Financing ever-growing governmental services in a non-inflationary manner is one of the main problems of public policy for all governments, including those of Greece and the EEC countries. The accession of Greece to the EEC would require tax reforms, especially in indirect taxes, which include tariffs and turnover or value added taxes. A regression analysis for the postwar years indicate that ‘imports’ is a far more important variable in explaining changes in indirect taxes than ‘private consumption’ and ‘inflation’. Such empirical findings may be useful to related policies on public finance of the countries considered, as well as other countries with similar economic problems.  相似文献

SHORT-CUT ESTIMATES OF REAL INCOME   总被引:1,自引:0,他引:1  
The United Nations International Comparisons Project (ICP) has conducted in-depth purchasing-power parity (PPP) studies of the so-called "benchmark" countries (of which there were 34 in the 1975 sample). In the absence of PPP studies of the rest of the countries in the world, the ICP team has constructed "short-cut" estimates of real income (that is, income converted from domestic currency to dollars at PPP) for the nonbenchmark countries. The idea of a "short-cut" procedure for estimating real income is to run a regression of real income on nominal income (that is, income converted from domestic currency to dollars at a market exchange rate) and other variables among the benchmark countries and then to use this regression to estimate real income for the nonbenchmark countries. The most recent ICP short-cut estimates have been based on regressions of real income on nominal income and the foreign trade ratio. The present study expands the list of candidate variables that might be included in a short-cut regression. The list includes educational attainments, the share of minerals in GDP, the trade balance, the growth of the money supply, tourist receipts, and the share of nontradables in GDP. The theory underlying the inclusion of each of these variables is discussed. Regressions are run with various combinations of these variables and some short-cut estimates of real income for 76 market economies are presented.  相似文献

The formidable expansion in the scope of the United Nations International Comparison Project has brought into evidence limitations of the methodology used in the first three phases. The author considers that there are two indispensable conditions needed to give renewed impetus to the ICP: (a) the objectives must be redefined, and (b) the methodology must be built on an entirely new basis. He considers the broad lines of such an evolution to be the following. (a) The objective of volume comparison must be kept distinct from that of purchasing power comparison, given that both the basic material and the formulae to be used at the aggregate level differ in the two cases. (b) At the basic heading level, it is proposed, for both volume and purchasing power comparisons, to replace the multilateral approach by a “minimum scale” binary and unilateral approach, and to use the EKS method. This will make possible an improvement in the accuracy of the estimates, a reduction in the overall costs, and a drastic reduction in execution time. What is more, it would be possible to regionalize the worldwide comparison, in the sense that the results of the basic heading comparisons already obtained at the regional level for regional purposes can be used as an input in the framework of the worldwide comparison. At the aggregate level, in the framework of volume comparison, it is proposed that a constant price procedure in the spatial sense should continue to be used. It is, however, proposed that the prices of the set of countries (GK) be replaced by a structure of common “equi-distant” prices (G). This would permit the elimination of the significant systematic distortions observed in the comparison between rich and poor countries in the first three phases of ICP. What is more, this gives maximum stability to results obtained for the same countries at different geographical levels. By using a set of common “equi-distant” quantities, the same advantage can be obtained in the purchasing power comparison.  相似文献

Inequality and welfare comparisons are performed using simple and generalized Lorenz curves and a number of ranking criteria suggested by Shorrocks and Foster, Dardanoni and Lambert, and Davis and Hoy, on Family Expenditure Survey data of nine EEC countries. The highest levels of inequality are observed in Italy and Greece and the lowest in Denmark, Belgium and France, whereas welfare is found to be relatively low in Greece and Ireland and relatively high in Belgium and France.  相似文献

The purpose of this article is to add 12 Latin American countries to the Phase III of the United National International Comparisons Project (ICP). The data for Latin America was obtained through ECIEL. It has been demonstrated that the exchange rates do not usually reflect the relative purchasing power of currencies. When low-income countries are compared to higher income countries the exchange rate conversion tends to understate the relative income of the lower income countries. This is true for the total GDP and even more so for the GDP components. In per capita terms it is found that for low income countries their income is more than twice as great as is indicated by the exchange rate conversion.  相似文献

This study has a twofold objective: (a) a substantive analysis of purchasing power parities (PPP's), real output and labour productivity in Brazil, Mexico and the U.S.A.; and (b) a methodological survey of the analytic problems in measuring PPP's from the production side, rather than the expenditure approach used by the United Nations (ICP). Our main substantive findings were that PPP's for manufacturing did not vary greatly from the 1975 exchange rates, that labour productivity was surprisingly high in the two Latin American countries, and that there are substantial differences in the coverage of national accounts between Mexico and Brazil. We found census concepts of value added to be rather anachronistic, particularly in the U.S.A.; we developed a new short-cut matching procedure for industries with a complex product structure; and we found the unit value approach not inferior to the specification pricing practiced by ICP.  相似文献

Using the International Comparison Program (ICP) 2011’s cross-country data on input prices and project cost shares, I show that the ICP 2011 construction prices are substantially underestimated in the 143 low- and middle-income countries where these prices were estimated from input prices. As a consequence, the ICP 2011’s estimate of PPP-adjusted construction is overestimated on average by about 100% and gross fixed capital formation is overestimated by 25–30% in these countries. These nonrandom data errors are of sufficient magnitude to cause serious estimation bias in cross-country growth analyses.  相似文献

The calculation of purchasing power parities and quantity comparisons for a given year provides interesting information about the relative importance of countries. However, it is necessary to make these estimates annually in order to enable users to apply these parities for international comparison of annual data expressed in national currency. The paper deals with the problems related to merging spatial comparisons and temporal volume and price movements for the countries of the European Community. For these countries full information was collected in 1975 and in 1980, whereas in the intermediate years some price data were collected and price indices at a detailed level have also been collected. First the theoretical problems of consistency between the spatial results and temporal indices are discussed. Because no immediate consistency can be obtained, several methods are proposed to achieve consistency, by estimating one unique set of spatial and temporal indices. The available information for the period 1975-80 has been used in order to test the numerical differences between two sets of parities and price indices over time. Besides theoretical reasons for inconsistency, it is also necessary to take into account errors in the price observations or in the price indices. The results presented in the paper should be considered as provisional and further work will be undertaken to obtain better insights into the inconsistency between these sets of data.  相似文献

This paper discusses a number of problems arising in comparisons of levels of national accounting aggregates between countries with different economic systems, notably between countries with market economies and countries with centrally planned economies. It considers problems arising from differences in the national accounting concepts used and problems arising from institutional differences, both of which are viewed as relating to the concepts on which the comparison should be based and the adjustment of national data to these concepts. This article reports on the plans of the member countries of the Council for Mutual Economic Assistance (CMEA) in the area of the purchasing power parity comparisons of national product and similar aggregates. A series of comparisons of the U.S.S.R. with other individual member countries was made for 1959,1966, and 1973. A new series will be undertaken for the year 1978. The scope of the program will be expanded to cover several new aggregates, including productivity concepts and total consumption of the population. The article discusses the conceptual and methodological problems and plans. Among other matters, attention is being given to the possibility of reducing the number of specifications priced, without sacrificing accuracy.  相似文献

Most developing countries achieved necessary critical technology quickly and efficiently through the offset channel. Taiwanese government procurement is one of the most important sources of technological development. Over the past 10 years, this performance has not been remarkable in obtaining improved rising defense technology using the offset (namely, Industrial Cooperation Program, ICP). The main objective of this paper is to discuss the problems with Taiwan's ICP and propose a four-stage approach for Taiwan's ICP mechanism detailed improvements are suggested for Stage I and Stage II. F-16 fighter coproduction was used as an example to simulate Stages I and II in the four-stage approach process, considering all three levels of technology, economics and national security, to establish a set of fuzzy multiple criteria decision mode to identify the evaluative criteria variables and project item's order for ICP project. Construction prices are lower in developing countries in ICP 2005, which has raised these countries' capital/output ratio in Penn World Tables 7 and 8 and affected growth analyses. We estimate the Colombia/U.S. price ratio for office and apartment buildings in 2005 as a test of the validity of the ICP 2005 methodology for estimating these prices. Our estimate of the Colombia/U.S. price ratio is almost twice the ICP 2005 estimate. We confirm the validity of our results by estimating the cost of constructing office and apartment buildings using 2005 prices for construction materials, equipment, and labor in both countries.  相似文献

Multilateral indices of total factor productivity (TFP) allow efficiency comparisons between ten European Union countries and the United States from 1973 to 1993. Differences in TFP levels are then explained by land quality differences, public research and development (R&D) expenditures, education levels, private-sector patents, international spillovers of public R&D, and private-sector technology transfer. There is evidence that public R&D results in limited knowledge spillovers between the European countries and the United States. However, the use of international patent data from the Yale Technology Concordance shows not only that patents matter, but also that private sector technology transfer may be the dominant force in explaining TFP trends. The United States and the European Union countries with more advanced research systems (Netherlands, Denmark, France, and Belgium) converge in a high-growth club, while Germany, Luxembourg, Greece, Italy, Ireland, and the United Kingdom form the slow-growth group. Ignoring knowledge spillovers and technology transfer leads to biased estimates of R&D elasticities, which is hardly surprising since the private sector is now spending more than the public in some of these countries. Thus, the estimated rate of return to public agricultural R&D falls from over 60% in the closed economy model to 10% in the model that takes account of international spillovers. (JEL Q16)  相似文献

Abstract. In this paper, we make a comparison of industry output, inputs and productivity growth and levels between seven advanced economies (Australia, Canada, France, Germany, the Netherlands, United Kingdom and United States). Our industry-level growth accounts make use of input data on labour quantity (hours) and composition (schooling levels), and distinguish between six different types of capital assets (including three information and communication technology (ICT) assets). The comparisons of levels rely on industry-specific purchasing power parities (PPPs) for output and inputs, within a consistent input–output framework for the year 1997. Our results show that differences in productivity growth and levels can be mainly traced to market services, not to goods-producing industries. Part of the strong productivity growth in market services in Anglo-Saxon countries, such as in Australia and Canada, may be related to relatively low productivity levels compared with the United States. In contrast, services productivity levels in continental European countries were on par with the United States in 1997, but growth in Europe was much weaker since then. In terms of factor input use, the United States is very different from all other countries, mostly because of the more intensive use of ICT capital in the United States.  相似文献

Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 23 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Instrumental-variable models that use skill variation stemming from school attainment, parental education, or compulsory-schooling laws provide even higher estimates. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.  相似文献

We examine the sensitivity of U.K.-Spanish poverty comparisons to variations in the dependence of equivalence scales on household size and composition, using evidence from national household budget surveys. We sum up these comparisons using subjective confidence levels. Taking into account the dissimilarities in the distribution of incomes and needs across countries, we find, inter alia , that although the poor are typically more numerous in Spain than in Britain, the actual headcount differences may vary by up to 10 percent of the population when needs allowances are altered, even when kept the same across the two countries. Comparisons of poverty composition across the two countries are also very sensitive to the choice of equivalence scale parameters. Generally, however, the proportion of single adults among the poor is much less important in Spain than in Britain, the reverse being true for households with three or more adults.  相似文献

This paper presents a detailed bilateral comparison of GDP between China and the U.S. with 1986 as a reference date, using the purchasing power parity (PPP) approach formulated by the United Nations International Comparison Program (ICP). An estimate of PPP over GDP made for Chinese currency in this study was used t o estimate China's dollar per capita GDP in 1986 and 1991. The specific issues in the comparisons of the housing and the comparison-resistant services categories were discussed and an approach similar to the estimation of shadow rent was exercised. The United Nations Conference on Trade and Development (UNCTAD) was formed in 1964 to ‘create a forum in which the more prosperous member countries [of the United Nations] would come under pressure to agree to measures benefiting the less-developed countries’. More specifically, its formation was ‘a deliberate effort to use international bureaucracy and conference diplomacy to alter current norms affecting trade and development’. UNCTAD's founding reflected the growth in membership of the United Nations of newly independent states. A large number of the e´lites of these new entities keenly felt the iniquity of the world order which had ushered in their formal statehood. UNCTAD and the later call for a ‘New International Economic Order’ (NIEO) therefore were rejoinders to problems encountered by developing countries as a result of the creation and operation of the Bretton Woods system.  相似文献

This study departs from the previous literature on purchasing power parity (PPP) by proposing a demand system based methodology for calculating the PPP that takes account of consumer preferences and allows for the substitution effect of price changes. The methodology is used to calculate the PPP between the Indian Rupee and the Vietnamese Dong. The study allows for regional variation in preferences and price changes both inside the country and between countries. It proposes and applies a methodology for constructing prices from unit values after adjusting them for quality and demographic effects. The adjusted unit values are used as prices in the demand estimations, and the demand parameter estimates are used to calculate both spatial prices within each country and the PPP between the two countries within a consistent framework. The study illustrates the usefulness of preference consistent methods to calculate the PPP by applying the PPPs to compare living standards between India and Vietnam. The significance of the results follows from the fact that the levels of living comparisons are quite sensitive to the PPP used in converting the Rupee expenditure into Vietnamese Dong. The present results on food PPPs question the relevance of the PPPs from the ICP project in cross‐country welfare comparisons especially in a period of high food inflation.  相似文献

The United Nations' newly completed study of purchasing power parities covering 34 countries varied in region, income level, and form of economic organization shows the systematic differences between the usual view of the structure of the world economy arising out of international comparisons based upon foreign exchange rate conversions and the structure one sees when actual prices are available. The real per capita GDP of developing countries is understated relative to developed countries when exchange rates are used in converting countries' national income accounts to a common currency, with the degree of understatement for any two countries being inversely related to the per capita income difference between them. The reason for this is that relative prices in the non-traded goods sector are lower relative to traded goods prices in low income countries. The systematic pattern observed in the 1975 data of the 34 countries has been extrapolated over time and space to get estimates of GDP for other years and countries. In the absence of detailed price data, the real shares of final expenditures devoted to particular components of the total can only be estimated as the proportion of own currency total expenditure devoted to the components. The observed differences in the pattern of prices of poor countries relative to rich for different components makes this clearly wrong for international comparisons, and in systematic ways. For example, (i) the relative price of services compared with commodities in poor countries is lower than in rich; so the apparent tendency of the share of services to rise as a country's income rises disappears when real quantities are considered; similarly, (ii) the relative price of capital goods is greater in poor countries compared with rich ones, so the difference in investment ratios out of GDP between rich and poor countries is understated.  相似文献
