根据有关专业机构统计资料分析,企业出口"应收账款"拖欠70%产生于发货"前"的环节,缺少事前必要的客户信用的调查和评估管理;30%产生于发货"后"的环节,缺少事中必要的客户信用的监控和预警管理;其中,企业坏账的41%产生于企业缺少必要的客户信用救济措施管理,如追讨、清欠等.如果企业全面施行"全程出口信用风险"控制与防范,至少会减少80%的呆账、死账损失.为此,需要实施"出口三全信用风险"控制与防范管理:即,"全员、全要素、全过程"的出口信用风险控制与防范管理.
