In order to enhance the general public's awareness on intellectual property protection and showcase China's efforts in IPR protection, the Office of the National Working Group on IPR Protection has joined the Ministry of Public Security, the Ministry of Culture, the General Customs Administration, the State Intellectual Property Office, the Supreme People's Court and the Supreme People's Procuratorate in launching an online selection of "the top ten cases of IPR infringement, 2005" over such web portals as Sohu. The selection lasted from 13th of February to the 13th of March.

IBF Launched in China

The India Business Forum （IBF）organized by the Confederation of Indian Industry （CⅡ） and the Indian Embassy to China was officially launched in Beijing, on April 16, 2009. With the theme of “Impact of Global Economic Crisis： Challenges and Opportunities for India and China”, IBF （China） was launched to provide a lobby to promote bilateral trade and economic cooperation between the two countries. Intellectual property rights(IPR), a key issue in China's process of internationalization, has attracted extensive attention, both abroad and at home and has been more and more frequently discussed by the Chinese people, especially since the admittance of China into the WTO in 2001. More recently, China has embarked on a path of industrialization and has been pursuing the strategic target of building an innovative nation by 2020, which was brought up in the National Scientific and Technological Conference in early 2006. To achieve this goal, a comprehensive IPR system will be of prime import. 2007 has been chosen to be China's IPR Culture Year. China has launched a mission to formulate a National IPR Strategy. The Global IPR Protection and Innovation Forum will be held this year in Beijing. Therefore, it is the best time to discuss the development of IPR in China. In a written interview with China's Foreign Trade, Tian Lipu, Commissioner of the State Intellectual Property Office gives us perfect answers to a series of relevant questions. Editor     

IPR Strategy, from Contest to Chess Game Interview with Ma Xiushan, Deputy Secretary General,China Intellectual Property Society

China's Intellectual Property Rights(IPR) system was established in 1985. In its 21 years of existence, it has undergone unusual changes. IPR, as a new idea to be considered in constructing socialist market economy, helps promote internationalization and implement the strategy of "walking out", is so important that the Central Government has paid special attention to it. In 2005, China launched a mission to draft a National IPR Strategy, and in order to do so, the State Council has organized a leading group called the National IPR Strategy Committee, which is headed by Vice Premier Wu Yi. 28 State Council departments have also participated. The National IPR Strategy Committee's achievements include a general plan of action and twenty special themes. The general plan of action is a general guiding document directing the overall situation. The twenty special themes, divided according to their respective fields, including patent and trademark concerns, different industries' concerns, and IT and medicine rights; the different systems can be divided into judicial, administrative, and legal branches. It is planned that the overall strategy will be implemented in 2007. 2007 is also China's "IPR Culture Year". Under the current system, is there any special significance in building National IPR Strategy? Is National IPR Strategy suitable for China's situation? How can we understand the significance of "National IPR Strategy" in promoting internationalization and the strategy of "walk out"? On December 8, a round table meeting was jointly held by China Council for the Promotion of Interna- tional Trade（CCPIT） and United States Council for International Business （USCIB）, especially focused on the issue. Attendees including Wang Jinzhen, Chairman Assistant, CCPIT, Wang Zhiguang, Director of Ministry of Security, Peter Robinson, President and CEO of USCIB performed speechcs in the meeting.
