailored to suit their unique edaphic, climatic, vegetation, social and legal status. Keeping in view the vast potential of these areas to sustain large scale livestock farming for overall economic upliftment of the local population, there is an urgent need to rehabilitate these degraded areas in an efficient and cost-effective manner. Salient problems faced by these natural assets of western Rajasthan and strategies for their rehabilitation have been discussed in the paper.  相似文献

In the reform of a forestry sector governed by centralist, socialist principles towards a sector suited to the challenges of the market economy, the Chinese government needs to establish institutions that can be perceived as credible by social actors. In other words, the creation of institutions that rally sufficient social and political support in order to be effective. Against this backdrop, this article consciously opts to refer to institutional “credibility” instead of the more fashionable concept of institutional “trust”. Whereas scholarly discussions about trust focus more on the relation of trust between social actors, credibility puts more emphasis on the institution itself, and the role of government in its successful creation or failure. Failure to effectively undertake institutional reform might put the social acceptability or credibility of institutions at risk, and can lead to the emergence of “empty institutions” with little, or even, a negative effect on social and political actors. Applying this concept to China's forestry sector, this article identifies three critical areas that call for careful rethinking how to “get institutions right”: the titling of forest holdings; the restructuring of the forest administration; and the design of forest laws and policies with particular reference to lease and ownership.  相似文献

Tea expansion, a typical process of regional land use and cover change (LUCC), has raised great concerns on regional sustainability. In this regard, exploring the determinants of tea expansion should provide critical implications for land use policy. It has been widely recognized that LUCC interacts nonlinearly with a set of determinants and their feedbacks should be rather complex. Policy makers are now facing the challenge to identify, apportion, and compare the determinants of regional tea expansion for designing more targeted political intervenes. Our paper utilizes a robust tool, the random forest (RF) regression in particular, to explore the determinants of tea expansion across two periods (1985–2007 and 2007–2016) in Anji County, a typical region of tea production in subtropical China. More specifically, tea is extracted from Landsat imageries and total tea cultivated area acts as the dependent variable. Exploratory variables include 38 potential determinants and these determinants are divided into two categories (biophysical and socioeconomic) at two levels (pixel and village). We obtain some similar findings, though the relative importance of determinants varies with the two periods. In general, biophysical determinants (e.g., topography, soil type, land use in the neighborhood) present greater relative importance than the socioeconomic determinants in both periods. In period 1985–2007, biophysical determinants at pixel level are more essential in governing tea expansion. In period 2007–2016, the relative importance of pixel level biophysical determinants is comparable with that of the village level determinants. Comparisons of the two periods indicate that relative importance of soil type and socioeconomic proximity becomes greater in period 2007–2016, while that of the total employees and non-agricultural population proportion becomes lower. Partial dependency plots are further drawn to visualize the marginal effect of each determinant. We finally propose three options for land use policy towards sustainability. Our study demonstrates that the RF regression is efficient for policy makers to understand the determinants of tea expansion with a nonlinear and complex nature.  相似文献

Recent land cover change estimates show overall decline of tropical forests at the regional and global scales caused by multiple social, cultural and economic factors. There is an overall concern on the prevailing land use practices, such as shifting cultivation and extraction of forest materials as agents of forests losses, but also new, emerging land uses are threatening tropical forests. Understanding of the long-term development and driving forces of forest changes are needed, especially at local levels where many decisions on forest policies and land uses are made. This paper addresses the importance of such information for improved estimates of forest dynamics by studying local level land cover and land use changes during the last 50–70 years in the Eastern African tropical island of Zanzibar, Tanzania. The paper discusses the role of traditional and new land uses mainly subsistence farming, tourism and government interference through tree planting, in the long-term development of the forests at the village level. The material for the study is gathered from the interpretation of archival maps and aerial photographs combined with contemporary digital aerial photographs. The analyses are based on the mapping, spatial sampling and spatio-temporal change trajectory analysis (LCTA) of forest land cover, forest land uses and settlement patterns with GIS and statistics. Six distinct forest land cover change trajectories were identified and these illustrate dynamic and heterogeneous nature of the forests. Closed forest cover has dominated throughout due to cyclical land use patterns, but over 70% of the land area has been continuously transforming between closed, semi-open and open land cover conditions. Land use turnover rates indicate that hardly any forest areas are left untouched from the forces, which remove and re-establish forest vegetation in the long run. Land cover and land use change trajectories are spatially fragmented in the studied landscape. Majority of forest loss-gain dynamics is caused by shifting cultivation, while forest losses are most dramatic along the coast, where traditional and new land uses meet and land uses pressures are highest. The study suggests that landscape change trajectory analyses, where contemporary and historical information on land uses and land cover changes are spatially linked, can provide valuable aspects into local level forest land use planning and management strategies. For the case study, the findings suggest the following key forest management strategies for consideration: (1) establishment of a protected forest/scrubland in participation with the local stakeholders, especially the farmers, (2) promotion of areas for permanent agricultural practices, while simultaneously introducing management controls in the traditional slash-and-burn farming areas, and (3) promoting new livelihood opportunities for the farmers, who have traditionally been dependent on forest resources, meanwhile introducing alternatives for fuel wood for cooking.  相似文献

The need to enhance sustainable development of land use is more urgent than ever; specifically in developing countries where poverty and land degradation are often interlinked. To promote a common understanding of land use problems by experts, stakeholders and decision makers, it is essential to understand the system characteristics, including the complex feedbacks between drivers and impacts. To enhance sustainable development, appropriate policies need to be identified. In this paper, we analysed and compared seven case studies in Kenya, Mali, Tunisia, China, India, Indonesia and Brazil, representing different biophysical and socio-economic conditions and challenges. We analysed Driver Pressure State Impact Response (DPSIR) story lines of the land use problems, policy priorities and value trade-offs as identified by stakeholders and experts in National Policy Forums. Important drivers of land use change impacting main land use problems among the case studies were economic growth, technological development, immigration and agricultural intensification, in addition to existing policies. Of the latter the most important were related to domestic support through various forms of subsidies or access to credit, land tenure polices and liberalization policies. In the policy prioritization, the value trade-offs made by the National Policy Forums emphasize the environment rather than increased economic production. It is recognized that the environment needs to be improved to maintain and improve economic production in the long term, both in agriculture and in other sectors.  相似文献

To restore China’s degraded environment and improve ecological balance, the government launched a land use policy known as the Grain for Green Program (GFGP), which is the largest ecological construction project in China or anywhere else. It has greatly increased the vegetation cover on the Loess Plateau but occupied the space of agricultural development (AD) over the years. Research on the impact of policy implementation on ecosystem services (ESs) and their trade-offs can support scenario analyses that provide realistic guidance for decision makers to formulate future regional ecological restoration planning. Our focus is Ningwu County and Jingle County on the Loess Plateau, a typical ecologically fragile and impoverished area where expansion of vegetation cover has driven extensive loss of farmland and its benefits to farmers.In this study, soil conservation (SC), water yield (WY), habitat quality (HQ), and food supply (FS) were selected to assess the change of ESs and their trade-offs in different scenarios that represent ecological restoration and land reclamation policies. The results revealed that overall ESs had the largest increase but there were more trade-offs among ESs under the GFGP scenario. For a single ESs, SC and HQ were increased while FS and WY were decreased under the GFGP scenario. From the view of trade-offs, the GFGP scenario exhibited more trade-offs than the AD scenario. Furthermore, compared to the GFGP scenario, the numbers of sub-watersheds with trade-offs of ESs decreased under the AD scenario. With more concern about the contradiction between implementing GFGP and protecting farmland, we confirm that it is extremely unwise to incessantly implement GFGP to improve overall ESs without considering the trade-offs among ESs. Given the certain sub-watersheds mainly developing agriculture, the AD scenario appears to best reduce trade-offs among ESs and ensure the improvement of ESs. Therefore, it is of great significance to realize the win-win situation of regional ecological and resource demand to find the most suitable development direction in the future.  相似文献

The contribution of the EU bioeconomy to sustainable development depends on how it is implemented. A high innovation potential is accompanied by considerable risks, in particular regarding the exacerbation of global land use conflicts. This article argues that a systemic monitoring system capable of connecting human-environment interactions and multiple scales of analysis in a dynamic way is needed to ensure that the EU bioeconomy transition meets overarching goals, like the Sustainable Development Goals. The monitoring should be centered around a dashboard of key indicators and targets covering environmental, economic, and social aspects of the bioeconomy. With a focus on the land dimension, this article examines the strengths and weakness of different economic, environmental and integrated models and methods for monitoring and forecasting the development of the EU bioeconomy. The state of research on key indicators and targets, as well as research needs to integrate these aspects into existing modeling approaches, are assessed. The article concludes with key criteria for a systemic bioeconomy monitoring system.  相似文献

The Indian Government and public–private partnerships are developing and disseminating a dizzying number of innovative, networked solutions, broadly known as the Digital India initiative, to increase the efficiency of safety nets and worker productivity and to improve life. Yet, challenges to turn the power of information and other technologies into a farmer‐friendly technological revolution for India's 156 million rural households are considerable, including: (1) reliable, up‐to‐date, location‐specific message content for a diverse agriculture to help stratified households shift to productive, knowledge‐intensive agriculture as a business—government, private sector, and civil society have big roles to play; (2) digital literacy, i.e., teaching farmers how to choose and use apps, even where the digital divide is absent; apps are, or soon to be, in regional languages; and (3) monitoring actual use and impacts on users’ lives by understanding the adoption and adaptation processes. These challenges call for bottom‐up, complementary investments in physical, human, and institutional capital, and farmer‐friendly e‐platforms, while forging ahead with many top‐down policy and institutional reforms currently underway, in which progress is real and constraints holding back greater success are better understood.  相似文献
