Urban underground space (UUS) has attracted more and more attention worldwide, but its value, external value particularly, is often ignored or underestimated, which will influence or even change the trade-offs in the decision-making processes of UUS development. This paper employed service replacement cost method (SRCM) to access the value of urban underground space. Since the precise estimate of the value of urban underground space is almost an impossible task, this paper can only provide a crude approximation, in other words, a relative magnitude of the value of urban underground space. The case study of Changzhou City in China manifested that urban underground space provided an important portion of urban economy, which reached up to, but not be limited to, 1.8% of its GDP. This paper should aid in giving urban underground space more weight in urban decision-making process.  相似文献

Despite the potential benefits accruing from use of the rural landscape, access to farmland is a contentious issue with many landowners restricting public access. Within this context, this paper first explores general public preferences and willingness to pay for farmland walking trails in the Irish countryside. Second this paper examines farmers’ willingness to participate in a hypothetical walking scheme whereby the general public will be allowed access to specific trails. Results suggest that individuals are not a homogeneous group with regard to their preferences for farmland walking trails. From a supply perspective, this paper identified significant regional variations in farmers’ attitudes relating to public access. More generally, the analysis presented here would suggest that there is significant scope for policy intervention to improve public access to the countryside.  相似文献

This paper aims to estimate the non-market benefits derived from the potential development of a new urban park in the city of Thessaloniki (Greece). The city of Thessaloniki has up to now a very low rate of proportional green space per capita. On this context a large metropolitan park was announced, as part of a large-scale redevelopment project, but the final decision has not been made yet. In order to help policy makers to their final decision, an ex-ante valuation of the potential benefits of the park is carried out in this study. A contingent valuation survey was designed and implemented aiming to estimate the willingness to pay of local residents for the provision of this park, as well as to determine the spatial scale at which these values are assessed. The main finding of this study is that people living within 20 min from the reference site are willing to contribute a significant amount of money to support this project. Another interesting outcome is that the willingness to pay for this project was not considerably modified during a period of economic recession (2010–2013), which is mainly due to the growing public awareness of the importance of green spaces, as well as of the benefits of the planned park.  相似文献

This paper measures willingness to pay (WTP) for public access and trail improvements on commonage farmland for recreational walking in upland and lowland areas of Connemara region in the West of Ireland using the contingent valuation method (CVM). Common to both upland and lowland commonage sites was the much higher ranking for infrastructural features by those WTP for scenario implementation compared to those preferring the status quo. Results for those expressing a positive WTP reveal a median willingness to pay (MWTP) for formal access with improved trail infrastructure of €12.22 for the lowlands compared with €9.08 for the uplands.  相似文献

Free-access recreation on private forest property is gaining in importance with the increasing social demand for forest-based recreation. The amended French Forest Law of 2001 provides for schemes with a voluntary contract, in terms of which private forest owners are paid to maintain an open-access forest for nature-based recreational activities, which are largely public goods. The main objective of this paper is to analyze private forest landowners’ commitment to free-access recreation services on their properties. We develop a framework to estimate their willingness-to-accept (WTA) values as a measure of the financial compensation that they expect in exchange of reduced forest amenity values due to a public recreation use management plan. Since forest holdings are permanently exposed to several types of risk, the willingness-to-accept measure is defined within a subjective expected utility modeling approach. Our empirical analysis draws on data from a contingent valuation design carried out in 2006 in the Landes district in France. The empirical distribution of the subjective probability of fire risk is deduced from the forest owners’ perception of fire risks due to free recreation use. We then introduce our measurements of the fire risk as explanatory variables of the forest owners’ financial compensation requirements.  相似文献

Urban river rehabilitation aims to enhance the ecological status of urban watercourses and promote measures for the local population to increase their well-being by making a direct or indirect use of the services these ecosystems may provide. The social and economic feasibility is evaluated by contrasting the resources used in the rehabilitation process with the benefits derived from it through the Cost-Benefit Analysis (CBA). By means of a case study, this work not only introduces the most innovative CBA approaches in environmental projects, but also implements probabilistic simulation methods in order to increase the robustness of the assessment indicators.The case study encompasses two projects, whose global costs total €46 M in 50 years, for the environmental rehabilitation of the stretch of the River Segura that flows through the city of Murcia. The benefits have been obtained by a contingent valuation exercise: €3.3 M/year (€0.6 M/year of use benefits, and €2.7 M/year of non-use benefits). Three different CBA approaches (economic, extended and dual) are applied to contrast these costs and benefits, conducting the analyses of uncertainty and sensitivity of the benefit items through a Monte Carlo simulation. The results highlight the importance of environmental benefits for this kind of projects to be socioeconomically feasible thanks to the profitability indicators they provide.  相似文献

Reducing Emissions from Deforestation and Forest Degradation (REDD+) has been piloted in developing countries as a climate change mitigation strategy, providing financial incentives for carbon sequestration in forests. This paper examines the economic feasibility of REDD+ in community forests within two watersheds in central Nepal, Ludikhola and Kayarkhola, using data on forest product demand, carbon sequestration, carbon price and REDD+ related costs. The benefits of REDD+ are about $7994, $152, and $64 per community forest, per hectare of forest area, and per household in Ludikhola watershed compared to $4815, $29, and $56 in Kayarkhola watershed, respectively, under the business-as-usual scenario. Compared to the EU ETS carbon price ($10.3/tCO2e), the average break-even carbon price in community forests is much higher in Kayarkhola watershed ($41.8/tCO2e) and much lower in Ludikhola watershed ($2.4/tCO2e) when empirical estimates of annual expenditure in community forests are included in the analysis. The incorporation of annual expenditure estimates and opportunity cost of sequestered carbon (in the form of firewood prices in local markets) in the analysis suggests that community forests are economically infeasible for REDD+ at the prevailing carbon prices. The implication of our findings is that economic feasibility of REDD+ in community forests depends on the local contexts, carbon prices and the opportunity costs, which should be carefully considered in designing REDD+ projects.  相似文献

In contingent valuation, despite the fact that many externalities manifest themselves as costs to some and benefits to others, most studies restrict willingness to pay to being non‐negative. In this paper, we investigate the impact of allowing for negative, zero and positive preferences for prospective changes in woodland cover in two UK national parks, the Lake District and the Trossachs. An extended spike model is used to accomplish this. The policy implications of not allowing for negative values in terms of aggregate benefits are also investigated, by comparing the extended spike model with a simple spike making use of only zero and positive bids, and a model which considers positive bids only. We find that ignoring negative values over‐states the aggregate benefits of a woodland planting project by up to 44%.  相似文献

In contrast to previous literature, we propose a consistency test that does not impose any particular common functional form for the preference structure underlying the travel cost (TC) and contingent valuation (CV) models. We derive testable consistency conditions between TC and CV data in the context of mixed demand systems when valuing changes in environmental quality. These conditions are a subset of the rationality conditions. The proposed consistency tests are implemented combining TC and CV data. The empirical results show that it is possible to combine stated TC and CV, but not revealed TC and CV data.  相似文献

The article presents an economic valuation of the Ljubljanica riverbanks area, which is an urban cultural landscape with distinct qualities of international importance. For this purpose, we combined a classical contingent valuation with a closed-form version of discrete choice method, where the protest responses have been removed. By using econometric analysis, we obtained the willingness-to-pay (WTP) value and established its determinants. It was ascertained that residents derived more utility from implementation of the targeted development scenario than visitors. Thus, a discriminatory contribution scheme similar to the one with respect to the mean WTP could supply substantial revenue for further targeted development, while still providing ample consumer surplus for both residents and visitors. The present analysis represents one of the method’s very few applications to urban landscape in Central and Eastern European countries.  相似文献

A number of studies valuing recreation have shown that the travel cost method (TCM) generates higher estimates of value than the contingent valuation method (CVM), even though the latter is commonly associated with potential problems of hypothetical and strategic bias. In this study, both methods have been used to estimate the recreational values associated with the Coorong on the Murray River in south‐eastern Australia. Values per adult visitor per recreation day are estimated with the TCM at $149 and with the CVM at $116. A number of methodological and framing issues to explain these value differences are tested. In summary, while no single methodological or framing issue could be identified that would reconcile the difference between TCM and CVM values, it appears likely that there may be a combination of factors that drive the systematic variations in consumer surplus values. The evidence in this study suggests that the most important of these are likely to be the different decision points underpinning data collection and the consideration of substitute sites, strategic responses and the treatment of uncertain responses within the CVM.  相似文献

Using a case study, it is shown that the competent assessment of real estate development projects entails the use of a broad range of skills and information input ranging from macro‐economic forecasting, assessment of inflation and interest rates; product design to ensure marketability, a review of competing projects and a command of techniques of financial appraisal. The analyses need to be keyed into a corporate framework which takes cognizance of the cost of capital, project specific risk, the management of working capital and an assessment of the effect a proposed project will have on corporate financial performance.  相似文献

Over the last few decades, especially in urban areas, there has been a revival of the notion of quality of life in connection with periurban green spaces, the presence of which is thought to improve emotional well-being. This paper aims to determine how far the monetary valuation of this environmental resource is influenced by aspects relating to users’ emotional experience and satisfaction. The contingent valuation method is used to estimate monetary valuation and structural equation models allow examination of the relationships between visitor attitude and behaviour variables. The study focuses on two periurban green spaces in Spain and the data are obtained by means of face-to-face, in situ surveys of visitors. The findings support the relationship between visitor attitudes and the monetary valuation of this environmental good, revealing the need to advance further in exploring the potential of such natural resources to enhance urban social well-being.  相似文献

Do positive messages regarding the benefits of increased housing density influence resident stated housing development preferences? We employ an experimental research design to test the efficacy of positive messages regarding increased housing density to reduce observed NIMBYism (Not In My Back Yard). Using a survey-based experiment, we compared four messages: a notification of the public benefits; the private benefits; a social comparison drawing on expert knowledge of housing preferences; and a control stating recent trends in the municipality. Our sample of 202 residents of a mid-sized Canadian city indicates that messages regarding the public benefits of increased density reduced NIMBYism by four times the control message. We find some evidence in favor of the efficacy of the social comparison treatment as well. We discuss these findings with reference to the literature on smart city growth, and the policy implications that emerge.  相似文献

This paper analyses individual preferences regarding environmental and health improvement technologies in organic food production systems. The impure public model is applied to explore the implications of organic food preferences for environmental market provision. Empirical results from a survey reveal that consumers are willing to pay for both health gains and environmental friendly technologies in organic milk production, although the valuation of the health aspects is higher. Prior information about organic production systems and shopping convenience are key variables in interpersonal comparisons of willingness to pay. The perceived overall value of organic production systems was higher among individuals with stronger environmental preferences than among those who prioritise health concerns. The conclusions of this study may have implications for the analysis of efficiency in the organic produce market.  相似文献

In Finland, privately owned nature areas are widely used for recreation due to open public access. However, since landowners are not obligated to take everyman's rights into consideration when making management decisions, the recreational quality of nature areas is not guaranteed for users. We examined whether individual recreationists on private lands would be willing purchase management actions from landowners that influence recreational quality. In addition to willingness to pay, we assessed willingness to contribute labor to such actions. The results demonstrated that about half of the recreationists who participated in our survey were willing to contribute labor and about 10% were willing to pay to direct the management of their typical recreation site on private lands. The mean willingness to pay was 92 euros per year and the mean willingness to contribute labor 3.5 days per year. A latent class regression model revealed that recreationists were not, however, completely homogeneous in their preferences for the actions or in their preferred contribution forms. On the basis of the results, there is moderate demand from recreationists for management to improve recreational quality and the potential for local landscape management arrangements that allow individual recreationists to contribute labor.  相似文献

The implementation of the National Biodiversity Strategies and Actions Plans (NBSAP), as required by Article 6 of the UN Convention on Biological Diversity (CBD), would improve the base for political decisions by quantifying the costs and benefits of biodiversity conservation in monetary terms and by illustrating the benefits of related ecosystem services (ESS). However, so far the costs and benefits of the NBSAP have not been routinely estimated. This paper presents results from research quantifying the financial costs and benefits of implementing a set of measures based on the National Strategy on Biological Diversity in Germany (NBS). Based on the NBS and the Quality Status Reports of the EU Habitat Directive, a conservation program was developed consisting of land use changes for six ecosystems/land use types: forests, arable land, grassland, peatlands, wetlands and dry habitats. In addition to the benefits of maintaining biodiversity, two potential ESS benefits of the NBS, water purification and climate mitigation, are estimated as well as the financial costs of implementation. A nationwide contingent valuation study was undertaken to determine the benefits of maintaining biodiversity as a result of the conservation program. The benefits of the conservation program with regard to the ESS water purification are calculated for N-reduction in the leachate and based on abatement costs. The contribution of nature conservation to climate mitigation is calculated for the avoidance of greenhouse gas (GHG) emissions and based on damage costs. The results of the study indicate that the implementation of the NBS would lead to significant financial costs, but the benefits would exceed the financial costs of measures.  相似文献

In this paper, estimates of value for recreational fishing are reported for three major freshwater impoundments in Queensland, Australia, using both travel cost and contingent valuation methods. Policy analysts often require estimates of value when analysing the importance of recreation against other uses of impoundments, or when considering the potential for further investments, such as with fish stocking programs. Different forms of the travel cost method are used to estimate separate consumer surpluses associated with two key subgroups of recreational anglers: frequent and occasional anglers. A contingent valuation study is used to estimate the marginal values associated with a potential improvement in fishing experience. The results of the travel cost analysis provide strong evidence that recreational values vary between different groups of anglers and across sites, while the contingent valuation estimates provide values for additional marginal benefits of recreational angling.  相似文献

The criticism of the regression method for examining valuation accuracy suggested by Colin Lizieri and Piers Venmore‐Rowland in the paper Valuation accuracy: a contribution to the debate (Journal of Property Research, 8, 115–22 (1991)), is flawed in its analysis.
