This essay reviews five recent books concerned with different aspects of the agrarian crisis and agrarian questions in India. Each book deals, implicitly or explicitly, with specific facets of these issues. Specific regional patterns of highly exploitative agrarian capitalist developments and the role of agro‐commercial capital are analysed by the books. The essay argues that the agrarian crisis is class specific and that the capitalist farming classes are, in the main, able to successfully accumulate, although uneven development across India makes generalization difficult. The review concludes with some overall perspectives on agrarian transition in India.  相似文献

Eco‐labelled seafood is an important tool to promote sustainable development in fisheries. A price premium on eco‐labelled seafood signals a return on investment in sustainable fishing methods, providing an incentive for fishers to adopt such methods. This paper investigates whether Swedish fishermen gained a price premium from participating in the Marine Stewardship Council (MSC)‐certified Swedish Eastern Baltic cod fishery in the period 2011–2012. Using a detailed dataset of landing tickets and log books, we apply a panel data methodology to estimate the MSC price premium. We cannot find reliable evidence that the consumer level premium for MCS cod is actually passed back to the producers in this case.  相似文献

Polity's ‘Resources’ series is a set of scholarly books, each of them dealing with a single resource or resource‐based commodity from a generally global or international perspective. As of this writing, nine books have been published in the series, six of which I review here. The series is a welcome contribution to interdisciplinary and overall critical perspectives on the social and environmental dimensions and implications of the international appropriation, production and exchange of natural resources. While there is no clear disciplinary bent or theoretical foundation running across the volumes, together the books develop a transnational perspective, stressing the linkages between specific sites of appropriation and production, on the one hand, and broader political economic networks of processing, finance, coordination, commercial distribution and social regulation, on the other. The books should serve as valuable references to researchers in academic, government and non‐government institutional settings, but should also prove valuable for undergraduate teaching on contemporary natural resource industries and their social regulation.  相似文献

This review examines three recent books that address the relationship between neoliberalism and agribusiness, on the one hand, and the demise of smallholder farming, traditional diets and the rise of diet‐related chronic illness, on the other. The first, by Timothy Wise, adopts what may be characterized as an ‘agrarian populist’ stance, constructing a universal binary between trans‐nationalizing agribusiness and a unified family farm sector. Protagonists from the latter are seen to embody the future, using agroecology to feed the world sustainably in a time of climate crisis. This is not a consistently propeasant stance, however; Wise seems rather to advocate a ‘farmer road’ to national capitalist development. The other two books, by Alyshia Galvez and Gerardo Otero, cover quite similar ground to one another, looking explicitly at the rise of neoliberalism, the decline of traditional farming and diets and the rise of processed food‐related diseases. Unlike ‘agrarian populists’, both authors privilege the state and ‘class struggle’ (sensu lato) in analysing the dynamics of neoliberalism, free trade agreements and food policies. Normatively, both see the state as pivotal in generating policies centred around smaller scale farming and the production of nutritious food for all. For Otero, like Wise, these policies seem to be tied to a form of national developmentalism as an escape route from neoliberalism. For Galvez, the future is less clear‐cut—although by inclination ‘propeasant’, she does not exclude elements of national developmentalism in envisioning a postneoliberal world.  相似文献

This paper deals with capitalist agricultural development in West Bengal, India. Based on a field study of two regions at different ends of the development spectrum, it shows the class‐specific nature of agrarian development. Farms based on hired labour adopt more capital‐intensive techniques, operate on a much larger scale and have higher yields in comparison to farms based on family labour, regardless of their size. Differentiation of the peasantry is intense where the adoption of capital‐intensive technology is high. The paper concludes that the arguments of A.V. Chayanov and A.K. Sen, which seek to explain the inverse relation between farm size and productivity in terms of the superior efficiency of farms based on family labour compared to capitalist farms, are not borne out by our findings. Moreover, in the advanced region of Bardhaman, farmers of all economic classes are found to be subject to a form of compulsive exchange or stressed commerce brought about by traders external to the region.  相似文献

This paper examines the effect of the Prime Farmland Protection Regulation in protecting high quality farmland from urban development and the subsequent effect on non‐farmland conversion in China in the first decade after the Regulation came into effect (1995‐2005). The empirical evaluation is conducted with geo‐referenced panel data for the entire country. Results indicate that the rate of farmland conversion was reduced during 1995‐2000. About two‐fifths of the reduction results from the protection of farmland with high grain productivity. There is no evidence of the effectiveness of the Regulation in protecting farmland during the period 2000–2005, regardless of land quantity or quality. Farmland development was accompanied by a reduction in forests and grasslands during the period from 1995 through to 2005.  相似文献

A strategic question facing many mixed enterprise broadacre farm businesses in Australia is, ‘What sheep flock size and structure is most profitable to complement the farm’s cropping enterprises?' This study answers this question for a typical large mixed enterprise farm business in a key production region of Australia. Whole‐farm bioeconomic modelling, combined with broad‐ranging sensitivity analysis, is used to examine the profitability of different sheep flock structures and sizes. We find the most profitable flock structure is to run Merino ewes and turn off finished Merino or first‐cross lambs. The profitable selection of these flocks is robust to commodity price variation but does require the farmer to give more attention to sheep management. The correct choice of flock structure greatly adds to farm profit. A farm based on cropping and a self‐replacing Merino flock using surplus ewes for first‐cross, meat lamb production earns 33 per cent more profit than a similar farm that runs a traditional self‐replacing Merino flock that emphasises wool production. Of far less importance than flock structure, as a source of additional profit, is to increase flock size or adjust cropping intensity.  相似文献

This paper draws on primary qualitative data to explore the accumulation strategies of indigenous exporters in the Senegalese horticultural sectors who supply European markets. It argues that exporters straddle contract and estate farming as a strategy to break through and survive in European markets, where the power of large‐scale retailers is increasing and the proliferation of food standards act as a non‐tariff barrier. It also analyses the relative opportunities as well as the costs of contract and estate farming. Then it focuses on how the control of buyers over suppliers is far from complete, revealing downstream and upstream spaces and dynamics of non‐compliance. In conclusion, some reflections on the development of capitalism in Africa are advanced.  相似文献

We examine two widely used treatment strategies for African animal trypanosomosis in West Africa: preventive drug control ex‐ante trypanosomosis infection and curative drug control ex‐post trypanosomosis infection. We investigate which combination of these alternative strategies is economically optimal for cattle farmers. We apply a dynamic optimisation framework to consider both the negative externality of drug resistance development and human behaviour. We develop a bio‐economic model to simulate the economic consequences of treatment strategies in a dynamic scenario that takes into account the interactions among the vector, host and livestock farmers. This model allows for the evolution of drug‐resistant trypanosomes through trypanocide misuse and simulates the observed behaviours of cattle farmers based on the elicited risk and time preferences of a sample of 202 cattle farmers in Mali and Burkina Faso. The results show that the private optimal mix of treatment strategies for a risk averse and patient farmer involves preventive treatment for susceptible cattle, supported by a small number of curative treatments for infected cattle. Compared with the treatment strategies observed in the field, this optimal mix of treatment strategies would save approximately 5% of the annual income of a livestock farmer in the study area and would reduce the prevalence of trypanosomosis. In addition, we demonstrate that a reduction in a farmer's risk aversion is associated with higher treatment rates that can avoid additional losses. By contrast, a decrease in a farmer's patience is related to lower treatment rates that thwart additional benefits. Our results suggest that individual risk and time preferences need to be considered in the development process of disease control interventions.  相似文献

Africa is urbanizing rapidly. Yet most dual economy models focus on the sectoral rather than spatial dimensions of development. This article adopts a “dual–dual” approach to measuring rural/urban and farm/nonfarm linkages. We develop an economy‐wide model of Ethiopia that distinguishes between cities, towns, and rural areas. The model captures detailed sectoral and regional linkages, internal migration flows, and externalities from urban agglomeration. We find larger linkages between agricultural production and small towns and show that redirecting urban growth toward towns rather than cities leads to broader‐based economic growth and poverty reduction. In contrast, industry and services, particularly within cities, are far less effective in reaching rural areas and the poor. Africa's current urbanization pattern—toward major cities rather than towns—will weaken national growth–poverty linkages. Urbanization that takes advantage of the synergistic relationship between agriculture and small towns has the potential to result in a more inclusive growth trajectory.  相似文献

Five books on the war in Afghanistan and contemporary Pakhtun life are reviewed from the perspective of the insights they provide into peasant resistance to the Afghan government and the United States. It is argued that while these books are important in improving our understanding of peasant resistance to the US‐led invasion of Afghanistan, with the exception of the monograph by Ahmed they offer only a partial account of the dynamics of resistance, because they fail to adequately integrate the ontology of the Pakhtun into their accounts, and the material foundations of that ontology. The result is that important elements of peasant resistance in Afghanistan are obscured.  相似文献

We examine the performance of the threshold cointegration approach, specifically Band‐TVECM, to price transmission analysis in an explicit context where trade decisions are made based on expectation of final prices, because trade takes time. We find that, following a standard inference strategy, a large portion of three‐regime cases are not identified as such. Results show that transfer costs are systematically underestimated, particularly in three‐regime models. The speed of price transmission is also biased in three‐regime models. Furthermore, inferences about occurrence of trade are poor, with estimated models suggesting far lower market integration than is true in the data‐generating process.  相似文献

Four books published between 2013 and 2014 make a vital contribution towards understanding the political and ideological tools by which states and employers construct hyper‐exploitable agricultural workers. In this review essay, we provide an assessment of how these books have advanced our understandings of migrant farm labour regimes in local and international perspectives. After presenting a synopsis of each text, we critically reflect on key lessons learned, offer questions that merit further attention, and suggest directions for future research. Our review finds that despite wide differences in geopolitical and legal contexts in which migrant agricultural workers cross borders, live and work, there are remarkable resemblances in the ways in which states use (and abuse) migrant labour. Likewise, there are glaring similarities in the consequent vulnerabilities migrants experience. While each author provides compelling and empirically rich observations based on local fields of study, generally lacking are broader global connections and policy discussions about how the problems raised can be meaningfully addressed. Given the seeming ubiquity of exploitative migrant agricultural worker regimes, the fundamental question left largely unanswered is: Must ‘local’ agricultural systems depend on vulnerable imported workers in order to provide affordable food for consumers, or are there workable alternatives to this arrangement?  相似文献

The end of the milk quota system in Europe has resulted in substantial structural changes to the dairy industry, calling its future into question, especially in mountainous areas. This study analyzes the internal and contextual factors that influence dairy restructuring in French mountainous areas. Three complementary logit models are used to specify farmer decisions (e.g., dairy production exit, stability, and growth). Original and exhaustive geo‐located administrative datasets are combined to create a farm longitudinal dataset and characterize farm‐restructuring patterns on a fine geographical scale. Farm size, corporate legal status, and specialization are positively associated with farm growth. Viable diversification strategies through either farm processing or agro‐environmental scheme contracting are also highlighted. Farm sustainability is supported by the economic success of the local industry and the propensity to adopt extensive practices. With respect to public policy, dairy policy appears to have the strongest impact. Thus, the liberalization of dairy policy threatens the future of dairy farming, particularly in areas with low milk density and no production under labels. This work calls for a policy that promotes the collective dimension of dairy farm performance. The current rural development policy alone may be insufficient to support farms’ long‐term sustainability.  相似文献

In this article, I propose to study environmental degradation and the deterioration of the health of workers and other inhabitants in regions of Mexico where intensive fruit and vegetable production for export has been developed. My proposition is that to understand the unsustainability of such agricultural practices in all their complexity, it is necessary to analyse historically the total agri‐food field of relations established by producers, distributors, and consumers in codependency with the natural environment. This analysis of the agri‐food field allows a multidimensional and multiscale study to be conducted of the hierarchical distribution of power and of economic benefits among the different social actors of the food system. This analysis also allowed us to study the development of the capitalist regime without going into the dichotomy of centre and periphery and to propose that it is a decentralized process with a multiplicity of locations that operates on the basis of mutual associations and influences between human and non‐human elements, with the active participation of a great variety of independent, collective, and institutional actors who have differentiated motivations, ranges of power and scales of value. The case study of Mexican export agriculture was the result of long‐term research based on a wide review of regional studies, field work statistics, and archives in Mexico and the United States. This cross‐border study makes it possible to identify asymmetrical transnational relations in a context in which the Mexican government has renounced its territorial and agri‐food sovereignty and Mexican consumers face greater vulnerability.  相似文献

This article presents an analysis of contemporary Uzbek agrarian change. First, using mixed methods and triangulating secondary and primary data from Samarkand, it untangles emerging relations of production and exchange during the slow processes of market transition. It shows that different types of public investment, price regulation, subsidies, procurement mechanisms, and the pace of marketization to which crops are subject shaped a slow growth of rural social differentiation and private accumulation. Traditionally, cotton farms have been in a privileged position because they have access to more land and subsidized inputs of production. However, due to recent fast‐track liberalization policies and state‐led investment, farms producing high value crops—fruit and vegetables—are at the forefront of a new pattern of private accumulation. Second, the article reflects on how the gradual approach to market transition has so far squeezed private accumulation, enabling the centralization of surplus extraction from cotton and wheat. This state‐led accumulation strategy is slowly fading, leaving space for market‐oriented reforms that will entail new but uncertain distributional and developmental outcomes within and outside agriculture.  相似文献

The Russian food system has undergone substantial changes. However, knowledge on how economic transition has affected the structural parameters of food demand is lacking. Based on a two‐stage LES‐LA/AIDS model and annual panel data from the Russia Longitudinal Monitoring Survey (1995–2010), we provide a comprehensive set of food demand elasticities for Russia along two dimensions. First, we estimate demand parameters for three characteristic time periods in order to trace changes during transition. Second, to account for the Russian population's diversity, we derive elasticities for five different consumer segments. These groups are established by a cluster analysis based on households' food purchases. Our findings suggest that demand for food is far from satiated in Russia. We find generally high unconditional expenditure and own‐price elasticities for food. Both expenditure and own‐price elasticities show slight decreases in absolute terms over time. Low expenditure elasticities for staple foods like bread or cereals and high values for luxury goods such as meat, alcohol and tobacco suggest considerable changes in the composition of food baskets with further income growth. Results indicate that food production at home loses in importance while more affluent households in particular increase their demand for food consumption away from home.  相似文献

Pro‐poor tourism (PPT) is a development methodology that aims to use tourism as a tool for poverty reduction. PPT has been adopted by multilateral institutions, official development agencies and non‐governmental organizations (NGOs). PPT assumes an absolute definition of poverty that is based on net income. This definition allows the consideration of a tourism initiative as ‘pro‐poor’ even though the income earned by the poor population may be marginal. This paper analyses whether PPT's concept of poverty adequately addresses the issues in rural poverty. We analyse one case of unequal distribution of income generated from tourism in the 1990s (Amantaní Island, Perú). The paper concludes that PPT's concept of poverty circumvents the fact that an unequal distribution of income could imply a loss in the quality of life for the majority of a rural population: the high‐income social sector tends to increase its economic and political power to the detriment of other social sectors.  相似文献

An ongoing academic debate examines the implications of ‘developmental patrimonialism’ for African citizens. Rwanda is a key case study in this debate, with proponents of developmental patrimonialism and ‘party capitalism’ arguing that companies owned by the ruling party or the military play positive roles in economic development. This debate often focuses on macro‐level, elite politics. This paper instead uses a Foucauldian lens to examine the micro‐level politics of pyrethrum production in Rwanda, which is managed by a military‐owned company. The company utilizes incentive‐based governmental strategies, in line with state discourses, in addition to punitive, disciplinary regimes. The paper demonstrates that state agricultural strategies depend on multiple factors, including multi‐scale political tensions between the ruling party's desire for control and its discourse of ‘entrepreneurship’.  相似文献
